August 3, 2011 Bernie Frey Vice President of Development Traditions Management Company, LLC 1559 Southcross Drive West Burnsville, MN 55306 Re: Request for Second Water Service to 3240 Mike Collins Dr (Grafix Shoppe) Dear Mr. Frey: I am writing this letter in response to your inquiry regarding an additional water service for a proposed new building on the rear of the lot located at 3240 Mike Collins Drive. You have indicated you are representing the existing business at this location, Grafix Shoppe. According to your information, Grafix Shoppe would like to add another building for production purposes with the intention of housing one bathroom and a fire suppression system in said building. As we've discussed, an existing fire hydrant is located near the south property line that is connected to the water main in Mike Collins Drive by a 6" diameter water pipe. The existing building at 3240 Mike Collins Drive is currently served by a 6" water service pipe that is also connected to the water main in Mike Collins Drive. In response to your initial inquiry about extending water service to the proposed second building, City staff had suggested that you connect to the water service pipe beyond the water meter in the existing building. You indicated concern with the impacts to the existing building and business operations and expressed interest in extending the water pipe currently servicing the fire hydrant. Staff has reviewed this option and finds it to be a viable option. A detailed review of the proposed building and the associated water service extension will be completed as part of a building permit application. In anticipation of this, I want to share expectations you and the owner should have if an extension of the fire hydrant service is completed as part of the building construction. The extension of the water service to the proposed building will likely require use of a 6" water ductile iron pipe. The fire hydrant will need to be removed and reconnected to the extended service with a `tee' in close proximity to its current location. A gate valve will need to be added as a shut off for the hydrant. I would recommend that the new pipe drains back towards the hydrant `tee'. The quality of the water in the proposed building will likely be less than desirable, by Eagan standards. The . current building is directly connected to a large (16" diameter) water main that has water constantly flowing through it. The existing 6" water pipe to the hydrant has likely had the same water sitting in it for multiple years. Due to the Iack of water flow within this pipe, the water has become stagnant and its taste and odor has likely been impacted. The interior of the existing pipe has likely reacted with the sitting water and may continue to contribute taste and odor issues. White the connection of this water pipe to the proposed building will provide some movement to the water, the limited use resulting from the single bathroom will likely not be adequate to maintain a desirable level of water quality. While periodic `flushing' of the fire hydrant could enhance the water quality intermittently, the City cannot provide such services. It would be my preference to have the proposed building connected to the 16" water main in Mike Collins Drive by way of an extension of the water service to the existing building or a new connection. An extension of the existing 6" water pipe to the fire hydrant can meet your water demands for the proposed building, but I'm concerned that Grafix Shoppe and their employees may not be satisfied with the resulting water quality.
