In order that there is a quorum present, please contact Mary O'Brien at 651- 675 -5005 if you are unable to attend this meeting. I. ROLL CALL AND ADOPTION OF AGENDA The agenda, as presented or modified, is in order for adoption by the Commission. II. APPROVAL OF MINUTES The minutes of the February 10, 2009 Airport Relations Commission meeting are enclosed on pages through 5 . These minutes, as presented or modified, are in order for adoption by the Commission. The minutes of the March 10, 2009 Airport Relations Commission meeting are enclosed on pages (P through . These minutes, as presented or modified, are in order for adoption by the Commission. III. VISITORS TO BE HEARD The Eagan City Council and its Commissions set aside up to ten minutes at the beginning of public meetings to permit visitors to address items of interest that are not addressed on the regular agenda. Items that will take more than ten minutes or that require specific action can be scheduled for a future agenda. IV. OLD BUSINESS A. Communications Update — It is the practice of the Airport Relations Commission to discuss their communication initiatives each month, which include articles in the Experience Eagan Newsletter, as well as stories aired on the City's local access cable channels. Currently, the City is running a cable story regarding the noise mitigation underway as a result of the settlement. The Commission is welcome at this time to make additional suggestions for communication initiatives regarding airport issues. B. MAC Monthly Reports — Eagan/Mendota Heights Corridor Analysis/Technical Advisory Report/17 -35 Departure Analysis Report — Enclosed on pages g through I is the February 2009 Eagan/Mendota Heights Corridor Analysis. Enclosed on pages throug is the February 2009 Technical Advisory Report. Enclosed on pages through is the February 2009 Runway 17 Departure Analysis Report. The February reports were the most current reports available on the MAC website at the time of packet preparation. It is the practice of the Commission to review the reports and discuss any significant deviations that may have occurred or any other noteworthy occurrences as reported in the analyses. C. Update on Runway 17 (4 Hour) RNAV Departure Trial —At the March 25 Noise Oversight Committee (NOC) meeting, Mr. Chad Leqve, MAC Manager of the Aviation Noise and Satellite Programs, discussed the first trial of the RNAV departure procedure. Enclosed on pages through is a memo and map from Mr. Chad Leqve concerning the trial procedure. As indicated in the memo, the trial was successfully accomplished as planned. Data from the procedure indicated that the use of the RNAV system resulted in a high degree of concentration in regards to departure flight patterns. This concentration is signified on the map with the dark line corresponding to the flight paths of the 18 RNAV departure flights and the light gray area corresponding to vector radar assisted departures. A twenty -four hour trial procedure is preliminarily set for April 14 -15 followed by a thirty day procedure. D. Upcoming Reconstruction and Com nication Plan of the North Parallel Runway (12L /30R) — Enclosed on pages1143 through is a memo and map set from Mr. Chad Leqve outlining the reconstruction and communication plan for Runway 12L /30R. The north parallel runway is expected to be out of operation from August 17, 2009 through October 30, 2009. The maps indicate the percentage increase of arrivals and departures for each corresponding runway during the reconstruction phase. Departures will increase off of Runway 17 by 16 -18% and arrivals will increase 30 -31 %. These percentages are based on the most common weather conditions and may change if weather patterns change. The communication plan outlined in the memo is identical to the 2007 approach when the 12R/30L Runway was reconstructed. Mr. Leqve has volunteered to attend city council meetings or airport commission meetings to further discuss the runway closure with residents if needed. E. Annual MSP Noise Contour Analysis — 2008 Actual Noise Contour — Enclosed on pagesLpl through is a overview of the Annual Noise Contour Analysis, which compares the 2008 Actual Noise Contour and 2007 Forecasted Noise Contour. The report is prepared as a requirement of the settlement (consent decree) in the cities' litigation versus the MAC over noise mitigation. The noise contour has decreased in size likely due to several factors including: reduced operations, the reduced need for hush kitted aircraft, and a new software version of the program that models the contour map. VI. STAFF / COMMISSIONER REPORT A. Update on MSP Noise Mitigation Phase 2A — Phase 2A is the $4,000 /AC package that is scheduled to be completed by December 2009. Currently there is one completed home in Eagan and 26 other homes in some part of the construction phase. John Nelson, MAC's project manager for the mitigation process indicated at the March 25 NOC meeting that the program was currently ahead of schedule. VII. ROUNDTABLE Per the request of the Commission, this agenda item has been added so that Commissioners have the opportunity to ask questions or make requests for future agenda items. VIII. ADJOURNMENT Per the request of the Commission, the Eagan ARC meetings will go no later than 8:30 p.m. unless agreed upon by the Commission. Administrative Intern 3 MINUTES OF THE EAGAN AIRPORT RELATIONS COMMISSION MEETING FEBRUARY 10, 2009 A regular meeting of the Eagan Airport Relations Commission was held on Tuesday, February 10, 2009 at 7:00 p.m. Those present were Curtis Aljets, Steve Beseke, James Casper, Beth Prouty, Carol Shattuck and Chad Stambaugh. Also present was Administrative Intern Matt Kline. AGENDA Shattuck made a motion to approve the agenda as presented. Beseke seconded the motion. All members voted in favor. APPROVAL OF MINUTES Beseke made a motion to approve the minutes of the January 13, 2009 regular meeting of the Eagan Airport Relations Commission as presented. Prouty seconded the motion. All members voted in favor. VISITORS TO BE HEARD There were no visitors to be heard. Aljets invited residents to voice their concerns regarding airport noise at a future ARC meeting. COMMUNICATIONS UPDATE Kline introduced the item stating a short article will be appearing in the next Experience Eagan Newsletter regarding the upcoming reconstruction of North Parallel Runway. MAC MONTHLY REPORTS — EAGAN/MENDOTA HEIGHTS CORRIDOR ANALYSIS/TECHNICAL ADVISORY REPORT /17 -35 DEPARTURE ANALYSIS REPORT Aljets introduced the item and gave background on the December reports. Aljets noted that 92.2 percent of the Eagan Mendota Heights Corridor operations remained in the corridor, which was down from last month at 96 percent. He also commented on the Technical Advisors Report regarding the number of noise complaints for the month of December. Aljets noted that nighttime operations were at 7.4 percent, totaling 80 departure operations off Runway 17. Aljets noted December had 123 operations off Runway 17 to Chicago along with 84 off Runway 12L and 12R. The Commission discussed the Eagan/Mendota Heights Corridor Analysis Report and requested Kline to question the MAC regarding Runway 17 departures to Chicago and departures to Chicago from the parallel runways 12L and 12R. Kline will report findings at the March ARC meeting. IMPLEMENTATION OF NORTHWEST AIRLINES' RUNWAY 12L, 12R AND 17 RNAV DEPARTURE PROCEDURES Aljets introduced the item stating the trial for Runway 17 RNAV procedure will begin on February 23, 2009. Aljets and the Commission discussed the RNAV procedure and noted this will allow the FAA to 'f- Eagan Airport Relations Commission February 10, 2009 Page 2 of 2 more accurately position operations over Eagan, while also discussing the affect of the concentration of operations to Eagan residents. SPECIAL MEETING OF THE MAC / NWA DRAFT TERM SHEET Aljets introduced the item. The Commission discussed the revised term sheet between the MAC and Northwest/Delta Airlines which MAC approved at the January 26, 2009 meeting. UPCOMING RECONSTRUCTION OF THE NORTH PARALLEL RUNWAY (12L /30R) Aljets stated the North Parallel Runway is expected to be out of operation due to reconstruction from August 17, 2009 through October 30, 2009. Aljets stated, per Chad Leqve, that during the runway closure, approximately 16 to 18 percent of operations will depart off Runway 17 and 31 to 33 percent will depart off 30L. Also, Aljets noted that 30 to 31 percent of arrivals will take place off Runway 35 and 20 to 21 percent will arrive on 30L. He stated the most noticeable impact on Eagan will be an increase in arrivals on Runway 17/35 and, if the projected 30 percent of arrivals do occur on Runway 35, this will be twice as many arrivals that would normally use that runway in a typical month. MAC NOISE MITIGATION PROGRAM Kline introduced the item regarding the noise mitigation program currently underway as the result of the settlement in the cities litigation versus the MAC. Kline stated in summary, the Eagan homeowners who have selected to receive central air conditioning, the $4,000 package; their homes will be mitigated in 2009 and, for those homeowners who have selected the approximate $14,000 package, their homes will begin to be mitigated in 2010. He further stated the reimbursement program for residents is also underway; however, actual monetary reimbursements from the MAC will not begin until March 2010. Kline stated residents should have received a letter, but they can also call the MAC or the City and through address and neighborhood information can find out where they fall on the mitigation lists. MARCH ARC MEETING / COMMISSIONER MCKASY Aljets stated MAC Commissioner Bert McKasy will be attending the March 10, 2009 ARC meeting and will provide a MSP update and give any insight he may have on the implications of the Delta/Northwest merger. Aljets noted if Commissioners have questions for Commissioner McKasy in advance of the March meeting, please forward them to Matt Kline by phone or email. Kline suggested forwarding specific questions to Commissioner McKasy by the end of February. DATE SECRETARY MINUTES OF THE EAGAN AIRPORT RELATIONS COMMISSION MEETING MARCH 10, 2009 A regular meeting of the Eagan Airport Relations Commission was held on Tuesday, March 10, 2009 at 7:00 p.m. Those present were Curtis Aljets, James Casper and Carol Shattuck. Absent were Steve Beseke, Beth Prouty and Chad Stambaugh. Also present was Administrative Intern Matt Kline. AGENDA There was no quorum to approve the agenda. APPROVAL OF MINUTES The minutes of the February 10, 2009 regular meeting of the Airport Relations Commission were not approved for lack of quorum. VISITORS TO BE HEARD There were no visitors to be heard. DIALOGUE WITH MAC COMMISSIONER BERT MCKASY Aljets introduced MAC Commissioner Bert McKasy stating he was been invited to the March ARC meeting to discuss the Northwest Airlines/Delta merger and how it will affect the airport and Eagan residents and also to update the Commission on activities at MSP Airport. McKasy thanked Matt Kline and the Commission for inviting him to the March ARC meeting. He stated he is aware that Eagan will be most impacted by the Northwest Airlines/Delta merger. McKasy and the Commission discussed questions the Commission had prepared for him previous to coming to the March meeting. The Commission discussed changes Delta will have on the community and at MSP. McKasy stated Delta will maintain 10,000 employees through 2016 and specifically discussed the eleven functions Delta has agreed would remain here, including: Delta/Northwest headquarters; Delta Connection headquarters; Mesaba Airlines headquarters in Eagan; Compass Airlines headquarters will move from Virginia to Minnesota by June 30, 2010; MSP pilot base; MSP flight attendant center; Delta/Pilot Training Center / NATCO; Chisholm Reservation Center also known as the Call Center, Twin Cities Reservation Center; Delta's Technology Data Center; and MSP Operations staff (other than flight crews). McKasy acknowledged Delta has not enumerated as to how many employees it will employ for each function and stated they need to maintain the eleven functions for 3- years. He stated after the 3- years, Delta can replace a particular function with another equivalent function, but only if the original function is eliminated entirely by Delta. Eagan Airport Relations Commission March 10, 2009 Page 2 of 2 MAC MONTHLY REPORTS — EAGAN/MENDOTA HEIGHTS CORRIDOR ANALYSIS/TECHNICAL ADVISORY REPORT /17 -35 DEPARTURE ANALYSIS REPORT Aljets introduced the item and gave background on the January reports. Aljets noted that 92.8 percent of the Eagan Mendota Heights Corridor operations remained in the corridor. Aljets also noted that Eagan had 52 percent of the total complaints in January with 32 complainants. He also noted a correction was made to the December MSP Complaint Report. Kline stated, after talking with the MAC, the reason why more operations are departing off Runway 17 than 12L and 12R is because Runway 17 primarily has departures only, with the exception of some arrivals from the north. Kline stated he will be attending the NOC meeting on March 25 and noted the implementation of the RNAV Procedure will be discussed at the April meeting. UPDATE: PHASE 2A NOISE MITIGATION PROGRAM Kline introduced the item stating a memo was sent from Gary Warren, Director of Airport Development at the MAC, to the Finance, Development and Environment Committee, regarding the windows /doors construction contract issued to Flannery Construction, Inc. He stated Flannery Construction has been unable to acquire a performance bond that is required for the construction documents. He further stated it was MAC's recommendation to rescind previous action and reject the bid from Flannery Construction as well as all previous bids with the intent to redefine and re- advertise for new bids. UPCOMING VACANCIES ON THE ARC Aljets stated that five terms on the advisory Airport Relations Commission will become vacant at the end of April 2009; four of those vacancies are 2 -year terms and one is a 1 -year alternate term. He further stated applications are due March 27, 2009 and can be found on the City's website or by calling the City Administrator's office. Leqve, Manager — Aviation Noise and Satellite Programs SUBJECT: UPDATE ON RUNWAY 17 RNAV DEPARTURE PROCEDURE TRIAL DATE: March 4, 2009 On February 24, 2009 a four -hour trial of the Runway 17 HSTIN 1 RNAV departure procedure was conducted at Minneapolis /St. Paul International Airport (MSP) from 9:30 a.m. to 1:30 p.m. Northwest Airline B757 and A319/320 and Pinnacle Airlines CRJ aircraft participated in the trial. Several aircraft flew the procedure with no issues. A good flight track data sample was gathered from the test. Staff has recently received the data from the FAA and is in the process of conducting a spatial analysis of the data. A procedure debriefing meeting with all participants will occur on March 16, 2009 at which time the trial results will be reviewed, and follow -on 24- hour and 30 -day trial dates will be discussed. On a related note, on December 15, 2009 the MAC Full Commission took the following action: "Endorse the ongoing evaluation and implementation of Area Navigation (RNAV) departure and arrival procedures at MSP to decrease noise /environmental impacts and increase operational efficiency and to send a letter to the Federal Aviation Administration (FAA) in this regard, requesting the expedited review and implementation of the procedures that have been developed by Northwest Airlines and the Noise Oversight Committee at MSP, which will be submitted to the FAA for review and approval in mid - 2009." On January 27, 2009 a letter was sent to the FAA consistent with the above Commission action (See Attachment 1). At the March 25, 2009 NOC meeting staff will present a spatial analysis of the flight track data collected from the February 24 RNAV trail at MSP. 41 G � MEMORANDUM TO: MSP Noise Oversight Committee (NOC) FROM: Chad E. Leqve, Manager — Aviation Noise and Satellite Programs SUBJECT: RUNWAY 12U30R RECONSTRUCTION COMMUNICATION PLAN DATE: March 4, 2009 ITEM 3 Given the continual use and demands placed on infrastructure at Minneapolis /St. Paul International Airport (MSP), maintenance activities are an important part of ensuring the continued smooth and orderly flow of operations. Repairing concrete surfaces, such as runways and taxiways, is an important component of these activities. Due to the length of the runways at MSP, reconstruction and repair of runway pavements is a process performed in stages. In 2007, the center 3,100 -foot long section of the south parallel, Runway 12R/30L, was reconstructed. The center section was the last section of that runway that needed reconstruction. In 2009, a similar reconstruction project will be performed on the north parallel, Runway 12L/30R, on the final section of the runway needing reconstruction. The project entails the complete reconstruction of the center section of Runway 12L/30R at MSP. The center section of Runway 12U30R, known as Segment 2, is approximately 3,800 feet long and extends from just east of Runway 4/22 to Taxiway P3. Existing Segment 2 pavement is a mixture of concrete and bituminous materials. The base of Runway 12U30R was constructed in 1967 and has since been overlaid and repaired several times. Every two to three years a mill and overlay is required to maintain portions of the bituminous section. During the reconstruction project, the Metropolitan Airports Commission (MAC) will remove all existing pavement and any unsuitable sub -grade material below the pavement. The MAC will then reconstruct the runway with suitable granular material, 12 inches of crushed aggregate, and 20 inches of Portland cement concrete. The MAC will also replace the runway's bituminous pavement shoulders. The MAC estimates that the entire construction project will take five months. Reconstruction of the center section of Runway 12L/30R will require the runway to be closed from August 17, 2009 to approximately October 30, 2009, depending upon weather and other construction factors. Fifty -five working days have been planned for completion of the project, with construction activities to take place six days per week and 20 hours per day. To encourage on -time completion' of the project in the shortest time possible, the MAC construction contracts for the project will provide that the Runway 12U30R reconstruction contractor may incur liquidated damages of $50,000 per day, subject to limited exceptions only, if the contractor does not begin work on the project by August 17, 2009. In addition, the MAC construction contracts for the project will provide that the contractor may incur liquidated damages of $100,000 per day, subject to limited exceptions only, if the contractor has not completed the project within 55 calendar days from August 17, 2009. The FAA is modifying MSP air traffic control procedures to accommodate MSP's existing aircraft activity with the least amount of operational disruption during the Runway 12U30R reconstruction project. The MAC worked with the FAA to develop SIMMOD (airport simulation) modeling scenarios to assist the FAA in identifying air traffic control changes that will be necessary to accommodate aircraft operations on the remaining runways. Runway use during the Runway 12U30R reconstruction project will be very similar to the runway use that the FAA employed during the Runway 12R/30L reconstruction project in 2007. The modified air traffic control procedures that the FAA will employ during the Runway 12L/30R runway reconstruction project are designed to minimize the impacts of the changed operating conditions. When the reconstruction project is complete and Runway 12L/30R is reopened, the FAA will return MSP to its pre- reconstruction operational patterns. The MAC has no governmental approval authority over the FAA's decision to modify MSP air traffic control procedures. In summary, the existing aircraft overflight areas in proximity to Runways 12R, 30L, 4, 22, 17, and 35 will be experiencing increased overflights during the construction period. Of specific note, the cities of Minneapolis, St. Paul, Eagan and Bloomington will be the primarily- impacted communities. Residents living north of Runway 17/35 in Minneapolis will observe a noticeable change from existing conditions due to arrival operations on Runway 17 and departure operations on Runway 35. Similarly, residents living in the cities of St. Paul and Bloomington will observe a noticeable change from existing conditions due to arrival and departure operations on Runway 4/22. Communication Plan A plan to communicate the temporary operational changes at MSP to the public has been developed, consistent with the communication efforts that were related to the 2007 Runway 12R/30L reconstruction project. Specifically, there are four components to the recommended communication effort that have been developed. This includes use of the MSP Noise News newsletter, a web page, a post card mailing and community open houses. The following provides description of each of the elements. • MSP Noise News Newsletter — The first and second quarter 2009 editions of the newsletter will provide details regarding the modified operations at MSP during the construction. The newsletter is mailed to approximately 4,400 households around MSP. • Web Page — A web page will be developed on the MAC Noise Program website detailing how the airport will be operated during construction, areas that should anticipate increased operations, and contact information for further information. MAC staff will coordinate with the impacted cities to ensure a Zink connects city websites to the runway construction web page. • Postcard — A total of two postcards will be mailed to residents in impacted areas (including elected officials). One postcard will be mailed in mid -May 2009 and one will be mailed to arrive two weeks prior to the first planned community open house. The postcard will include a general announcement of the operational changes, notification of the community open houses, an Internet address for the construction web page and MAC staff contact information to receive more detailed information. MAC staff will coordinate with the impacted cities to establish appropriate postcard distribution areas. • Community Open Houses — A total of four community open houses will be conducted prior to the commencement of construction. Two community open houses will be held two weeks prior to the beginning of construction and two will be held one week prior to construction. The open house locations will include sites in the cities of Minneapolis, St. Paul, Eagan and Bloomington.
