CABLE TELEVISION
Members of the City Council and the
Cable Television Advisory Committee are
moving steadily ahead through the long
process entailed in cable television
franchising. After preliminary study,
the needs assessment survey was taken
d the results compiled. Members
e also toured cable television facili-
ties and studied the various systems
employed by other communities which do
have cable television franchises.
At the September 1, 1981 City Council
meeting, a legal and a technical con-
sultant were hired by the City to aid
in the franchising process. Thomas
Creighton of the law firm of Dudley
& Bennett was retained as legal counsel
and the consulting firm of Management
& Research Consultants as technical
consultants. Both firms have extensive
experience in the cable television
franchising process.
At present, the committee is contacting
neighboring communities to explore the
possibility of joint franchising with
one or more communities. With the aid
of the new consultants, they are also
examining the feasibility of private
and of municipal ownership of cable
television facilities to determine the
type for the City of Eagan.
The Cable Television Advisory Committee
meets regularly on the second Thursday
of the month at 7:00 p.m. at City Hall.
All meetings are open to the public.

WATCH OUT! SCHOOL'S STARTED!
With the start of school, all drivers
should be particularly watchful when
they approach school bus stops and
loading areas. They should remind
themselves to stop for school buses with
the Stop Arm extended and to stop for
School Patrols with flags.
The Eagan Police Department will
periodically check School Crossing zones
for violators. Bus Stop Arm violators
reported to the police by district school
bus drivers will be cited. The owner
of the vehicle is responsible for the
violation if, at the time of the viola-
tion, the driver is not known.
Parents should instruct their children
that, when they are waiting at School
Bus Stops, they must remain on the
boulevards and stay off of the road-
ways. They should also refrain from
"horseplay" and obey School Patrol
members.

CITY ELECTION
The City election will be held on Tues-
day, November 3, 1981. The polls in
all eleven precincts will open at 7:00
a.m. and close at 8:00 p.m. This year,
the terms of Mayor Blomquist, Council -
member Egan and Councilmember Par -
ranto will expire on December 31. The
term of Mayor is for two years and the
terms for both Councilmember positions
are for four years. Filing for these
positions will open on September 22,
1981 and close on October 6, 1981 at
City Hall.
The people of Minnesota can take pride
in the fact that they have one of the
better voter turnout rates in the
nation. One reason for the high level
of voter turnout here is that voters
can register at the polls on election
day.
However, to save time on election day,
voters are encouraged to pre - register
at Eagan City Hall, 3795 Pilot Knob
Road, any weekday from 8:00 a.m. to
4:30 p.m. The last day to pre - register
is October 13, 1981.
To register, a person must be a citizen
of the United States, 18 years of age,
a resident of Eagan, and be able to
provide proof of residency in one of
the following forms:
1. A current Minnesota Driver's License
2. A non - qualification certificate (this
can be obtained by non - drivers
through the Minnesota Motor Vehicle
Department. )
3. A sworn affidavit by a registered
voter who resides in the same pre-
cinct. Affidavit forms will be
available at the polls.
The City of Eagan contains eleven pre-
cincts. If you do not know in which
precinct you reside or the location at
which you should vote, please contact
City Hall at 454 -8100.
SAFETY CLASSES
Firearm Safety and Snowmobile Safety
classes will again be offered by the
Eagan Police Department during the fall
and winter. Notice of exact dates and
times will be published in the DAKOTA
COUNTY TRIBUNE and the EAGAN
CHRONICLE.
ENERGY PLAN
Since the 1974 OPEC oil embargo, the
cost of energy, the supply of energy
and energy conservation are subjects
that Americans read or hear about i
the news everyday. Because of thi
new awareness, most people will agree
that the "energy problem" is real,
serious and long term. For this reason,
the City Council accepted an invitation
from the Minnesota Energy Agency to
become the model project for the MEA's
new energy planning program.
This program is designed to help com-
munities, such as Eagan, develop a
comprehensive energy plan. This plan
will help the community define its
energy problems and develop a strategy
with which to deal with these prob-
lems. Emphasis will be placed on bet-
ter land use patterns, energy efficient
buildings and transportation means,
and new energy technologies.
The initial step in developing this plan
is collecting data on energy supply,
energy demand, and energy costs. This
data will then be used to compile a
community profile, which will be use
to evaluate the communities prese
situation.
This program will be conducted by the
new administrative intern, Todd
Swanson, under the auspices of the
City Administrator and the City Coun-
cil. Todd is a senior in the Urban
Studies Program at the University of
Minnesota and has a special interest
in energy related issues.
Also planned in relation to this pro-
gram is an "Energy Fair ". This will
include representatives from energy
suppliers and solar equipment manufac-
turers. It will be an opportunity for
the public to ask questions related to
the energy problem. For any details,

NO GOLFING IN CITY PARKS
Eagan residents are reminded that
golfing in City Parks is prohibited.
The Advisory Parks and Recreation Cola
mittee took action, as a result of pro
lems involving safety to other park
users, prohibiting golfing or hitting
of golf balls in City Parks. Citizens
are asked to use nearby facilities that
2 provide this service.
CRIME PREVENTION PRESENTATIONS
If any group of citizens is interested
in a Crime Prevention Presentation by
an officer of the Eagan Police Depart -
a t, officers are available to meet
h the group to demonstrate and dis-
cuss how residents can assist in
making their neighborhoods and pro-
perty more secure. Remember, the
police can patrol, investigate and
charge suspects, but assistance from
all residents and businesses is the most
important factor in reducing crime and
in the prevention of crime.
PARKS UNDER STUDY
The Advisory Parks & Recreation Com-
mittee has been studying parks' needs .
for the past several months. Members
are continuing to make on -site visits
to City Parks to review existing condi-
tions and determine future park needs.
A "Master Parks' Plan ", for the long
range development of City Parks, is
an essential tool the committee hopes
to prepare. Residents are encouraged
to make their concerns and desires con-

/or the Director of Parks & Recrea-
tion.

The Eagan Police Department reminds
residents of Eagan that Operation I.D.
is available to them. The Police De-
partment feels that Operation I.D. is
a worthwhile project. A few minutes
of your time could well save you time
and money if, at some later date, you
should become the victim of a theft
or burglary. A visit to the Police De-
partment is all it takes. They will
assign you your own personal 1.D.
number and give you literature to aid
you in the marking and cataloging of
your property.

HALLOWEEN PARTY
The fourth annual Parks & Recreation
Department Halloween Party will be held

DOG OBEDIENCE
Two sections of beginner dog obedience
training are offered this fall. Dogs
should be 9 months old or older in
order to train effectively. Proof of
rabies vaccination must be brought to
the first class session.
The handler may be an adult or child;
however, the same individual should
work the dog at each class session.
Equipment needed includes: A choker
chain 2 inches longer than the girth
of the dog's neck and a 6 foot leather
leash.

MEN'S BROOM BALL LEAGUE
A men's broom ball league will be

in the City. A 5 to 6 week season,
depending upon the weather, will begin

Teams should be comprised of players
who live or work in the City of Eagan.

The City of Eagan presently obtains
its municipal water from nine existing
wells throughout the City. These wells
are all drilled approximately 500 feet
deep into the Jordan water bearing for-
mation. At the present time, the City
treats this water with chlorine and
flouride for health safety purposes as
dictated by the Minnesota Department
of Health. In addition, the City sends
samples of our water to the Department
of Health twice a month for analysis
to insure the continued supply of safe
drinking water to the community.
However, a common factor of well water
is its potential for "hardness" and high
iron and manganese. While these water
qualities do not create any health
problems, they are noticeable to the
users of the water supply system.
"Hard" water is noticeable through its
difficulty in allowing soaps and deter-
gents to efficiently cleanse. High iron/
Aft manganese content often settles out of
lir the water supply system and results
in "rusty" water discoloration. Neither
of these creates a health problem but
either can be distasteful due to the
color, taste or possible resultant odor
of the water. Temporary discoloration
will also appear in clothing if washed
during a period when the water con-
tains a high iron /manganese content.

Consequently, the City is performing
a survey of all water users within
the City to determine if either the
"hardness" or the high iron /manganese
content is creating a problem for
its citizens and /or businesses. There-
fore, the City of Eagan would
appreciate your taking a few minutes
to complete the survey form (See page
8) and returning it to City Hall by
October 1, 1981. The City Council
will evaluate this survey response to
determine if there is sufficient need
to discuss a proposal for a possible
water filtration /hardness reduction
treatment facility to remove the iron/
manganese and /or reduce the hardness
of the water supplied to its citizens.

identify problem areas if they exist.

helping the City to provide the
highest quality of water demanded by
