The Eagan Advisory Parks Commission is a ten member citizen's commission
appointed by the City Council. The commission reviews all residential development
proposals for park dedication requirements, reviews recreational programs and activities
and determines long -range planning objectives for park acquisition and development.
The Commission meets monthly the Monday prior to the second City Council meeting, at
7:00 p.m. in the Council Chambers. If you have an item that should appear before the
Commission, you may contact the Director of Parks and Recreation to coordinate.

to help provide a positive experience for recreation
program participants by ensuring appropriate staffing,
supplies and facilities to meet the registration needs.
We appreciate your understanding when we are
not able to accommodate cancellations, transfers or
registrations after the registration deadline.

Letters of confirmation are not sent. You can
assume that you are in the class you registered for unless
you receive a call to the contrary. We will call you only if:
• The class you have requested has reached its
registration limit and you were placed on the waiting
list.
• Your second choice was processed.
• Your registration form is incomplete.
• Your class is being canceled due to insufficient
registration.

Due to facility space and staff limitations, many
classes have registration limits. When classes have reached
their maximum registration, a wait list will be started.
You will remain on the wait list until the class
begins. If an opening becomes available due to a
cancellation, it will be offered to the first /next person
on the wait list until the opening is filled.
Every effort will be made to create additional class
sections, and you will be contacted if your registration is
able to be accommodated. Once the class begins, if we
have been unable to accommodate you, we will return
the fee(s) paid.

class; however, that may not always be possible.
Canceling a Class
Registration fees for programs canceled by Parks
and Recreation will be fully refunded. No refunds on
team activities are possible.

deadline, Eagan Parks and Recreation will refund
your registration fee, minus a $5 processing fee.
• If you cancel your class after the registration
deadline, and we are able to fill your vacancy
from the wait list, Eagan Parks and Recreation will
issue a rebate certificate, minus a $5 processing fee.
Rebate certificates can be used for future
recreation programs.

The Eagan Foundation /Byerly's Scholarship Fund
has limited scholarships available to provide financial
assistance for youth participation in recreational activities
in the city. Scholarships cover a portion of the fees
charged.

The Grandfather Tree Project
Last fall when reviewing grading plans for Eagan's
new Central Park, City Forester Gregg Hove
discovered that a 40 -foot tall bur oak (Quercus
macrocarpa) was standing in the way of a new road
leading to the City's future Community Center. Working
cooperatively with staff from other City departments,
the road alignment was shifted to preserve as many
trees as possible. However, this single bur oak was still
too close to the new road. It would have to be cut
down or moved to a new site. Extensive research was
conducted to determine whether or not the tree could
be successfully moved to a new site near the entrance to
the new Community Center. Here it would serve as a
focal point for the City when visitors approach the
building. Although a tree this size has never been moved
in Minnesota, large trees have been successfully moved
for many years in other parts of this country and in the
U.K.
Funding the Project
The Eagan Foundation, a non -profit organization
dedicated to meeting the needs of the community,
decided to get involved with the project because it
wanted to plant a "large" tree in the park. Kay Brown -
Gustafson, a Foundation member and Chair of the
Grandfather Tree Project, feels that this project is a
perfect way to remember the original Lone Oak Tree.
In order to pay for the move, the Eagan
Foundation is seeking donations for the Grandfather
Tree Project. Thus far, the Foundation has raised much
of the $50,000 needed to cover the cost of moving the
tree. In addition to moving the tree, the total cost
includes a "Grandfather Tree Society" bench that will
the names of seven people or groups who have
donated $5,000 or more towards the effort. A bronze
plaque designed to resemble an open book will also be
placed next to the tree. It will tell the story of the Lone
Oak Tree and include a list of all donors to the project.
The Foundation has also created the Century Club and
hopes to raise $100 from 100 people. Century Club
members will have their hand print cast in a cement p''
in the bench plaza area.

Moving the Tree
National Shade, L.P., a firm from Houston, Texas
.iat specializes in moving large trees, was contacted to
determine how best to move the tree. The company is
one of only two companies nationwide that specializes
in moving large trees more than 24" in diameter. David
Cox, general manager at National Shade, has been
moving trees of this size and larger since 1994. He has
moved about 100 giant trees and informed us that he
has yet to lose one. National Shade, L.P. arrived in
Eagan on May 31st and completed the move on June
8th.
Moving the 27 -inch diameter bur oak involved
excavating a root ball about 30 feet in diameter and 4 to
5 feet deep. The tree's roots and the soil surrounding
them were wrapped in burlap and wire. Steel pipes
were then hammered underneath the root ball to create
a lifting platform that was used to lift the tree by
hydraulic jacks onto a trailer while the tree remained in
an upright position. The tree, soil and pipes weighed
about 250 tons or about the same as 34 empty school
buses. The trailer moved at walking speed across the
adjacent Lockheed Martin parking lot to its new
location near the entrance to the new Community
Center, about 450 yards west of the current site.

Long -Term Care After the Move
As a result of the trauma caused by the digging
and root cutting process, all newly transplanted trees will
typically experience a period of "transplant shock ". The
Grandfather Tree is beginning to show symptoms of
transplant shock including wilted and scorched leaves,
minor twig dieback, and some premature leaf drop.
These symptoms are a normal response to being
transplanted. So far, the Grandfather Tree appears to
be doing very well considering what it just went
through. The Grandfather Tree will be in "intensive
care" for a number of years. However, proper site
preparation, routine monitoring, and consistent follow -
up care will reduce the amount of time the tree
experiences transplant shock and will enable it to more
quickly acclimate to its new home.
In order to ensure the long -term health of the
Grandfather Tree, a number of maintenance practices
focused on reducing or eliminating unnecessary stresses
were implemented shortly after the move was
completed. When the final grading was completed, the
entire "critical root zone", an area within a 50 -ft. radius
of the main stem, was mulched with organic wood
chips. Organic mulch moderates soil temperature,
reduces soil moisture evaporation, adds organic matter
to the soil, and supports soil microbial populations. A
crown irrigation system was installed along with four
soil moisture content sensors (tensiometers) that are
monitored twice daily. The tree is irrigated when the
.sensor gauge falls below a certain leveL Additionally, a
chain -link fence was installed around the entire critical
root zone to create a "do not disturb" area.
Root stimulation with "mycorrhiza" inoculation
was completed at no cost to the City on July 16th by a
private contractor. The term mycorrhiza refers to a
symbiotic (mutually advantageous) relationship between
plant roots and fungi. The mycorrhizal fungi extract
mineral elements and water from the soil . for their host
plant, while living off of the sugars produced by the
plant. Finally, crown condition inspections, root growth
monitoring, and digital analysis of color & color
infrared aerial photography will be periodically
undertaken to monitor the long -term health of the
Grandfather Tree.

Park Maintenance
Thanks to the forethought and effort of many past
and present City officials and staff, the City of Eagan
has 54 park areas totaling over 1300 acres in area. The
parks offer something to meet most any need, from a
soft trail through the woods to first class game fields.
Because the majority of park use occurs during the
evening or on weekends the magnitude of the park
maintenance operation often goes unnoticed. This is a
brief snapshot of how park maintenance happens.
The park maintenance crew consists of 9 full time
staff supplemented by up to 30 seasonal employees.
From April through October the maintenance programs
require staffing 7 days a week to meet the demands of
the users and facilities. The maintenance day typically
begins at 7:00 AM and lasts until 10:00 PM or later.
Crews are assigned to a variety of shifts to
accommodate activities and events or to maintain those
areas that are only accessible in the evening. Last year
nearly 33,000 hours of staff time were logged in park
maintenance programs.
The most time consuming maintenance activity is
that of mowing /turf management. Each day during the
mowing season, 11 mowing units, varying in capacity ,
from 6 feet to 16 feet are sent out on various routes.
Nearly a square mile of turf is mowed over the course
of a week. One route is assigned specifically to mow
nearly 70 miles of boulevard along the pathways
paralleling the County roads. Other staff is assigned to
hand mowing and trimming. Fertilization with a low
phosphorus fertilizer is done 2 to 3 times a year to help
maintain thick healthy turf, minimizing the need for
herbicides.
The care of hundreds of acres of turf is not the
only maintenance activity keeping the crews busy. Each
week several hundred waste containers must be emptied.
Over 70 ball field infields and 20 soccer fields must be
prepared one or more times. Additional maintenance
staff is assigned to work weekends to provide service
for a variety of ball tournaments. Pavilions and
restrooms must be cleaned 7 days a week to
accommodate reservations and general daily use. Park
amenities such as playgrounds, benches, tables, trails and
game courts require constant inspection and repair.
Nearly 1200 irrigation heads are maintained on the
athletic sites.

The City is fortunate to have full time maintenance
staff with the skill and training to undertake a variety of
construction and repair projects that might otherwise
require the use of contractual services, saving significant
money. The City is one of only a handful of
municipalities that installs its own play equipment
allowing the money to be spent on the equipment rather
than the installation. Other projects have included roof
replacement, building remodeling, deck and wall
construction and concrete work.
The City of Eagan and its employees are proud of
the park facilities and amenities the City provides to the
public. An aggressive program of maintenance and
improvement is an essential part of providing a quality
experience for all users.

Playground Update Cedar Pond Water Quality
Demonstration Project
The City of Eagan Parks and Recreation
Department is committed to maintaining the best park
acilities and playgrounds in the region. This year park
staff inventoried which playgrounds were most in need
of replacement and based on that inventory, selected
installations at Cinnamon Ridge and Peridot Path Park.
Cinnamon Ridge is located north of Cliff Road
and just west of Cedar Avenue. Peridot Path Park is
located north of Diffley west of Blackhawk Road.
Both park playgrounds were originally installed in 1985
and have received many years of enthusiastic use.
Cinnamon Ridge should be installed by the end of
August and Peridot Path Park should be installed by
early October 2001.
The new playgrounds will be in compliance with
new safety regulations that have been authorized since
that time. Aesthetically the new play structures are very
attractive and the durable materials they are built from
should last even longer than the ones replaced.
In addition to new play structures, each park
selected will have old timber wall playground enclosures
replaced by more durable modular retaining wall block.
These attractive walls define the play space and when
raised provide children and their parents a place to sit.
A City of Eagan parks crew installed a third
)layground earlier this year for Glacier Hills Elementary.
This school is located off Wescott Road, between Pilot
Knob Road and Lexington Avenue. This is a
cooperative effort between the City and local school
district.

In a collaborative effort between the City of
Eagan Parks and Recreation Department and Dakota
County, in close coordination with the City of Eagan
Engineering Division, a water resources demonstration
project is in full swing to beautify and restore same of
the ecological integrity of Cedar Pond Park by restoring
the native aquatic plant buffer zone around the wetland.
Starting this past June, a 4- person Minnesota
Conservation Corps (MCC) crew removed the retaining
wall surrounding Cedar Pond in about one week. In
early July, City staff lowered the water level two feet,
and the MCC installed a silt fence at the water's edge. An
operator and bulldozer from Dakota County then re-
graded the banks of the wetland. In addition, the City
and the MCC installed a Chilton limestone retaining wall.
In mid July, the newly graded shoreline was seeded with
native plants and covered with erosion control blanket
and mulch by MCC and Sentence to Serve crews. At the
same time, City staff constructed an information kiosk
and excavated rainwater gardens.
Work scheduled to be done in late July and August
include completing the rain water gardens, the retaining
wall, and the planting of plugs, shrubs and trees.
The Minnesota DNR awarded a $5,000 grant to
the City essentially to purchase native wetland plants for
this project. In addition, at least $20,000 in funding is
being made available to help implement the project by a
grant through the Dakota County Environmental
Education Program from the Minnesota Environment
and Natural Resources Trust Fund, as recommended by
the Legislative Commission on Minnesota Resources.

Wacky Wednesdays

Wonderfully wiggly and just a little bit wacky.

year olds to see what school is about. Now you can

(and some 4's, too!)
Is your child going to kindergarten in the fall of
2002? Just for 5's is a class that helps prepare children
for kindergarten. They will explore a letter of the
week, learn about the calendar, and share with their
classmates during "show and tell." Each child enjoys
a turn as the class V.I.P. (very important person). This
class builds on earlier preschool experiences with
more detailed art projects and longer group time to
help practice sitting, listening and raising their hands.
This class is 3 days a week; each class is 21/2 hours
long.

Guided walk begins at 10:00 am
Bring the whole family on a mystery walk through
Ritter Farm Park in Lakeville — complete with clues,
scenic trails, and free hot dogs, bagels and beverages.
Those who correctly guess "Who Done It" are entered
into a drawing for prizes at the end of the morning.
While on the three -mile walk, collect clues and take in the
views. At the end of the trail, pick up the last due and
make your guess. Then enjoy refreshments and hot dogs
while waiting to find out "Who Done, It." Pre-
registration is not required for this terrific family event. In
case of questionable weather, please call the Lakeville
Program Hotline (952 - 985 -4690 before leaving home to
be sure the event is still on. The South of the River
Recreators (SORR) sponsor this mystery walk.

Recreation that offers programming to underserved
youth and families living in isolated neighborhoods and
multi - housing unit complexes will be offering fall

The Quarry Park program located on Coachman

Each year more than 100 volunteers help make Eagan's Halloween event a great success. It's
great fun for high school groups, scouts, other organized groups, families and individuals. Terror
Trail volunteers can create a fright station, be a spooky guide and many other things. Volunteers are
also needed to help with activities for the younger youth and concessions. Interested persons are

Visit Historic Holz Farm
Take a nostalgic walk into the past at Holz Farm, a 1940's era family farm acquired by the City of Eagan in
1995 to preserve the rich farming history of the area. The farm is located in the southeast corner of Eagan,
.dongside Holz Lake, at 4665 Manor Drive. Currently, the eight acres owned by the City are used for educational,
historical and entertainment activities. In 1996, efforts began to restore the house, barn and outbuildings to reflect
the 1940's era. The Friends of the Farm, a non -profit group, was formed to expedite progress with fundraising,
restoration and programming at Holz Farm. Membership information is available by contacting Eagan Parks and

of you who want to experience life on the farm as it
was in the 1940's. Planned activities include hayrides,
pony rides, a haystack treasure hunt, spelling bee,
watermelon seed spitting and pie eating contests, and
more. Kids of all ages will love the barnyard farm
animals. The celebration will also feature entertainers,
ractor demos, and old fashioned activities like bread -
- making, butter - churning, soap - making, rope making,
cream - separating and other demonstrations of farm
activities as that occurred in the 1940's. Food concessions
available, provided by the Friends of the Farm. Come

Help preserve, restore and educate others about
our agricultural past as a member of Friends of the
Farm. This non - profit land stewardship organization
staffed by volunteers was formed to help preserve
and restore Holz farm. If you are looking for a
rewarding experience with other committed volunteers
who believe in preserving our heritage, educating
students of all ages, connecting the past with the
present, building community pride, and providing a
historical resource for the, ever- changing world around
us, we would like to hear from you.
We currently need assistance in several areas,
induding fundraising, construction, office /clerical,
newsletter, production, education /teaching, tour
guides, grounds maintenance, clean -up days, weeding,
painting, music /entertainment, historical research,
farming knowledge, 1930's and 1940's artifacts and
special events planning.

Eagan Seniors
There are plenty of things to do this season. Come out and meet new people, visit with longtime friends,
and participate in a variety of social activities. If you're interested in physical activity, games, traveling, special -,
interest speakers, entertainment or discussions, Eagan Parks and Recreation has something for you. Call the Parks
and Recreation Department for directions to any of the program sites.
Wednesday mornings - seniors enjoy cards,. conversation, speakers and
other activities each week. Come and visit any Wednesday morning between
9:00 am and 12:00 pm. in the Community Room of the Eagan Municipal Center.
O'Leary Manor and Oak Woods activities - include friendly conversation,
projects and plans relating to a theme, potlucks, bingo, entertainment and more.
McDonald's - everyone is welcome to the Eagan Seniors Coffee Club on
the first and third Tuesday of each month to celebrate birthdays and play bingo.
The Parks and Recreation Department also hosts many special events and trips and publishes a newsletter six
times each year. The newsletter, mailed at no charge to Eagan seniors, is filled with program options, fun facts,
and upcoming announcements. If you are interested in receiving the newsletter, please call the Parks & Recreation

Senior Safety Camp
You may have heard of Safety Camp for
younger kids and wondered why there wasn't one for
your age... Now there is! This is a specialized camp
with information for mature adults. The two -day
experience will include safety tips for fire, vehicles, and
bicycles as well as nutrition, frauds and scams, fall
prevention, magnet of life, and building tours. Lunch
and snacks will be provided each day.
The St. Paul Gangster Tour
Venture through the streets of St. Paul during its
roaring hoodlum heyday on an exploration of crooks,
crime and corruption. The two -hours bus tour will visit
notable sites such as the Swift Pay Roll robbery in
South St. Paul and the hideouts of both Dillinger and
the Barker /Karpis Gang. A costumed gangster, familiar
with the underworld, will accompany the tour to tell
stories about notorious gangsters such as Babyface,
Alvin "Creepy" Karpis and Dillinger. Hotfoot it in to
join the Eagan gang before you're robbed of your
spot.

Women's Broomball
Looking for a fun winter sport to enjoy this
winter? A new and exciting broomball program is being
developed for women players. New players as well as
veterans of the South of the River Recreators (SORR)
Co -Rec Broomball league are welcome. South of the
River communities of Apple Valley, Burnsville, Eagan,
Farmington, Lakeville, Prior Lake, Rosemount and
Savage, are teaming up for this opportunity. The league
is open to women ages 19 and older. League play
begins in early January in Burnsville on Thursday
evenings. Teams are sanctioned by the Minnesota '
Recreation and Parks Association and are eligible to
compete in the state tournament. More information will
be available in early October. Please call Eagan Parks

Eagan Skating School
Eagan Skating School welcomes all skaters and
parents to the 2001 -02 season. This season Skating
School Director Barb Yackel, will introduce a new and
exciting program of skating fun!
Barb has 31 years of teaching experience, has been
the director of multiple skating schools and brings a
wealth of experience directing, creating and
choreographing ice shows. She is currently a member
of the Professional Skaters Association, rated as a Senior
Group Instructor and an Associate Member of the Ice
Skating Institute, certified at the Gold Level.
Barb is looking forward to creating an exciting

Class Size
Beginner (ages 5 and under) classes will have up to
-katers per instructor and one helper.
Pre Alpha, Alpha, Beta, Gamma, Delta, Adult and
Starter Hockey classes will accommodate up to 12
skaters per instructor, although every effort is made to
keep class sizes smaller.
Freestyle 1 -10 classes will accommodate up to 6
skaters per instructor (minimum of 2 skaters).
Power /Technique classes will accommodate up to
20 skaters on full ice with two instructors.
ISI Testing Program
The Ice Skating Institute (ISI) is a complete graded
program of lessons with a high standard for correctness.
The ISI Testing Program makes every effort for skaters
to earn badges. We will test only those skaters ready to
pass, so as to make it a positive environment for
learning. As of now, test day will be at the end of each
session. With the transition from one testing program to
the other we want to take it a step at a time. Keep in
mind that it is not uncommon for a skater to repeat a
level before mastering all the skills required.
Practice Ice
ONLY skaters enrolled in the program may use
the practice area. Skaters ages 5 and under may be
accompanied by ONE PARENT during practice. Most
classes have one half hour of practice time included with
their lesson fee. Power /Technique and Freestyle classes
DO NOT have practice time included with the fee.
Skates and Skating Attire
Our staff recommends boots of leather rather
than vinyl or molded plastics. Blades should be properly
sharpened. Double runners are not accepted. Excellent
rental skates are available at the Eagan Civic Arena for a
$2.00 charge when used during skating lessons. If you
are in doubt on the best place to purchase skates, please
call 651- 686 - 1101.
Dress your skater in layers that are warm,
comfortable and allow freedom of movement while
skating. Mittens or gloves are required for skaters ages 5
and under and are recommended for all others.
HELMETS ARE REQUIRED FOR SKATERS AGES
5 AND UNDER. The helmet must cover the back of
the head.

Registration
Fall registration begins August 16 and ends on
September 22. All registrations are handled on a first
come first served basis. We reserve the right to limit
class size and enrollment. Full payment must accompany
the registration form.
All skaters must be an individual member of.the
Ice Skating Institute (ISI). The $7.00 annual fee includes
a quarterly magazine, a membership card, a $5,000
excess accident insurance policy along with the
opportunity to compete, test and perform at local and
national events. The $7.00 annual fee should be added
to your first registration of the 2001 -02 season.
Confirmation of Enrollment
A postcard will be sent with your skaters class and
practice time one week prior to the start of the class. If
the class you requested is full, you will be notified by a
phone call immediately after your registration is received.
The first year with the ISI program will have many
adjustments. Please be patient and understanding, as
your skater may be placed differently than what they
originally registered for.
Family Discount
The first two family members (living at the same
address) pay full price; each additional family member
(living at the same address) pays 1/2 price. The discount
applies to only ONE dass fee if the additional family
member(s) are taking multiple classes. NO family
discounts are available on ISI individual memberships.
Refunds and Make -up Policy
No refunds are issued after classes begin. Refunds
will be considered on a case by case basis for skaters
ages 3 and under. There are no make up lessons.

ISI Class Descriptions
Please note: If you are new to our program, place
your skater in a lower level than you think, as each skater
is evaluated the first day of lessons. At Eagan Skating
School, we feel it is better to move the skater to a higher
level rather than a lower level.
Beginner -- Skaters ages 3 - 6 with little or no skating
experience. Classes will be divided according to age.
Pre Alpha -- Skaters who have progressed from
Beginner or whohave mastered the skills of skating on
their own and can do the start of a stop. Older skates
ages 8 and up who are just beginning to skate.
Alpha -- Skaters who have passed Pre Alpha level or
who have mastered the skill of a one foot glide on each
foot and are beginning to move backwards.
Beta -- Skaters who have passed Alpha level or who
have mastered the skill of forward crossovers in both
directions and can stop.

Gamma -- Skaters who have passed Beta level or have
mastered the skill of backward crossovers in both
directions and can to t- stops.
Delta -- Skaters who have passed Gamma level or have
mastered the skill of forward outside three turns on
each foot and the 7 step mohawk combination.
Adult -- Our adult classes are divided according to
ability and needs. Please specify on your application if
you are a Very Beginner (never skated), Beginner (skate
and stop), Intermediate (forward and backward
crossovers), or Advanced (three turns, mohawks).
Starter Hockey -- This class is designed for the skater
ages 4 - 7 who need to improve basic skating skills to
play the game of hockey. Skaters must be able to skate
forward, glide on one foot and show the beginning of a
snowplow stop. Hockey helmet, shin pads and elbow
pads are required. No sticks or pucks are used.
Freestyle Class -- ISI Freestyle classes will use the entire
ice surface and the ratio of skater to instructor is 5/6 to
1. Skaters will be grouped according to their level and
jumps, spins and footwark for that level will be taught.
Full sheet of ice used for this session.
Power /Technique -- This 30 minute class was
designed to improve strength, endurance, speed and
edge control along with proper body alignment. Skaters
will learn correct turn technique and the improtance of
deep knee bend. Skaters must be a ISI Freestyle 1 level
or higher to participate in this class.

skaters are placed in the appropriate class for the 20C
season.
