Help us thank them for their years of dedication and commitment to the Advisory Commission. 2 FEBRUARY 2011 DEPARTMENT HAPPENINGS STRENGTHEN COMMUNITY IMAGE AND SENSE OF PLACE • The Arena will be hosting the 12 annual Home and leisure Show on March 11 - 13 th SUPPORT ECONOMIC DEVELOPMENT • The proposal to install an additional wireless service on a pole along the Highline trail has been finalized. Work is expected to begin in early spring...impact on trail use will be minimal during installation • The Eagan Community Center was home to the DEED job fair on February 18 which brought 80 employers together with hundreds of Lockheed Martin staff in preparation for their upcoming closure. STRENGTHEN SAFETY AND SECURITY • There have been a couple cases of serious vandalism within parks; a large Oak tree in Trapp Farm Park was girdled and will die, the restroom storage building at Thresher fields was covered with graffiti. The Police Department staff are investigating both. Residents should not hesitate to call 911 if they see something suspicious in a park. PROMOTE HEALTH AND WELLNESS • We've gone green! Spring - Summer Adult Sports packets were emailed to returning teams from 2010 at the end of January. Returning team registration for basketball, softball, volleyball and wiffleball is February 22 -24 with new teams February 28 -March 4. • Rinks and the tubing hill remain in good shape use has started to level off or drop at most sites. The intention is to remain open through Presidents Day (Feb 21), as conditions allow. • New "Fit Right" classes are coming to the Eagan Community Center in March. These introductory fitness classes are being offered through both the 55plus /Senior program and ECC Fitness Center. PROTECT ENVIRONMENTAL RESOURCES • Park staff will be working with a contractor on a woodland restoration project at O'Leary and Slaters Acres parks. This will involve Buckthorn removal and the instruction of some more desirable native species. FACILITATE COMMUNITY CONNECTIONS • Cascade Bay staff is meeting with a volunteer architect on the addition of a performance stage within the park. The local architect is donating 1 day per month to assist with various city projects. PROVIDE RECREATION EXPERIENCES • As the rink season is winding down Park staff is moving into improvement projects including the restoration of over 200 picnic tables, goal and sign repairs, and repairs /upgrades at a number of City buildings • Afterschool program at Dakota Hills Middle School is experiencing great success in the newly designed program. Ice fishing is on the agenda for February 16 trip. • The Arena softball leagues hit capacity! Staff added Friday evening to try to accommodate teams. • There are 14 teams skating in the adult hockey league this spring compared to 10 in 2010. • Club sk8 will begin March 11 at the arena; it's a new twist on open skating with more of a party setting. GENERAL ANNOUNCEMENTS • Look for the Spring- Summer brochure in your mailbox the week of February 28 -March 5. • Ice has been removed from the East arena — turf was installed the week of February 28 3. March, 2011 DEPARTMENT HAPPENINGS STRENGTHEN COMMUNITY IMAGE AND SENSE OF PLACE • The Eagan Community Center will be hosting the Wedding Workshop on March 19 • On March 26 the Mother's of Multiple's organization will once again hold their sale in the ECC gyms. This event typically brings in about 1000 people looking to find great deals on used kids items. • 65 preschool participants and 204 audience members enjoyed a Singing performance and Art show Wednesday, March 2 on Dr. Seuss' birthday at the Community Center. This is the Preschool Program's version of a "Christmas concert" that other preschools in the area host in December. • The Eagan Art House hosted an informational meeting with State Senator Ted Daley on Monday, February 28th. The meeting, in cooperation with Minnesota Citizens for the Arts and the Metropolitan Regional Arts Council, invited community arts supporters to share their stories with Mr. Daley and to learn more about the arts funding process in the state. • The next Community Arts Dialogue is scheduled for Sunday, April 10th in the Eagan Room. • Art Is... A Community art exhibit and artist perspective is on display through March 29th at the Eagan Community Center, Ring Mountain Creamery and Dunn Brothers Creamery. • Eagan Art House students and instructors have volunteered time to make handmade bowls for the Eagan Resource Center's Empty Bowls event on March 31st at Mount Calvary Lutheran Church. • The annual Home Show was hosted at the Civic Arena on March 11, 12 and 13. Home Depot provided a number of seminars in addition to the other activities available during the weekend. • The annual Job Fair will be hosted again at the Eagan Civic Arena on March 24. SUPPORT ECONOMIC DEVELOPMENT • The final permit has been issued for the installation of ground equipment and a new wireless data antenna on an existing tower located along the Highline Trail. Impact to trail users during the installation should be minimal and temporary. PROMOTE HEALTH AND WELLNESS • As of March 8 there are 178 teams registered for basketball, softball, volleyball and wiffleball leagues. Registrations are still being accepted. • Now that rinks are closed, Park staff has begun preparing for spring activities....buildings are being cleaned and painted, goals and bases repaired, mowers changed over, 200+ picnic tables are being refurbished and painted • Mission: Possible, a 12 -week weight loss challenge at the ECC is underway and going well, with 87 participants. • The ECC will be contracting with Healthways to implement the Silver Sneakers program -a Medicare based program that provides membership benefits. PROTECT ENVIRONMENTAL RESOURCES • Sometime in late March or early April, contractors will begin work In O'Leary and Slaters Acres Parks to remove invasive species and promote the growth of native plants. This new approach is being used on a trial basis. • The City tree sale will be held on April30...on line orders can be placed on the City web site as of March 21, the deadline is April 15. The trees will again be bare root.....(not in a container) • Wood milled from Ash Trees removed from the Cedar Grove area as part of the EAB control effort is being used on the some of the walls at the new Public Safety Campus (Star Tribune did an article) 4- ® Under the category of "always something new" staff have found a significant number of well established ornamental park trees (esp Crab Apples) that were girdled by rodents over the winter... many have been in place for over 10 years...the deep snow probably contributing. Most will leaf out this year but will probably die and need to be removed within a year. FACILITATE COMMUNITY CONNECTIONS • Gregg Hove has started the annual visits to the 10 local elementary schools to introduce the Arbor Day poster contest to third graders. The wining poster will be announced at Market Fest on June 8 as part of a combined event that includes Arbor Day activities. This marks the 25 anniversary of Eagan's Arbor Day and the 10 anniversary of the moving of the Grandfather Oak ® The Eagan Art House is currently teaching off -site classes at Friendly Hills Middle School, Somerset Elementary (Mendota Heights), Deerwood Elementary (Eagan), Corpus Christi Homeschool (Bloomington), South Heights Homeschool (Burnsville), Wescott Library, South St. Paul Library and Heritage Library (Lakeville). April and May classes are planned at the Hastings and Farmington libraries. Y The partnership with the EHA to construct additional dry land training space in the Civic Arena is providing the training space they had hoped for and is heavily scheduled and used. PROVIDE RECREATION EXPERIENCES • The process of implementing the installation of bike enhancements using funding from a Statewide Health Improvement Program grant provided by Dakota County has begun.....bike racks will be installed at a variety of new locations and a new series of informational signs installed at key locations around the City ® Winter preschool Dance classes will showcase their dance moves on Saturday, March 12 at a mini - recital while performing "Sea Cruise ". ® Spring Preschool registrations are coming in, at 119 thus far, hope to have another 75 children by class start dates of March 28. Just for 5's class is full as well as the 3's class, but space remains in Tiny tots, Wacky Wednesdays and Friday Friends. The Parent/child classes are also remain open for registrations. • The F.A.N.tastic Saturday night family activities continue to be a success; generally 80 -100 people enjoy the open gym, Blast and movie offerings that bring families together for a night of fun. GENERAL ANNOUNCEMENTS 0 • City of Eagan Parks and Recreation MEMO Date: March 1 I, 2011 Agenda Item: IX -A;Art in City Buildings Policy Action Information Attachments X X Draft Policy • Workshop Pg 1 -7 AGENDA ITEM: POLICY REGARDING ART EXHIBIT IN CITY OF EAGAN BUILDINGS TO: ADVISORY PARKS COMMISSION PREPARED BY: JULI SEYDELL JOHNSON, DIRECTOR OF PARKS & RECREATION ITEM OVERVIEW: Discussion and recommendation for a policy regarding exhibiting art in City of Eagan buildings. BACKGROUND/HISTORY: Eagan Parks & Recreation seeks to create a policy in order to allow display of artwork in City of Eagan Public Buildings. The goal of this action is to strengthen our community identity through increased public awareness and appreciation of art. The Advisory Parks Commission reviewed a draft proposal at the January 13, 2011 meeting. The City Attorney has also reviewed the policy and recommended a few changes. Staff will be present to discuss the revised policy. ANALYSIS: Staff has attached a revised draft policy for commission discussion. DISCUSSION/ EVALUATION: Please review the draft policy. Developing a policy will provide the APrC and City Council with a guideline and reasoning for explaining/justifying decisions relating to public art exhibits. ALTERNATIVES FOR COMMISSION CONSIDERATION: 1. Recommend to the City Council that attached policy be enacted. 2. Recommend to City Council an amended draft policy be enacted. My daughter, Mina, is in Ronda's Tuesday /Thursday Tiny Tots class and she loves it. We are not new to the Eagan preschool classes. My daughter, Sophia, also attended Just for 3's, dance, and Wacky Wednesdays. I told Ronda this morning what a great event it was, but I also wanted you to know how much the kids and parents loved it. I could also see that you and your staff are a great team and that, too, was evident from the stressfree, relaxed, happy event last night. It was a perfect preschool gathering /celebration. Keep up the great work and I will continue to spread the news about the great opportunities throught Eagan Park and Rec. We love Miss Ronda and Miss Bev! Thanks again for the great memories. ADVISORY PARKS COMMISSION EAGAN. MINNESOTA MINUTES OF REGULAR MEETING OF JANUARY 13, 2001 A regular meeting of the Advisory Parks Commission was called to order at 7:00 p.m. on January 13, 2011. Commission Members present: Michael Palmer, Jennifer Dahlquist and Laurie Halverson. Members Aaning and Belfiori were absent. Staff members present included Director Juli Seydell Johnson; Paul Olson, Superintendent of Parks; Steve Taylor, Parks Maintenance and Gregg Hove, City Forester. APPROVAL OF AGENDA Member Halverson moved, Member Dahlquist seconded, with all members present voting in favor to approve the agenda as presented. APPROVAL OF MINUTES OF OCTOBER 18, 2010 Member Halvorsen moved, Member Dahlquist seconded, with all present members voting in favor to approve the minutes of October 18, 2010. VISITORS TO BE HEARD DIRECTOR'S DEPARTMENT UPDATE Director Johnson stated that the Civic Arena is putting the finishing touches on the new dry land training center. The City has been partnering with the EHA to build this space for dry land training. Director Johnson mentioned that the outdoor rinks as well as Trapp Farm Tubing Hill has been very busy this winter. She also discussed the fitness membership incentive during the month of January with the initation fee is $11 for this promotion. Two events coming up in the future are the Free Ice Fishing Clinic in January and the Sweetheart Daddy- Daughter Dance on February 11. An additional event scheduled for March is the 12 Annual Home and Leisure Show at the Civic Arena. CONSENT AGENDA Member Dahlquist moved, Member Palmer seconded with all members present voting to recommend that the City Council approve the Oakbrooke 8 Addition as follows: • This development shall be responsible for a cash parks dedication for the two (2) newly created lots. • This development shall be responsible for a cash trails dedication for the two (2) newly created lots. • This development shall be responsible for a cash water quality dedication. OTHER BUSINESS AND REPORTS Parks Maintenance Director Johnson introduced Steve Taylor, Parks Maintenance; Gregg Hove, Forester and Paul Olson, Superintendent of Parks. Steve Taylor began his presentation with pictures of the maintenance facility, an Eagan map showing all the trails in the city that are plowed and mowed during the year. He also showed an overview and pictures of the various parks throughout the year. He went on to highlight the summer and winter projects that Parks Maintenance does. He presented a slide show of the various projects such as the parks buildings upkeep, construction of the Central Park Pavilion and pergola and other projects during the summer. After his presentation, Member Halvorson asked if there was an estimate of the reduced cost of construction that park maintenance employees performed in comparison to contract work. She stated that she appreciated the efforts of Parks Maintenance to reduce the cost and the efficient use of resources. Forestry Paul Olson, Superintendent of Parks, introduced Gregg Hove, the City's Forester. Gregg Hove gave a quick overview of the tree diseases that the Forestry Division deals with; in particular Oak Wilt and Dutch Elm Disease. He stated the answers to controlling Dutch Elm Disease lies in effective management to control the diseases, replacement of diseased trees with non -elm trees, identify resistant American Elm trees to clone; protect high value elms by injecting pesticides into the tree and public education. He went on to discuss the insect issues facing the City such as the Chestnut Borer, Emerald Ash Borer, Bur Oak Blight and the buckthorn invasion. He presented an overview presentation of facts and figures on these insects. Member Palmer questioned Gregg Hove regarding the number of elm trees we have in Eagan and he replied that we don't have a large number of elms on City property; they are mostly on private property. Member Halvorson asked how the City deals with these kinds of budget issues regarding the trees and Paul Olson stated that the issues are dealt with through the State — the State sets aside money for these types of issues. Member Dahlquist questioned whether we had the authority to have the resident comply and treat diseased trees and Gregg Hove stated that it's not only a City issue but a State issue and they must comply. Paul Olson went on to state that they have had a pretty good response from residents when facts are presented to them regarding the tree disease and they do comply. Gregg Hove continued to discuss the Emerald Ash Borer and what has been done in the last year to curtail its progression. He presented an overview of the insect and described how it infests the trees. He showed slides of the actual insect and a map of the devastation the insect has caused in the Midwest. He gave a brief overview of the progression of the insect and showed by year how far the insect has spread, showing up in Minneapolis /St. Paul in 2009. Gregg Hove stated that about 20 percent of the City's boulevard trees are ash trees while only 10 percent of trees in the park are ash trees. Eagan was awarded an $89,000 grant to fight the insect in 2010. He discussed the City's attempts to identify susceptible trees, remove those trees and replace them with different varieties of trees and in some cases or to inject high - dollar, high -value ash trees with insecticides. A contractor was hired to remove the trees and the logs were then recycled into wood panels and some of these panels are being utilized in the construction of the new Fire Safety Building.
