The Eagan Airport Relations Commission will meet on Tuesday, January 11 at 7:00 p.m. in the
Eagan City Council Chambers. In order that there is a quorum present, please contact Mary
O'Brien at 651- 675 -5005 if you are unable to attend this meeting.
I. ROLL CALL AND ADOPTION OF THE AGENDA
The agenda, as presented or modified, is in order for adoption by the Commission.
II. APPROVAL OF MINUTES
The minutes of the September 14, 2010 Airport Relations Commission meeting are enclosed on
pages 4- through (.o . Also enclosed, on page 7 are the meeting notes from the
November 9, 2010 ARC workshop. These minutes and meeting notes are in order for adoption
by the Commission.
III. VISITORS TO BE HEARD
The Eagan City Council and its Commissions set aside up to ten minutes at the beginning of
public meetings to permit visitors to address items of interest that are not addressed on the
regular agenda. Items that will take more than ten minutes or that require specific action can be
scheduled for a future meeting agenda.
IV. OLD BUSINESS
A. Communications Update — It is the practice of the Airport Relations Commission to
discuss their communication initiatives each month, which include articles in the Experience
Eagan Newsletter, as well as stories aired on the City's local access cable channels. Currently,
the November 30 Town Hall meeting is being played on local access cable TV, and the recording
of the town hall meeting is also available via webstreaming on the City of Eagan's website. The
Commission is welcome to make additional suggestions for communication initiatives regarding
airport issues.
B. MAC Monthly Reports – Eagan/Mendota Heights Corridor Analysis/Technical
Advisory Report /17 -35 Departure Analysis Report /Crossing in the Corridor Report –
Enclosed on pages through 3 i the November 2010 Eagan/Mendota Heights
Corridor Analysis. Enclosed on pages J throug is the November 2010 Technical
Advisory Report. Enclosed on pages throu h� is the November 2010 Runway 17
Departure Analysis Report. Enclosed on pages throughlaT is the new Crossing in the
Corridor Report for the month of November 2010. The November reports were the most current
reports available on the MAC website at the time of packet preparation. It is the practice of the
Commission to review the reports and discuss any significant deviations that may have occurred
or any other noteworthy occurrences as reported in the analyses.
V. NEW BUSINESS ��""
A. MSP 2030 Long Term Plan Environmental Assessment — Enclosed on pages /pie
through 81) a written description and Power Point summary of the Environmental
Assessment (EA) process underway for the 2030 Long Term Comprehensive Plan (LTCP) at
MSP Airport. The EA evaluates the first two phases of the LTCP, through 2020, which includes:
• Phase I: Expand Terminal 2 (Humphrey) and relocate all non - Skyteam airlines to
Terminal 2
• Phase II: Modernize and expand Terminal 1 (Lindbergh), including a new
international arrivals facility
As part of the EA process, communities were encoura ed to submit omments to the proposed
projects and impacts of the LTCP. Enclosed on pages) through is the letter that was
approved by the City Council on January 4, 2010, along with the background memo that was
provided to the Council. Comments to the EA were due to the MAC by January 6, and thus there
was not an opportunity for the ARC to formally review the comments in advance of their
consideration by the City Council. A copy of the draft letter was sent via e -mail to the
Commission so that all Commissioners were aware that the Council would be considering the
comments.
The letter specifically calls upon the MAC to complete runway use assessments as part of the
environmental process, including a thorough review of how Runway 17/35 is currently being
used. The letter reiterates Eagan's long standing position that operations should be concentrated
in the Eagan/Mendota Heights Corridor whenever possible. While the EA will not be addressing
Required Navigation Performance (RNP), i.e. area navigation (RNAV) technologies, the letter
nonetheless lays the groundwork for the City's position that such technology should maximize
the use of the Corridor in southeast operational flows.
The Commission is encouraged to discuss the letter commenting on the EA and provide any
feedback on the subject matter in preparation for the January 17 Noise Oversight Committee
(NOC), at which the Committee will be discussing criteria that should be used in determining
future RNAV usage at MSP Airport.

B. November 2010 ARC Town Hall Meeting —The Airport Relations Commission held a
town hall meeting on November 30, 2010. Of the 835 households that received an invitation,
approximately 45 people attended the meeting (5.4% attendance rate). Residents were invited to
complete an online survey about airport noise, and the same survey was available in hard copy
form at the meeting. All surveys filled out at th town hall meeting were subsequently entered in
the Survey Monkey site. Enclosed on pagesR through is a summary of the survey
results of the 41 respondents. This information is provided for the Commission's information.
The ARC is welcome to discuss any feedback regarding the survey and/or meeting, including
any changes or additions for future airport noise town hall meetings in Eagan.
VI. STAFF / COMMISSIONER REPORT
A. Resolution Establishing the 60 DNL as the T reshold fo Preventative and
Corrective Measures at MSP— Enclosed on pages through_ is background
information and a copy of a resolution passed by the agan City Coun it on November 16, 2010
that specifies that the 60DNL is the City of Eagan's airport noise threshold for preventative and
corrective noise mitigation, and the one -mile buffer is the City of Eagan's threshold for land use
planning and development standards in the environs of the MSP International Airport. The cities
immediately surrounding MSP, including Minneapolis, Mendota Heights, Richfield, and Eagan
all passed a similar resolution to ensure that the communities are on record in advance of the EA
process on the MSP Long Term Plan in stating that the 60 DNL —and not the 65DNL —is the
threshold for preventative and corrective measures for airport noise.
B. Plans for March 2011 ARC Meeting — Enclosed on pages through is the ARC
2010 -2011 Work Plan. The last remaining item to be scheduled is a discussion regarding the
business /economic development impact of MSP Airport. The Commission is encouraged to
discuss this work plan, and if it is the desire to proceed with this final work plan item, staff will
invite the recommended attendees to the March 8 meeting.
VII. ROUNDTABLE
Per the request of the Commission, this agenda item has been added so that Commissioners have
the opportunity to ask questions or make requests for future agenda items.
VIII. ADJOURNMENT
Per the request of the Commission, the Eagan ARC meetings will go no later than 8:30 p.m.
unless agreed upon by the Commission.

MINUTES OF THE EAGAN
AIRPORT RELATIONS COMMISSION MEETING
SEPTEMBER 14, 2010
A regular meeting of the Eagan Airport Relations Commission was held on Tuesday,
September 14, 2010 at 7:00 p.m. Those present were Curtis Aljets, Dan Johnson, Luke Olson, Chad
Stambaugh, Chuck Thorkildson and Carol Whisnant. Absent was Steve Beseke. Also present was
Assistant to the City Administrator Miller.
AGENDA
Aljets made a motion to approve the agenda as presented. Johnson seconded the motion. All
members voted in favor.
APPROVAL OF MINUTES
Whisnant made a motion to approve the minutes of the July 13, 2010 regular meeting of the
Eagan Airport Relations Commission. Stambaugh seconded the motion. All members voted in
favor.
VISITORS TO BE HEARD
Resident Roger Martin, Oak Chase Road, addressed the Commission about airport noise.
Likewise, Damian Moran, who lives at the intersection of Wescott and Lexington, and Gary
Halverson, Westbury Drive, expressed their frustration with aircraft noise.
EAGAN'S LEGISLATIVE DELEGATION / MAC REPRESENTATIVE
Miller stated Chad Legve, Manager of the Aviation Noise and Satellite Programs, and Roy
Fuhrmann, Director of Environment, of the Metropolitan Airports Commission were present to
dialogue with Eagan's legislative delegation and the Commission regarding airport issues impacting
the community and projects involved in the Capital Improvement Plan.
Mr. Legve introduced himself and discussed area navigation technology used to fly aircraft
in a precise path (RNAV) and the Optimized Profile Descent procedure (OPD), and the
implementation of these procedures. Roy Fuhrmann discussed the implementation process of
infrastructure improvement projects that will support future growth and development at the
Lindbergh and Humphrey Terminals.
The legislative delegation dialogued with Mr. Legve, Mr. Fuhrmann and the Commission on
airport issues facing the community. Chair Thorkildson thanked Representatives Obermueller,
Hansen, Masin and Senator Carlson for attending the meeting.
Aljets made a motion to extend the ARC meeting beyond 8:30 p.m. Whisnant seconded the
motion. All members voted in favor.

COMMUNICATIONS UPDATE
Miller stated it is the practice of the Airport Relations Commission to discuss their
communication initiatives each month which include articles in the Experience Eagan Newsletter as
well as stories aired on the City's local access cable channels.
Miller stated an article appeared in the most recent Experience Eagan Newsletter regarding
the Airport Relations Commission's 2010/2011 work program. Miller noted tonight's meeting will
appear on the Eagan cable channel and will be webstreamed on the City of Eagan's website.
MAC MONTHLY REPORTS — EAGAN/MENDOTA HEIGHTS CORRIDOR
ANALYSIS/TECHNICAL ADVISORY REPORT /17 -35 DEPARTURE ANALYSIS
REPORT
Miller introduced the item stating enclosed are the July 2010 Eagan/Mendota Heights
Corridor Analysis Report, the July 2010 Technical Advisory Report and the July 2010 Runway 17
Departure Analysis Report.
Thorkildson discussed the Runway 17 departure grid from the July Runway 17 Departure
Analysis Report. The Commission discussed RMT coverage and locations.
Aljets noted that the August reports showed an increase in departures and complaints for the
month. Miller stated an uptick in nighttime traffic may have generated the increased number of
complaints.
MSP AIRSPACE -WIDE RNAV IMPLEMENTATION
Miller introduced the item and briefly discussed a memo to the Noise Oversight Committee
(NOC) from Chad Legve, MAC Manager of the Aviation Noise and Satellite Programs, regarding
implementation of Area Navigation (RNAV) procedure in an airspace -wide capacity as opposed to
the specific RNAV Crossing -in- the - Corridor and River Departure procedures that have previously
been envisioned for use at MSP.
NOVEMBER 2010 ARC TOWN HALL MEETING
Miller introduced the item noting the 2010 -2011 ARC Work Plan and the Commission's
desire to hold a November Town Hall meeting. The Commission discussed dates, locations and
format for the November meeting.
The Commission agreed to hold a work shop on November 9, 2010 in place of their regular
meeting and schedule the Town Hall meeting for November 30, 2010. Suggestions of where to
hold the Town Hall meeting were Oak Hills Church, the City's Maintenance Facility and the Eagan
Community Center. Miller stated she will explore these options and report back to the Commission.
The Commission discussed the invitation list, boundaries and an airport noise survey. The
Commission further discussed information to be included in a handout at the meeting.

SEPTEMBER 15, 2010 NOC MEETING
Miller introduced the item stating the September 15 NOC meeting will have several topics
of interest to the City of Eagan and also noted there will be a presentation by Delta Airline's
Technical Pilot Grady Boyce regarding efforts underway in the area of Performance Based
Navigation.
FIRE DEPARTMENT / ENERGY MANAGEMENT DRILL ON RIVER BOTTOMS
Miller introduced the item stating she and Commissioner Beseke had the opportunity to
observe the emergency management exercise being conducted along the Minnesota River bottoms
on August 12, 2010, which simulated a plane crash departing from MSP.
MEETINGS WITH MAC STAFF, FAA REPRESENTATIVES, AND EAGAN RESIDENTS
RE: AIRPORT NOISE ISSUES
Miller stated that on August 19, she met with staff from the MAC Noise Office and the FAA
Air Traffic Controller Management pertaining to concerns over recent runway use at MSP. She
stated the summary of the 2010 Runway use at MSP shows that Runway 17/35 frequently had twice
the number of monthly operations as Runway 12L or 12R over the Corridor.
Miller also noted over the past month she had the opportunity to meet with two Eagan
residents, along with MAC staff, and discussed the residents' specific airport noise issues.

The Commission thanked residents who appeared at the meeting.

Long Term Comprehensive Plan Update
Environmental Assessment
Preliminary Information
The Metropolitan Airports Commission (MAC /Sponsor) is preparing an Environmental
Assessment (EA) to fulfil the requirements of the National Environmental Policy Act of 1969
(NEPA). NEPA requires environmental review of federal actions including federal funding,
approvals and certifications. The MAC is proposing development at the Minneapolis -St. Paul
International Airport (MSP) as defined within the Airport's Long Term Comprehensive Plan
(LTCP) Update which would require several federal actions including funding and airport layout
plan (ALP) approval. Therefore, environmental review of the proposed development is required
per NEPA.
The environmental review is being . documented in an EA and completed in accordance with
Federal Aviation Administration (FAA) policies and procedures for considering environmental
impacts: FAA Order 5050.4B, "National Environmental Policy Act (NEPA) Implementing
Instructions for Airport Actions" and FAA Order 1050.1E, "Environmental Impacts, Policies and
Procedures." To meet the requirements of these Orders, the EA must identify the purpose and
need for the proposed development.
STATEMENT OF PURPOSE AND NEED
MSP is experiencing unacceptable levels of service within Terminal 1- Lindbergh at both
landside and terminal facilities; the arrivals curb parking and international arrivals facility are
currently congested. As the passenger activity grows the levels of service of landside facilities
including access roads will deteriorate further. Similarly, the levels of service within the terminal
environment at gates, ticket counters, passenger check -in areas, security screening checkpoints
and baggage claim areas will deteriorate to unacceptable levels based on standard airport
planning practices.
The purpose of the proposed project is to accommodate expected demand at MSP such that
the level of service is acceptable through the planning timeframe considered.
MSP LONG TERM COMPREHENSIVE PLAN (LTCP) UPDATE
The LTCP is a 20 -year plan for MSP focused on developing airport facilities to accommodate
forecast growth in a safe and efficient manner with a high level of customer service. The LTCP
is developed by the MAC in accordance with the Metropolitan Council's (the Metropolitan
Planning Organization (MPO) for the Twin Cities metropolitan area) guidelines to integrate
information pertinent to planning, developing, and operating the region's airports in a manner
compatible with their surrounding environs. The latest version, the Minneapolis —St. Paul
International Airport (MSP) 2030 Long Term Comprehensive Plan Update completed in 2010
reflects substantial changes in the aviation industry and at MSP.

Airline consolidation (including the recent merger of Delta Air Lines with Northwest Airlines, the
merger of United Airlines with Continental Airlines and the planned merger of Southwest Airlines
with AirTran Airways), shifts in the aircraft fleet, new technologies, and evolving security
protocols stemming from the September 11, 2001 terrorist attacks have resulted in many
changes to airport operations. These changes have affected airline service patterns, passenger
processing and behavior. Airports work best when the capacities of their various elements are
balanced and work in harmony to provide a safe, efficient system of facilities with a high level of
customer service. Over time, some of MSP's facilities have become less efficient and some
have not been improved to meet the dynamic needs of today's travelers. While MSP's airfield
was dramatically improved with the addition of a fourth runway in 2005, portions of the terminal
and landside facilities have become outdated and need improvement.
In developing facility requirements to address the terminal and landside needs, it was concluded
that the MSP's two- terminal system could be utilized more efficiently. Several factors
contributed to this conclusion:
• Already facilities at Terminal 1- Lindbergh are congested and in need of refurbishing.
The baggage claim area is overcrowded during peak periods and the international
arrivals facility has limited throughput. Additionally, Terminal 1- Lindbergh arrival curb
and parking facilities are congested. As passenger activity continues to grow,
conditions at Terminal 1- Lindbergh will further deteriorate.
• Different types of airline operations require different passenger facilities. Delta
Airlines operates a major hub at MSP within Terminal 1- Lindbergh. As a hub,
approximately 60 percent of Delta Airlines passengers at MSP are connecting
passengers who do not begin or end their trips as MSP, they simply fly through on
their way to another airport. These connecting passengers do not normally use bag
claim facilities, ticketing facilities, roadways or parking at MSP.
• Future expansion of the terminal and landside facilities at Terminal 2- Humprey is
more feasible than expansion at Terminal 1- Lindbergh because there is more
available land and the supporting landside facilities have available capacity to serve
more passengers.
Thus it was concluded that relocating all airlines other than Delta and its SkyTeam partners from
Terminal 1- Lindbergh to Terminal 2- Humphrey would relieve some capacity constraints at
Terminal 1- Lindbergh, better balance the mix of passengers beginning and ending their trips at
MSP between the two facilities and allow all airlines room to refurbish and expand their facilities.
Assuming that the non - SkyTeam partners would be relocated to Terminal 2- Humphrey, the
LTCP Update identified the type and location of phased facility improvements needed to safely
and efficiently accommodate aviation demand through the year 2030.
Though the timing of relocating all non - SkyTeam airlines to Terminal 2- Humphrey from Terminal
1- Lindbergh is driven by the increasing congestion at the curb and in the parking facilities at
Terminal 1- Lindbergh, the need for additional gates is essential. In 2016, when the relocation is
recommended to occur, Terminal 2- Humphrey would require an additional 16 gates to

accommodate the associated demand of all non - SkyTeam airlines. Early phases of the
expansion plan for Terminal 2- Humphrey includes improvements to critical systems such as in-
line bag screening and security checkpoint capacity. These two systems are currently operating
over capacity during peak periods (winter) causing major congestion, delays and poor customer
service.
In spite of the fact that the relocation would free all 15 gates on Concourse E in Terminal 1-
Lindbergh, growing passenger numbers combined with the evolving aircraft fleet of Delta Air
Lines and its SkyTeam partners would require vacated Concourse E gates to be back in service
prior to 2020. This means that between 2015 and 2020 there is a window of approximately five
years during which the refurbishment of Terminal 1- Lindbergh may be more easily
accomplished due to the ability to relocate operations among gates.
In addition to the need to provide additional gates and refurbish Concourse E, there is a need to
expand the international arrival facility at Terminal 1- Lindbergh. Current U.S. Customs and
Border Protection (CBP) operations located in Concourse G are funnelled into a facility that has
outgrown its capacity. MSP is unable to accommodate additional international service during
the critical -peak flight banks (13:00 — 17:00) thus precluding the MAC from attracting and /or
accommodating additional international service from Delta or other carriers. Approximately
240,000 square feet of space is needed based on the latest US Customs and Border Protection
Airport Technical Design Standards for Passenger Processing Facilities. The MSP international
arrival facility in Terminal 1- Lindbergh has 79,300 square feet. The additional space would be
provided by expanding Concourse G. The expanded facilities would include an appropriately
sized international baggage claim area.
The LTCP Update also addressed deficiencies in the Iandside facilities including curb roadway,
parking and rental car facilities. As with the terminal facilities, the requirements for the Iandside
facilities were based on the assumption that the non - SkyTeam partners would be relocated to
Terminal 2- Humphrey. According to the LTCP Update roughly double the 2009 length of
departure and arrival curb is needed at both Terminal 1- Lindbergh and Terminal 2- Humphrey to
accommodate demand in 2030. Required future public parking is also roughly double the
amount of public parking available in 2009. In addition, with the relocation of the non - SkyTeam
airlines, a Quick- Turn - Around (QTA) facility (where rental vehicles are washed and fueled
before being re- rented) will be needed at Terminal 2- Humphrey. Lastly, approximately 800
additional rental car parking spaces will be needed at Terminal 2— Humphrey by 2030.
While the LTCP Update identified facility improvements needed through year 2030, only the
improvements needed through 2020 are considered appropriate for decision at this time. Thus
the improvements needed through 2020 are the subject of the forthcoming EA and are included
in the Proposed Action.
AVIATION ACTIVITY FORECAST
The MSP aviation activity forecast developed for the LTCP Update is being updated to support
the EA and detailed planning studies. The LTCP Update aviation activity forecast was based on
2008 data. The forecasts will be updated to incorporate the latest available information on
economic growth, air fares, the connecting percentage, and planned airline mergers.

ON -GOING PLANNING
As a result of the identified needs in the LTCP Update, the MAC has commenced terminal and
landside planning. A Terminal 2- Humphrey Master Plan is underway. Alternative layouts to
provide the needed gates are being explored. Transportation planning studies are underway to
further define the landside requirements.
PROPOSED ACTION
The Proposed Action consists of Phases I and II of the 2030 Long Term Comprehensive Plan
Update for MSP. Phases I and II include terminal and landside improvements needed by 2020.
Phase I consists of expanding Terminal 2- Humphrey and relocating all non - SkyTeam airlines
(all airlines except Delta Air Lines and its alliance partners) to Terminal 2- Humphrey. Phase II
provides for modernization and expansion of Terminal 1- Lindbergh including a new international
arrivals facility. The specific Phase I and Phase II improvements are illustrated in Figure 1 and
are as follows:
PHASE I: (Improvements to Terminal 2- Humphrey to accommodate growth to 2016)

ACTION TO BE CONSIDERED: To approve comments on the Environmental

FACTS:
• The Metropolitan Airports Commission (MAC) has invited communities to comment on the
proposed Environmental Assessment (EA) for improvements proposed as part of the 2030
MSP Long Term Comprehensive Plan.
• The EA process provides an opportunity to comment on the runway use assessments that will
be included in the environmental review process, and the comments proposed continue
Eagan's long standing position that operations should be concentrated and maximized within
the Eagan/Mendota Heights Corridor.
• The letter also positions the City as the FAA and MAC enter the process of redesigning the
airspace around MSP Airport using Area Navigation (RNAV) technology.
• Comments to the EA must be submitted by January 6. Given the brevity of the comment
period, there was not an opportunity for the Eagan Airport Relations Commission to formally
review the letter; however, the commissioners have been provided a copy of the draft letter
and will have an opportunity to discuss it at their January 11 commission meeting.

Thank you for providing the opportunity to comment on the forthcoming Environmental
Assessment (EA) for proposed terminal and landside improvements at the Minneapolis-
St. Paul International Airport (MSP). The City of Eagan appreciates the Metropolitan
Airports Commission's (MAC) ongoing commitment to reinvest in the airport, as MSP
serves as a valuable asset to the Twin Cities metropolitan area, and the State of
Minnesota as a whole.
The City of Eagan supports the infrastructure improvements proposed in Phase I and II of
the Long Term Comprehensive Plan. However, the City of Eagan strongly encourages the
MAC, as part of the EA process, to examine how Runway 17/35 is currently being used,
and determine how the runway fits into the overall runway use system at MSP. The
review of Runway 17/35 is especially timely as the airport and the FAA are currently
considering the use of area navigation (RNAV) technologies that will likely alter the
flight tracks, and thus the noise impact, to communities surrounding MSP.
The City of Eagan long has had concerns with how frequently Runway 17 is being used
for departure operations, particularly given that operations have dropped to levels last
seen in the early 1990s. Specifically, the City has significant concerns about the ongoing
use of the 120 - degree heading off of Runway 17/35, which runs parallel to the
Eagan/Mendota Heights Corridor and often uses the same departure fixes as aircraft
departing in the Corridor. It is the City of Eagan's position that the FAA's heavy use of
the 120 - degree departure heading off of 17/35, at a time when operation levels are
significantly below those forecasted in the Dual-Track Airport Planning Process (Dual -
Track) Final Environmental Impact Statement (FEIS), is inconsistent with the long-
standing intent of the Eagan/Mendota Heights Departure Corridor.
While the City of Eagan recognizes that the FAA has jurisdiction in determining the
current flight patterns, as well as the future runway use, it is the City of Eagan's strong
hope that the updated runway use numbers in the EA will be driven by maximized use of
the Eagan/Mendota Heights Departure Corridor in southeast operational flows, in
addition to capacity and safety, and not on past runway use figures that were developed in
the early 1990s as part of the Dual -Track FEIS.
In the event the EA shows an increase in the use of Runways 12L and 12R for departure
operations over what was forecasted in the Dual -Track FEIS, the EA should advocate for
the development and implementation of future RNAV departure flight tracks that will
maximize compliance with the boundaries of the Eagan/Mendota Heights Corridor.
Again, thank you for the opportunity to make comments on the proposed EA. The City is
hopeful that, in the coming months and years, creative and sensible reasoning will be
demonstrated that capitalize on operational experience gained to -date with Runway 17/35
and the opportunities available with current and future airspace /navigation technologies.

3 The frequency of the flights is not timed well. We won't hear any airplanes for
awhile and then 10 in a row are taking off or landing. The noise has just been
getting worse and I am afraid some of our windows will break.
4 The noise is all part of the living this close to the airport. It's the sound of the
economy moving and people working. This all might be a mute point in a couple
years when the airlines aren't required to keep the jobs and a major hub here in
MN.
5 It is hard to believe that the city is doing anything about airport noise. MSP does
whatever they want. We need change in the city Relations Commission so they
do not get too close to MSP. As an oversight board they are worthless.
6 If they cannot change the flight paths then they need to extend the area in which
they are providing improved windows and sound insulation.
7 Push to reduce the number of older, noisier aircraft such as the DC -9. Even with
the hush kits, they are some of the loudest aircraft on departure.

10 Airport noise has been increasing significantly over the last several years. It has
deteriorated our quality of life and prevented us from engaging in outdoor
activities and enjoying our beautiful outdoor space. We would like to see strategic
plans for decreasing aircraft noise in Eagan in a timely fashion. Thank you.

G. APPROVE RESOLUTION TO ESTABLISH THE 60 DNL AS THE AIRPORT NOISE
THRESHOLD FOR PREVENTATIVE AND CORRECTIVE MEASURES IN THE ENVIRONS
OF MINNEAPOLIS -ST. PAUL INTERNATIONAL AIRPORT
ACTION TO BE CONSIDERED
To approve a resolution to establish the 60 DNL as the airport noise threshold for preventative and corrective measures in
the environs of Minneapolis -St. Paul International Airport.
FACTS:
• It has been the City of Eagan's long standing position that noise mitigation and corrective actions to mitigate
noise be extended to the 60 DNL contour.
• Examples of this position include:
• The 2007 legal settlement with the Metropolitan Airports Commission (MAC) to extend noise mitigation
to the 60 -64 DNL contour; and,
• The City of Eagan's policy that the 60 -64 DNL contours, along with the buffer zone (the contour one mile
beyond the 60 DNL contour), are designated as the area within which aircraft noise would be a
consideration for land planning and development decisions.
• By 2030, MAC projections show an additional 5.600 single family homes and 3,160 multi - family homes that
could be located in the 60 -64 DNL contours in the communities surrounding MSP Airport. Of those homes, 342
single family and 104 multi - family homes are located in Eagan.
• Attached is a resolution formalizing the City's longstanding position that the 60 DNL should be the standard for
preventive and corrective land use measures for airport noise.
• A similar resolution was approved earlier this month by the City of Minneapolis. Additionally, the cities of
Richfield and Mendota Heights plan to consider the resolution in the coming weeks.
• All of the surrounding communities are meeting with staff from the MAC on November 18, 2010 to discuss the
potential impacts of the MAC's 2030 Plan, and thus, the communities sought to have the respective resolutions
considered in advance of that meeting to formally demonstrate the cities' ongoing support for the establishment of
the 60 DNL as the standard for preventative and corrective land use measures for airport noise.
• Given the attempt to have the resolution approved in advance of the November 18 meeting with the MAC, and as
a result of the bimonthly meeting schedule for the Airport Relations Commission (ARC), the ARC did not have
an opportunity to review the resolution. However, the resolution represents a long standing position of both the
ARC and the City.

A RESOLUTION ESTABLISHING 60 DNL AS THE AIRPORT NOISE THRESHOLD FOR
PREVENTATIVE AND CORRECTIVE MEASURES IN THE ENVIRONS OF MINNEAPOLIS -ST.
PAUL INTERNATIONAL AIRPORT
WHEREAS, residents of the City of Eagan are subject to airport noise as a result of operations at
Minneapolis -St. Paul International Airport and will continue to be subject to airport noise for the foreseeable
future; and
WHEREAS, FAA has determined that the responsibility for determining acceptable and permissible
land uses and the relationships between specific properties and noise contours in response to locally determined
needs and values in achieving compatible land uses rests with local authorities; and
WHEREAS, in 1996 the Minnesota Legislature decided to expand the existing Minneapolis /St. Paul
International Airport and directed MAC to develop a noise mitigation plan examining measures to 60 DNL; and
WHEREAS, in 1996 the MSP Noise Mitigation Committee adopted recommendations including noise
mitigation to the 60 DNL and recommended a modified program to homes through 55 DNL; and
WHEREAS, on October 28, 1996 MAC approved the recommendations of the MSP Noise Mitigation
Committee, including extending the residential sound insulation program for the area encompassed by the 2005
DNL 60 contour, but did not approve a modified program to the 55 DNL; and
WHEREAS, the State of Minnesota Advisory Council on Metropolitan Airport Planning, pursuant to
the Legislature's direction to review the recommendation and comment to the Legislature, reviewed the
recommendation and concurred with the Commission's recommendation; and
WHEREAS, the Metropolitan Airports Commission in their 2001 and 2004 Part 150 studies stated that
they considered a standard of 60 dB for eligibility in the MAC Sound Insulation Program; and
WHEREAS, Metropolitan Council's Land Use Policy guidance indicates that residential land use
within the 60 DNL contour is inconsistent without sound attenuation; and
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE
CITY OF EAGAN, MINNESOTA, that 60 DNL is the City of Eagan's airport noise threshold for preventive
and corrective noise mitigation and the one -mile buffer zone is the City of Eagan's threshold for land use
planning and development standards in the environs of the Minneapolis -St. Paul International Airport.
BE IT FURTHER RESOLVED that all airport comprehensive plans, environmental studies and noise
compatibility studies shall analyze airport noise impacts to at least the 60 DNL and address preventive and
corrective measures to the 60 DNL contour
