The commission reviews all residential development proposals for park dedication requirements, reviews recreational programs and activities and determines long - range planning objectives for park acquisition and development. The Commission meets monthly the Monday prior to the second City Council meeting, at 7:00 pm in the Council Chambers. If you have an item that should appear before the Commission, you may contact the Director of Parks and Recreation to coordinate. A variety of activities have been thoughtfully planned for your enjoyment. They include adult athletics, senior programs, family entertainment, preschool programs, sports, camps, arts, skating, swimming, teen opportunities and more. Eagan's Community Center is currently under construction and will provide a wider array of recreational opportunities when it opens in February /March 2003. We're ready now to take reservations for banquets /receptions beginning on May 3, 2003. We appreciate your understanding when we are not able to accommodate cancellations, transfers or registrations after the registration deadline. Confirmations Letters of confirmation are not sent. You can assume that you are in the class you registered for unless you receive a call to the contrary We will call you only if: • The class you have requested has reached its registration limit and you were placed on the waitlist. • Your second choice was processed. • Your registration form is incomplete. • Your class is being canceled due to insufficient registration. Scholarships A limited Scholarship Fund is available to provide financial assistance for youth participation in recreational activities. Scholarships cover a portion of the fees charged. For additional information, contact Parks and Recreation at 651- 681 -4660. Transfers Eagan Parks and Recreation will make every effort to accommodate your request to transfer to another class; however, ,that may not always be possible. Wait Lists Due to facility space and staff limitations, many classes have registration limits. When classes have reached their maximum registration, a wait list will be started. You will remain on the wait list until the class begins. If an opening becomes available due to a cancellation, it will be offered to the first /next person on the wait list until the opening is filled. Every effort will be made to create additional class sections, and you will be contacted if your registration is able to be accommodated. Once the class begins, if we have been unable to accommodate you, we will return the fee(s) paid. Equal Access Policy The City of Eagan is committed to providing equal access to its programs, facilities and employment without regard to race, creed, color, sex, national origin or handicap. Anxiliary aids for persons with disabilities wishing to attend or participate in the City of Eagan recreation programs are available upon request at least 96 hours in advance of the event. If a notice of less than 96 hours is received, the City will make every attempt to provide the aids. However, this may not be possible with short notice. Discover the Benefits Canceling a Class Registration fees for programs canceled by Parks and Recreation will be fully refunded. No refunds on team activities are possible. If you cancel your class before the registration deadline, Eagan Parks and Recreation will refund your registration fee, minus a $5 processing fee. If you cancel your class after the registration deadline, and we are able to fill your vacancy from the wait list, Eagan Parks and Recreation will issue a rebate certificate, minus a $5 processing fee. Rebate certificates can be used for future recreation programs. If you cancel your class after the registration deadline, and we are not able to fill your vacancy, Eagan Parks and Recreation will issue a rebate certificate, minus a $5 processing fee and any other class costs incurred on your behalf. Rebate certificates can be used for future recreation programs. If you cancel your class after the class has begun, there will be no refund. • Eagan Parks and Recreation reserves the right to cancel, postpone, or combine classes and change instructors. Programs not meeting the minimum registration requirements will be canceled and full refunds will be issued. A convenient way to drop off your registration(s). In- Person Eagan Parks and Recreation is open Monday through Friday from 8:00 am - 4:30 pm. You're welcome to stop in with your registration during these hours. ti y.A the Benefits On -line Browse through the brochure at www.cityofeagan.com and register on- line for most classes using Visa or Mastercard. With E- Connect, Eagan's on -line registration program, you will be able to review recreation offerings, register and pay for classes and learn about park and recreation facilities. Anyone can browse the on -line catalog after February 19 by accessing the City's website at www.cityofeagan.com. To take advantage of this unique registration opportunity you will need: • An ID number and barcode number, issued by Eagan Parks and Recreation. If you have registered for recreation programs in the past, you have already been assigned an ID number and barcode number and can call 651- 681 -4660 for that information. If you have never registered for recreation programs before, you can call to set up your family's information and obtain your numbers. • A valid Visa or MasterCard credit card. When you visit the site, detailed information will be provided so that you can take a tour that will explain how to register. The scenic course begins and ends at the Northview Park Athletic Complex. Awards will be given to the first and second place male and female finishers in each of the following age categories: 14 and under, 15 — 19, 20 — 29, 30 — 39, 40 — 49, 50 — 57, and 58 and over. Come early for group stretching and muscle warm up. Fifteen to twenty minutes of instructed body movements begin at 7:25 am and 8:00 am for everyone interested. Eagan's run is the kick -off for the 2002 Ground Pounders Grand Prix Running Series sponsored by the South of the River Recreators (SORR). The farm is located in the southeast corner of Eagan, alongside Holz Lake, at 4665 Manor Drive. Currently, the eight acres owned by the City are used for educational, historical and entertainment activities. In 1996, efforts began to restore the house, barn and outbuildings to reflect the 1940's era. The Friends of the Farm, a non- profit group, was formed to expedite progress with fundraising, restoration, and programming at Holz Farm. May 4, 2002 -- 9:00 am to Noon We hope to see an army of volunteers walking up the driveway at 9:00 am sporting work gloves and ready to begin clean -up day at Holz Farm. Tasks to be undertaken include: filling ruts in the driveway, raking the lawn, light carpentry work, scraping, painting, clearing brush, concrete work and other delightful surprises. Clean-up day will be held rain or shine. You need not be a member of Friends of the. Farm to take part in this or any other volunteer opportunity at the farm. Join Friends of the Farm Help preserve, restore and educate others about our agricultural past as a member of Friends of the Farm. This non -profit land stewardship organization staffed by volunteers was formed to help preserve and restore Holz Farm. If you are looking for a rewarding experience with other committed volunteers who believe in preserving our heritage, educating students of all ages, connecting the past with the present, building community pride, and providing a historical resource for the ever - changing world around us, we would like to hear from you. We currently need assistance in several areas, including fundraising, construction, office /clerical, newsletter production, nature programs, education /teaching, tour guides, grounds maintenance, program leaders, clean-up days, . weeding, painting, litter patrol, music /entertainment, historical research, farming knowledge, 1930's and 1940's artifacts and special events planning. That makes up almost 10% of Eagan's total population, and that number is expected to increase over the next several years. If you are one of the 6,000 plus in this age range and haven't participated in one of the many programs sponsored by the Eagan Parks and Recreation Department, why not give it a try this season? The following pages offer a small sample of the programs offered, but more detailed information comes out every two months, free of charge, in the News From the Front Porch. City staff wants to create an atmosphere where you can participate in things that interest you, whether it's a day trip, vacation, educational experience, fitness opportunity, social activity, a night on the town or anything else. No matter what your gait, keeping active is vital to keeping young. Join the new Golden Gaitors Walking Club and join in on one of the best ways to stay fit! A series of group walks will be organized throughout the year in several communities south and east of the metro, but you don't have to stop there. You are also encouraged to walk on your own. While there, a knowledgeable guide will board our bus for a tour highlighting the best spring blooms. With ideal weather, you can plan to view the lilacs, peonies, crabapples, azaleas, tulips and more. A fee of $30 is charged to residents for a sun shelter reservation. The non- resident fee is $50. Reservations are subject to state sales tax. 18 The pavilions will accommodate groups as large as 150 people. Picnic necessities such as water and electricity are available at each pavilion. Restroom facilities are nearby. The pavilion at Trapp Farm Park features a covered space, yet its openness creates the feeling of being close to the trees and the water of Schwanz Lake. The Thomas Lake pavilion features similar openness and the room to spread out. The feeling of seclusion is surprising in our suburban setting. The Blackhawk Park pavilion overlooks Blackhawk Lake and provides excellent views of the Minnesota River Valley. Open space for picnic games, walking trails, and a large fire ring are features of this facility. The enclosed shelter buildings at Bridle Ridge, Sky Hill, Goat Hill, Quarry and Trapp Farm parks are also available for use by the community. These buildings will accommodate 30 -40 people. Electricity, hot and cold running water and restrooms are features in all facilities. The shelter building at Trapp Farm park also has a fireplace. Parks and Recreation conducts programs in the shelter buildings during various seasons of the year. Private reservations are not accepted during class or general public hours. The pavilion and shelter building rental fee for Eagan residents is $70 per half day and $100 for a full day's use of these facilities. Non- resident individuals and corporations are charged $100 per half day, $140 per full day. Half day reservations are either 10:00 am to 4:00 pm or 5:00 pm to 10:00 pm. Activities which overlap either of the time periods will be considered a full day (10:00 am to 10:00 pm). New registration begins February 4 - 25. All registrations are handled on a first come first served basis. We reserve the right to limit class size and enrollment. Full payment must accompany the registration form. All skaters must be an individual member of the Ice Skating Institute (ISI). The $7.00 annual fee includes a quarterly magazine, a membership card, a $5,000 excess accident insurance policy along with the opportunity to compete, test and perform at local and national events. Class Size Beginner (ages 5 and under) classes will have up to 9 skaters per instructor and one helper. Pre Alpha, Alpha, Beta, Gamm Delta, Adult and Starter Hockey classes will accommodate up to 12 skaters per instructor, although every effort is made to keep class sizes smaller. Freestyle 1 -10 classes will accommodate up to 6 skaters per instructor (minimum of 2 skaters). Power /Technique classes will accommodate up to 20 skaters on full ice with two instructors. Practice Ice ONLY skaters enrolled in the program may use the practice area. Skaters ages 5 and under may be accompanied by ONE PARENT during practice. Most classes have one half hour of practice time included with their lesson fee. Power/ Technique and Freestyle classes DO NOT have practice time included with the fee. ISI Testing Program The Ice Skating Institute (ISI) is a complete graded program of lessons with a high standard for correctness. The ISI Testing Program makes every effort for skaters to earn badges. We will test only those skaters ready to pass, so as to make it a positive environment for learning. As of now, test day will be at the end of each session. With the transition from one testing program to the other we want to take it a step at a time. Keep in mind that it is not uncommon for a skater to repeat a level before mastering all the skills required. Skates and Skating Attire Staff recommends boots of leather rather than vinyl or molded plastics. Blades should be properly sharpened. Double runners . are not accepted. Excellent rental skates are available at the Eagan Civic Arena for a $2.00 charge when used during skating lessons. Learn introductory skills essential for basic snorkeling water exploration from our experienced water instructors. Your 7 -12 year old will build a foundation consisting of proper mask and snorkel use from which they will develop their own capabilities in this two -day class. Snorkel and mask will be provided and is yours to keep. If you have your own fins, you can bring them to use. Cascade Bay is one of the few pools to offer the course although many pools with slides require the certification. It focuses on rescues and back boarding in catch pools and in winding rivers. Children 0 -6 years old will be able to discover the sprays and bubblers of Shipwreck Cove and let the sand squish through their toes in Sandpiper Beach. Little Mates will have an opportunity to explore and play without the distractions of the general business that is part of a typical day at Cascade Bay. For this program, Cascade Bay will open the gates in the morning to adults and preschoolers. Only Shipwreck Cove and Sandpiper Beach will be open during this time.
