FACTS: • An outdoor event with musical entertainment past 10 p.m. requires a permit and approval from the City Council and is subject to the requirements outlined in City Code Chapter 10, Sec. 10.31. Eagan PD has reviewed and signed off on the application. • Faithful Shepherd is planning a 7th Annual Septemberfest school fundraiser outdoor event September 17-19, 2010. The live music for which the sound amplification permit is required is planned for Saturday the 18th from 6:30 p.m. until 11:30 p.m. The event will occupy the entire parking lot on the west side of the building. • Surrounding uses within 1/4 mile are industrial to the north and east, business park to the west, and multi-family residential and vacant property south. The stage and amplification equipment will face north, toward the industrial area. y A temporary liquor license request is also on the agenda for this event. A temporary barrier prevents unauthorized access to the event. Access is required through the entry gate at the south. Due to a south-facing stage,the 2008 event generated several complaints. Upon arrival at the scene it was discovered that tent stakes had penetrated a natural gas line in several places in the Faithful Shepherd parking lot. The tent was used for the schools Septemberfest function that was held over the past weekend. The entire school of 530 children had been evacuated by school staff. The school remained evacuated through the end of the normal school day. Fire and Police crews remained on scene for several hours and assisted school staff with a alternative location for buses and parents to pick-up their children. The gas company deemed the school building safe to occupy at 6pm on Monday night. School is back to normal today. There were no injuries as a result of this incident. To clarify, the school staff was not making comments about tent placement, it was the tent folks back peddling. This could have been a major disaster considering the gas lines were hit when they put the tent up. Luckily the gas did not leak until they removed the tent posts. Once approved, your permit would be based upon your intent to comply. I think that's all that's needed. Again,the permit was filled out before you had a sound company selected, so the information may not even be applicable for Wood Sound. All should go well, and Mike Ridley is aware you will be there representing the school. This is a brand new permit process, a new ordinance also, and two applications are going before the council this evening with sound permits. We found this bug and it's being removed from the permit application for the future. I appreciate you appearing this evening to represent the school.
