The Eagan Advisory Parks Commission is an eleven member citizen's com-
mission appointed by the City Council. The commission reviews all residential
development proposals for park dedication requirements, reviews recreational pro-
grams and activities and determines long -range planning objectives for park acquisi-
tion and development. The Commission meets monthly the Monday prior to the
second City Council meeting, at 7:00 p.m. in the Council Chambers. If you have an
item that should appear before the Commission, you may contact the Director of
Parks and Recreation to coordinate.

to playing in the snow. All signs that we're
preparing to enjoy another Minnesota winter.
Eagan Parks and Recreation invites you to
participate in all the fun this season brings. The
winter brochure is full of adventures and ,experiences
for your family to enjoy. The Civic Arena offers
multiple indoor opportunities or you may choose to
venture outdoors and enjoy the activities and events

Soon you will have the opportunity to register for
programs via the Internet using Visa or MasterCard.
W ith E- Connect, Eagan's on line registration
program, you will be able to review recreation
offerings, register and pay for classes and learn about
park and recreation facilities. Tests are currently
being run to ensure a smooth operation for live
registrations.
Anyone may browse the on -line catalog after
November 1 by accessing the City's website at
www.cityofeagan.com. To take advantage of this
unique opportunity you will need an ID number,
issued by Eagan Parks and Recreation, and a valid
Visa or MasterCard credit card. If you have
registered for recreation programs in the past, you
have already been assigned an ID number and can
call 651- 681 -4660 after November 1 for that
information.

Registration Deadlines
Registration deadlines are established for each class
to help provide a positive experience for recreation
program participants by ensuring appropriate staffing,
supplies and facilities to meet the registration needs.
We appreciate your understanding when we are not
able to accommodate cancellations, transfers or
registrations after the registration deadline.
Confirmations
Letters of confirmation are not sent. You can
assume that you are in the class you registered for
unless you receive a call to the contrary. We will call
you only if:
• The class you have requested has reached its
registration limit and you were placed on the
waiting list.
• Your second choice was processed.
• Your registration form is incomplete.
• Your class is being canceled due to insufficient
registration.
Wait Lists
Due to facility space and staff limitations, many
classes have registration limits When classes have
reached their maximum registration, a wait list will
be started.
You will remain on the wait list until the class
begins. If an opening becomes available due to a
cancellation, it will be offered to the first/next
person on the wait list until the opening is filled.
Every effort will be made to create additional class
sections, and you will be contacted if your
registration is able to be accommodated. Once the
class begins, if we have been unable to accommodate
you, we will return the fee(s) paid.
Transferring Classes
Eagan Parks and Recreation will make every effort
to accommodate your request to transfer to another
class; however, that may not always be possible.
Canceling a Class
Registration fees for programs canceled by Parks
and Recreation will be fully refunded. No refunds
on team activities are possible.
• If you cancel your class before the registration
deadline, Eagan Parks and Recreation: will
refund your registration fee, minus a $5
processing fee.
• If you cancel your class after the registration
deadline, and we are able to fill your vacancy
from the wait list, Eagan Parks and Recreation
will issue a rebate certificate, minus a $5
processing fee. Rebate certificates can be used
for future recreation programs.
• If you cancel your class after the registration
deadline, and we are not able to fill your
vacancy, Eagan Parks and Recreation will issue
a rebate certificate, minus a $5 processing fee
and any other class costs incurred on your
behalf. Rebate certificates can be used for
future recreation programs.
• If you cancel your class after the class has
begun, there will be no refund.

Scholarships
BRINGING NEIGHBORS TOGETHER
The Eagan Foundation /Byerly's Scholarship Fund
has scholarships available to provide financial
assistance for youth participation in recreational
activities in the city. Scholarships cover a portion of
the fees charged.

How to Register
1. Complete a registration form for each individual
registering. Registration forms are on the back
inside cover. Civic Arena skating registration
forms are on page 8 for Winter and page 10 for
Spring.
2. Registrations can be made by mail, drop box, in
person or by phone. Please note the dates each
registration period begins.
3 Attach payment to your registration form.
Checks should be made payable to the City of
Eagan. If paying by VISA or MasterCard,
include all information requested on the
registration form.
4. Include a self - addressed stamped envelope if
you would like a confirmation of your
registration. Letters of confirmation are not
sent.
5. Classes are filled on a first -come, first -served
basis. Activities with limited space may fill
before the registration deadline.
6. Requests to change activity locations, sections
or times for registrations already completed will
be accommodated on a space - available basis.

Learn To Skate Program
The Eagan skating school is a unique program in that it offers lasses in a variety of disciplines - ice dance,
power hockey skating, freestyle, adult classes, synchronized teams, and power freestyle which covers skills in
moves -in- the - field, stroking, footwork and figures. Our program follows the USFSA Basic Skills format.
Every spring the Eagan skating school holds an annual ice show; registration information is on page 11.
Throughout the year our program offers various events, including as a summer competition in August, a
Holiday Exhibition in December, used skate sales, and Skateaerobis classes for adults who are looking for a
relaxed, social skating atmosphere. If you have any questions, please contact Becky at 651- 686 -1101.
Snowplow Sam 1 (3 & 4 year olds start here)
Designed for skaters with little or no skating experience.
Snowplow Sam 2 (5 & 6 year olds start here)
Designed for skaters with little or no skating experience.
Snowplow Sam 3 (3 year olds)
Designed for preschool -aged skaters with some skating
experience.
Smalls and Tails (3 - 6 year olds)
Geared for preschool -aged skaters with a parent
participant.

Designed for skaters with little or no skating experience

asics 2 - 8
The "Basic Skills" are the fundamentals of this sport. The
eight levels of the USFSA program introduce the
fundamental moves & forward skating, backward skating,
stops, crossovers, turns, etc. Upon completion of the
Basic 1 -8 levels, skaters will have the basic knowledge to
advance to the more specialized areas of skating -
freeskating, dance, precision team, figures, moves- in -the-
field, hockey and power hockey. Each level must be passed
before the skater can move to the next level.
Freeskating 1 -9
The freeskating section of the basic skills program
introduces skaters to a variety of advanced elements:
stroking, footwork, edges, turns, jumps and spins.
Power Freeskating
This class is geared for skaters who want to improve their
endurance, power, control, edges, turns, spirals and
moves-in-the-field. A low power dass is offered to skaters
working on Basic 7-Freestyle 3, and a high power class is
offered to skaters in Freeskate 4 and higher. These classes are
also open to hockey playenwho want to improve their skating
skills. This class is taught by Becky Schmid, Skating School
Director.

Class . Descriptions
Synchronized Skating
Synchronized skating is designed for skaters who have
passed Basic 4. A synchronized team consists of 10 or
more skaters who work on footwork sequences, rhythm,
unison, formations, holds and a program to be performed
at special events. This dass focuses on teamwork.
Ice Dance
Designed for skaters who have passed Basic 8. This dass
introduces skaters to the fundamental steps and patterns
of ice dancing with or without a partner. Timing, rhythm,
posture and edge control are the focus of this class.
Power Hockey Skating
This dass is geared for skaters who have passed Basic 4 and
want to learn power hockey techniques associated with
edges, stops, turns, etc. Sticksand pucks are not allowed!
Artistic /Figures Class
This class is designed for skaters who have passed Basic 6.
One week skaters work on choreography, interpretation
and artistry; the next week skaters learn about the basics of
figures and how a cirde is laid out on clean ice. This class is
taught by Becky Schmid
Adults and Teens New
Designed for skaters with little or no skating experience
and those working on the Basic 1 -2 levels.
Adults and Teens Intermediate
Designed for skaters who are working on Basic 3 - 8 levels.
Adults and Teens Advanced
Designed for"skaters who are working on Freeskating 1 -
levels.

Soloist Fees: $25.00 - This includes practice time for the group soloist number in the show.
All soloists are responsible for contracting a coach for private lessons and arranging practice times to
choreograph their routines. Soloists are responsible for acquiring their own costumes. Tentative test level

Youth Sports
Youth sports are handled by associations run by
parent volunteers to provide fun and competitive
sports opportunities to the youth of Eagan. The
programs are typically designed for children in
kindergarten and older. Some of the sports offered
include track, soccer, baseball, wrestling, lacrosse,
softball, basketball and travel sports. Should you be

Winter Version
The popular summertime program continues!
Come out and play this winter where everything is
free: entertainment, prizes, games, and more for all
ages. A creative, enthusiastic staff will lead families
and youth in contests, miniature talent shows,
obstacle courses and other skating fun in January.
The last Evening in the Park just happens to be
Valentine's Day. A Valentine couple hosts tubing
g ames, warm fires and special treats for the whole
family at Trapp Farm Park Tubing Hill. No need to
register - simply show up with skates, warm clothes
and enjoy the great Eagan winter!

"We Lit the Millennium"
Neighborhood Lighting
Challenge
Worried that our neighborhood will look nicer
than yours? Gather your neighbors and create a
neighborhood masterpiece of Millennium
proportions. Judges will visit your neighborhood
display and announce the winners at the
December 20 celebration. Details, entry forms,
official rules, and the list of fabulous prizes can be
obtained by calling Eagan Parks and Recreation.
Neighborhood displays must include four or more
homes and will be judged on creativity and
neighborhood involvement. Bonus points will be
awarded to displays utilizing the Millennium
theme. All entry forms must be received by
December 8, 2000.
Lights of the Millennium
Too busy with Y2K last year to think about the
Millennium? Us, too! Start celebrating the year '01
with us on the snow - covered lawn of the Eagan
Municipal Center December 20 at 6:00 p.m. when
we officially light up the Millennium and kick off
Evening in the Park, Winter Version. Fill the night
with cranberry and popcorn stringing, tree lights,
choral music, and prizes. Following the grand
announcement of the "We Lit the Millennium"
neighborhood winners, run inside the Municipal
Center and enjoy the warming effects of hot
chocolate, hot cider, goodies and friends.

Welcome to the Eagan Winter Wonderland. Dog
sled rides, ice fishing, candy cane mazes, crafts,
music and more fill the snow- covered land. It's
unbelievable how many outdoor things you can do
in the middle of winter. Create snow sculptures,
play a game of "SNOLF," or take a leisurely
snowshoe walk through the woods. If weariness sets
in, rest by the warm fire or enjoy a hot beverage.
There is no entrance fee and most activities are free.
Tickets can be purchased for dog sled rides ($2),
showshoe hikes ($2), and concessions in the
building. A detailed schedule of events and ticket
purchase information will be available after January

locations this year, but still offers the great family

the rest of the "Don't Break the Ice - Fest," which
begins at 12:30 and runs until 6:00 p.m.. at
Blackhawk Park.

Sesame Street Live
Cookie- loving monsters, counting counts, grouchy
grouches, big yellow birds. Children and friendly
monsters of all shapes, sizes and colors are invited to
sing and dance along with their Sesame Street pals
in "Let's be Friends" — the latest toe - tapping, finger
snapping musical production of Sesame Street Live
at Target Center in downtown Minneapolis.
Children and adults of all ages will love this 90-
minute musical performance, with dazzling lights
and colorful costumes.
Through singing, dancing, action and laughter
galore, the message in "Let's be Friertds" is clear: If
you've got friends, you can do anything!
Note: Children must be accompanied by an adult.
Children under the age of 2 who can sit on their
parent's lap during the show do not have to
purchase a ticket; however, they do have to pay the
bus /chaperone fee of $5.50 per person. If you will
be bringing a car seat for your child to use on the

Birthdays are special, and we have some great
ways to celebrate them. Our parties at Sky Hill
Park include party leader, decorations, balloons,
beverage, party bags and a special gift for the
birthday child -all the things you would do at

Saturdays, between 10:00 am and Noon and
between 1:00 -3:00 pm. Reservations must be

Rink Rats Hockey
Ages: 4 to 8
Does your child want to be a hockey professional
when he /she grows up? Who will show them the
keys to success? Eagan Parks and Recreation has a
terrific plan to give them the skills they need in a
creative, playful atmosphere. The emphasis will be
on skill presentation and skating basics, with very
little attention on games. Children will also receive a
jersey for their participation. Instruction will be
held on the east hockey rink at Bridle Ridge Park.
Skates and a helmet fitted with a face guard are
required. Other protective gear and pads are
recommended. Many stores sell used equipment,
including Center Ice, Coplin Sports Exchange, Play
It Again Sports, and South Metro Sports.
Rink Rats Note: This program is subject to
weather and ice conditions. Please call the recreation
hotline (651- 681 -4670) one -half hour prior to each
evening of class to be sure it will be held. In the
event that more than two evenings are cancelled due
to inclement weather or ice conditions and are not
made up, a pro -rated refund will be given. One

Cross Country Ski Lessons
for Adults
(No need to own you own equipment - we will arrange rentals)
The air is crisp, the snow goes crunch, and you
can see your breath before your face. The instructor
urges you to practice the herringbone up a gentle
slope. The class raughs at the sit marks in the snow.
Learning how to cross country ski builds
confidence and is great fun! The skills you gain will
be there for you each season. Sunday afternoon ski
excursions, weekend ski trips and a new outlook on
winter are benefits you will find from learning how
to cross country ski.
The lessons are designed for beginners. You may
use your own equipment or rent skis, boots and
poles. All class sections are appropriate for those
who have never skied, as well as for those who have
made previous attempts on their own.
The outdoor sessions will be held at Lebanon Hills
Regional Park at the Schulz Lake ski trail.

opportunity to choose work sites and hours. Training
is provided.

Cross Country Skiing
Cross country skiers are invited to kick and glide on the flat, herringbone up the hills, and schuss down the
other side of groomed trails in Eagan parks. The beginner, novice and more experienced skiing enthusiast
will be challenged on Eagan's trails.
Northview Park
A beginner trail will loop around the pond, behind the tennis courts and back to the point of departure.
The groomed trail will take advantage of gentle slopes and flat surfaces. The skier will experience warmth
from the shelter of the woods and the brisk air of open space. The park is located on Northview Park Road,
east of Lexington Avenue, ' mile north of Diffley Road.
Thomas Lake Park
Groomed trails will provide cross country skiers with the opportunity to ski the half -mile Native Pr
loop, which traverses gentle slopes, flat stretches, and the openness of the prairie.
A second alternative is to ski the scenic, wooded lakeside trail, which is more rugged, yet ski able, even for
the beginner. A circle route is formed by kicking and gliding north along the trail adjacent to Thomas Lake
Road, then heading east on the Highline Trail back to the park.
Ample parking is available in the Thomas Lake Park parking lot, located on the west side of Pilot
Knob Road, 44 mile south of Diffley Road.
Patrick Eagan Park
Two miles of trail over variable terrain await the cross country skier. The trail begins with a steep down
slope; after that, the skier will find scenic flats and rolling hills. At several points on the trail you will
experience being "in the woods." This trail provides a good workout!
The park is located west of Lexington Avenue, lfi mile north of Diffley Road. The trail head is readily
accessible from the parking area.
Blackhawk Park
Blackhawk Park offers a family atmosphere for cross country skiing. Groomed trails can be accessed
from the parking lot off Murphy Parkway. The pavilion warming shelter will be open on weekend
afternoons.
Two miles of looped trails meander over variable terrain. You may elect to follow the trail around the east
end of the lake, across the narrow bridge, and short cut directly back to your starting point. Or you may
take the long way back, herringboning up hill towards Riverton Avenue. This trail provides an excellent
workout and some breathtaking views.
Snowmobiles
It is a misdemeanor for any person to operate a snowmobile on City Park or school property except on designated trails.
Because there are no designated trails on the park or school property within Eagan, they are off limits for snowmobiles.
Snowmobiles may be operated on the farthest right hand portion ofa street or public roadway provided they are
following the most direct route to or from a residence or designated trail and do not exceed 15 mph.
Sidewalks and boulevards may not be used.

Outdoor Skating Lessons
How do you know when it's winter? One of the best indications is the sight of people skating on the outdoor ice rinks. This
winter, you can be one of the signs of winter by taking skating lessons at one of the beautiful frozen sites in Eagan. Qualified,
trained staff instruct four, half -hour lessons, demonstrating and teaching the skills needed to make the winter ice season more
entertaining. Experience the great joy ofwinter in Minnesota with one or more of the following opportunities. All lessons will be
held on the pleasure rinks at designated locations. Helmets are strongly recommended for everyone participating in lessons.
Preschool Skating Lessons (Geared towards ages 3 to 6)
Skating basics and introductory skills are taught in a delightful, positive atmosphere.
It's a great start to this lifetime sport.
Youth' Beginner Skating Lessons (Ages 6 to 15)
Kids will discover the pleasure of falling, getting up, gliding forwards and backwards, stopping
and much more. Although some things may not sound like pleasure, kids are sure to have a
terrific time learning all the skills to enjoy the great outdoor skating rinks.
Adult Beginner Skating Lessons (Ages 16 to adults)
Adults can learn to skate, too! It's never too late to learn how to fall, get up, glide forwards and backwards and much more.
Take some time to learn a lifelong skill you can enjoy with your family and friends!
Intermediate Skating Lessons (Ages 6 to adult)
This class is for all skaters who know the basic skills and would like to improve their knowledge and
talents. Instruction will include forward and backward skating, stops, controlled turns and more to
help you increase your confidence in the activity.
Parent/Child Lessons (preschool - aged children with a parent or adult)
Preschoolers and their parents have the opportunity to spend some quality time together while
learning a lifelong leisure activity. Learn how to fall safely and get up again, march, stop, swizzle
and other fun moves on the ice. All skills are taught with fun and safety in mind.

Winter Ice Rinks
Outdoor ice rinks and the tubing hill will open the winter season on Saturday, December 16, weather permitting.
Strap on your skates and play outside at one of our many outdoor ice rinks. All sites offer a pleasure rink;
some even have islands in the middle to skate around. Most sites also have hockey rinks specifically for the
sport enthusiasts. If you get cold, head to one of the sites that has hot chocolate (see page 25). For your
convenience and information, winter schedules are posted at each location. Eagan Parks and Recreation
reserves several rinks for youth and adult programs held throughout the winter.

The Parks and Recreation Department encourages you to

closed, and programs cancelled, if any of the following
weather and ice conditions occur:
•The temperature is -10 degrees or colder.
•The wind -chill factor is -25 degrees or colder.
•Three or more inches of snow have fallen and the rinks have
not been cleared.
•Warm temperatures soften the ice, making the rink unsafe
for skaters.
•Warm temperatures melt snow on the tubing hill, making it
unsafe for tubes.

Experience the thrill of the hill. Glide, whirl and swirl your way down the snow - packed hill of fun.
approximately 75 tubes are available at the hill for the public's entertainment. You may bring your own
w inner tube; however, sleds, toboggans or other devices are not allowed on the hill. Trapp Farm Park is a very
busy place and is not suitable for birthday parties or group events with presents and/or food during regular
operating hours. Groups of 20 or more interested in coming during public tubing hours are advised to call
Parks and Recreation before making definite plans. This will help avoid overcrowding and staffing concerns.
Groups wishing to have the hill and building to themselves may reserve the facility, including hot. chocolate,
tubes, a fire in the fireplace and staff, for a small fee. Please see the group snow tubing section for more

Visit Historic Holz Farm
Take a nostalgic walk into the past at Holz Farm, a 1940's era
family farm acquired by the City of Eagan in 1995 to preserve
the rich farming history of the area. The farm is located in the
southeast corner of Eagan, along Holz Lake, at 4665 Manor
Drive. The eight acres owned by the City are currently used
for educational, historical, and entertainment activities. In
1996, efforts began to restore the house, barn and
outbuildings to reflect the 1940's era.
The Friends of the Farm, a non - profit group, was formed to
expedite progress with fundraising, restoration, and
programming at Holz Farm. Membership information is
available by contacting Eagan Parks and Recreation at 651-

agricultural past as a member of Friends of the Farm. This
non- profit land stewardship organization staffed by volunteers
was formed to help preserve and restore Holz farm.

Men's and Women's Choruses
The Eagan Men's and Women's Choruses serve as
ambassadors of music for Eagan. They perform at senior
citizen centers, nursing homes, churches and civic functions.
The Men's Chorus performs under the direction of David M.
Campen, Choral Director in the White Bear Lake School
District, accompanied by IvaNell Monson. The Eagan
Women of Note perform under the direction of Thera Burtt,
accompanied by Kellie LeClaire. Both groups rehearse at
Peace Reformed Church, 2180 Glory Drive in Eagan, on
Monday nights. The men rehearse from 6:30 -8:00 p.m., and
the women rehearse from 7:00 -8:30 p.m.
Several new members have joined the choruses since their
alliance with Eagan Parks and Recreation, but more voices are
welcome to enhance performances. The organization is open
to all men and women from the surrounding communities
who enjoy singing choral music and serving the community
in this way. It's not too late to join the fun! For more

Paper Casting
For adults and teens ages 16+
Learn how paper is made and take it a step
further. Make paper into low relief or sculpture, or
explore the possibilities of color and texture. Bring
a blender if you have one, a strainer, a dishpan or
other large container, lots of old towels, a clean
sponge, a small window screen if you want to make
sheets of paper, and items to use as molds. If you
own a toaster oven, bring it to class, if possible.
Items supplied by instructor: paper pulp,
pigments, a small assortment of commercially made
molds, acrylic paints.

Stained Glass for Beginners
For adults and teens ages 16+
Learn the techniques to make beautiful pieces of
glass art!_ In this class, you will make a small
window panel using the copper foil technique. You
will learn to cut glass and use the special tools
designed for stained glass artists.
Tool kits needed for the class are discounted for
beginners from $125 to $100. Tool kits include a
cutter, soldering iron, grozer pliers, running pliers,
solder, flux, flux brush and black marking pen. You
may purchase the tool kit during the first class at
Glass Endeavors or elsewhere if desired. Additional
supplies needed for the project include glass, a
project board, metal strips and push pins, copper
foil and foiling tool, zinc came, patina, and glass
polish. Glass Endeavors gives students a 10%
discount on all supplies purchased during the first
class.

Stained Glass Leaded
Windows
For adults and teens ages 16+
We will learn how to construct windows using lead
came and zinc. We'll discuss reinforcement using
re -bar and appropriate designs for leaded windows.
You will need a 60 -watt or greater soldering iron
with a temperature control, lead cutter, glass cutter,
glass pliers and glass supplies for your window.
Glass Endeavors gives students a 10% discount on
all supplies purchased during the first class.

Block Printing
For adults and teens ages 16+
Make one -of -a -kind hand -made cards with wood
blocks, linoleum blocks, or the new Solarplate or
Safety-Kut Blocks. Bring your idea or drawing,
done to the finished size of your card design, to the
first session. For the second session, wear old
clothes, bring lots of paper to print on, the finished
block, and if available, a rolling pin or a baren, a
small putty knife or palette knife, and a spray bottle

Adult Figure Drawing
For adults ages 16+
Beginner to advanced students will draw the
human figure, learning how to express three -
dimensional form with a variety of line, texture and
values. An excellent class to improve drawing skills,
understanding of form, and sense of composition.

relax and feel comfortable in your body. You will become able to use the principles of Tai Chi to nourish

an ancient Chinese exercise and meditation that teaches how to integrate spirit, mind and body. In this class

Looking for some extra cash? Join the esteemed group of
professional umpires in the Northern Officials Association.
It is a great way to be involved in slow pitch softball.
If you are interested call Northern Officials Association at

The local press continued to refer to Cascade Bay as "The
heavyweight champ of cool" during the 2000 season.
Cascade Bay enjoyed having over 150,000 people enter the
gates and enjoy the sand, sun and splash. Season pass holders
were a big percentage of the attendance which meant that
Eagan residents were certainly enjoying their water playground
again this year.
Plans are currently underway to prepare for the 2001
season. Residents who had a season pass in 2000 should be
looking for a letter some time in November with information
on how to renew their pass.
