In order that there is a quorum present, please contact Mary O'Brien at 651 -675- 5005 if you are unable to attend this meeting. I. ROLL CALL AND ADOPTION OF THE AGENDA The agenda, as presented or modified, is in order for adoption by the Commission. As the first meeting following the City Council's appointment of the 2011 -2012 advisory commissioners, the commission members are encouraged to introduce themselves to one another and to the viewing audience. II. ORGANIZATIONAL BUSINESS The Commission is invited to make nominations for a person to serve as the Chair of the ARC as well as Vice Chair. Commissioners are welcome to nominate other members or themselves for these two positions. III. APPROVAL OF MINUTES The minute of the March 8, 2011 Airport Relations Commission meeting are enclosed on pages through . These minutes, as presented or modified, are in order for adoption by the Commission. IV. VISITORS TO BE HEARD The Eagan City Council and its Commissions set aside up to ten minutes at the beginning of public meetings to permit visitors to address items of interest that are not addressed on the regular agenda. Items that will take more than ten minutes or that require specific action can be scheduled for a future meeting agenda. V. OLD BUSINESS A. Communications Update — It is the practice of the Airport Relations Commission to discuss their communication initiatives each month, which include articles in the Experience Eagan Newsletter, as well as stories aired on the City's local access cable channels. In the most recent Experience Eagan, a brief article was included to remind residents how to sign up for the MAC's a Noise News publication. The Commission is welcome at this time to make additional suggestions for communication initiatives regarding airport issues. B. Enclosed on pages through p j is the Crossing in the Corridor report for the month of February 2011. VI. NEW BUSINESS VII. STAFF / COMMISSIONER REPORT The February reports were the most current reports available on the MAC website at the time of packet preparation due to some data processing issues that the MAC is currently having. MAC staff noted that the March reports will be available on Monday, May 9 and apologized for the delay. The March reports will be e- mailed to the Commission when they become available. It is the practice of the Commission to review the reports and discuss any significant deviations that may have occurred or any other noteworthy occurrences as reported in the analyses. A. Showcase Eagan —On June 2, 2011, Showcase Eagan will take place at the Eagan Civic Arena from 4:30 -7:30 p.m. A booth has been reserved for the ARC. The Commission is encouraged to dialogue about the display, and specifically, what items should be available for display or distribution. The Commission is also encouraged to discuss how to "staff' the booth for the evening. B. Discuss June ARC Meeting —In past years, the ARC has scheduled a work session to dialogue about the proposed goals and work plan for the coming year. With the potential of new Commission members beginning in May 2011, the Commission may wish to consider holding its annual goals session either in place of or in conjunction with the regularly scheduled meeting on June 14. A joint meeting with the City Council will be scheduled when the Commission is prepared to present a proposed 2011 -2012 work plan. A. Flight Tracker Mapping Tool— The Metropolitan Airports Commission (MAC) recently implemented a new Flight Tracker application that allows a user to view flight data 10 minutes after the flight has occurred. Under the previous tracking system, there was a several -day delay to view flight track data. The Commission is encouraged to use the new application at: http://app.macnoise.com/flighttracker/. B. Noise Criteria for Performance Based Navigation Procedures —As was reported at the March 8 ARC meeting, the Noise Oversight Committee (NOC) considered noise criteria for the Performance Based Navigation (PBN) procedures being developed for MSP Airport. Enclosed on pages Lot through t- is a letter from the Co- chairs of the NOC outlining the criteria document that was approved by the NOC and forwarded to the FAA for their consideration. VIII. ROUNDTABLE Per the request of the Commission, this agenda item has been added so that Commissioners have the opportunity to ask questions or make requests for future agenda items. IX. ADJOURNMENT Per the request of the Commission, the Eagan ARC meetings will go no later than 8:30 p.m. unless agreed upon by the Commission. CVYYYVQ--- LafrL Assistant to City Administrator A regular meeting of the Eagan Airport Relations Commission was held on Tuesday, March 8, 2011 at 7:00 p.m. Those present were Curtis Aljets, Steve Beseke, Luke Olson, Chad Stambaugh, Chuck Thorkildson and Carol Whisnant. Absent was Dan Johnson. Also present was Assistant to the City Administrator Miller. Beseke made a motion to approve the agenda as presented. Whisnant seconded the motion. All members voted in favor. Whisnant made a motion to approve the minutes of the January 11, 2011 regular meeting of the Eagan Airport Relations Commission. Beseke seconded the motion. All members voted in favor. There were no visitors to be heard. MINUTES OF THE EAGAN AIRPORT RELATIONS COMMISSION MEETING MARCH 8, 2011 AGENDA APPROVAL OF MINUTES VISITORS TO BE HEARD PRESENTATION — THE IMPACT OF MSP AIRPORT ON THE LOCAL ECONOMY AND BUSINESS COMMUNITY Miller introduced the item stating per the 2010 -2011 ARC Work Plan, a panel of experts have been invited to speak to the Commission about the economic impact of MSP on the local business and hospitality industries. Miller introduced Dennis Probst, Deputy Executive Director of the Metropolitan Airports Commission — Planning and Environment; Ruthe Batulis, Executive Director of the Dakota County Regional Chamber of Commerce; and Brent Cory, Executive Director of the Eagan Convention and Visitor's Bureau. Mr. Probst explained the vision of MSP and discussed the positive economic impact the airport has on the community. He noted MAC operates without additional revenue sources and holds the highest bond rating of comparable airports. Probst also noted that MSP is the 12 busiest airport in North America. Probst stated they are forecasting by 2030 that MSP will have gone from 32.8 million passengers in 2010, to 56 million passengers coming through MSP. He also noted that Delta Airlines has indicated that MSP will be the number two domestic hub behind Atlanta and is pursuing additional airline carriers. He also discussed MPS's Long -Term Plan. Ms. Batulis gave background on the Dakota County Chambers' regional area. She discussed the benefits of Eagan's location to the airport, noting Eagan as a technology center. Mr. Cory spoke about the advantages to the hospitality industry by being near the airport. He noted a greater hotel occupancy rate as compared to other neighboring communities because of Eagan's location to the airport, along with additional restaurant activity and the sleep and fly concept for the convenience to Eagan hotels and shuttles to the airport. 5 Eagan Airport Relations Commission March 8, 2011 Page 2 of 3 The Commission dialogued with the panel about the economic impact of MSP on the Eagan community and surrounding region. COMMUNICATIONS UPDATE Miller stated it is the practice of the Airport Relations Commission to discuss their communication initiatives each month which include articles in the Experience Eagan Newsletter as well as stories aired on the City's local access cable channels. Miller stated the Experience Eagan Newsletter should be arriving at homes this week and, per the request of the Commission, includes an article on airport noise. The Commission requested that a future newsletter contain information for residents to subscribe to the MAC Newsletter. MAC MONTHLY REPORTS — EAGAN/MENDOTA HEIGHTS CORRIDOR ANALYSIS/TECHNICAL ADVISORY REPORT /17 -35 DEPARTURE ANALYSIS REPORT /CROSSING THE CORRIDOR REPORT Miller introduced the item stating enclosed are the January 2011 Eagan/Mendota Heights Corridor Analysis Report, the January 2011Technical Advisory Report, the January 2011 Runway 17 Departure Analysis Report and January 2011 Crossing in the Corridor Report. Miller discussed the process for compiling and interpreting data in the Crossing in the Corridor Report. The Commission discussed the flight mix and complaints in the Technical Advisory Report. PLANS AND PREPARATION FOR SHOWCASE EAGAN Miller introduced the item stating Showcase Eagan is scheduled for Thursday, June 2, 2011 from 4:30 to 7:30 p.m. at the Civic Arena. The Commission discussed having a display with handouts, including maps of the contours and flight tracks, and staffing the table. Miller stated she would submit a vendor application on behalf of the Commission. PERFORMANCE BASED NAVIGATION (PBN) PROCEDURE DESIGN NOISE CRITERIA Miller introduced the item stating a memo from Chad Leqve, MAC Manager of the Aviation Noise and Satellite Programs, was sent to the Noise Oversight Committee (NOC) that included proposed criteria to be considered as part of the PBN Procedure development effort at MSP. She stated, for Commission information, the NOC will be discussing and considering the proposed criteria at the March 16, 2011 meeting and making a recommendation that the criteria be forwarded to the FAA for their consideration. 2011 ARC MEETING SCHEDULE AND INVITATION TO APPLY/REAPPLY FOR COMMISSION APPOINTMENT Miller introduced the item noting the terms of Commissioners Thorkildson, Aljets, Beseke and Johnson will end April 2011. She stated applications must be submitted by Thursday, March 31, 2011 and are available on the City's website at www.cityofeagan.com or by calling City Hall. Eagan Airport Relations Commission March 8, 2011 Page 3 of 3 AIRPORT NOISE CONTOUR ANALYSIS Miller introduced the item stating the MAC is required to produce on an annual basis a comparison of the 2010 Actual Noise Contour and the 2007 Forecast Noise Contour as a result of the conditions of the Consent Decree (noise mitigation settlement). Miller noted the report shows contours continue to shrink in size, particularly given the decrease in actual annual operations compared to the forecasted operations. NOISE MITIGATION PROGRAM UPDATE Miller introduced the item stating John Nelson, MAC Landside Project Manager, sent a memo to the Finance, Development and Environment Committee of the MAC summarizing the progress made to -date on the noise mitigation program that resulted from the 2007 Noise Mitigation Settlement. Miller stated the reports shows completion dates for each phase. She stated the MAC is currently working on Phases 2A and 2B of the Noise Mitigation Program and are issuing reimbursements to those who fall within the reimbursement area (between the 2005 and 2007 noise contours). As such, for decades there have been many efforts and programs initiated to address this environmental issue. To -date this has represented an investment approaching half -a- billion dollars of aviation - generated revenues in structural noise mitigation programs around the airport. Although there have been significant investments to address aircraft noise, there remains issues and concerns from the public. These continued issues, coupled with a challenging economic environment, require new and innovative approaches to addressing aircraft noise in a manner that enhances operational efficiencies while providing new cost - effective strategies for reducing noise impacts. The development and implementation of Performance Based Navigation (PBN) procedures, with a focus on these objectives, could represent a significant component of next- generation noise abatement at airports. Realizing the opportunity PBN presents to noise reduction, for the past three years the MSP Noise Oversight Committee (NOC) has been actively collaborating with airlines and local Federal Aviation Administration (FAA) officials to develop Area Navigation (RNAV) procedures at MSP focusing on the enhancement of existing aircraft noise abatement procedures. In the midst of this effort an airspace -wide PBN development and implementation initiative was commenced by FM. Given that the procedure development progress made to -date by the NOC is incorporated into this effort by the FAA, the Committee will be actively monitoring the progress and results of this FAA initiative. With the above as background, the NOC has been evaluating specific criteria that the FAA should evaluate as part of this effort to ensure that all possible noise reduction opportunities at MSP are considered as this process moves forward. At the March 16, 2011 NOC meeting the Committee unanimously approved the following procedure design noise criteria: ■ Provide a noise analysis using the MSP 2010 actual noise data analyzing the effects of the procedures on the noise contours and other noise metrics that evaluate the time above impact and single event noise impacts along a given RNAV track at MSP. ■ Provide a public information program to inform the public. (This could be done through increased Eagan- Mendota Heights Departure Corridor compliance, maximizing the concentration of westbound Runway 17 departures directly over the Minnesota River Valley, noise- sensitive departure tracks for operations east of runway heading off Runway 17, and evaluating the impacts of focusing operations to the northwest over major road corridors, where possible.) • Reduce aircraft arrival noise. • Maximize use of RNAV noise tracks as part of the Runway Use System. (An example would be, during southeast operational flows, focusing easterly bound departure operations on Runways 12L and 12R on Corridor Compliant RNAV tracks, while focusing southbound and westbound departures on Runway 17 on the River RNAV track.) The implementation of PBN procedures presents a rare opportunity to achieve meaningful noise reduction over noise - sensitive communities. The above criteria are intended to ensure that this opportunity is not missed at MSP.
