The commission reviews all residential develop- ment proposals for park dedication requirements, reviews recreational programs and activities and determines long -range planning objectives for park acquisition and develop- ment. The Commission meets monthly the Monday prior to the second City Council meeting, at 7:00 p.m. in the Council Chambers. If you have an item that should appear before the Commission, you may contact the Director of Parks and Recreation to coor- dinate. Spring Hot.ne and Leisure - S Table of Contents 3 4 Registration Deadlines Registration deadlines are established for each class to help provide a positive experience for recreation program participants by ensuring appropriate staffing, supplies and facilities to meet the registration needs. We appreciate your understanding when we are not able to accommodate cancellations, transfers or registrations after the registration deadline. Confirmations Letters of confirmation are not sent. You can assume that you are in the class you registered for unless you receive a call to the contrary. We will call you only if: • The class you have requested has reached its registration limit and you were placed on the waiting list. • Your second choice was processed. • Your registration form is incomplete. • You.' class is being canceled due to insufficient registration. Wait Lists Due to facility space and staff limitations, many classes have registration limits. When classes have reached their maximum registration, a wait list will be started. You will remain on the wait list until the class begins. If an opening becomes available due to a cancellation, it will be offered to the first/next person on the wait list until the opening is filled. Every effort will be made to create additional class sections, and you will be contacted if your registration is able to be accommodated. Once the class begins, if we have been unable to accommodate you, we will return the fee(s) paid. Transfers Eagan Parks and Recreation will make every effort to accommodate your request to transfer to another class; however, that may not always be possible. Canceling a Class Registration fees for programs canceled by Parks and Recreation will be fully refunded. No refunds on team activities are possible. • If you cancel your lass before the registration deadline, Eagan Parks and Recreation will refund your registration fee, minus a $5 processing fee. • If you cancel your class after the registration deadline, and we are able to fill your vacancy from the wait list, Eagan Parks and Recreation will issue a rebate certificate, minus a $5 processing fee. Rebate certificates can be used for future recreation programs. • If you cancel your class after the registration deadline, and we are not able to fill your vacancy, Eagan Parks and Recreation will issue a rebate certificate, minus a $5 processing fee and any other class costs incurred on your behalf. Rebate certificates can be used for future recreation programs. • If you cancel your class after the class has begun, there will be no refund. Equal Access Policy The City of Eagan is committed to providing equal access to its programs, facilities and employment without regard to race, creed, color, sex, national origin or handicap. The Eagan Foundation/Byerly's Scholarship Fund has scholarships available to provide financial assistance for youth participation in recreational activities in the city Scholarships cover a portion of the fees charged. Complete the appropriate registration form: Eagan Fun Run registration form - page 7 Summer In the Park registration form - page 29 Skate School registration form - page 52 Registration Form for all other classes - page 57 2 Registrations can be submitted by mail, drop box, in person or by phone. Please note the dates at right when each registration period begins. 3. Attach payment to your registration form. Checks should be made payable to the City of Eagan. If paying by VISA or MasterCard, include all information requested on the registration form. 4. Include a self - addressed stamped envelope if you would like a confirmation of your registration. Letters of confirmation are not sent. 5. Classes are filled on a first -come, first - served basis. Activities with limited space may fill before the registration deadline. 6. Requests to change activity locations, sections or times for registrations already completed will be accommodated on a space - available basis (see page 4). With E- Connect, Eagan's on -line registration program, you will be able to review recreation offerings, register and de pay for classes and learn about park and recreation facilities. Anyone can browse the on -line catalog after February 20 by accessing the City's website at www.cityofeagan.com. To take advantage of this unique opportunity you will need: • An ID number and barcode number, issued by Eagan Parks and Recreation. If you have registered for recreation programs in the past, you have already been assigned an ID number and barcode number and can call 651- 681 -4660 for that information. If you have never registered for recreation programs before, you can call to set up your family's information and obtain your numbers. • A valid Visa or MasterCard credit card. When you visit the site, detailed information will be provided so that you can take a tour that will explain how to register. Eagan Parks and Recreation Arbor Day Saturday, May 5, 2001 Lexington - Diffley Athletic Fields Arbor Day events will be held at the Lexington - Diffley Athletic Fields beginning at 8:00 am, with an official Arbor Day program by city dignitaries at 9:00 am. Activities will include the announcement of the Arbor Day elementary poster contest, natural resource demonstrations and activities, planting of trees and shrubs within the park and musical entertainment. Seniors Summer Potluck Picnic Join us for a great old- fashioned summer picnic complete with park scenery, entertainment, prizes, friendly people, and of course — great food! Entertain- ment, beverages, paper products, and eating utensils are all provided for you, but your kitchen skills (or grocery shopping skills) are needed. When completing the registration form, please indicate what you'll be bringing. The chart below can help guide you in deciding what to bring and ensure there is a good variety of food. If you would prefer to bring some- thing from another food category, that's okay too. The dish should be able to feed about five people. No appointments are necessary and there is no charge for the service. Please bring a copy of last year's tax return, income forms, a list of deductions, and any tax forms received by mail. Free Choral Music for Seniors The Eagan Men's Chorus will treat the seniors to a performance at Oak Woods of Eagan in May, and O'Leary Manor in June. Call to see if your recreation program or event has been canceled or postponed. When weekend events require new information for participants, messages are updated as needed. #2 UPCOMING SPECIAL EVENTS Information concerning activities that will happen in two or three weeks. This line usually features community-wide recreation programs and family events. #3 #5 PARKS AND RECREATION TRIP BUS SCHEDULES Information on bus times for recreation program special events is listed. Call to confirm what time the bus will be picking up your child for a field trip or other special event. WINTER OUTDOOR FACILITY INFORMATION Information on the status of outdoor skating rinks and the tubing hill is updated regularly during the winter months. SHELTER BUILDING FACILITY RESERVATION INFORMATION The "how to" of reservations for pavilions, shelter buildings, picnic kits or ball fields. Subject to the season of the year, information about the facilities available for reservation will be recorded. #6 REGISTRATION INFORMATION The current status of recreation program registration and quarterly brochure delivery can be found on this recorded message. #7 YOUTH ATHLETIC ASSOCIATION INFORMATION The hotline telephone numbers for youth athletic associations are provided. 11 Visit Historic Holz Farm Holz Farm Take a nostalgic walk into the past at Holz Farm, a 1940's era family farm acquired by the City of Eagan in 1995 to preserve the rich farming history of the area. The farm is located in the southeast corner of Eagan, alongside Holz Lake, at 4665 Manor Drive. Currently, the eight acres owned by the City are used for educational, historical and entertainment activities. In 1996, efforts began to restore the house, barn and outbuildings to reflect the 1940's era. The Friends of the Farm, a non - profit group, was formed to expedite progress with fundraising, restoration and programming at Holz Farm. Membership information is available by contacting Eagan Parks and Recreation at 651- 681 -4660 (TTY 651 - 454- 8535). Mark your calendars and plan to take part in the following activities: Saturday, May 5, 2001 -- 9:00 am to Noon -- Spring Clean-Up Day We hope to see an army of volunteers walking up the driveway at 9:00 am sporting work gloves and ready to begin clean-up day at Holz Farm. Tasks to be undertaken include: filling ruts in the driveway, raking the lawn, light carpentry work, scraping, painting, clearing brush, concrete work and other delightful surprises. Clean-up day will be held rain or shine. You need not be a member of Friends of the Farm to take part in this or any other volunteer opportunity at the farm. You need not call anyone to say you are coming. We hope that anyone who loves the farm will lend a hand. Scouting groups wishing to take part may call Jeff at 651 - 681 -4660. Proceeds go towards planting gardens at various parks and community locations, including the beautiful garden at Holz Farm. Sunday, May 20, 2001 -- Noon to 4:00 pm -- Spring Festival Visit Holz Farm for a fun afternoon of fun and learning for the whole family, hop onto the wagon for a hayride, see farm animals, admire the flower garden, watch demonstrations of 1940's style implements and kitchen appliances and nibble on picnic style food. September 21 and 22, 2001 (Friday and Saturday) -- Lone Oak Days Two great days packed with old- fashioned fun and entertainment. Hayrides, music, tractor demos, animals, and plenty of food and drink. Join Friends of the Farm Help preserve, restore and educate others about our agricultural past as a member of Friends of the Farm. This non - profit land stewardship organization staffed by volunteers was formed to help preserve and restore Holz farm. If you are looking for a rewarding experience with other committed volunteers who believe in preserving our heritage, educating students of all ages, connecting the past with the present, building community pride, and providing a historical resource for the ever - changing world around us, we would like to hear from you. We currently need assistance in several areas, including fundraising, construction, office /clerical, newsletter, production, education /teaching, tour guides, grounds maintenance, clean-up days, weeding, painting, music/ entertainment, historical research, farming knowledge, 1930's and 1940's artifacts and special events planning. The ordinances are intended to protect the community's investment in the facilities, protect the natural resources and to help create a safe, healthy, and enjoyable experience for all users. There are several specific sections of the ordinances that are often misunderstood or require regular clarification. They include GOLF, ALCOHOL, DOGS, and HOURS. *GOLF — Golfing is not allowed in any park or recreation area. A golf ball left in the grass can easily become a very dangerous high -speed projectile if a mower should pick it up. A golf ball thrown from a mower can travel over 100 yards with enough velocity to cause damage to property or personal injury. Golf also limits the amount of safe space available to others hoping to enjoy the facility. (Sec. 10.23) *ALCOHOL — It is unlawful to bring beer in case lots, kegs, wine or liquor into any park or recreation area except when authorized by a written permit from the Council or Parks and Recreation Director. Beer or malt beverages in glass bottles may not be brought into City parks at any time. (Sec. 5.16) *DOGS — To prevent unwanted contact with other park users, any dog brought into a park or recreation area must be kept on a leash not more than 6 feet in length or caged. For reasons of sanitation, dogs are not allowed in picnic areas, park buildings or shelters. Owners are required to clean up after their pets whenever they are on public property including park and boulevard trails. These requirements also apply to any other creatures kept as a pet, including cats. (Sec. 10.11, 10.23) *HOURS — Park and recreation areas are open between the hours of 5:00 am and 11:00 pm. It is unlawful to be in park areas at any other time unless the Council or Parks and Recreation Director have issued a written permit. if No privately owned vehicle may remain in a park area after closing except by permit. The hours of buildings and special use areas may vary and will typically be posted at the site. (Sec. 10.23) Should you observe a violation of any ordinance, please contact the Police Department immediately at 651- 681 -4700 (non - emergency number) and provide them with as much information as possible. Spring /Summer 2001 13 Facility Reservations Pavilions and Shelter Buildings The pavilions will accommodate groups as large as 150 people. Picnic necessities such as water and electricity are available at each pavilion. Restroom facilities are nearby. The pavilion at Trapp Farm Park features a covered space, yet its openness creates the feeling of being close to the trees and the water of Schwanz Lake. The Thomas Lake pavilion features similar openness and the room to spread out. The feeling of seclusion is surprising in our suburban setting. The Blackhawk Park pavilion overlooks Blackhawk Lake and provides excellent views of the Minnesota River Valley. Open space for picnic games, walking trails, and a large fire ring are features of this facility. The enclosed shelter buildings at Bridle Ridge, Sky Hill, Goat Hill, Quarry . and Trapp Farm parks are also available for use by the community. These buildings will accommodate 30-40 people. Electricity, hot and cold running water and restrooms are features in all facilities. The shelter building at Trapp Farm park also has a fireplace. Parks and Recreation conducts programs in the shelter buildings during various seasons of the year. Private reservations are not accepted during class or general public hours. The pavilion and shelter building rental fee for Eagan residents is $70 per half day and $100 for a full day's use of these facilities. Non - resident individuals and corporations are charged $90 per half day, $120 per full day. Half day reservations are either 10:00 am to 4:00 pm or 5:00 pm to 10:00 pm. Activities which overlap either of the time periods will be considered a full day (10:00 am to 10:00 pm). The serving kitchen at Blackhawk Park carries a $30 use fee. A $150 damage deposit is required. Reservations are subject to state sales tax. 14 Sun Shelters Northview, O'Leary and Walnut Hill parks offer sun shelters, sized to 15 -20 picnickers. The Lexington Diffley Athletic Fields feature a new sun shelter, sized to 40-45 picnickers. A fee of $30 is charged to residents for a sun shelter reservation. The non - resident fee is $50. Reservations are subject to state sales tax. Athletic Fields Eagan Parks and Recreation is responsible for the coordination and use permits for some ISD 196 outdoor athletic facilities and all City of Eagan park facilities such as tennis courts, soccer fields and ball diamonds. Tent Canopy The City offers a 20' x 20' canopy and a 10' x 15' "pop -up" canopy for rent. Advance reservations are necessary. The morning begins with check -in from 9:00 am to 10:00 am, followed by educational sessions. Eagan Parks and Recreation is offering Semi Private and Private instruction this year. It's great for spending time with your child or working on skills for the school year. Private tennis instruction is available for the student wanting individual assistance. Semi - private instruction works great for two or more people wanting more personal instruction, but willing to share an instructor. Tournament format is double elimination or round robin depending on the number of participants per age group. Prizes are awarded to the top players in each category. USTA Serve & Volley Challenge Age categories: 8 and under, 9 -10, 11 -12, and 13 -14 Compete with other tennis enthusiasts your age in forehands, backhands, serves and volleys. This new and unique opportunity supported by USTA offers a challenge without the added pressure of match play. Players accumulate points by hitting to specific areas of the tennis court. Participants who accumulate the most points in their age category will qualify for the Serve & Volley finals in Minneapolis. Everyone gets a Serve & Volley t -shirt and qualifies for the "Wilson Tennis Package" drawing, which includes a tennis racquet, bag, shoes and a can of balls. It's a quick (lasting approximately 10 minutes per person), but intense challenge. Matches are played at Northview, Pilot Knob, Oak Chase Evergreen and Bur Oaks tennis courts. The league's focus is, recreational singles play. Disparities in playing ability can be addressed through a handicap system. League standings are not kept. The intent is to introduce individuals who play tennis to each other. Registration and fees are due during the registration period. Participants must also indicate level of play (characteristics of playing levels are listed below) and any vacation dates on your registration form. National Tennis Rating Program To Place Yourself: A. Begin with 1.5. Read all categories carefully and then decide which one best describes your present ability level. Be certain that you qualify on all points of all preceding levels as well as those in the level you choose. B. When rating yourself assume you are playing against a player of the same gender and the same ability. General Characteristics of Various Playing Levels: 1.5 - This player has limited experience and is still working primarily on getting the ball into play. 2.0 - This player needs on -court experience. This player has obvious stroke weaknesses but is familiar with basic positions for singles and doubles play. 2.5 - This player is learning to judge where the ball is going although court coverage is weak. Can sustain a short rally of slow pace with other players of the same ability. 3.0 - This player is fairly consistent when hitting medium paced shorts, but is not comfortable with all strokes and lacks execution when trying for directional control, depth, or power. Most common doubles formation is one -up, one -back. 3.5 - This player has achieved improved stroke dependability with directional control on moderate shots, but still lacks depth and variety. This player exhibits more aggressive net play, has improved court coverage, and is developing teamwork in doubles. 4.0 - This player has dependable strokes, induding directional control and depth on both forehand and backhand sides on moderate shots, plus the ability to use lobs, overheads, approach shots and volleys with some success. This player occasionally forces errors when serving. Rallies may be lost due to impatience. Teamwork in doubles is evident. 4.5 - This player has begun to master the use of power and spins and is beginning to handle pace, has sound footwork, can control depth of shots, and is beginning to vary game plan according to opponents. This player can hit first serves with power and accuracy and place the second serve. This player tends to over hit on difficult shots. Aggressive net play is common in doubles. 5.0 - This player has good shot anticipation and frequently has an outstanding shot or attribute around which a game may be structured. This player can regularly hit winners or force errors off of short balls and can put away volleys, can successfully execute lobs, drop shots, half volleys, overhead smashes, and has good depth and spin on most 2nd serves. 5.5 - This player has developed power and/or consistency as a major weapon. This player can vary strategies and styles of play in a competitive situation and hits dependable shots in a stress situation. 6.0 to 7.0 - The 6.0 player typically has had intensive training for national tournament competition at the junior and collegiate levels and has obtained a sectional and/or national ranking. Throughout the year our program offers various events, including a spring ice show, a summer competition in August, a Holiday Exhibition in December, used skate sales, and Skateaerobic classes for adults who are looking for a relaxed, social skating atmosphere. The eight levels of the USFSA program introduce the fundamental moves & forward skating, backward skating, stops, crossovers, turns, etc. Upon completion of the Basic 1 -8 levels, skaters will have the basic knowledge to advance to the more specialized areas of skating - freeskating, dance, precision team, figures, moves- in -the- field, hockey and power hockey. Freeskating 1 - The freeskating section of the basic skills program introduces skaters to a variety of advanced elements: stroking, footwork, edges, turns, jumps and spins. Power Freeskating This class is geared for skaters who want to improve their endurance, power, control, edges, turns, spirals and moves -in -the- field. A low power class is offered to skaters working on Basic 7- Freestyle 3, and a high power class is offered to skaters in Freeskate 4 and higher. Spring /Summer 2001 Class Descriptions Synchronized Skating Synchronized skating is designed for skaters who have passed Basic 4. Ice Dance Designed for skaters who have passed Basic 8. This class introduces skaters to the fundamental steps and patterns of ice dancing with or without a partner.
