SUBJECT: AIRPORT RELATIONS COMMISSION MEETING / TUESDAY,
NOVEMBER 10, 2009
The Eagan Airport Relations Commission will meet on Tuesday, November 10 at 7:00 p.m. in the Eagan
City Council Chambers. In order that there is a quorum present, please contact Mary O'Brien at 651 -675-
5005 if you are unable to attend this meeting.
I. ROLL CALL AND ADOPTION OF AGENDA
The agenda, as presented or modified, is in order for adoption by the Commission.
II. APPROVAL OF MINUTES
The minutes of t e September 8, 2009 Airport Relations Commission meeting are enclosed on pages
LI- through (. These minutes, as presented or modified, are in order for adoption by the
Commission. There are no minutes for the ARC to approve for the month of October given that the
ARC had a joint meeting with the City Council.
IV. VISITORS TO BE HEARD
The Eagan City Council and its Commissions set aside up to ten minutes at the beginning of public
meetings to permit visitors to address items of interest that are not addressed on the regular agenda.
Items that will take more than ten minutes or that require specific action can be scheduled for a future
agenda.
V. OLD BUSINESS
A. Communications Update — It is the practice of the Airport Relations Commission to discuss
their communication initiatives each month, which include articles in the Experience Eagan
Newsletter, as well as stories aired on the City's local access cable channels. The Commission is
welcome at this time to make additional suggestions for communication initiatives regarding airport
issues.
B. MAC Monthly Reports — Eagan/Mendota Heights Corridor Analysis/Technical Advisory
Report /17 -35 Departure Analysis Report — Enclosed on pages ( through 10, is the
September 2009 Eagan/Mendota Heights Corridor Analysis. Enclosed on pages 13 thr ugh s/
is the September 2009 Technical Advisory Report. Enclosed on pages 5a. through-5$/ is the

September 2009 Runway 17 Departure Analysis Report. The September reports were the most current
reports available on the MAC website at the time of packet preparation. It is the practice of the
Commission to review the reports and discuss any significant deviations that may have occurred or any
other noteworthy occurrences as reported in the analyses.
C. Update on Runway Closure —The north parallel runway has reopened as of October 31,
2009!
VI. NEW BUSINESS
A. Joint Meeting with Mendota Heights Airport Relations Commission —A joint meeting with
the Mendota Heights ARC is scheduled for Wednesday, November 18 at 7 p.m. at Mendota Heights
City Hall. Enclosed on page g- is the agenda that Mendota Heights has proposed for the joint
meeting. The ARC is welcome to make suggestions for any topics not included on their proposed
agenda. Incidentally, the November NOC meeting is that same afternoon, at which time the issue of
nighttime operations in the Corridor will be discussed.
B. Correspondence: Eagan Mendota Heights, NOC, and FAA regarding Nighttime
Operations — Enclosed on page Eagan" a letter from Mendota Height's Representative on the MAC
regarding nighttime operations in the Corridor. Enclosed on pages (p j through (,is the letter that
Mayor Maguire sent on behalf of the City of Eagan upon receiving Mr. McDonald's letter. Enclosed
on pages(03 through /01p is the letter that the NOC sent to MSP Tower Manager Rydeen regarding the
parallel runway operations. Enclosed on pages67 through `f(p is the letter that Mr. Rydeen sent to
the NOC in response to all of the correspondence he received, which will be discussed at the
November 18 NOC meeting.
C. Plans for the January 12, 2010 ARC Town Hall Meeting —Per the request of the ARC, a
town hall meeting is scheduled to take place on Tuesday, January 12 at 7 p.m. at a yet to be determined
location within the City. The Commission is invited to discuss the format and agenda items they
would like to see addressed at the meeting. Additionally, enclosed on pager is a summary prepared
by the ARC Promotions Committee, which consisted of Steve Beseke, Jim Casper, and Dan Johnson.
The committee is prepared to give a verbal update on their suggestions for the town hall meeting. Chad
Leqve of the MAC has confirmed that he will be in attendance at the January 12 meeting; however,
MAC Commissioner Bert McKasy will be in Hawaii that week and thus not able to attend.
The Commission is also invited to discuss how they would like to notify residents about the meeting.
Any written notice will need Council budget authorization, and thus a recommendation to the Council
would be in order. Also, City Communications staff would be happy to assist in the preparation on a
written postcard/notice, and input from the ARC as to verbiage, details, etc. would be appreciated.
VI. STAFF / COMMISSIONER REPORT
A. NOC Community Meeting with MAC Executive Director and Delta VP of MN
Operations —On October 21, the community representatives on the Noise Oversight Committee
(NOC) met with MAC Executive Director Jeff Hamiel and Delta Senior Vice President of MN
Operations Bill Lentsch. The meeting was very informative regarding operational projections and the
work that is occurring as a result of the Northwest/Delta merger. Assistant to the City Administrator
Miller can provide a verbal update regarding the meeting at the November 10 ARC meeting.
B. Future Disaster Training— Assistant to the City Administrator Miller spoke to Eagan Fire
Chief Mike Scott regarding the ARC's interest in learning about and possibly participating in a future
disaster training drill involving MSP Airport. Chief Scott noted that a disaster training will be
occurring sometime this winter involving a simulated plane crash, and he offered to provide an
overview /tour of the disaster training area. Given that this event is being held in the winter, and will
likely involve a water landing /crash, he suggested that there will not be "live" mock victims for this
training.
VII. ROUNDTABLE
Per the request of the Commission, this agenda item has been added so that Commissioners have the
opportunity to ask questions or make requests for future agenda items.
VIII. ADJOURNMENT
Per the request of the Commission, the Eagan ARC meetings will go no later than 8:30 p.m. unless
agreed upon by the Commission.

MINUTES OF THE EAGAN
AIRPORT RELATIONS COMMISSION MEETING
SEPTEMBER 8, 2009
A regular meeting of the Eagan Airport Relations Commission was held on Tuesday, September 8,
2009 at 7:00 p.m. Those present were Curtis Aljets, Steve Beseke, Dan Johnson, Chad Stambaugh, Chuck
Thorkildson and Carol Whisnant. Also present was Assistant to the City Administrator Miller. Absent
were James Casper and Luke Olson.
AGENDA
Upon motion by Whisnant; seconded by Johnson, the agenda was approved as presented. All
members voted in favor.
APPROVAL OF MINUTES
Beseke made a motion to approve the minutes of the June 9, 2009 regular meeting of the Eagan
Airport Relations Commission. Aljets seconded the motion. All members voted in favor.
VISITORS TO BE HEARD
There were no visitors to be heard.
COMMUNICATIONS UPDATE
Miller stated it is the practice of the Airport Relations Commission to discuss their communication
initiatives each month which include articles in the Experience Eagan Newsletter as well as stories aired on
the City's local access cable channels.
Miller stated a segment is currently being aired on cable relative to the MAC open house that was
held in Eagan on August 13, 2009 regarding the temporary closure of the parallel runway.
MAC MONTHLY REPORTS — EAGAN/MENDOTA HEIGHTS CORRIDOR
ANALYSIS/TECHNICAL ADVISORY REPORT /17 -35 DEPARTURE ANALYSIS REPORT
Miller introduced the item stating the enclosed July 2009 Eagan/Mendota Heights Corridor
Analysis Report, the July 2009 Technical Advisory Report and the July 2009 Runway 17 Departure
Analysis Report are the most current reports available on the MAC website.
Aljets noted the City of Apple Valley had the most complaints for the month of July, at 23.6
percent.
The Commission discussed nighttime operations and also the Eagan/Mendota Heights Corridor
operations reported for the month of July.

UPDATE ON RUNWAY CLOSURE COMMUNICATION
Miller introduced the item stating the north parallel runway at MSP airport is currently closed for
reconstruction and, according to Dennis Probst, MAC Deputy Executive Director, Planning and
Environment, the reconstruction is on schedule and is anticipated to be completed by the end of October.
Miller further stated MAC staff noted that they have received additional noise complaints from Highland
Park and downtown Minneapolis; however, they have not received an increase in complaints from Eagan
residents. Chair Thorkildson stated there has been an increase in departures over his neighborhood.
2009 -2010 ARC WORK PROGRAM
Miller introduced the item stating the ARC held a workshop on August 11, 2009 to discuss and
formulate a work plan for 2009 -2010. The Commission reviewed the work plan and the proposed
schedule. Miller stated the 2009 -2010 ARC work plan will be presented to the City Council at a joint
workshop with the ARC on October 13.
Miller stated Mendota Heights will not be able to meet on November 10 for a joint meeting as
proposed in the plan. She stated they are proposing Wednesday, November 18, to meet at the Mendota
Heights City Hall.
The Commission discussed holding one monthly ARC meeting off -site at a remote community
location. Thorkildson suggested holding the off -site meeting either in January or February and possibly
have Chad Legve from the MAC be present to discuss the RNAV procedure. The Commission suggested
targeting a specific neighborhood and to hold the meeting at a neighborhood church or school.
JOINT MEETING WITH THE EAGAN CITY COUNCIL
Miller introduced the item stating it is the practice of the City Council to meet with each advisory
commission on an annual basis. She further stated a joint meeting of the City_ Council and Airport
Relations Commission is scheduled for Tuesday, October 13 at 5:30 p.m. Miller also noted MAC staff
members will be present to provide an update on the MSP 2030 Long Term Comprehensive Plan.
Thorkildson stated the City Council will review the ARC work plan and give feedback, guidance
and direction to the ARC Commission.
MSP LONG TERM COMPREHENSIVE PLAN
Miller introduced the item stating Dennis Probst, MAC Deputy Executive Director - Planning and
Environment, and Chad Legve, MAC Manager of the Aviation and Satellite Programs, met with City
Administrator Hedges and Ms. Miller on September 2, 2009 to review MSP's Long Term Comprehensive
Plan. Miller stated this plan replaces the MSP 2020 Plan and will be discussed at the workshop on October
13. The Commission discussed the MSP Long Term Comprehensive Plan.
ROUNDTABLE
Johnson stated he met with FAA staff informally and presented handouts for duplication and
distribution to the Commission.

As the Commissioner on the Metropolitan Airports Commission (MAC)
representing District G, I am writing to express my concern on behalf of my constituents
in the City of Mendota Heights. In recent discussion with Mendota Heights
representatives it has come to my attention that there appears to have been a change in
the manner in which the parallel runways at the Minneapolis -St. Paul International
Airport (MSP) are being used for nighttime departure operations over the City of
Mendota Heights.
Compared to historical practices, this change has resulted in a disproportionate
number of departure operations on Runway 12L over Mendota Heights during the
nighttime hours at MSP. I have been in contact with MAC Noise Program staff to enquire
why this is happening and they have informed me that the MSP Noise Oversight
Committee (NOC) is presently in the process of investigating the matter.
I am writing to request that the Federal Aviation Administration (FAA) work with
the NOC on its efforts related to this issue and that the Administration take actions to
return to historical runway use practices by providing a more balanced distribution of
nighttime departure operations on Runways 12L and 12R.
Thank you for your consideration of my requests and your continued efforts to
consider the concerns of the residents around our airport.

Dear Mr. Rydeen:
On behalf of the City of Eagan, I thank you for your ongoing commitment to noise mitigation in
the communities surrounding MSP.
I am in receipt of the October 2, 2009 letter sent by the MSP Noise Oversight Committee (NOC)
with regard to nighttime operations on the parallel runways. Likewise, I have also reviewed the
September 25, 2009 letter that MAC Commissioner McDonald sent on behalf of his constituents
in the City of Mendota Heights on the same issue.
The City of Eagan has had previous dialogue with both the FAA and MAC with regard to
nighttime operations at MSP, and the purpose of this correspondence, in light of the
communication from MAC Commissioner McDonald, is to reiterate the City's longstanding
support of the Runway. Use System (RUS) for nighttime operations. Certainly, as an elected
official serving residents, I can understand and appreciate the City of Mendota Heights wanting
to minimize nighttime traffic and noise in their community. It was exactly for the reason of
protecting residents from noise that the City of Eagan made the decision decades ago to
designate noise appropriate land uses in the Eagan /Mendota Heights Corridor.
As a result of the proactive planning by the City, the Eagan City Council has long held the
position that air traffic should be concentrated in the Corridor to the greatest extent possible.
This position has not always been popular as we too have residents that live in the Corridor;
however, the Council has stood by their land use decisions and as such, recognizes that it is the
right public policy decision to keep the noise in the Corridor.
Lastly, as the NOC prepares to discuss nighttime operations, the City of Eagan will continue to
reiterate that per the approved RUS, when the airport is in a southeast operational flow, during
the nighttime hours of 10:30 p.m. to 6:00 a.m., use of Runways 121 and 12R for departure
operations into the Eagan /Mendota Heights Departure Corridor should be the primary
departure runway configuration. By adhering to the RUS, the noise burden on the
predominantly residential areas of central Eagan is minimized, which remains a priority for the
City of Eagan.
Thank you in advance, Mr. Rydeen, for responding to the NOCs request for information on
nighttime operations. As you know, noise is a very sensitive issue to communities, and
thankfully, the cities surrounding MSP have an excellent working relationship and recognize that
there is no benefit in pitting one community against another. Rather, all communities will best
be served if we work together to support and promote the Runway Use System.

As you know, airport noise is a significant issue for the communities surrounding
Minneapolis /St. Paul International Airport (MSP). As such, your continued attendance and
participation at Noise Oversight Committee (NOC) meetings is appreciated. As you witnessed at
the September 16, 2009 NOC meeting, the communities around MSP have expressed
significant concern with the Federal Aviation Administration's runway use practices during the
nighttime hours (2230 to 0600).
At the September 16 NOC meeting the Committee reviewed nighttime runway use statistics for
northwest and southeast operational flows at MSP from August 2008 to August 2009.
Attachments 1 and 2 provide the runway use summaries that were discussed by the NOC.
Based on this analysis it appears that, in southeast operational flows during the nighttime hours
at MSP, the historically balanced use of Runways 12L and 12R, which represented normal
Runway Use System operations during the nighttime hours prior to the opening of Runway
17/35, has changed. The data indicate that present southeast runway use pattems at MSP
indicate that departure operations are being concentrated on Runway 12L while arrival
operations are concentrated on Runway 12R. For example, from August 2008 to August 2009,
the highest -used nighttime departure runway at MSP in southeast operational flows was
Runway 12L at 55.3 %, followed by Runway 12R at 33.6 %. In the case of arrival operations, the
highest -used nighttime arrival runway at MSP in southeast operational flows was Runway 12R
at 47.9 %, followed by Runway 12L at 27.6 %.
When looking at the same data sample in the case of nighttime northwest flow operations the
runway use distributions between the north and south parallel follow the same trend; the
predominant use of the north parallel runway (30R) for departures and south parallel runway
(30L) for arrivals.
As a result of concerns expressed by the City of Mendota Heights at the September 16, 2009
NOC meeting regarding the nighttime Runway 12L and 12R use distribution, the Committee
unanimously voted to send the following questions to you:

Dear NOC Co- Chairs Wilcox and Loeffelholz:
This letter is in response to your letter dated October 2nd, 2009 regarding "Nighttime runway use
at MSP ". In your letter you ask 2 questions:
1. Can the FAA provide feedback on why we got into the situation we're in right now, with
regard to both nighttime arrivals and departures on 12L and 12R?
2. What can be done about the situation?
After receiving the letter, an additional request was received from representatives from the. City of
Minneapolis that requested the FM to address the same apparent nighttime imbalance on
Runways 30L and 30R when in a northwest flow.
The imbalance of traffic that departs 12L vs. 12R and likewise. departs 30R vs. 30L during the
nighttime hours is.a result of 2 factors. One reason is the location of the origination .departure
gate and the other reason is a result of reduced traffic during that time period. There are no new
or revised procedures that purposefully direct traffic to favor . one runway over another
12L or 12R/Runway 30L or 30R).
During nighttime periods and with traffic levels at their current state, the location of departure or
arrival gates, have a significant bearing on the runway an aircraft operates to /from. Our Air
Traffic Handbook (FAA Order 7110.65S, Chapter 2, paragraph 2 -1-1) outlines that the "primary
purpose of the ATC system is to prevent collision between aircraft operating in the system, to
organize and expedite the flow of traffic, and to provide support for National Security and
Homeland Defense." 1 would characterize our current traffic level as being down. Specifically,
MSP Airport has approximately 100,000 fewer operations now than it. had in 2001. During periods
of higher traffic volumes in order to ensure the safety of flight departing aircraft are more often
directed to runways based on their direction of flight (destination) and not based on their
departure terminal gate. Likewise, with higher traffic volumes arrivals are directed to the runway
more associated to their arrival route and not based on their destination or parking position on the
airport.
During the specific time period you outlined, there were 3785 departures off Runways 12L and
12R (according to the data on the MAC Noise web site). Of those departures, 1632 (1351
departed 121 and 281 departed 12R) were operated by Mesaba, Compass, and Pinnacle
Airlines. That equates to approximately 43% of the nighttime departures that I am fairly certain
originated at gates in concourses A, B, and the southeast portions of concourse C (Gates C12
thru C28). These gate locations are closest to runway 121 or 30R. Other airlines departure
gates are located near Runway 121/30R and are likely to be directed to 12U30R similar to
Mesaba, Compass, and Pinnacle Airlines. There are approximately 126 departure gates at the
Lindbergh and Humphrey Terminals. 71 of those gates are clearly closer to Runway 12U30R.
Considering the higher percentage of departing flights that originate on the east side of the airport
as well as the current traffic levels it is understandable that higher numbers of departures would
utilize Runway 12L and 30R.
Using the same theory, there were 2153 non Mesaba, Compass, or Pinnacle Airlines departures
off Runways 12L and 12R (Runway 12L -929 departures and Runway 12R -1224 departures)
during that period. According to additional data supplied by MAC Noise personnel (attached),
some airlines rarely departed Runway 12L (compared to 12R) or never used it alt. For example,
Federal Express Airlines had a total of 41 departures off of 12R and only 2 departures off 121.
Federal Express's base operation is located much closer to 12R than 121. Other operators
located closer to 12R or 30L show similar trends.
The data provided for arrivals shows some differences in the operators that land aircraft during
that time period but does show a consistent effort by the controllers to safely minimize the
aircraft's taxi time. Specifically, the'data shows that a total of 5,254 aircraft landed 121 and 12R
during that nighttime period. Mesaba, Compass and Pinnacle Airlines only had 893 of those
flights or approximately 17% of the overall operations. Broken down further, of those 893 flights,
684 (aprox. 76 %) landed 12L and 209 landed 12R.
With the reduced levels of traffic, controllers have more opportunities to expedite the traffic flow.
It appears that some residents assume that regardless of the traffic volume the numbers should
be more of an equal value. Controllers don't have a "scoreboard of departures" that show how
many departures have used a specific runway, nor for safety reasons would I want them to. The
estimated percentages or numbers of departures that are included in the Environmental
Assessment were an estimate based on an assumed a traffic level of 575,000 total operations. l
would agree that if traffic levels were closer to that value, the departure numbers would be more
equal.
I am aware of future plans that include items such as additional gates southeast of the G
Concourse, expansion of the Humphrey Terminal, and a crossover taxiway between the
approach ends of 30L and 30R. Each of these could affect the departure percentages during

Recommendations of the ARC Promotions Committee:
Message Vehicles:
• Make sure we get meeting message into church bulletins around Eagan -
especially in the areas close to the meeting.
• Overall flyer to all city residents and additional one targeted to those in the
neighborhoods close by to the January meeting location
• City of Eagan web site and cable access.
• Notice in Eagan This Week newspaper (at least a couple times)
• Bulletin boards in stores like Rainbow.
• Highlight to neighborhood and regional volunteer neighborhood
groups /associations - especially to those dealing with airport issues.
• Notices in community center and other city locations.
Proposed Airport Topics:
• Discuss airport noise and strategies to reduce decibel levels.
• Results of RNAV and how it relates to Eagan neighborhoods experiencing the
most consistent noise currently.
• Highlight airport expansion plans.
• Talk about noise abatement program in Eagan.
Format/Guests:
• Invite Chad L. from the MAC to make short presentation.
• A perspective from our Commission from Chuck T.
• If a city council member or mayor attends, allow them to give their views. (The
mayor and all city council members /city administrator should be invited.)
• Possibly get a view from the residents' airport committee that was recently at the
MAC meeting in Eagan.
• Have displays similar to the recent MAC meeting in Eagan.
• Format should be fairly informal with plenty of time for audience questions.
• Have refreshments and snacks.
