4160 Kingston Ct - Email re: Sump Pump Variance Request Jeanette Johnson From: Tom Colbert Sent: Monday, December 12, 20114:58 PM To: Jeanette Johnson Subject: FW: Sump Pump discharge - Variance request, 4160 Kingston Ct Jeanette, Is there a way to file this email in the parcel files of both 4160 and 4156 Kingston Ct for future reference? Tom From: Tom Colbert Sent: Monday, December 12, 20114:55 PM To: 'John Flynn'; 'john@cahillschmitz.com' Cc: Susie; John Gorder; Russ Matthys; James Hauth Subject: Sump Pump discharge - Variance request, 4160 Kingston Ct John/Susan, I recall this concern and even remember a drive to the neighborhood to observe the issue. I thought I had responded to your inquiry, but cannot find a record of it. I truly apologized for this oversight. I fully understand the situation, but unfortunately, there are no provisions in the State Plumbing Code, City Ordinances or Metropolitan Council rules that will allow an intentional discharge of clean ground or surface water from a sump pump into the Sanitary Sewer system. The gutter section of an urban street is designed to accommodate both rainfall events as well as miscellaneous discharges from adjacent properties (i.e. swimming pools, sump pumps, garden hoses, etc). The best alternative would be to install some type of shallow drain tile pipe along the back side of the curb and gutter section to the closest storm catch basin inlet. This would be considered a local benefit to the adjacent property owners with the costs assessed accordingly. Looking at the distances involved and driveways to be crossed, this may very well be cost prohibitive. The only other option would be to try and indentify another route where the discharge could flow overland and percolate back into the ground at a location that wouldn't just re-circulate back to the house foundation. I'm sorry that I don't have a quick and easy solution for your concerns. If you would like to pursue the drain the option, please contact our Assistant City Engineer John Gorder (651-675-5646) and he can help you with the design requirements and permit process for this work in public right of way. John / Susan Flynn From: John Kroening [mailto:john(cbcahillschmitz.coml Sent: Wednesday, June 08, 20115:55 PM To: tcolbert(a cityofeagan.com Cc: jflynn0706(&comcast.net Subject: Elevation of 4160 Kingston Ct Eagan MN(Variance request) Hi Tom, I got your name and contact info from James Hauth per a phone request. John Flynn and I are asking for the City of Eagan to provide a variance for the address of 4160 Kingston Ct. to allow for the Sump system be put in the floor drain system to eliminate excessive water drainage thruout our culdesac and down hill to 758 Camberwell Drive(to the nearest city sewer drain). When our home's (My house # is 4156 Kingston Ct) were built, it was easy to see that John Flynn's home was put at an elevation that was not tiered. This puts John's home at a lower elevation than mine and runoff is excessive in his basement. The home elevations on the other side of our street/culdesac are tiered as in most culdesacs and they do not exhibit this problem. Please let us know what we need to do to move this request along, as the continued water flow in the street attracts garbage and excessive grass clippings. Also, the street just does not look clean with it always being wet. If you would like to contact us we can be reached at the following numbers: John Flynn 651 683 0706 John Kroening 651 686 9272 Our email addresses are also defined above. John, If I have missed anything or you need to add any additional information, please do so.
