The Eagan Airport Relations Commission will meet on Tuesday, June 9 at 7:00 p.m. in the Eagan City
Council Chambers. In order that there is a quorum present, please contact Mary O'Brien at 651- 675 -5005
if you are unable to attend this meeting.
I. ROLL CALL AND ADOPTION OF AGENDA
The agenda, as presented or modified, is in order for adoption by the Commission.
II. APPROVAL OF MINUTES
The minutes of the May 12, 2009 Airport Relations Commission meeting are enclosed on pages
through to . These minutes, as presented or modified, are in order for adoption by the Commission.
IV. VISITORS TO BE HEARD
The Eagan City Council and its Commissions set aside up to ten minutes at the beginning of public
meetings to permit visitors to address items of interest that are not addressed on the regular agenda.
Items that will take more than ten minutes or that require specific action can be scheduled for a future
agenda.
V. OLD BUSINESS
A. Communications Update — It is the practice of the Airport Relations Commission to discuss
their communication initiatives each month, which include articles in the Experience Eagan
Newsletter, as well as stories aired on the City's local access cable channels. Currently, the City is
running a cable story regarding the noise mitigation underway in northeast Eagan. Additionally, a story
will be aired regarding the upcoming MAC open house to be held on August 13 regarding the
temporary closure of the north parallel runway. The Commission is welcome at this time to make
additional suggestions for communication initiatives regarding airport issues.
B. MAC Monthly Reports — Eagan/Mendota Heights Cor idor Analysis/Technical Advisory
Report/17 -35 Departure Analysis Report — Enclosed on pages through 1 is the April
2009 Eagan/Mendota Heights Corridor Analysis. Enclosed on pages through is the April
2009 Technical Advisory Report. Enclosed on pages a through is the April 2009 Runway
17 Departure Analysis Report. The March reports were the most current reports available on the MAC
website at the time of packet preparation. It is the practice of the Commission to review the reports
and discuss any significant deviations that may have occurred or any other noteworthy occurrences as
reported in the analyses.
C. Update on Runway Closure Communication — At the May 20, 2009 Noise Oversight
Committee (NOC) meeting, Chad Leqve, Manager of the Aviation Noise and Satellite Programs at the
MAC, highlighted the communication plan in place with regard to the closure of the north parallel
runway this summer and fall. Enclosed on page 0 is a me o that was distributed by Mr. Leqve
regarding the closure. Also enclosed on pages 1 through are maps that project the runway
use percentages during the closure.
All homes in Eagan located within the 55121 zip code received their first postcard from the MAC
during the last week in May to notify them of the closure, and a second postcard will be mailed to the
same homes later this summer Residents can learn more about the temporary closure at an open house
scheduled in Eagan on Thursday, August 13 from 7 -8:30 p.m. at the Eagan Community Center.
D. Correspondence to the FAA re: Runway Closure — Per the recommendation of the ARC, the
Eagan City Council approved a letter to be sent to the FAA requesting that air space south of the north
parallel runway be utilized during the closure this summer and fall. MR. Carl Rydeen, ATCT Manager,
received the letter and communicated to Assistant to the City Administrator Miller that the controllers
will indeed fan the operations off of the south parallel runway, thus "sharing" the noise burden with the
air space under the north parallel runway. Enclosed on page �E3 is a copy of the letter that was sent
to Mr. Rydeen, and copied to Mr. Leqve and the City of Mendota Heights.
E. Update of Runway 17 RNAV Departure Procedures — As was communicated by Mr. Leqve
at the May 12 ARC meeting, the 24 -hour test procedure of the River Valley RNAV procedure was
very successful. At the May 20 NOC meeting, Mr. Leqve communicated to the committee members
that a 30 -day trial period of the procedure has now been scheduled for June 8 -July 7. Results of the 30-
day trial will be brought back to the NOC in July, and provided the test is successful, the procedure
could be considered by the MAC and submitted to the FAA for public use consideration by the end of
this August.
Additionally, as Mr. Leqve informed the ARC at the May meeting, due to the limited operational
availability of the Crossing in the Corridor RNAV procedure, the local FAA staff and Northwest
Airlines are ready to submit the procedure to the FAA for review and public approval. Unfortunately,
there was not a quorum present at the May NOC meeting (due to lack of airline representation) and
therefore, consideration of the RNAV procedure will be delayed until the July NOC meeting. While
the committee was disappointed not to take formal action, the reality is that the Crossing in the
Corridor RNAV procedure is only anticipated to be used for approximately 0 -2 operations per day. It is
possible that both the Crossing in the Corridor and River Valley RNAV procedures could be
considered and submitted to the FAA simultaneously in July.
VI. NEW BUSINESS
A. FAA Partner Noise Quest Website Project Update — Enclosed on page (p7 is a memo
from Chad Leqve regarding the debut of the Noise Quest website, which is an outcome of the
PARTNER initiative. Commissioners are encouraged to visit the website at www.noisequest.psu.edu.
Any recommendations that the Commission has on content additions or improvements will be shared
with the NOC at the July meeting.
VI. STAFF / COMMISSIONER REPORT
A. Channel 16 Broadcast re: Runway Closure — Per the request of the Commission, a story will
be aired on community television to promote the open house that will be held this summer in regards to
the 12L /30R Runway Closure. Plans are also underway to tape the open house so that it can be aired
on community television.
VII. ROUNDTABLE
Per the request of the Commission, this agenda item has been added so that Commissioners have the
opportunity to ask questions or make requests for future agenda items.
VIII. ADJOURNMENT
Per the request of the Commission, the Eagan ARC meetings will go no later than 8:30 p.m. unless
agreed upon by the Commission.

MINUTES OF THE EAGAN
AIRPORT RELATIONS COMMISSION MEETING
MAY 12, 2009
A regular meeting of the Eagan Airport Relations Commission was held on Tuesday, May 12, 2009
at 7:00 p.m. Those present were Curtis Aljets, Steve Beseke, James Casper, Dan Johnson, Chad
Stambaugh, Carol Shattuck, Chuck Thorkildson and Luke Olson. Also present was Assistant to the City
Administrator Miller.
AGENDA
Thorkildson added item C. under Old Business: Discuss correspondence to the FAA regarding the
use of air space during reconstruction. Upon motion by Casper; seconded by Beseke, the agenda was
approved as amended. All members voted in favor.
ORGANIZATIONAL BUSINESS
Aljets introduced the item stating the City Council appointed three new members and reappointed
two incumbents to the Airport Relations Commission. New members Chuck Thorkildson and Dan Johnson
were appointed to 2 -year terms and Luke Johnson was appointed by Council to serve as a 1 -year alternate
member on the Commission. Thorkildson was welcomed by the members after being off the Commission
for one -year.
There was an introduction of Commission members and each gave a brief background on
themselves.
Aljets opened the floor for nominations to elect a Chair to the Eagan Airport Relations
Commission.
Beseke made a motion to nominate Thorkildson to serve as Chair of the Eagan Airport Relations
Commission; Shattuck seconded the motion. All members voted in favor of Commissioner Thorkildson as
Chair of the ARC.
Thorkildson opened the floor for nominations to elect a Vice Chair to the Eagan Airport Relations
Commission.
Thorkildson made a motion to nominate Aljets to serve as Vice Chair of the Eagan Airport
Relations Commission; Stambaugh seconded the motion. All members voted in favor of Commissioner
Aljets as Vice Chair of the ARC.
Beseke thanked Commissioner Aljets for serving as Chair to the Commission this past year.
APPROVAL OF MINUTES
Aljets made a motion to amend the minutes of the April 14, 2009 regular meeting of the Eagan
Airport Relations Commission relative to Roll Call. The minutes should state that Commissioner Beseke

was absent from the meeting. Shattuck seconded the motion to approve the minutes as amended. All
members voted in favor.
VISITORS TO BE HEARD
There were no visitors to be heard.
COMMUNICATIONS UPDATE
Miller stated it is the practice of the Airport Relations Commission to discuss their communication
initiatives each month which include articles in the Experience Eagan Newsletter as well as stories aired on
the City's local access cable channels. Miller stated that currently the City is running a story on noise
mitigation as a result of a settlement in NE Eagan. She stated mitigation is underway and should be
completed in the 60 to 62 contours in early 2011 and the noise reimbursement program by the year 2014.
MAC MONTHLY REPORTS — EAGAN/MENDOTA HEIGHTS CORRIDOR
ANALYSIS/TECHNICAL ADVISORY REPORT /17 -35 DEPARTURE ANALYSIS REPORT
Miller introduced the item stating the enclosed March 2008 Eagan/Mendota Heights Corridor
Analysis Report, the March 2008 Technical Advisory Report and the March 2008 Runway 17 Departure
Analysis Report are the most current reports available on the MAC website.
Aljets noted that 91.3 percent of the Eagan Mendota Heights Corridor operations remained in the
corridor for the month of March. He also noted that Eagan had 42.5 percent of the total complaints in
March. Aljets stated the April complaint report shows Eagan at 22.6% for complaints.
DISCUSS CORRESPONDENCE TO FAA REGARDING THE USE OF AIR SPACE DURING
RECONSTRUCTION
Thorkildson introduced the item stating that the City of Mendota Heights sent a letter to the FAA
on February 20, 2007 requesting the airspace south of Runway 12R/30L be utilized to the greatest extent
possible during reconstruction of the south parallel runway. He further stated at the that time the City of
Eagan understood the concerns and noted that a similar request would be made by Eagan when the time
came for the north parallel runway to be reconstructed.
Thorkildson made a motion to ask the City Council to send a letter, in anticipation of the closure of
Runway 12L /30R for reconstruction this August through October, requesting the airspace south of Runway
12L/30R be utilized during the runway closure in an effort to fan as much noise as possible throughout the
Eagan/Mendota Heights Corridor. Aljets seconded the motion. All members voted in favor.
AIRPORT 101
Miller introduced Chad Leqve, Manager of the Aviation Noise and Satellite Programs of the
Metropolitan Airports Commission. Mr. Leqve presented an overview of the services the MAC provides, a
synopsis of the area navigation (RNAV) procedures that are being tested, and an overview on the technical
vocabulary used in the airport industry.

Leqve gave a brief background on himself. Items discussed were as follows:
• Background on MAC — there are 14 Commissioners plus 1 Chair and 7 airports.
■ Federal Policies — the FAA was established to be responsible for noise planning around the airport,
1979 Aviation Safety and Noise Abatement Act (ASNA), Part 150 noise compatibility program,
1990 Airport Noise and Capacity Act (ANCA) stating aircraft over 75,000 pounds would have to be
Stage 3 by year 2000, and Part 161.
• General characteristics of noise — aerodynamic (landing gears, flaps and slats) and engine noise (fans in
jet engines).
• MAC Operations — operational measures, ANOMS (Airport Noise Operations Monitoring System),
communication system, and Part 150.
■ Technologies/Procedures — Eagan/Mendota Heights Departure Corridor, RUS (Runway Use System),
Voluntary Nighttime Operations Agreement, Noise Abatement Departure Profiles (close -in departure
profile and distant departure profile), and ANOMS (Airport Noise and Operations Monitoring System).
• Communication efforts available to the public are quarterly input meetings, NOC (MSP Noise
Oversight Committee), noise complaint and information hotline, MAC website at www.macnoise.com,
and quarterly MSP Noise News newsletter.
• Trends and new technologies — manufactured Stage 3 vs. Hushkitted aircraft, RNAV (area navigation
system), RNP (required navigation performance), and GBAS (ground based augmentation system)
and CDA (continuous descent arrivals)
At 8:30 p.m., Beseke made a motion to extend the meeting by no more than by 15 minutes. Aljets
seconded the motion. All members voted in favor.
The Commission thanked Mr. Leqve for attending the ARC meeting.
CHANNEL 16 BROADCAST RE: RUNWAY CLOSURE
Miller introduced the item and stated, per the request of the Commission at the April ARC meeting,
plans are underway to air a story on Community Television promoting an open house regarding the
12L /30R Runway closure. Miller stated Channel 16 will advertise the open house that is scheduled to be
held on Thursday, August 13 from 7:00 — 8:00 p.m. at the Community Center.
ADJOURNMENT
Upon motion by Casper, seconded by Shattuck, the meeting adjourned at 8:37 p.m. All members
voted in favor.

At the March 18, 2009 Noise Oversight Committee (NOC) meeting a Runway 12L/30R
Reconstruction Communication Program was endorsed. On April 20, 2009 the Metropolitan
Airports Commission approved the NOC- recommended communication plan. Subsequently,
MAC staff has been implementing the provisions of the plan.
Specifically, to date, staff has:
ITEM 4
• Included an article in the first quarter 2009 edition of the MSP Noise News newsletter
detailing the reconstruction project and where residents can go to get more information.
• Developed informational pages on the MAC Noise Program website
(htto://www.macnoise.com/construction), detailing the reconstruction project and
specifics on the operational changes at MSP and the runway use and flight paths.
• Developed the first postcard to be mailed to over 98,000 homes around MSP.
• Scheduled locations for all four informational open houses.
Attachment 1 provides the first postcard that will be mailed to over 98,000 homes around MSP
on May 18, 2009. The postcard distribution area is detailed in Attachment 2. Below is a listing of
the dates, times and locations of the community open houses.

Dear Mr. Rydeen,
The City of Eagan is aware of the temporarily closure of Runway 12L/30R for reconstruction this
summer, and appreciates the investment being made to maximize safety at MSP. In partnership
with the MAC, we are making all efforts to communicate to our residents the impacts of the
temporary closure.
In 2007, during the reconstruction of the south parallel runway, the City of Mendota Heights
respectfully requested that the airspace south of Runway 12R/30L be utilized to the greatest
extent possible during the closure. At that time, the City of Eagan understood the concerns of
Mendota Heights, and noted that a similar request would be made by Eagan when the time
came for the north parallel runway to be reconstructed.
Therefore, as the City anticipates the closure of Runway 12L/30R for reconstruction this August
through October, we now respectfully request that the airspace south of Runway 12L/30R be
utilized during the runway closure in an effort to fan as much noise as possible throughout the
Eagan /Mendota Heights Corridor.

One of the items included on the 2009 NOC Work Plan is to review the status of FAA Center of
Excellence /PARTNER initiatives. PARTNER Project #10 — NoiseQuest recently reached a
major milestone with the Debut of the Noise Quest website in March 2009 at
http: / /www.noisequest.psu.edu /.
As stated on the PARTNER website, NoiseQuest's goal is to develop and maintain a website as

aviation noise. NoiseQuest is intended to facilitate the outreach programs that currently exist,
and provide an outreach forum for airports too small to have an established community
program. It is the FAA's hope that NoiseQuest will help to bridge the gap between airports and
their communities.
