MINUTES OF REGULAR MEETING OF OCTOBER 18, 2010
A regular meeting of the Advisory Parks Commission was called to order at 7:00 p.m. on October 18, 2010.
Commission Members present: Rebecca Aanning, Jennifer Dahlquist, Laurie Halverson and Michael Palmer, and Phil
Belfiori. Staff members present included Director, Juli Seydell Johnson, Superintendent Paul Olson and Superintendent of
Operations Cherryl Mesko.
APPROVAL OF AGENDA
Member Dahlquist moved, Member Belfiori seconded, with all members present voting in favor to approve the agenda
as presented.
APPROVAL OF MINUTES OF JULY 19, 2010
Member Aarming moved, Member Palmer seconded, with all present members voting in favor to approve the minutes of
July 19, 2010.
There were no visitors to be heard.
VISITORS TO BE HEARD
DIRECTOR'S DEPARTMENT UPDATE
Director Johnson mentioned the dedication of the new Eagan Memorial Plaza at Central Park, a tribute to our Armed
Forces, Police and Volunteer Fire Fighters. The new pavilion at Central Park on the festival grounds is almost completed and
will be open for public use this spring. Director Johnson spoke of the new trail that has gone in at Woodhaven Park, which
will connect the Cedar Grove area to the park amenities and runs along Gold Trail. The Civic Arena has partnered with the
Eagan Hockey Association and has started part two of construction which includes a 2 level training area for dry land training
and other hockey association needs. The Halloween Hodgepodge is Sunday October 24 from 3 -7 pm at the Eagan
Community Center. As we move into cooler weather, water is being turned off at all of our park sites. Some portable toilets
still remain at some of the parks for certain activities. Director Johnson concluded that there is a new playground going in at
Trapp Farm Park and should be completed this fall.

Park Site Fund CIP — 2011 -2015:
Director Johnson introduced Superintendent Paul Olson who gave a brief overview explaining the 2011 -2015 CIP for
Park improvements. They were as follows:
• Transportation Infrastructure Improvements at Central Park/ECC; Make modifications to the site and/or
parking areas to improve the efficiency of on -site vehicular and pedestrian movements, especially as pertains to
special events.
• Master Plan Improvements at Patrick Eagan Park; Remove the existing "Deerwood" rental house and restore
the site.
• Skate Park Upgrades/Improvements at Lexington - Diffley Park; Replace aged equipment, add new features.
• Trail Enhancement at Bur Oaks Park; Install a pedestrian bridge across an existing water channel to improve
access to park amenities and creating walking opportunities.
• Playground Upgrades, Site TBD; Replace aging playground equipment, upgrade surrounding amenities (Bur Oaks
projected / 15 -20 year rotation)
• Small Projects; Continuation of funding for opportunities and needs that become apparent or available during the
year
• Acquisition; Funding for acquisition opportunities. No sites currently identified.
Member Palmer asked if additional trails would be put in, possibly around the lake with the removal of the Deerwood
rental house. Superintendent Olson stated that it has been looked into, but the problem is with a portion of the area in which
flooding occurs due to the bounce in the lake, although the area has potential for a possible boardwalk and will be looked at
in the fututre.
A work shop with the City Council will be scheduled on December 14 at which time the APrC will present the 2011-
2015 CIP to the Council for their consideration and possible approval. The focus will be the review of 2011 projects.
Member Aanning moved to recommend to the City Council the CIP as presented. Member Dahlquist seconded with all
members voting in favor.
Parks and Trails Dedication Fees
Director Johnson once again introduced Superintendent Olson who gave a brief overview regarding the fees that produce
the funds which go into the CIP. Superintendent Olson recommended keeping the 2011 fees the same as they were in 2010.
Member Dahlquist moved to recommend to the City Council the approval of the 2011 Parks and Trail dedication fees
with no changes from 2010. Member Aanning seconded with all members voting in favor.
Fee Schedule
Director Johnson gave a brief overview of the Fee schedule as presented in the packet; this fee schedule does include all
three enterprise budgets, the Eagan Community Center, the Civic Arena and Cascade Bay. Staff is proposing a 2% increase
of fees from 2010 to 2011 to offset increases in supply and personnel costs. Member Belfiori moved to recommend to the
Council the 2011 fee schedule. Member Palmquist seconded with all members voting in favor.
OTHER BUSINESS AND REPORTS
Superintendent Cherryl Mesko gave a power point presentation regarding the events that went on during the year at
Cascade Bay and the Civic Arena. Member Halvorson asked if Cascade Bay Season passes will ever be interchangeable
within the family household. Superintendent Mesko mentioned that season pass holders now have the opportunity to
purchase a 10 punch card at a reduced rate to be used for additional family members, nanny's or guests they would like to
bring with them.

Commission Member, Michael Palmer complimented the new trail going in a Walnut Park.

DEPARTMENT HAPPENINGS
STRENGTHEN COMMUNITY IMAGE AND SENSE OF PLACE
• The newly completed dry land training expansion at the Civic Arena represents another positive
partnership with EHA to meet unique needs of the community. The association is the financial
partner for this project and is busily planning how they will provide training opportunities for their
organization.
SUPPORT ECONOMIC DEVELOPMENT
• The implementation of the Federal Stimulus Grant for energy conservation improvements in City
buildings is nearly complete. Energy bills have been noticeably lower for several identified City
buildings.
• The operation of the Civic Arena continues to see lower energy costs and less waste heat into the
air. The cold weather in January provided an opportunity for the first time for the cooling of the ice
to be handled independent of the cooling system for part of a day. It was afternoon before any of
the cooling systems were engaged.
STRENGTHEN SAFETY AND SECURITY
• Parks staff has been spending considerable time assisting the Street Department with snow and ice
control on City streets following the series of snow events there have been. The Street Department
is continuing the effort to remove snow from boulevard trails.....the heavy accumulation of snow
has made for slow going.
PROMOTE HEALTH AND WELLNESS
• Rinks are up and running and in great condition, heavy use through both reservations and informal
use...reminder that the rinks are not maintained on weekends except in the case of heavy snow and
then only to protect the integrity of the ice
• Tubing hill at Trapp Farm park has been very busy, especially through the holidays and on
weekends.
• Winter leagues are underway with 100 teams participating. Spring - Summer sports for information
will be going out at the end of January.
• December's 30 -day fitness passes were successful again this year with 105 passes sold.
• January fitness membership promotion is currently underway with an enrollment fee of $11 to tie in
the New Year 2011.
• Mission: Possible, a 12 -week weight loss challenge will be starting in February. In its first year last
year, there were 150 participants with many great success stories.
• Beginning in February, fitness memberships will no longer have an upfront enrollment fee of $69,
but rather, a $25 administrative fee /membership agreement. This lowered fee is intended to be
more inviting for people to consider a fitness membership year round rather than waiting for the
typical promotions. This fee will be assessed to all membership agreements, including those who
may be eligible for an HMO discount program.
• The holidays provided opportunities at the ECC and Civic Arena for people to drop in and enjoy
time in the Blast, gyms or indoor ice. The Eagan Civic Arena offered 2 open skating sessions each
day during winter break (December 27 -31) with total attendance of 625 skater; lots of happy faces!
• Thirty four (34) health and wellness classes are scheduled for the 55plus /Senior population this
winter quarter.

PROTECT ENVIRONMENTAL RESOURCES
• The implementation of the Emerald Ash Borer State mitigation grant is complete, after the
boulevard plantings were completed, nearly 40 additional trees were planted in parks thanks to the
good bids
• Bids are out for a new program to help restore City woodlands that are being overgrown with
Buckthorn. It would include removal, and replanting of native vegetation at some sites. If
implemented, funding would be from the Tree Preservation fund money paid by Developers as
mitigation for tree removals.
• A free ice fishing clinic for individuals and families is scheduled for Sunday, February 20 at Holz
Farm Park lake in celebration of the DNR's Take A Kid Fishing Weekend. Adults and teens 16
years and over that fish with a child do not need a license for this one day's event. Staff from the
Water Resources Department will lead the class with volunteer assistance from the In- Fisherman's
Club. While the class is free, pre- registration is encouraged to ensure we have enough equipment
and volunteers.
FACILITATE COMMUNITY CONNECTIONS
• Sweetheart Dance (Daddy/Daughter Event) is Friday, February 11 at 5:30 pm at Rosemount
Community Center and Eagan is collaborating with Rosemount, Farmington & Lakeville Park &
Rec Departments to host the dance.
• The Eagan Civic Arena is now taking registrations for the 12 annual Home & Leisure Show
(March 11 -13). The show is over 60% full already for vendors and waitlists have started for some
vendor types.
PROVIDE RECREATION EXPERIENCES
• Winter Preschool began Monday, January 10, 2011. At time of report, 195 children are registered
in the 14 preschool classes as well as the Let's Play! Music Together classes.
• The very popular and affordable Open Play program resumes on Mondays and Fridays, January 10-
March 18. This program is in conjunction with the ECC's open gym and allows families to drop in
to visit the Kids Kare room along with their open gym paid admission.
• The second trimester of Dakota Hills Middle School after school program, Xtreme Adventures,
starts on Wednesday, Jan 12.
• Middle School Dances will continue this winter and spring at the new venue, the Eagan Civic
Arena Mezzanine.
• The Eagan Civic Arena offered 2 open skating sessions each day during winter break (December
27 -31). Total attendance was 625 skaters!
KUDOS TO STAFF:
• Kudos to Juli Johnson who will be receiving a Breaking Barriers award from the Minnesota
Coalition of Women in Athletic Leadership as part of the National Girls & Women in Sports Day at
the state capitol rotunda on February 1st for her volunteer work with leading the Eagan Women's
Beginning Running and Women's Running Club groups. This recognizes her success in
introducing the sport of running to women in Eagan and surrounding cities and encouraging them
to grow as runners.

ITEM OVERVIEW: Review the parks dedication, trails dedication, tree preservation, water quality and
wetlands issues that pertain to the Oakbrook 8 Addition development.
BACKGROUND/HISTORY:
Loucks Associates, on behalf of the property owners, is requesting approval of a Preliminary
Subdivision (Oakbrooke 8 Addition) to create three lots upon 1.6 acres located at 1565 Johnny
Cake Alcove legally described as Lot 21, Block 3, Oakbrooke 5 Addition.
The property was platted in 2001. The existing home was constructed in 2002. The property is
part of the Oakbrooke development which in 1998 was the subject of litigation and resolved with
a stipulation Agreement to expedite consideration of a new Site Plan, which led to the City's
approval of a Preliminary Planned Development and Preliminary Subdivision. The Preliminary
PD created 313 single family lots on 117 acres. The single family dwelling lots range in area
from 10,517 to 38,632 sq. ft., with an average of 19,550 sq. ft.
The subject site is one platted parcel and contains a single family home with a deck, patio and
garden. The property abuts Deerwood Drive to the north, single - family homes to the south and
west and is adjacent to Black Hawk Middle school to the east. The site is zoned Planned
Development (PD) and guided Low Density (LD), 0 -4 units /acre. The proposed three lots on
1.61 acres results in a density of 1.9 units per acre. Proposed Lots 1 and 2 are 21,780 sq. ft and
proposed Lot 3 is 26,397 sq. ft. These lots are within the range of the existing lots within the
development. The existing single - family home will remain. Access to the existing lot is provided
via Johnny Cake Alcove and the two new lots are proposed to receive access from Deerwood
Drive.
PARKS AND TRAILS DEDICATION:
This proposed development would be responsible for a cash parks dedication and cash trails
dedication for the two (2) newly created lots.

TREE PRESERVATION:
There are no significant trees on either of the newly proposed lots therefore there are no tree
preservation measures required with this proposal.
WATER QUALITY/WETLANDS:
The proposed subdivision is subject to the City's post - construction stormwater management
regulations (City Code §4.33). These are standards for reducing stormwater infrastructure needs,
controlling runoff volume and pollution levels, incorporating alternative stormwater management
techniques, and utilizing and maintaining stormwater ponds.
Although this subdivision will generate additional stormwater runoff within the City, its relatively
small size affects the feasible and prudent implementation of stormwater management standards.
According to City Code §4.33 and consistent with historical practice, the City may waive installation
requirements and instead require a cash payment to satisfy stormwater management standards.
There are no wetlands associated with this site.
ALTERNATIVES FOR COMMISSION CONSIDERATION:
1. This development shall be responsible for a cash parks dedication for the two (2) newly
created lots.
2. This development shall be responsible for a cash trails dedication for the two (2) newly
created lots.
3. This development shall be responsible for a cash water quality dedication.
