As a reminder, the Council Chambers will be closed as new technology upgrades are being installed. In order that there is a quorum present, please contact Mary O'Brien at 651- 675 -5005 if you are unable to attend this meeting. I. ROLL CALL AND ADOPTION OF THE AGENDA The agenda, as presented or modified, is in order for adoption by the Commission. II. APPROVAL OF MINUTES The minutes of the May 10, 2011 Airport Relations Commission meeting are enclosed on pages S through 7 . These minutes, as presented or modified, are in order for adoption by the Commission. As a reminder, the ARC held a workshop in July and went on a tour of the FAA Air Traffic Control Tower (ATCT) in September. Thus, the May minutes have not yet been approved. III. VISITORS TO BE HEARD The Eagan City Council and its Commissions set aside up to ten minutes at the beginning of public meetings to permit visitors to address items of interest that are not addressed on the regular agenda. Items that will take more than ten minutes or that require specific action can be scheduled for a future meeting agenda. IV. PRESENTATIONS A. Tammy Mencel, Metropolitan Airports Commission (MAC) Commissioner (District H)—Per the request of the Commission, MAC Commissioner Tammy Mencel gladly accepted an invitation to speak to the ARC. Commissioner Mencel will introduce herself to the Commission and provide some highlights of current happenings at MSP Airport. Commissioner Mencel is an Eagan resident who previously served three years on the Eagan ARC. Ms. Mencel was appointed to a 4 -year term on the MAC by Governor Dayton in 2011. John Nelson, Metropolitan Airports Commission (MAC) Noise Mitigation Program Manager —Per the request of the Commission, MAC staff member John Nelson is prepared to give a brief update on the MAC noise mitigation program currently underway in Eagan. The program resulted from a legal settlement in 2007 between the MAC and the cities of Eagan, Minneapolis, Richfield, and the Minneapolis Public Housing Authority. V. OLD BUSINESS A. Communications Update – It is the practice of the Airport Relations Commission to discuss their communication initiatives each month, which include articles in the Experience Eagan Newsletter, as well as stories aired on the City's local access cable channels. The Commission is welcome at this time to make additional suggestions for communication initiatives regarding airport issues. B. MAC Monthly Reports – Eagan/Mendota Heights Corridor Analysis/Technical Advisory Report /17 -35 Departure Analysis Report – Enclosed on pages S throu �3 is the October 2011 Eagan/Mendota Heights Corridor Analysis. Enclosed on pages through55 is the October 2011 Technical Advisory Report. Enclosed on pages _5 through ( is the October 2011 Runway 17 Departure Analysis Report. Enclosed on pages (p 1 through 65 is the Crossing in the Corridor report for the month of October 2011. VI. NEW BUSINESS A. 2011 -2012 Work Plan Review — Enclosed on page 610 is the ARC's 2011 -2012 work plan. The FAA has informed the MAC that the Performance Based Navigation Area Navigation (RNAV) tracks will likely be ready for the January 18 Noise Oversight Committee, but will not be released in advance of that meeting. Consequently, the tracks will not be available for the ARC to review at the January 10 Commission meeting as proposed in the work plan. Provided the FAA does release the tracks in January, the review of the tracks could be incorporated into the March open house, as the MAC has already expressed interest in having community meetings as part of the environmental review process associated with the proposed RNAV tracks. If the RNAV track review takes place in March, this would give the ARC additional time at the January 10 ARC meeting to finalize plans for the open house. B. 2012 Open House (Proposed for March 2012) —In accordance with the ARC work plan, an open house is tentatively scheduled for March 2012. The Commission is encouraged to discuss options for both dates and location for the open house. If the RNAV tracks are to be reviewed at the open house, the format would change in that it would become more of a community -wide meeting, as opposed to a neighborhood- specific meeting. That said, the Commission could elect to proceed with the neighborhood- specific open house, and request that the MAC plan and host a separate meeting for the community as a whole, specific to the RNAV tracks. 1 Airport Relations Commission Meeting November 29, 2011 Page 3 VII. STAFF / COMMISSIONER REPORT A. New Noise Oversight Committee (NOC) Co Chair and Chief Pilot —At the September 21, 2011 NOC meeting, Delta representative Mary Loeffelholz announced that she will be transferring to a new position in Atlanta. As a result, at the November 16 NOC meeting, the new Delta Airlines representative on the NOC who was appointed as the new NOC Co -Chair was Jeffrey Hart, General Manager for Customer Service and Airport Operations. Mr. Hart is also an Eagan resident. Additionally, given the retirement of the previous Delta Chief Pilot appointed to the NOC, the new chief pilot from Delta is now Bill Underwood. Bloomington City Councilmember Vern Wilcox continues to serve as the communities' appointed Co- Chair. B. New MAC Noise Program Website —At the November 16 NOC meeting, MAC staff demonstrated the new MAC Noise Program website that is scheduled to go live in early December (www.macnoise.com). The new website is very user friendly, and provides intuitive options to choose from on the home page, including Flight Tracker, the noise mitigation program, and how to file a noise complaint. A demonstration can be scheduled for the January ARC meeting when the new website is live. C. Litter to theJAA from the City of Minneapolis / Noise Concerns — Enclosed on pages (0 1 and (o ) is a letter from the City of Minneapolis to the FAA raising noise concerns from residents living to the north of Runway 30R extended ce4ter line. The NOC was briefed on this issue at the November 16 meeting. Enclosed on pages (0/ and - /o is the background memo provided by Chad Leqve, Manager of Noise, Environment and Planning for the MAC. During the presentation by both MAC staff and Carl Rydeen, FAA ATCT Manager, it was communicated that ever since the near mid -air collision in September 2010, the FAA has renewed their efforts to adhere to standard operating procedures by crossing operation on the ground rather than in the air. The result has been a higher concentration of northbound operations on the north parallel runway (Runway 12L /30R) and southbound operations on the south parallel runway (Runway 12R/30L). A public meeting has been scheduled at the MAC on December 8 for residents wishing to further discuss the concerns. Additionally, Mr. Rydeen explained at the NOC meeting that the FAA is currently researching the concern to determine whether there are additional factors as to why the neighborhoods are experiencing the increased aircraft noise. The NOC is scheduled to receive an update from the FAA at the January 18 meeting. D. Proposed 2012 NOC Work Plan— Enclosed on pages 7/ through is a summary of the 2011 NOC accomplishments and the draft 2012 NOC Work Plan, which will be presented to the MAC's Finance, Development, and Environment Commission in early December. One addition that will be made to the work plan is to receive an update from the FAA pertaining to noise concerns in the City of Minneapolis (noted in Item C.) E. Runway 35 River Visual Approach Procedure — Enclosed on page / "Jis a memo from Chad Leqve, Manager of Noise, Environment and Planning for the MAC, regarding the City's Eagan's ongoing request that the MAC and FAA consider a river visual approach procedure to Runway 35. As the memo indicates, the FAA has stated that such a procedure would 3 Airport Relations Commission Meeting November 29, 2011 Page 4 be premature at this time; however, it could be considered in the future given the advances in the Performance Based Navigation/RNAV technologies. At the request of Assistant City Administrator Miller, the NOC again agreed to keep the river procedure on the 2012 NOC work plan. Q F. 2010 -2011 MSP Aircraft Fleet Mix Trends — Enclosed on pages 15 through 82. is a summary of the 2010 -2011 MSP Aircraft Fleet Mix Trends, which was provided to the NOC in advance of the November 16 NOC meeting. At the NOC meeting, Delta's Chief Pilot stated that Delta plans to phase out all DC -9s by the end of 2012. VIII. ROUNDTABLE Per the request of the Commission, this agenda item has been added so that Commissioners have the opportunity to ask questions or make requests for future agenda items. IX. ADJOURNMENT Per the request of the Commission, the Eagan ARC meetings will go no later than 8:30 p.m. unless agreed upon by the Commission. ffikliVAS–' 6/) Assistant City Administrator MINUTES OF THE EAGAN AIRPORT RELATIONS COMMISSION MEETING MAY 10, 2011 A regular meeting of the Eagan Airport Relations Commission was held on Tuesday, May 10, 2011 at 7:00 p.m. Those present were Curtis Aljets, Steve Beseke, Luke Olson, Chad Stambaugh, Chuck Thorkildson and Carol Whisnant. Absent was Dan Johnson. Also present was Assistant to the City Administrator Miller. AGENDA Aljets made a motion to approve the agenda as presented. Whisnant seconded the motion. All members voted in favor. ORGANIZATIONAL BUSINESS Miller introduced the item stating on May 3, 2011 the City Council reappointed four members, Steve Beseke, Curtis Aljets, Dan Johnson and Charles Thorkildson, to 2 -year terms to the Airport Relations Commission. Miller invited the Commission to make nominations to elect a Chair to the Eagan Airport Relations. Beseke made a motion to nominate Thorkildson to serve as Chair of the Eagan Airport Relations Commission. Aljets seconded the motion. All members voted in favor of Thorkildson as the Chair of the ARC. Thorkildson opened the floor for nominations to elect a Vice Chair to the Eagan Airport Relations Commission. Aljets made a motion to nominate Beseke to serve as Vice Chair of the Eagan Airport Relations Commission. Whisnant seconded the motion. All members voted in favor of Beseke as Vice Chair of the ARC. APPROVAL OF MINUTES Aljets made a motion to approve the minutes of the March 8, 2011 regular meeting of the Eagan Airport Relations Commission. Whisnant seconded the motion. All members voted in favor. VISITORS TO BE HEARD There were no visitors to be heard. COMMUNICATIONS UPDATE Miller stated it is the practice of the Airport Relations Commission to discuss their communication initiatives each month which include articles in the Experience Eagan Newsletter as well as stories aired on the City's local access cable channels. Miller stated there was a brief article in the Experience Eagan Newsletter reminding residents on how to sign up for the MAC's newsletter. 5 Eagan Airport Relations Commission May 10, 2011 Page 2 of 3 MAC MONTHLY REPORTS — EAGAN /MENDOTA HEIGHTS CORRIDOR ANALYSIS/TECHNICAL ADVISORY REPORT /17 -35 DEPARTURE ANALYSIS REPORT /CROSSING THE CORRIDOR REPORT Miller introduced the item, noting that the February 2011 Eagan /Mendota Heights Corridor Analysis Report, the February 2011Technical Advisory Report, the February 2011 Runway 17 Departure Analysis Report and February 2011 Crossing in the Corridor Report were included in the packet. Miller noted that MAC staff had technical difficulties with the March report, and thus they were not available until after the packet was distributed. It was noted that the March Technical Advisor's Report showed the City of Minneapolis had 10,045 complaints, which was 82.8% of the total complaints. The Commission also discussed the number of scheduled night -time operations versus the actual number of night -time operations. It was also noted that several noise monitors failed to collect data numerous times during the month. SHOWCASE EAGAN Miller introduced the item stating the Showcase Eagan event is scheduled for June 2, 2011 at the Eagan Civic Arena from 4:30 to 7:30 p.m. and further stated a booth has been reserved for the ARC. The Commission discussed items to display at the booth and items for distribution to the public. The Commission had numerous suggestions for the booth, including; a laptop computer showing flight tracking, charts from the MAC regarding flight tracks and noise contours, a signup sheet for the MAC newsletter, information and examples of the RNAV procedure, and statistics showing the positive economic impact of the airport to the City. DISCUSS JULY ARC MEETING Miller introduced the item regarding the Commission holding a work session to dialogue about proposed goals and a work plan for the coming year. The Commission agreed to hold a work session on July 12, which would serve as the July ARC meeting. FLIGHT TRACKER MAPPING TOOL Miller and the Commission discussed a new flight tracker application tool the Metropolitan Airports Commission recently implemented that allows a user to view flight data 10 minutes after the flight occurred. NOISE CRITERIA FOR PERFORMANCE BASED NAVIGATION PROCEDURES Miller introduced the item stating a letter dated March 22, 2011, from the Co- chairs of the Noise Oversight Committee, was forwarded to the FAA for their consideration outlining the noise criteria that was approved for the Performance Based Navigation Procedures. The Commission discussed the criteria approved by the Noise Oversight Committee. ROUNDTABLE During the July work session, it was suggested to discuss where the community meeting will be held this year. Most of the constituent complaints we have received are from residents in unmitigated neighborhoods that previously have not been heavily impacted by aircraft noise. We are trying to understand why residents in the neighborhoods around Cedar Avenue, including Keewaydin, Ericsson, Standish, Powderhorn among others, are experiencing such a dramatic and sudden increase in aircraft related noise. The 12 -month actual annual noise contour map based on operations from September 2010 through August 2011 recently created by the MAC only reflects a marginal increase in noise. The City of Minneapolis has previously noted weaknesses in the INM modeling that is used to create the DNL contour maps. As voiced by numerous speakers at the October MAC quarterly noise update meeting, we are concerned that the general flight paths and overall noise averaging does not accurately reflect a resident's experience with actual noise on the ground. It is our understanding that planes are allowed to lift off the runway as soon as they are able and then nearly immediately start to turn toward their ultimate destination -, which can have huge impacts on where the noise impacts the neighborhoods. Altitude can also have a huge impact on the noise produced. Legve, Manager — Noise, Environment and Planning SUBJECT: RUNWAYS 30L AND 30R 260/270 DEGREE AND 350/360 DEGREE DEPARTURE HEADING USAGE DATE: October 28, 2011 Recently, noise complaints have increased in the South Minneapolis area. Specifically, complaints in the Ericsson and Keewaydin neighborhoods, north of Runway 30R extended centerline, expressed concern that departure operations over the area increased. In response to the complaints staff conducted a detailed airspace analysis focusing on flight track data in the vicinity of these neighborhoods. The analysis focused on January 1 — August 28, 2010 and the same period in 2011 to evaluate possible changes in operation density over that area. The results indicated that, although total departure operations on Runway 30R declined from 43,177 in 2010 to 39,305 in 2011 (9.0% decline), operations over these neighborhoods increased from 14,660 in 2010 to 19,488 in 2011 (32.9% increase). At the two MACNOMS RMTs located in the area, RMTs 8 and 29, this resulted in a 0.2 dB DNL and 1.2 dB DNL increase, respectively. On September 20, 2011 MAC staff and Minneapolis 12 Ward City Council Member Sandra Colvin -Roy met with Mr. Carl Rydeen, FAA MSP Tower Manager, to receive information on what was causing this increase in operations over the Ericsson and Keewaydin neighborhoods. In this discussion it was learned that, following a near mid -air collision to the northwest of MSP in September 2010, the FAA renewed efforts to cross operations on the ground rather than in the air. This resulted in a higher concentration of northbound operations on the north parallel runway (Runway 12L/30R) and southbound operations on the south parallel runway (Runway 12R/30L). To analyze the effect on the noise contours staff generated a 12 -month actual annual noise contour based on operations from September 2010 through August 2011. The attached map provides this contour in relation to the 2010 actual noise contour, the 2007 forecast noise contour and eligible mitigation blocks per the Consent Decree. As is detailed, the minor changes that result in the noise contour area are located well within the area that has been, or is presently being, provided noise mitigation by virtue of the Consent Decree. At the meeting it was requested that the Runway 35 River Visual Approach Procedure continue to be included on the work plan. To date, MAC staff has received no additional requests for items to be placed on the 2012 NOC Work Plan. The Draft 2012 NOC Work Plan is attached for the Committee's consideration. NOC members are encouraged to come to the November 16, 2011 Committee meeting prepared to offer additional items for consideration in the 2012 NOC Work Plan finalization process. For purposes of review, the Committee had a productive year accomplishing the following in 2011: • Runway Use Analysis — conducted comprehensive analysis of runway use during different operational flows at MSP that included an assessment of overall and nighttime runway use patterns and the use of the 120 - degree departure heading off Runway 17. • Development of Performance -Based Navigation (PBN) procedure design noise criteria for procedure development/implementation at MSP. • Reviewed annual MSP Noise Contour Report (assessing the 2010 actual noise contour) published per the requirements of the MSP noise litigation Consent Decree. • Reviewed MSP 2020 Improvements Environmental Assessment (EA) draft forecast results and public information process. • Conducted Annual Scheduled Nighttime Operations Assessment. • Evaluated Inver Grove Heights departure overflight concerns. • Reviewed status of the 64 to 60 DNL noise mitigation program implementation process at MSP and homeowner satisfaction. • Began discussion on possible health effects from airport noise with a presentation by SMAAC President Jim Spensley. • Evaluated west side cargo operations. • Continued to review input received from the quarterly public input meetings.
