In order that there is a quorum present, please contact Mary O'Brien at 651 -675- 5005 if you are unable to attend this meeting. I. ROLL CALL AND ADOPTION OF AGENDA The agenda, as presented or modified, is in order for adoption by the Commission. II. APPROVAL OF MINUTES The minut s of the June 9, 2009 Airport Relations Commission meeting are enclosed on pages 4 through _ . These minutes, as presented or modified, are in order for adoption by the Commission. IV. VISITORS TO BE HEARD The Eagan City Council and its Commissions set aside up to ten minutes at the beginning of public meetings to permit visitors to address items of interest that are not addressed on the regular agenda. Items that will take more than ten minutes or that require specific action can be scheduled for a future agenda. V. OLD BUSINESS A. Communications Update — It is the practice of the Airport Relations Commission to discuss their communication initiatives each month, which include articles in the Experience Eagan Newsletter, as well as stories aired on the City's local access cable channels. Currently, the City is running a cable story regarding the noise mitigation underway in northeast Eagan. Additionally, a story is airing on the MAC open house that was held on August 13 regarding the temporary closure of the north parallel runway. The Commission is welcome at this time to make additional suggestions for communication initiatives regarding airport issues. B. MAC Monthly Reports — Eagan/Mendota Heights Cor idor Analysis echnical Advisory Report /17 -35 Departure Analysis Report — Enclosed on pages through is the July 2009 Eagan/Mendota Heights Corridor Analysis. Enclosed on pages through 54, is the July 2009 Technical Advisory Report. Enclosed on pages 53 through is the July 2009 Runway 17 I Departure Analysis Report. The July reports were the most current reports available on the MAC website at the time of packet preparation. It is the practice of the Commission to review the reports and discuss any significant deviations that may have occurred or any other noteworthy occurrences as reported in the analyses. C. Update on Runway Closure Communication – The north parallel runway at MSP Airport is currently closed for reconstruction. According to Dennis Probst, MAC Deputy Executive Director — Planning and Environment, the reconstruction is on schedule and is anticipated to be completed by the end of October. MAC staff noted that they have received additional noise complaints from the Highland Park area of St. Paul, as well as downtown Minneapolis; however, they have not received an increase in complaints from Eagan residents. VI. NEW BUSINESS A. 2009 -2010 ARC Work Program —The ARC held a workshop on August 11 to discuss and formulate their 2009 -2010 Work Plan, which is enclosed on page . The Commission is asked to review the work plan and proposed schedule, and pending any further modifications, consider formally recommending the work plan for City Council consideration. As noted in New Business Item B., a joint workshop of the City Council and ARC is proposed for October 13, at which time the work plan could be reviewed by the Council. B. Joint Meeting with the Eagan City Council –It is the practice of the City Council to meet with each of their advisory commissions on an annual basis. To meet this goal, a joint meeting of the Eagan City Council and Airport Relations Commission has been scheduled on Tuesday, October 13 at 5:30 p.m. The workshop will occur on the same date as the October ARC meeting would typically occur, however the start time will be at 5:30 p.m. The early start is necessary to accommodate the schedules of MAC staff members who will be in attendance at the meeting to provide an update on the MSP 2030 Long Term Comprehensive Plan. Additionally, the ARC's 2009 -2010 Work Program will be on the agenda for discussion between the Council and Commission. C. MSP Long Term Comprehensive Plan— Enclosed without page number (as an enclosure) is an update on the MSP Long Term Comprehensive Plan (LTCP). Dennis Probst, MAC Deputy Executive Director — Planning and Environment, and Chad Leqve, MAC Manager of the Aviation and Satellite Programs, met with City staff on September 2 to review the LTCP. Additionally, Mr. Probst and Mr. Leqve will be in attendance at the October 13 joint meeting of the Eagan City Council and ARC to formally present an update on the LTCP. No formal action is needed by the ARC on this item; rather, it is intended for informative purposes in advance of the October 13 meeting. VI. STAFF / COMMISSIONER REPORT VII. ROUNDTABLE Per the request of the Commission, this agenda item has been added so that Commissioners have the opportunity to ask questions or make requests for future agenda items. a VIII. ADJOURNMENT Per the request of the Commission, the Eagan ARC meetings will go no later than 8:30 p.m. unless agreed upon by the Commission. Assistant to City Administrator MINUTES OF THE EAGAN AIRPORT RELATIONS COMMISSION MEETING JUNE 9, 2009 A regular meeting of the Eagan Airport Relations Commission was held on Tuesday, June 9, 2009 at 7:00 p.m. Those present were Curtis Aljets, Steve Beseke, James Casper, Dan Johnson, Luke Olson, Chad Stambaugh, Carol Shattuck and Chuck Thorkildson. Also present was Assistant to the City Administrator Miller. AGENDA Upon motion by Beseke; seconded by Shattuck, the agenda was approved as presented. All members voted in favor. APPROVAL OF MINUTES Aljets made a motion to approve the minutes of the May 12, 2009 regular meeting of the Eagan Airport Relations Commission. Johnson seconded the motion. All members voted in favor. VISITORS TO BE HEARD There were no visitors to be heard. Vice Chair Aljets thanked Commissioner Beseke for serving in the position of Vice Chair during the past year. COMMUNICATIONS UPDATE Miller stated it is the practice of the Airport Relations Commission to discuss their communication initiatives each month which include articles in the Experience Eagan Newsletter as well as stories aired on the City's local access cable channels. Miller also stated that currently the City is running a story on noise mitigation as a result of a settlement in NE Eagan. The upcoming Open House on August 13, 2009 will be included in the Experience Eagan Newsletter and on the City's cable channel. MAC MONTHLY REPORTS — EAGAN/MENDOTA HEIGHTS CORRIDOR ANALYSIS/TECHNICAL ADVISORY REPORT /17 -35 DEPARTURE ANALYSIS REPORT Miller introduced the item stating the enclosed April 2008 Eagan/Mendota Heights Corridor Analysis Report, the April 2008 Technical Advisory Report and the April 2008 Runway 17 Departure Analysis Report are the most current reports available on the MAC website. Thorkildson noted that 94.5% of the Eagan Mendota Height Corridor operations remained in the corridor. He also noted that the city of Mendota Heights had more operations outside the corridor. Aljets noted that Eagan had 22.6% of the total complaints for the month of April which was a drastic reduction in complaints. Stambaugh commented that night -time operations on the North /South Runway were also dramatically lower. Eagan Airport Relations Commission June 9, 2009 Page 2 of 3 UPDATE ON RUNWAY CLOSURE COMMUNICATION Miller introduced the item stating at the May 20, 2009 Noise Oversight Committee (NOC) meeting, Chad Leqve, Manager of the Aviation Noise and Satellite Programs at the MAC, summarized the communication plan in place regarding the closure of the North Parallel Runway this summer and fall. She further stated all homes located in Eagan within the 55121 zip code received their first postcard from MAC the last week in May notifying them of the runway closure and a second post card will be mailed to the same homes later this summer. Miller also stated there will be an open house on Thursday, August 13, from 7:00 to 8:30 p.m. at the Eagan Community Center. The Commission discussed the maps that project the runway use percentages during the closure. It was suggested that Miller contact the Star Tribune Newspaper regarding the open house in August and inquire to MAC about sending postcards to 55122 and 55123 zip codes. CORRESPONDENCE TO THE FAA RE: RUNWAY CLOSURE Miller introduced the item stating, per the recommendation of the Commission, a letter was sent to Carl Rydeen, ATCT Manager to the FAA, requesting air space off of the north parallel runway be utilized during the closure this summer and fall. She stated Mr. Rydeen has communicated to her that the controllers will fan operations off the south parallel runway, which will share the noise burden with the air space under the north parallel runway. UPDATE OF RUNWAY 17 RNAV DEPARTURE PROCEDURES Miller introduced the item stating the 24 -hour test procedure of the River Valley RNAV procedure (area navigation departure procedure) was very successful and the 30 -day trial period of the procedure has been scheduled for June 8 through July 7. She also stated, provided the test is successful, the results will be brought back to the NOC in July and could be considered by the MAC and submitted to the FAA by the end of August. Miller stated the Crossing in the Corridor RNAV procedure is anticipated to be used only for 0 -2 operations per day. FAA PARTNER NOISE QUEST WEBSITEW PROJECT UPDATE Miller introduced the item stating FAA's Noise Quest website project was developed in March of 2009 as a resource for both airports and communities to provide educational information on aviation noise. She stated the website is www.noisequest.psu.edu. CHANNEL 16 BROADCAST RE: RUNWAY CLOSURE Miller stated, per the request of the Commission, a story will be aired on community television to promote the open house that will be held on August 13, 2009 at the Community Center in regards to the 12L/30R Runway closure. Council If you would like further information regarding the MSP Long Term Comprehensive Plan Update process, please contact the MAC Offices: Analysis by HNTB Long Term Comprehensive Plan - July 31, 2009 Minneapolis — St. Paul International Airport (MSP) Long Term Comprehensive Plan Update Purpose of the Plan The Metropolitan Council adopted guidelines to integrate information pertinent to planning, developing, and operating the region's airports in a manner compatible with their surrounding environs. The process to ensure this orderly development is to be documented in a Long Term Comprehensive Plan (LTCP) for each airport. Recognizing the dynamic nature of the aviation industry, the plans are to be updated regularly. The original LTCP for MSP was completed in 1996. The 2009 update will be the first revision to the LTCP and will reflect substantial changes to MSP and the aviation industry over the previous 13 years. Contents of the Plan The LTCP identifies the type and location of facility improvements needed to safely and efficiently accommodate aviation demand through the year 2030. The LTCP also provides guidance for phasing airport improvements during the development period. Process The LTCP is developed in five steps: 1. Inventory existing facilities and assess their condition and capacity 2. Prepare a forecast of aviation demand for the next 20 years 3. Determine required facility improvements to meet the demand 4. Develop concepts for facility improvements 5. Evaluate concepts and select a preferred option as the LTCP Inventory Existing facilities at MSP were inventoried and their conditions and capacities assessed. The inventory shows that future plans for MSP will require careful consideration of balancing airfield capacity, terminal capacity, and landside capacity. They show that passenger boardings are expected to increase by over 73% by 2030, growing from 16.4 million to 28.4 million. Total aircraft operations at MSP are expected to grow by about 40% from 450,000 to 630,000 by 2030. The current economic recession has resulted in declines in both boardings and operations at MSP since 2006. PAUL INTERNATIONAL AIRPORT Facility Requirements Growth in the number of passengers and aircraft operations will require airport facilities to be improved in order to keep operating in a safe and efficient manner. The existing passenger terminal complexes and their landside facilities are not able to accommodate forecast growth without expansion. Growth in passenger boardings will prompt additional aircraft gates, additional parking, more roads and terminal space to allow passengers to enjoy a safe and comfortable airport environment. Balancing passenger demand between the Lindbergh and Humphrey terminals will result in improved efficiency of both facilities. This balance can best be achieved by utilizing the Lindbergh Terminal to accommodate Delta Air Lines and its partner airlines while relocating all other airlines to Humphrey Terminal. The aviation activity forecast determines that this move should occur by 2015. The charts below illustrate the requirements of key facilities such as aircraft boarding gates, automobile parking, and terminal curbfront lengths. The charts show the effects of relocating airlines from the Lindbergh Terminal to the Humphrey Terminal in 2015. Though aircraft operations will be growing as well, the existing four - runway airfield is expected to be able to continue operating in a safe and efficient manner without the need for additional runways. Some improvements to taxiways may be required to help aircraft move around the airfield as they taxi between the runways and the terminal complexes. EXPANDED INTERNATIONAL ARRIVALS HALL New, larger facilities would be provided to accommodate growing demand for international flights to MSP. SECURITY SCREENING Reconfiguration of security would improve efficiency and reduce wait times. BAGGAGE CLAIM The existing baggage claim hall would be reconfigured with larger, modern baggage claim systems. PARKING Additional parking garages would be constructed south of the existing garages to accommodate existing and future parking demand. ARRIVALS CURB Improvements to the curb area would improve capacity and efficiency for arriving passengers to reach shuttles, taxis, and private vehicles. HOTEL A site has been identified that would be appropriate for hotel development. 0 O ADDITIONAL GATES New gates would be added by extending the passenger concourses to the north and south accommodating up to 26 additional gates. O PASSENGER PROCESSING Ticketing and baggage claim facilities would be expanded to accommodate additional airlines and passengers. O PARKING Existing garages would be expanded to accommodate future parking demand. O RENTAL CAR FACILITIES Accommodations for rental cars would be provided by expanding existing parking garages.
