Subject: Senior Housing — Christ Lutheran Church
Background
Christ Lutheran Church sits on just over 9 acres at 1930 Diffley Road. The church is
considering the possibility of severing approximately 4.5 acres in order to accommodate
the addition of senior housing.
Procedure
The necessary steps to accomplish this include a Comprehensive Guide Plan
Amendment, rezoning and Preliminary & Final Subdivision. The most likely scenario for
the rezoning would include a zoning to Planned Development (PD).
The PD zoning is beneficial to all parties in that it stipulates specifically what can be
developed, how it is developed and the timing of same. Additionally, any future change
sought for that zoning (change in use) would require a new development application, the
entire Public Hearing process and, ultimately, approval by the Mayor and City Council.
Summary
Introducing this new use to the site requires a multi -step process. Once complete, the
City, the church and the neighbors will know exactly what is allowed; deviating from the
approved use at some point in the future will be extremely difficult due to the PD Zoning
and the process described above.
