Sincerely, Dale Schoeppner 651- 675 -5699 From: Dale Schoeppner Sent: Tuesday, January 26, 2010 12:01 PM To: 'Xaykaothao, Fuyei' Cc: Terry Zelenka; Mike Lence Subject: RE: Update on 1337 Wilderness Run Drive Eagan, MN 55123 /77 I just got back into the office and got your message. Thank you for the update. Again, according to my initial plans I was not doing anything to the closets or anything other than putting up new sheetrock. In regards to the outlet being sunk in, I will let you know if I do make the change. As for the closet, it will stay as storage. Dear Fuyei, Terry just let me know that he signed off on the frame inspection based on you not finishing off a certain part of the house. We will make a note highlighting the area that will not be finished. If you decide to finish off that area just let us know after you make the clean out accessible and bring the outlet box to the surface of the stud space. Terry also mentioned that he thought the value for your basement project was determined at $20 a square foot. Your valuation was established at $2,000 for the entire project not $20 per square foot. That $20 a square foot takes into account framing, ductwork etc. that you apparently already have in place. As we had discussed on Jan. 14 the valuation established on a permit is not what it costs you it's the value of the improvement. Had we put a value on your project of $20 per square foot the valuation would have been $9,400 and the permit fee would have been $321.39. Your permit fee was $122.69 based on a valuation of $2,000. I hope this clarifies any concerns that you may have and if you have any questions don't hesitate to call me. Dear Fuyei, Thank you for contacting me this morning about your construction project. I first would like to apologize for not getting back to you last week. I was working under the assumption that since you picked up the permit on Wednesday morning that the issue was resolved from your perspective but from our conversation this morning that's clearly not the case. One of our Departments goals is to verify code compliance in a method that is as painless as possible. From my conversations with both Terry and Mike it appears that Mike was not aware of the entire scope of the project. I'm sorry that you were given two different answers regarding the need to secure a permit. Terry indicated that gypsum board was being installed, framing work was needed in a closet area as well as some insulation that was incomplete. He also noted that he wanted to verify through the permit process the use of the different rooms. The use of the rooms would dictate other requirements such as heat runs /returns, smoke detectors and or egress windows. It appears that the electrical issues have also caused some confusion. Terry indicated that he observed wires and a junction box being unsecured. He also saw wiring that was secured on the face of the studs which presents a clear hazard. As I reiterated this morning the City of Eagan does not issue Electrical permits and any specific details for the electrical permit should go through Mark Anderson. I realize sometimes he's hard to get a hold of but he's the Authority Having Jurisdiction for electrical issues. You and I talked a little bit about our inspectors making comments on items that they aren't responsible for. While not directly responsible for electrical items our inspectors are encouraged to look beyond our immediate responsibilities in order to identify areas that can make a structure safer. I'm sorry for the confusion and I hope the rest of the project goes smoothly. I see that Terry is scheduled to be at your house tomorrow afternoon. Please feel free to call me with any concerns.
