This registration procedure is established in response to your requests to end the
congestion of mass registration. It is designed to enable us to serve you efficiently.
In addition, construction and site preparation at the Municipal Center means fewer
er king spaces and somewhat difficult access for the next several months. The
referred method of registration is now mall -in or drop box. Classes with
limited registration may fill before the registration deadline.
REGISTER EARLY!

Mail -in and drop box registrations will be accepted beginning May 15, 1995.
Drop boxes are located at the public entrance to the new Police facility and at
the Fire Administration Building.
In- person registration will be available beginning May 22, 1995 at the Fire
Administration Building.

Include second and third section choices for activities with limited
numbers of participants

Checks, written to the City of Eagan, must be attached to the registration

Letters of confirmation are not sent. You will be contacted if your first choice of
an activity is not available. You may enclose a stamped, self - addressed

REFUND POLICY
Registration fees for programs canceled by Parks and Recreation will be
fully refunded. Participant requests for refunds prior to the start of a
program wil be honored subject to whether funds have already been
expended for tickets, supplies and services or whether persons on a wait
list can be registered. Partial refunds after an activity begins will be subject
to a reduction of expese already expended. No refunds for team activities.
REGISTRATION CHANGE
Requests to change activity locations, sections or times for registrations
already completed will be accommodated on a space available basis.
EQUAL ACCESS POLICY - RECREATION PROGRAMS
Auxiliary aids for persons with disabilities wishing to attend or participate
in City of Eagan recreation programs are available upon request at least 96
hours in advance of the event. If a notice of less than 96 hours is received,
the City will make every attempt to provide the aids. However, this may
not be possible with short notice.
SCHOLARSHIPS
A limited amount of scholarship funding is available.

EVENING IN THE PARK
Evening in the Park is a series of family
entertainment events. They occur on Wednesday
evenings at 7:00 PM at Trapp Farm Park, 841
Wilderness Run Road.
Gather up the whole family, bring a blanket or
lawn chair and settle back and enjoy the fun and
a cool orange drink generously provided by
McDonald's of Eagan.
Raining? Never fear. The entertainment
moves to the pavilion.
JUNE 28 - KIDS DANCE
Join the DJ for fun and chuckles. Look for
audience participation, silly contests, and a
clapping good time! Familiar tunes for young and
old; your toes will be a tapping.
JULY 5 - SILLY CIRCUS
It's magic and fun for everyone. Watch
trained balloon animals perform! Marvel at
sparkling feats of magic. Will you be able to
detect the slight of hand?
JULY 12 - ISLAND OF RIDDLES
The Playwrights Theatre returns to Eagan.
The Island of Riddles is made possible In part by
a grant provided to the Playwrights Theatre by the
Minnesota State Arts Board, the Minnesota State
Legislature and National Endowment for the Arts.
If you like silly riddles that have silly solutions,
love hilarious improvisations, and audience
participation, then come prepared to enjoy!
JULY 19 - SPLATTER SISTERS

Seniors Picnic on June 14. The pot luck affair will be
held at the Thomas Lake Park Pavilion. The group
gathers at 11:00 AM.
Regular meetings will be held at Oak Woods of
Eagan and McDonald's of Eagan on Silver Bell Road.
Specific activities are announced in the Seniors
newsletter.
EAGAN SENIORS
Eagan Seniors meet several times each month to
isit with old friends, to welcome new seniors to the
mmunity and to have fun. A variety of activities are

Enjoy a great evening of sunset
cinema In the great outdoors! Get
comfortable on the slope behind the
shelter building at Trapp Farm Park, 841
Wilderness Run Road. Bring your

bug repellent. The reels roll at dusk on
the big screen. Mark this date on your
calendar now, No registration is required
and there is no charge. On a rainy or
windy evening, the show must go on but
inside the shelter building.

FREE FISHING CLINIC FOR KIDS
SATURDAY. JUNE 10.1995
Eagan kids can learn to identify fish and fish habitat and try
their hand at catching fish on June 10, 1995, at a free fishing
clinic at Thomas Lake Park. Sponsored by Eagan Parks and
Recreation and MinnAqua, a state -run aquatic education
program, the clinic will run from 9:30 AM to 4:00 PM and is open
to youth ages 9 -13.
Minn Aqua was created by the Minnesota Department of
Natural Resources in 1990 to teach the recreation, ecology,
conservation and ethics of angling. The program is run in
cooperation with Minnesota extension service 4 - programs and
Is funded through LCMR, RIM and the Federal Aid In Sport
Fishing Restoration Act. Local sponsorship Includes the Eagan
Water Quality Program and members of In- Fishermen.
MinnAqua provides fishing rods, reels and tackle. Trained
instructors conduct the program, which includes "hands on"
activities such as pop can casting, fish measuring/weighing, and,
of course, fishing. Participants also learn sportsmanship, safety,
the basics of water ecology and techniques of fishing.
Each participant will have the opportunity to trace the path of
water runoff from his/her home. The route water takes from
street to pond to lake to the Minnesota River may be a surprise.
The clinic will begin with the 9:30 AM check -in at Trapp
Farm Park. Activity and education sessions will be held in the
morning. BRING A BAG LUNCH. Parks and Recreation will
provide the beverage.
After lunch the group will bus to Carlson Lake for...fishing.
The bus will return the youth to Trapp Farm Park at 4:00 PM to
"hook -up" with rides home.
Space is limited, pre - registration is required.
Parent volunteers are needed!

PICNIC KITS
The Department of Parks and Recreation again
offers 'Picnic Kits" as a service to the Community.
You may wish to rent a kit for a special event at your
home or for a gathering In a neighborhood park.
The basic "Picnic Kit" includes three items of your
choice, subject to availability based on prior requests.
A fee of S7.00 is charged. Select among the following
items:

Playground ball
and poles
Whiffle ball and bat
Croquet set
Volleyball only

Additional items may be selected at a fee of
S3.00 per item.
CHUCKWAGON COOKER: This trailer mounted
covered cooker is ideal for large group gatherings.
Dozens of hot dogs, hamburgersand bratwurst can
be prepared at one time. The chuckwagon requires
a 1 7/8" ball hitch for towing. The rental fee is $30.0o
for residents,$50.00 for non - residents.
TENT CANOPY: The Department offers a 20'x20'
canopy and a 10'x15' "pop up" for rentals. Advanced
reservations are advised. The rental fee is $55.00 for
residents, $75.00 for non - residents.

TENNIS COURT SAND VOLLEYBALL
COURT RESERVATIONS
Tennis courts and sand volleyball courts are
available for casual play on a first come, first
served basis. The standard expected courtesy
is that play is limited to one hour when people
are willing to get onto the court. In addition, the
exchange occurs on the hour.
Courts can be reserved for leagues,
tournaments or special events. A fee of $2 per
hour per court is charged. Reservations are
posted at the courts. Events such as
tournaments and independent leagues require a
certificate of insurance.

feeling of seclusion is surprising in our suburban
setting.
The pavilions will accommodate groups as
large as 150 people. Picnic necessities such as
water and electricity are available in the pavilion.
Restroom facilities are nearby.
Events can be planned for half or full days.
Half day time blocks run from 10:00 AM to 4:00
PM or 5:00 PM to 10:00 PM. Activities which
overlap either of the time periods will be
considered a full day.

SHELTER BUILDING RESERVATIONS
Do you need a site for a special club meeting
or event? The shelters at Bridle Ridge, sky Hill,
Goat Hill, Quarry and Trapp Farm parks are
available for use by the community. The attractive
and comfortable buildings will accommodate 30-40
;, people. Electricity, hot and cold running water and
restrooms are features In all facilities. Trapp Farm's
Shelter also has a fireplace which adds a special
atmosphere.
A resident rental fee of $65 is charged for half -
day and $95 for a full day's use of these facilities.

charged $85 per 1/2 day, $115 per full day. A $150

BIRTHDAY PARTIES FOR PRESCHOOLERS AND YOUTH
Birthday parties are special and we have some great ways to celebrate them. Our 2 hour parties
include party leader, decorations, balloons, cake, ice cream, beverage, party favors and a special gift
for the birthday child. All the things you would do at home, without the mess. Parties are offered on
Saturdays either from 10:00 AM -Noon or 1:30 - 3:30 PM. Reservations must be made 3 weeks In

Includes traditional party games like Pin the Tail, Drop the Clothespin, plus a few

This party allows for creativity and fun. Guests will design and make their own
decorated T -shirt by using fabric paints and tie dye. The party will end with present

TINY TOTS RECREATIONAL ACTIVITIES
The Tiny Tots program Is designed to provide children ages 3, 4 and 5 the opportunity for social/
recreational Interaction and growth. Children are exposed to a variety of skills and learning experiences
which Include crafts, storytelling, special events, listening and sharing skills and singing. The emphasis is
on large and small group play.
Children should dress in play clothes for indoor and outdoor activities. A great way for your child to
form new friendships and socialize with other children.

MINI - EAGANETTES
A fun class for boys and girls ages 3 & 4 who
want to be in Eaganettes but are too youhg. This
class will be modeled after Eaganettes, but
geared toward this age group.
Movement and simple dance routines set to
music will be the emphasis. An excellent
program to help develop balance, coordination
and flexibility. Children will learn a simple dance
routine that will be presented in a parents
program during the last week of class. Children
should dress in tennis shoes and clothes that
allow movement.
Eaganettes T- shirts are available for this age
group. They are optional.

FITNESS AND FUN
For 3 Year Olds
Three year olds will experience stunts and
tumbling, creative play, game activities, physical
fitness and more activities designed especially for
them. The class will include exposure to and
practice with nerf balls, playground balls, T -ball,
parachute play and more.
Each class works on a progressive level
according to the participant's ability. Increasing the
child's motor skills, improving coordination and
FUN are the emphasis for the program. This
program runs for 45 minutes which we have found
to be the optimum instruction time for this age
group.
A parent's day will be held during the session.
Children should dress in tennis shoes and clothes
for active play. Activities will be held both indoors
and outdoors.

FITNESS AND FUN
For 3 Year Olds
Three year olds will experience stunts and
tumbling, creative play, game activities, physical
fitness and more activities designed especially for
them. The class will include exposure to and
practice with nerf balls, playground balls, T -ball,
parachute play and more.
Each class works on a progressive level
according to the participant's ability. Increasing the
child's motor skills, improving coordination and
FUN are the emphasis for the program. This
program runs for 45 minutes which we have found
to be the optimum instruction time for this age
group.
A parent's day will be held during the session.
Children should dress in tennis shoes and clothes
for active play. Activities will be held both indoors
and outdoors.

IN -LINE SKATING LESSONS
This Is the summer to hit the pavement rolling into the
fast - growing, street - streaking, asphalt - kicking sensation of In
line roller skating! Loads of thrills, action and exercise. Learn
the skills necessary to 'Skate Smart". Upon completion of the
lessons you will be prepared for actual outdoor skating
including going uphill, downhill and skating In traffic. John
Glynn is a Level 11 certified instructor with Dynamic Skating
School. Lessons are geared to all ages and abilities.
Beginners will learn the forward stride, turning, stopping
and backward movement. Advance Beginners/Intermediate
skaters will learn how to Improve their stride, do cross -over
turns, backward skating, lunge turns, power slides, t -stops and
more.
Dynamic Skating School has a limited number of skates,
helmets and wrist guards available for rental during class only.
Cost for this equipment is an additional $3.00. Please Indicate
shoe size on the registration form.
Skate rental Is also available through Mendota Bike and
Fitness, 1040 West Highway 110 at a special discounted rate of
$10 for four days, including helmet, wrist guards, elbow pads
and knee pads (class receipt is required).
A helmet and wrist guards are required for all lessons.
Knee and elbow pads are strongly recommended.

YOUTH TENNIS LESSONS
Youth ages 6 -14 are invited to try their hand at the game of tennis.
The lessons will provide challenging skills to learn and practice, improve
eye -hand coordination and offer the opportunity to be with friends.
Classes are organized by age groupings. Lessons will meet for one
hour per day for one week at neighborhood park tennis courts. The
Monday through Friday format will concentrate learning over a short
period of time for improved skill development.
Tennis balls are provided. Participants are to provide their own
rackets. Class size is limited. Pre- registration is required.

Learn a lifetime sport. Tennis lessons are
offered to adults at the Beginner and Beginner 2
level. Beginners are individuals who have
never played or have played at the game ", but

SOUTH OF THE RWER TEAM TENN[S
Team tennis is a co- recreational league for adults. Teams in the South of the River League are
comprised of co- workers, couples, neighbors or a team formed from the draft list.
Team rosters hold a minimum of two men and two women. The maximum team size is 5 men and 5
women. Competitive and recreational divisions are offered. Teams from Eagan, Apple Valley, Burnsville,
Farmington, Inver Grove Heights, Lakeville, Rosemount and Savage are invited to join the league.
No ad scoring is used. Matches are comprised of men's and women's doubles, men's and women's
singles, and one or two sets of mixed doubles. The match score is the sum of all games won. No ad
scoring allows a match to typically be completed In two hours.
Tennis courts in Eagan and Inver Grove Heights form the center of the league's Wednesday evening
play. Subject to the demographics of the league, courts in other communities may also be used.
An organizational meeting will be held to enter teams into the league, assess levels of skill and to
organize "draft" teams. If you have a new team or want your name placed on the draft list, call Eagan
Parks and Recreation at 681 -4660, TDD 454 -8535. Those who have called will receive team roster
materials prior to the meeting.

FUNDAMENTALS OF THE GOLF SWING
Spruce up your golf game and enjoy a summer of Tong
drivers and approach shots that bring you birdie putts.
Classes are small to ensure Individual attention. Youth ages
12 through adult are invited to participate.
The lessons consist of 5 one hour sessions. Four
classes focus on the golf swing, concentrating on the woods
and 5 iron. The last class covers the rules, etiquette,
equipment, putting and chipping.
Troon Golf Learning Center, located on the corner of
Highway 13 and County Road 42 (4 miles west of Burnsville
Center) Is the lesson site. The facility's focus and design Is
on lessons.
Class participants will incur additional cost for a bucket of
balls for each lesson. The registration fee covers
administrative and Instructor costs.

Experience the mysterious world of cave$ and
caverns at the Crystal Cave this summer. W 'II go

5TH ANNIVERSARY
For 8 & 9 year olds only
it's the 5th Anniversary of Safety Camp
and we have 3 full days of learning and fun
planned. Learn about electrical dangers,
inline skating and bike safety. Water safety,
proper use of helmets, fire safety, and the Air
National Guard Drug program are all part of
the camp. Recreation breaks will happen
throughout the day.
Members of the Eagan Fire, Police and
Parks & Recreation Departments are co-
sponsoring this exciting program designed to
have fun while learning.
Lunch, snacks and beverages will be

NATURE CAMP
Join us for three days of learning about nature.
The camp combines recreation with education to
provide hands on, fun learning experiences.
Naturalist Tim Lundahl will lead you through
catching Insects, collecting pond critters and making
bug houses. Other activities may Include: leaf
printing a camp shirt, making and eating 'stick bread'
and nature games.
Campers should bring a light colored non -
patterned t -shirt on the first day. Each child should
also bring a bag lunch each day. A beverage will be
provided. Activities are held outdoors, so dress for
the weather we are having.

DAY CAMP
FOR YOUTH AGES 7 -12
Day Camp is an experience in a variety of
outdoor activities including camping skills, fire
safety and outdoor cooking. The day camp is
held at Camp Sacajawea, which is a beautiful site
provided by Dakota County. Camp Sacajawea Is
located approximately 1 mile south of Eagan on
Pilot Knob Road and County Road 38. On
Thursday night, the parents of the campers are
invited to have dinner with their children at camp.
Following dinner, the campers will have the
opportunity to camp out overnight. Youths will
be divided In age groups for camp activities.

SUMMER IN THE PARK
AFTERNOON SITES
Children who have completed kindergarten through age
12' are Invited to participate in a program designed especially
for them. Some activities are sports and games, crafts,
relays, nature awareness, special events and field trips.
The program runs Monday through Wednesday from
1:00 - 4:00 PM with field trips and special events on most
Thursday afternoons at an additional cost. The program fee
is S15 per participant for the entire summer. (Scholarship
assistance is available.)
Field trips are scheduled to places such as Circus
Arcade, Rollerskating and Beaver Mountain. The highlight
of the summer is the Picnic in the Park at Trapp Farm Park.
All playground sites get together for an afternoon of
entertainment, fun, food and friendships.
The program is led by trained, creative staff who put
some added fun into an otherwise "boring day. Come and
spend an afternoon with your friends!
SPECIAL NOTES:
1. In the event of rain, sites with a shelter will go on
as planned. If in doubt, call Recreation Happenings

SUMMER IN THE PARK FIELD TRIPS
The following trips and special events are for children who have completed kindergarten through
age 12 who attend Summer In the Park. Children who have not completed kindergarten are too young
to participate In the field trips that have been selected for SIP.
The trips are supervised by SIP staff. Registrations will be taken at the Parks & Recreation offices
only. (See registration procedures.) Money will not be accepted at the part site. Bus pick -up points are
at Summer in the Park locations. When registering, your bus stop should be your child's primary SIP
location.
All trips are scheduled on Thursdays between 1:00 - 4:00 PM with the exception of the Minneapolis
Loons game. Bust pick up for the Loons game on July 6 begins at noon and returns around 4:15 PM.
Bus times are between 12:30 -1:00 PM for field trips and will be determined after the registration
deadline. Call Recreation Happenings at 681 -4670 on Tuesdays (after 3:00 PM) before the field trip for
bus times.
SPECIAL NOTES:
1. Registration deadline for all field trips is Monday, June 19, 1995 at 4:00 PM unless otherwise noted.
2. Registrations are taken first come, first serve.
3. Space is limited on some of the field trips, therefore, registration deadlines will be strictly enforced.

On the Cover:
Four Eagan youth, Julie Franzen (pictured on cover),
Tom Freeman (pictured on cover), Brett Noel and
Alison Slusarski turned the first shovels full of earth to
officially begin the construction project at the new
Eagan Civic Arena. These kids represent some of the
Eagan residents who will most likely utilize the new
facility most frequently. The kids, outfitted with
hardhats, shovels and special commemorative T- shirts
were naturals at their ground breaking tasks.
The ground breaking ceremony was held on a chilly
afternoon in early April, but the cold didn't hinder
many of the folks who worked diligently to raise funds
for the project, many Council and Commission
Members, city staff and other hopeful Eagan residents
from coming out to show support for the new Arena
project.
The 1.4 million dollar project funded through
community donations and public dollars, will include
an area for a full -size sheet of ice or dry floor events,
stadium seating for 600, team rooms, a small
administrative office and an outdoor wading pool,
anticipates completion by October of 1995.
The Lone Oak Tree ... the symbol of
strength and growth in our community.

Police Facility Complete, City Hall
Remodeling Begins
The new Eagan Police Facility located
at 3830 Pilot Knob Road opened for
business on Wednesday, April 19. At
the same time, City Administration
and Finance, the last two
departments which were officing at
the Municipal Center, moved to their
temporary location in the Police
Facility to permit demolition and
remodeling to begin for the City Hall
portion of the project.
For customers doing business with
the City, the mailing address,
telephone and FAX numbers will
remain unchanged throughout the
remodeling. For those who wish to
use City services in person, the old
Municipal Center is now closed and
will remain so until this October.
City offices remain open, however, in
different locations.
As noted above, Police, Finance and
Administration are operating from
the new Police Facility. Parking is
located on the south side of the

Community Development and
Engineering are working at the City's
Maintenance Facility at 3501
Coachman Road. Meetings of the City
Council and Advisory Commissions
will be held on their usual nights at the
Black Hawk Middle School
Multipurpose Room at 1540 Deerwood
Drive.
The Municipal Center is being
remodeled and expanded to better meet
the public's needs into the next century.
When completed, the building will offer
more user oriented public spaces
permitting more direct access to City
departments. The City Council
Chambers will be relocated to permit
the existing chamber to be converted
for use as a community
room. In addition, the

SOMETHING IN THE AIR
Meeting Future Airport Demand
Expand or Relocate
One of the more difficult questions facing the
metropolitan region in the coming months is
whether to expand the airport at its current location
or relocate it to a new site in eastern Dakota
County. The Dual Track Airport Planning Study,
which will analyze the alternatives, will be
completed over the next year.
During that time, the Eagan City Council and its
advisory commissions will be studying the issue as
well. The costs and benefits of the options from
Eagan's perspective will be considered to determine
whether the City should support either expansion or
relocation when the issue goes to the Metropolitan
Council and Legislature next year.
The issue is not a simple one. There are obvious
environmental impacts from having a major
international airport in the middle of an urbanized
metropolitan area. Expansion of the airport will add
to the areas impacted. At the same time, federal law
requires that airlines replace their older aircraft with
quiet generation planes which will make each
individual noise event less bothersome, but will not
eliminate noise nuisance entirely.
Bein Heard Over the R ar
There are any benefits and many impacts associated
with being close to an airport. Open window season is
here again and with it comes the potential for residents
to be bothered by aircraft noise. This year, operations
are up as the health of the airline industry is improving.
Being next door to an international airport, Eagan does
not expect to be noise free, but there are several
opportunities to ask questions or express concerns if
you are disturbed by airport operations.
The first is the Metropolitan Airports Commission
Noise Complaint Line at 726 -9411. Resident concerns
are taken down by location and reported on a monthly
basis to MAC and the Metropolitan Aircraft Sound
Abatement Council or MASAC, its noise advisory

based on the complaints themselves, but an absence of
complaints may indicate that operations are not
bothersome in an area. So if you are bothered by an
aircraft noise event, record your concern with the MAC.

There is also a potential business impact. Although a
survey of businesses in the airport area indicated that a
very small percentage would move to the new airport
site if the facility were relocated, the airport's influence
on new development could result in changes in land
use whether it expands or relocates.
Because the airport is a neighbor for all of us, the City
would appreciate your input. Please check the local
newspapers in the coming months for meeting
agendas which will include this item. In the

A water shut -off valve or as we call it, a "curb box ",
located on your property, controls the water service to
your residence. Seasonal settling of your yard or
driveway can cause this pipe to stick up above grade,
creating a nuisance. To prevent hitting this with a car
or lawn mower or causing personal injury, make sure
you call me to have it adjusted. Do not attempt to
push this down, as you can cause a service leak
resulting in considerable water damage both inside and
outside of your home.

Storm sewer grates can be found along the curb line of
streets or parking lots and can even be located on your
own lot. These can be fascinating for children and
adults alike, but real danger lurks within them. If at
any time you find a storm drainage grate off or drop
something into the storm sewer, make sure you call me
immediately at the utility division or on the business
line of the police department on evenings or weekends.
Do not attempt to enter these structures to retrieve
articles or correct the problem as low oxygen conditions
may exist. In addition, personal injury is likely to occur
to untrained personnel. So keep curious ones and pets
away until we arrive on the scene.

Fertilizer
High phosphorus levels in
water running off
residential areas is a big
contributor to poor water
quality in many Eagan
lakes. And phosphorus
contained in lawn
fertilizers is suspected of
being a major part of this
pollution load. Further,
tests of over 200
residential lawns in Eagan
show that many do not need the additional phosphorus
found in most lawn fertilizers.
Now, at least two retailers in the city carry fertilizer
without phosphorus. Jerry's Garden and Nursery
Center at 4381 Nicols Road sells a granular product
while Frank's Nursery, at 1360 Duckwood Drive, sells
a liquid no- phosphorus fertilizer. Both have plenty of
nitrogen, though, for that quick spring "green -up."
Of course, the best way to determine your lawn's
" nutrient needs" is a simple lawn soil test. A test kit is
available from the City; just call 681 -4300 and ask for
Jim Storland. Above all, remember to keep all fertilizer
and herbicides off hard surfaces like driveways,
sidewalks, and streets.
Free Lawn Soils Tests
If you live in that portion of the City bounded by Pilot
Knob Road on the west, State Highways 3 and 149 on
the east, Yankee Doodle Road on the north and Cliff
Road on the south, you've won! A free lawn soils test,
that is.
To make it easy, just call 681 -4300 and tell the
friendly voice on the other end you'd like to have your
lawn soil tested. City staff will come to your residence,
take the sample (your lawn won't even feel it), deliver
the sample, pay for the analysis, and have the results
mailed to you. The results will show whether your soil
is deficient in key nutrients, what blend of fertilizer to
apply, and how often and when to apply it.
Up to 200 sails tests, at a cost of $7 /sample, will be
funded from grant money awarded by the Metropolitan
Council to Dakota County through its Twin City
Water Quality Initiative Program.

Volunteers!
Four lake monitoring volunteers have received well -
deserved recognition for their efforts. The volunteers
honored, and the lakes they monitor, are Wayne Larson
(LeMay Lake), Mark Ochs (Heine Pond & Cedar Pond),
Dick Ouren (Fish Lake), and Bob Sandeen (Carlson Lake).
Since 1989, the four - all participants in the Citizen Lake
Monitoring Program (CLMP) in Eagan - have been
important in helping compile a long -term record of lake
water clarity data and have provided valuable insight on a
number of lake improvement efforts. At an April meeting
of the Advisory Parks, Recreation, and Natural Resources
Commission, each was recognized with a plaque
commemorating five years of participation in the CLMP
and for their efforts in helping the community protect and
improve its lakes. Keep up the great work, and let's go for
ten!!

� Safe and Sober Efforts Continue
The Eagan Police Department will continue its participation in the Safe and Sober program through the summer
months. Safe and Sober is a federal grant program administered by the state that gives us an opportunity to
provide for educating and increasing awareness in traffic safety in our community. The grant also requires a
follow -up enforcement program. This summer the focus of our efforts will be on increasing compliance with seat
belt laws and speed limits. Studies show that speed alone does not cause accidents but it can dramatically increase
their severity. Similarly seat belt use can significantly reduce the injuries people suffer as a result of accidents.
Consider these facts:
One in twenty Minnesota drivers is in a crash each year.
Traffic accidents are the leading cause of death and paraplegia and
quadriplegia for the ages 6 - 34.
The cost of crashes is 1.4 billion dollars annually in Minnesota.
Such crashes impact each insurance policy holder.
Three persons suffer from car crashes for each 2 persons of violent crime.
The Eagan Police will begin increased enforcement of both speed and seat belt laws under the Safe and Sober
grant between June 21 through July 8 and again from August 19 through September 4. Please wear your seat
belt and obey all traffic laws. Help make Eagan a safer city to live in.
Caution: Road
Construction Ahead
Summer's on the way and that means road construction!
Several projects this summer may have you changing
the way you get from here to there. Here's a preview
of projects scheduled to begin this summer:
Yankee Doodle Road Reconstruction, from
Lexington Avenue to Highway 149 will be rebuilt in
two sections. The first section from Lexington to Mike
Collins Drive will begin on May 8. The second section
from Mike Collins to Highway 149 will see
construction by about July. When complete in mid
October, Yankee Doodle Road will be a four lane
divided roadway with center medians and traffic
signals at its intersection with 149. This is a County
project so questions should be directed to County
offices at 891 -7100.
Red Pine Lane, construction will begin in late July to
extend this road to its intersection with Highway 3.
when the extension is complete, it will provide access
to the Weston Hills neighborhood and the new Red
Pine Elementary School.
Blackhawk Hills Road West of Ashbury and Birch
Pond Road South of Ashbury will undergo road
resurfacing this summer. The project includes
removing and replacing the old road surface. The City
will also repair and upgrade some of the storm sewer
and gutter system in the area.

1 AS LOVELY AS A TREE
Oak Wilt Funds Available
The City of Eagan has for the third consecutive year
received an Oak Wilt Suppression Grant for 1995 from
the Minnesota Department of Natural Resources and
the U.S. Forest Service. With the grant the City will be
" cost sharing" a portion of the expense to control the
spread of oak wilt throughout the community. At this
time, the exact dollar amount of this grant has not been
determined; however an estimated $30,000 should be
available to assist private property owners with the cost
of vibratory plow work, diseased tree removal, and with
proper disposal of oak wilt infected trees. With the
grant money, up to fifty percent of these expenses can
be reimbursed to private property owners.
The goal of this program is to help defray the cost to
private property owners and to eliminate oak wilt
infection centers within the community. Residents who
think they may have diseased trees are encouraged to
contact the Eagan Forestry Division at 681 -4300. Eric
Olson, Eagan Tree Inspector, can provide more detailed
information about this program. Only the trees
inspected and marked by the City will be eligible for
cost sharing.
Eagan Receives Tree City
USA "Growth
Award"
For the eighth consecutive year, the City
of Eagan has been awarded distinction as
a "Tree City U.S.A." community by the
National Arbor Day Foundation. To
gain this recognition, the city has been
required to annually meet the four
following standards of achievement:
Standard 1 - An active tree
board or department In
Eagan's case, the Advisory Park,
Recreation, and Natural Resources
Commission, City Council, and Forestry Division serve
to fulfill this requirement.
Standard 2 - A community tree ordinance. The
city currently has ordinances which regulate the control
of Dutch Elm disease and other urban forest pests,

planting and maintenance of trees within city right -of-
ways, licensing of commercial tree care companies and
tree preservation /reforestation in new developments.
Standard 3 - A community forestry program
with an annual budget of at least $2.00 per
capita. This requirement is met through the city's
annual forestry program and landscaping projects in
city parks.
Standard 4 - An Arbor Day observance and
proclamation. Since 1987 the city has held a
number of Arbor Month activities in the community
including an annual Arbor Day tree planting program,
public tree sale, and poster contest /seedling
distribution in the third grade elementary classes in
Eagan.
At the present time only about ten percent of
Minnesota's cities are recognized by the Tree City
U.S.A. program. In celebration of Eagan's
accomplishments, a Tree City U.S.A. flag is flown at
the Central Maintenance Facility year- round, and Tree
City U.S.A. signs are displayed at the primary
entrances to the community.
In addition to being recognized as Tree City USA by
the National Arbor Day foundation, this year the City
Parks Department and Forestry Division was awarded
the prestigious Tree City USA
Growth Award. This special
award is provided by the National
Arbor Day foundation, in
cooperation with the National
Association of State Foresters and
the USDA Forest Service, to
recognize environmental
improvement and encourage
higher levels of tree care
throughout America. The award
is designed not only to recognize
achievement, but also to
communicate new ideas and help
leaders of all Tree City USA's
plan for improving tree care. Specific environmental
projects which earned the Forestry Division the
Growth Award included: the production of an oak
wilt disease brochure, the implementation of periodic
environmental columns in a local newspaper, the
improvement of the City's Tree Preservation Policy,
and the construction and installation of wildlife
nesting habitat structures.
Only three Tree City USA Growth Awards were
presented this year in the seven county metro region.
This was the second Growth Award that Eagan has
received, the first was awarded to Eagan for
environmental projects implemented in 1991.

What's Buggin' My Trees?
With spring upon us, it's very important to be on the
lookout for "tree pests" that will induce
unwanted stress and can even cause death to • • • • • • • •
trees. "Tree pests" can be isolated into two
groups: diseases and insects.
First, the tree diseases that cause the most
concern in Eagan include Oak Wilt and
Dutch Elm disease. Both are caused by a
fungus that attacks the water transport system
of respective oak and elm trees. As a result,
the tree canopy will begin to wilt at the top
and work downward until the entire tree is
defoliated. Once a tree is infected with
oak Wilt or Dutch Elm disease, chances for
survival are minimal and pose a high threat of
spreading the fungus to surrounding healthy
trees unless proper control measures are taken.
These measures include root disruption with a
vibratory plow, removal, and proper disposal
of the wood. To prevent Oak Wilt, avoid pruning or
wounding your oaks between April 15 and July lst.
Insects are the other group of pests to be on the
lookout for. Typically, insects will cause tree stress
rather than mortality. When insect stress is induced,
the tree's defense system becomes weakened and
vulnerable to other environmental variables that may
- result in death. If you have spruce trees, look for the
Yellowheaded Spruce Sawfly larva (greenish caterpillar)
in late May to early June. This insect will feed on new
needles at the branch tip. Identify and remove the
spruce sawfly larva before damage is done. ( Sawfly
insecticides: malathion, orthene, sevin)
If you have birch trees, two insects of concern are the
Bronze Birch Borer and the Birch Leaf Miner. The

most detrimental is the Bronze Birch Borer which is
attracted to stressed birch trees. Improper site
selection for planting contributes to borer
attack and death. Birch trees grow best in
cool, moist, shaded areas. A thick woodchip
mulch and adequate watering is the best way to
prevent the Bronze Birch Borer. The Birch
Leaf Miner is an insect that destroys the leaves
of all birch varieties grown in Eagan. Not only
do these insects destroy your tree's ornamental
beauty, but repeated Birch Leaf Miner attacks
weaken your birch trees' resistance to Bronze
Birch Borers. Controlling the spring
generation of the Birch Leaf Miner is critical for
maintaining tree health and appearance.

Eagan Staff Earn Top Honors
Three of the Staff members at the City of Eagan have
recently been recognized for their outstanding work for
and within our Community.
Tom Hedges, Eagan City Administrator has been
awarded the "Community Builder" Award from the
Black Dog Chapter of the Boy Scouts of America. The
Community Builder award is given to an individual who
has distinguished him or herself through exemplary service
to Scouting and to the Community. Tom has been an
active member of Scouting since his boyhood in Iowa,
where he achieved the level of Eagle Scout, the highest
rank in Scouting. The award recognizes his commitment
that continued when he moved here to Eagan as City
Administrator in 1976 and since that time has been an
active participant and leader in Scouting, the local Lions
and Rotary Clubs, Eagan High School Football Boosters,
the Chamber of Commerce and many other projects and
organizations throughout the community.
Tom Colbert, Eagan's Director of Public Works, has been
recognized among the National "Top Ten Public
Works Leaders of 1994." This Honor is awarded by the
American Public Works Association (APWA) to honor
those who have shown outstanding leadership to those in
or entering the Public Works profession.
Mike Reardon, Cable Administrator for the Cities of
Eagan & Burnsville was recently named the Minnesota
Cable television access producer of the year for his
Eagan /Burnsville High School Basketball production. The
program is one of many that Mike has produced for our
local access programming throughout the years.
Congratulations and Thank You to all three of these men
for making Eagan a great community to live and work in!
