In order that there is a quorum present, please contact Mary O'Brien at 651 -675- 5005 if you are unable to attend this meeting. I. ROLL CALL AND ADOPTION OF AGENDA The agenda, as presented or modified, is in order for adoption by the Commission. II. APPROVAL OF MINUTES T e minutes of the November 10, 2009 Airport Relations Commission meeting are enclosed on pages through CO . These minutes, as presented or modified, are in order for adoption by the mmission. There are no minutes for the ARC to approve for the month of October given that the ARC had a joint meeting with the City Council. IV. VISITORS TO BE HEARD The Eagan City Council and its Commissions set aside up to ten minutes at the beginning of public meetings to permit visitors to address items of interest that are not addressed on the regular agenda. Items that will take more than ten minutes or that require specific action can be scheduled for a future agenda. V. OLD BUSINESS A. Communications Update — It is the practice of the Airport Relations Commission to discuss their communication initiatives each month, which include articles in the Experience Eagan Newsletter, as well as stories aired on the City's local access cable channels. The Commission is welcome at this time to make additional suggestions for communication initiatives regarding airport issues. B. MAC Monthly Reports — Eagan/Mendota Heights Corri or Analysis (Technical Advisory Report /17 -35 Departure Analysis Report — Enclosed on pages / through is the October 2009 Eagan/Mendota Heights Corridor Analysis. Enclosed on pages 3 throu h is the October 2009 Technical Advisory Report. Enclosed on pages ` '°j through is the October 1 2009 Runway 17 Departure Analysis Report. The October reports were the most current reports available on the MAC website at the time of packet preparation. It is the practice of the Commission to review the reports and discuss any significant deviations that may have occurred or any other noteworthy occurrences as reported in the analyses. VI. NEW BUSINESS A. Presentation / John Nelson, MAC Noise Mitigation Program —John Nelson, who is the Noise Mitigation Program Coordinator for the MAC will be present at the December 8 AR meeting to provide an update to the Commission on the noise mitigation program that is underway as a result of the legal settlement that occurred in 2007. Mr. Nelson is prepared to give an update on the timing for the mitigation of homes in northeast Eagan that are located in the 2007 60 -62 DNL contours. He can also respond to questions pertaining to the reimbursement program for those eligible homes located between the 2007 and 2005 contours. B. Plans for the January 12, 2010 ARC Town Hall Meeting —Per the request of the ARC, a town hall meeting is scheduled to take place on Tuesday, January 12 at 7 p.m. Per the request of the ARC, Cedar School has been reserved for the meeting. The Commission is asked to discuss and review the following in preparation for the meeting: a. Notification Area for the Meeting — Enclosed on page& 0 is a proposed notification area for the meeting, which includes approximately 900 households that are located around Cedar School. The Commission is encouraged to consider the area in which they would like to send notices regarding the meeting. Assistant to the City Administrator Miller will have cost details pertaining to the postage expenses of mailing postcard invitations. As a reminder, any expenditure of funds will need to be authorized by the City Council. b. Postcard Invitation/Notice — Enclosed on page 6/1 is a draft postcard that could be mailed to households being invited to attend the open house. The survey address will need to be added should there be Commission consensus to proceed on the survey. The Commission is encouraged to review the postcard and make any suggested changes, additions, etc. c. Meeting Agenda —Per the discussion at the November 10 ARC meeting, enclosed on pag is a proposed agenda for the town hall meeting. The draft agenda has been shared with Chad Leqve of the MAC and he has communicated his consent to speak to the proposed agenda items. The Commission is asked to review the agenda and make any suggested changes, additions, etc. d. Survey Component —There was consensus at the November 10 ARC meeting that each ARC member was to brainstorm three possible survey questions for consideration at the December ARC meeting. ARC members agreed in November that they would attempt to consolidate the questions into a 5- question survey, to which an electronic web address would be provided on the postcard notification. The Commission is encouraged to discuss the survey and provide direction to staff on how they wish to proceed. e. E -TV/ Televising the Meeting —Staff from E -TV is prepared to tape the January 12 town hall meeting to play on local access television. They have also offered to provide the necessary technical support for item such as the sound system, projector, screen, etc. VI. STAFF / COMMISSIONER REPORT VII. ROUNDTABLE Per the request of the Commission, this agenda item has been added so that Commissioners have the opportunity to ask questions or make requests for future agenda items. VIII. ADJOURNMENT Per the request of the Commission, the Eagan ARC meetings will go no later than 8:30 p.m. unless agreed upon by the Commission. oktiryvvuu fluttiA Assistant to City Administrator 3 MINUTES OF THE EAGAN AIRPORT RELATIONS COMMISSION MEETING NOVEMBER 10, 2009 A regular meeting of the Eagan Airport Relations Commission was held on Tuesday, November 10, 2009 at 7:00 p.m. Those present were James Casper, Dan Johnson, Chad Stambaugh, Chuck Thorkildson and Carol Whisnant. Also present was Assistant to the City Administrator Miller. Absent were Curtis Aljets, Steve Beseke and Luke Olson. AGENDA Upon motion by Stambaugh; seconded by Whisnant, the agenda was approved as presented. All members voted in favor. APPROVAL OF MINUTES Johnson made a motion to approve the minutes of the September 8, 2009 regular meeting of the Eagan Airport Relations Commission. Whisnant seconded the motion. All members voted in favor. VISITORS TO BE HEARD There were no visitors to be heard. COMMUNICATIONS UPDATE Miller stated it is the practice of the Airport Relations Commission to discuss their communication initiatives each month which include articles in the Experience Eagan Newsletter as well as stories aired on the City's local access cable channels. MAC MONTHLY REPORTS — EAGAN/MENDOTA HEIGHTS CORRIDOR ANALYSIS/TECHNICAL ADVISORY REPORT /17 -35 DEPARTURE ANALYSIS REPORT Miller introduced the item stating the enclosed September 2009 Eagan/Mendota Heights Corridor Analysis Report, the September 2009 Technical Advisory Report and the September 2009 Runway 17 Departure Analysis Report are the most current reports available on the MAC website. Thorkildson stated 94.9 percent of operations were in the corridor during the month of September. He also noted the large number of complaints from St. Paul, Eagan and Minneapolis caused by over - flights with the closure of the north parallel runway. The Commission further discussed corridor operations and the affect of the runway closure. UPDATE ON RUNWAY CLOSURE Miller introduced the item stating the north parallel runway reopened as of October 31, 2009. 4 Eagan Airport Relations Commission November 10, 2009 Page 2 of 3 JOINT MEETING WITH MENDOTA HEIGHTS AIRPORT RELATIONS COMMISSION Miller introduced the item stating a joint meeting with the Mendota Heights ARC is scheduled for Wednesday, November 18, 2009 at 7:00 p.m. at the Mendota Heights City Hall. The Commission discussed topics to be discussed at the joint meeting. The commission also discussed Eagan's position towards the corridor and the runway use system. CORRESPONDENCE: EAGAN - MENDOTA HEIGHTS -NOC AND FAA REGARDING NIGHTTIME OPERATIONS Miller introduced the item and stated numerous correspondence have been sent between the cities of Eagan and Mendota Heights, the NOC and the FAA regarding nighttime operations in the corridor. Miller gave a brief background and timeline on the succession of the letters. PLANS FOR TILE JANUARY 12, 2010 ARC TOWN HALL MEETING Miller introduced the item stating, per the request of the ARC, a town hall meeting is scheduled for Tuesday, January 12, 2010. Miller stated Chad Leqve of the MAC has confirmed he will attend and MAC Commissioner Bert McKasy will not be in attendance. The Commission agreed to target the Cedar Avenue area and hold the meeting at a public school. After further discussion, the Commission suggested Cedar School on Diffley Road; Miller stated she will contact Cedar School to inquire about the use of their school. The Commission discussed the meeting format and agenda, the residential area that would be invited, the notification of residents, and also agreed to have a short survey for residents to complete. There was further discussion regarding Mr. Leqve's presentation, the Commission's role at the meeting and allowing time at the end for questions and answers. Miller summarized the discussion and stated prior to the December ARC meeting; she will find a location for the town hall meeting, draft an agenda, and draft a postcard to be mailed out in late December. The Commission agreed to each brainstorm three possible survey questions to be brought to the December ARC meeting, at which time they will reduce the number of questions to no more than 5 questions. NOC COMMUNITY MEETING WITH MAC EXECUTIVE DIRECTOR AND DELTA VP OF MN OPERATIONS Miller introduced the item stating that on October 21, 2009 approximately 15 community representatives from the Noise Oversight Committee met with MAC Executive Director Jeff Hamiel and Delta Senior Vice Present of Minnesota Operations Bill Lentsch. City Administrator Hedges and Miller attended the meeting. Miller shared and summarized some facts and numbers noted at the meeting. Eagan Airport Relations Commission November 10, 2009 Page 3 of 3 FUTURE DISASTER TRAINING Miller introduced the item noting the Commission's interest in future disaster training She stated Fire Chief Scott has indicated a disaster training will occur sometime this winter and will involve a simulated plane crash and water rescue. Miller noted that Chief Scott offered to provide a briefing or tour of the training area to the ARC. ADJOURNMENT Upon motion by Whisnant, seconded by Johnson, the meeting adjourned at 8:15 p.m. All members voted in favor.
