Dear Mark:
We have started our review of the construction documents submitted in pursuit of
obtaining a building permit for the above -referenced project. This review is not
intended to be an exhaustive and comprehensive report. Unless otherwise noted,
all references are to the 2006 I.B.C. It is our goal that this review will help you in
complying with the applicable codes and we are, therefore, requesting that the
following items be addressed:
✓1. Provide all of the required compliance forms per the 2009 Commercial
Energy Code (Chapter (1323 of the MSBC).
*2009 Energy Compliance Forms are available on the City of Eagan
website at www.cityofeagan.com/buiidinginspections. You will need
the ANSI/ASHRAE Standard 90.1 — 2004 to complete the compliance
forms.
Provide a completed Special Structural Testing and Inspection Program
Summary Schedule. The submitted schedule does not include a testing
agency or special inspector.
Provide attic draft stopping details that further explain compliance with
Section 717.4.3 of the Code. The current plan does not seem to
compartmentalize the attic into areas 3,000 square feet or less.
Revise the detail (Sheet A7.1) for the mounting height of the accessible
parking signage. The detail shall comply with Section 502.7 (Chapter
1341 MSBC). The mounting height shall be 60" minimum to 66"
maximum above the parking surface.
The access aisle shall be marked with the designation "No Parking" per
Section 502.4.4 (MSBC).
Revise "General Note (F)" on Sheet A1.1 to designate the minimum
address number character height of 12" (Per City of Eagan Ordinance
Sec. 2.78).
Provide details for showing compliance with Section 304.3.3 of the 2006
IFC, concerning dumpster/trash container storage.
Provide details that support compliance with Exceptions 3 and 4 of
Section 1024.6 (2006 IBC).

Kristin, Mark and Chris,
I have reviewed the building permit plans for Primrose School and have the following comments. Please prepare the
revisions and resubmit the revised sheets, and follow up with Julie Strid on the payment of outstanding negative escrow
balance and recording of the CUP. Thank you.
1) Please update the labels on the Building Elevations— drawings show all brick, but exterior materials labels still
refer to hardi-plank siding that was the initial design.
2) Revise Lighting Plan - mounting height shows 20', CUP required a max of 18'. Reducing the mounting height to
18' may also affect coverage of the illuminated area, and a different fixture or additional fixture(s) may be
necessary to maintain the 0.5 fc level of illumination throughout the parking lot.
3) A separate sign permit is required for the monument and building signs. Looking again at the monument design,
I think it exceeds the 4' ht. limit for the sign message area (sign panel and logo). So you may need to relocate
the log on the sign to comply with that. Further questions about sign permits and design parameters should be
directed to Mary Granley, mgranley@cityofeagan.com, or 651-675-5690.
4) We still show an outstanding negative balance in the escrow account from the CUP application. This needs to be
paid up before we can release the building permit.
5) The CUP document will need to be recorded before the building permit can be released. Once the escrow
account is paid up, the CUP can be released for recording.

1. Energy code forms were emailed to you earlier and are included herein. The last
sheet in the set of drawings has the energy forms attached.
2. Special Inspection Form attached for review and approval. If acceptable I will
gather signatures and will submit the signed form before permit.

We have started our review of the construction documents submitted in pursuit of
obtaining a building permit for the above -referenced project. This review is not
intended to be an exhaustive and comprehensive report. Unless otherwise noted,

1. Provide all of the required compliance forms per the 2009 Commercial
Energy Code (Chapter (1323 of the MSBC).
*2009 Energy Compliance Forms are available on the City of Eagan
website at www.cityofeagan.com/buildinginspections. You will need
the ANSI/ASHRAE Standard 90.1 — 2004 to complete the compliance
forms.
2. Provide a completed Special Structural Testing and Inspection Program
Summary Schedule. The submitted schedule does not include a testing
agency or special inspector.
3 Provide attic draft stopping details that further explain compliance with
Section 717.4.3 of the Code. The current plan does not seem to
compartmentalize the attic into areas 3,000 square feet or less.
4. Revise the detail (Sheet A7.1) for the mounting height of the accessible
parking signage. The detail shall comply with Section 502.7 (Chapter
1341 MSBC). The mounting height shall be 60" minimum to 66"
maximum above the parking surface.
5. The access aisle shall be marked with the designation "No Parking" per
Section 502.4.4 (MSBC).
6. Revise "General Note (F)" on Sheet A1.1 to designate the minimum
address number character height of 12" (Per City of Eagan Ordinance
Sec. 2.78).
7. Provide details for showing compliance with Section 304.3.3 of the 2006
IFC, concerning dumpster/trash container storage.
8. Provide details that support compliance with Exceptions 3 and 4 of
Section 1024.6 (2006 IBC).
9. Provide roof truss specifications (include layout and bracing
requirements).
10. A contractor shall be named prior to issuance of the building permit.
11. Fire and smoke alarm permit applications shall be submitted separately
to Fire Marshal Dale Wegleitner. Please contact Dale directly at (651)
