Four ap- pai ntments to this seven member commis - si on will be made by the City Council in January. Three terms are expiring: Joseph Harrison, Charles Hall and Neil Coates. An additional appointment will be made to fill the unexpired term of the Mayor -Elect Bea Blomquist. If this program is approved by the State Housing Finance Agency, it will ; make mortgage money available at a below market interest rate to those people who qualify. Additional infor- mation will be available early in 1980. SNOW REMOVAL Snow removal is a primary concern of the City's. Public Works Department Maintenance Division and represents a considerable investment of manpower, equipment and supplies. The City is responsible for the maintenance and plowing of all City streets. All state highways are plowed by state crews all county roads within Eagan are plowed by Dakota County. County fa ds include: Lone Oak Road, Yankee d ie Road, County Road 30, Cliff Road, . Cedar Avenue, Pilot Knob Road, e xington Avenue and Old Dodd Road. Residents of Eagan can greatly assist the City snow removal crews by obeying the City "Snowbird" Ordinance. A snow- d is a vehicle ' which has not been removed from the ` City streets after one B ch or more of snow has fallen prior to City crews removing the snow or un -' thirty -six hours after the cessation such snowfall. The snowbird creates problems; it disrupts proper traffic flow, impedes snow removal operations and emergency vehicle access. To en- force this ordinance, City officials will be issuing parking citations to vehicles r emaining on the streets and hampering snowplowing operations. Vehicles not emoved after being tagged will be towed, at the owner's expense. It is also important to be aware that it is unlawful to shovel snow from driveways or sidewalks onto a public street. This compacted and frozen snow causes hazards for both motorists and snowplows.
