This letter is regarding the Special Structural Testing and Inspection (SSTI) program for the above
referenced project and this letter serves as the final report for the SSTI program. The improvements to the
South Water Treatment Plant are complete with only a few remaining punch list items and the City is
using the facility in its entirety.
Bolton & Menk provided on -site construction observation throughout the entire construction period and
we also provided construction management on behalf of the City of Eagan. We verify that all items
indicated in the SSTI to be completed by Bolton & Menk were completed for this project. In addition, we
verify that the South Water Treatment Plant improvements project was completed in accordance with the
plans and specifications and the shop drawings submitted.
Attached is a report from Braun Intertec indicating that they completed both soils and concrete testing on
this project. Included in this report are the various test results. Since this was mainly a remodel project
there were very few geotechnical tests required.
Also attached is a memo from LS Engineers, the structural engineers for this project. The structural
engineer reviewed and approved shop drawings for concrete reinforcing steel, masonry reinforcement and
the structural steel. All items were installed according to the shop drawings and the plans and
specifications.

In accordance with Section 1704 of the International Building Code and the agreed upon scope of
services, the required testing has been provided for the following items:
Soils
The compaction testing done during placement of backfill indicated the procedures used by the
contractor were adequate to compact the backfill and fill, and meet the project requirements.
Concrete
The compressive strength testing indicates the concrete placed has met the project requirements.
Based upon the testing completed, it is our professional judgment that, to the best of our knowledge,
the inspected work was completed in accordance with the approved plans, specifications, and applicable
workmanship provisions of the International Building Code.
