Per the direction of the Commission, a workshop of the Airport Relations Commission (ARC) has been scheduled for Tuesday, August 11, 2009 at 6:30 p.m. in Conference Room 2AB, which is located on the second floor of City Hall, just inside the Administration/Parks and Recreation front doors. The Commission typically meets for workshops at 6:30 p.m. rather than the usual 7 p.m. meeting time since the workshops are not televised Chair Thorkildson requested the 6:30 p.m. start for the August 11 meeting, and the workshop is scheduled to be completed by 8 p.m. Enclosed on paged . is a list of topics that Commissioners have recommended to be discussed at the workshop for consideration as a goal or project for the ARC in 2009 -2010. The list also includes staff's suggestions for possible discussion topics. Also enclosed, on page through , is the City of Mendota Heights' Draft 2009 Airport Noise Plan of Action. This action plan was prepared by the Mendota Heights ARC and shared by their staff liaison for the Eagan ARC's information. Mendota Heights' staff asked that it be noted that this document is in draft format and therefore should not be distributed beyond the Commission. The draft plan is being provided to the Eagan ARC in the event that there are topics that Eagan may also wish to pursue. The enclosed background information is intended as a "brainstorming" document, and Commissioners should feel free to speak up at the workshop on any additional topics for consideration. In the event that the Commission wishes to discuss the MAC monthly reports at the workshop, enclosed on pages through /3 is the June 2009 Eagan/Mendota Heights Corridor Analysis. Enclosed on pages throughS3 is the June 2009 Technical Advisory Report. Lastly, enclosed on pages through&ais the June 2009 Runway 17 Departure Analysis Report. The Airport Relations Commission shall advise the city council on matters pertaining to airport noise and operations at Minneapolis - St. Paul international airport. 13. The Airport Relations Commission is expected to monitor proposed rules, procedures and programs which impact the air noise situation within the city and to make recommendations to the city council regarding strategies to mitigate the city's air noise exposure. C. The Airport Relations Commission shall have such other duties and powers as granted by the City Council from time to time. Participate in noise studies — Environmental Impact Statement, Part 150 Study. 2. Develop and strengthen our partnerships with MAC, the FAA, legislative leaders and other government bodies regarding airport issues. 3. Monitor airport operations to ensure equitable use of runways. 4. Continue efforts to keep planes in the air corridor over Mendota Heights. 5. Continue input and dialog with the MSP Noise Oversight Committee (NOC). 6. Monitor test of RNAV procedures and encourage implementation of RNAV procedures off 12L and 12R. 7. Review residential land use in Mendota Heights, particularly developable parcels that may be affected by airport noise. 8. Monitor nighttime restrictions on aircraft operations. 9. Advocate for conversion from hush kitted to Manufactured Stage III and Stage IV aircraft. 10. Observe ongoing changes in fleet mix. 11. Provide oversight of 2030 Plan. 12. Provide communications to residents regarding airport issues.
