The commission reviews all residential development proposals for park dedication requirements, reviews recreational programs and activities and determines long -range planning objectives for park acquisition and development. The Commission meets monthly the Monday prior to the second City Council meeting, at 7:00 p.m. in the Council Chambers. If you have an item that should appear before the Commission, you may contact the Director of Parks and Recreation to coordinate. We encourage you to "Discover" all that is available for you and your family to enjoy right here in Eagan. A variety of activities have been thoughtfully planned for your enjoyment. They include adult athletics, senior programs, family entertainment, preschool programs, sports, camps, arts, skating, swimming, teen opportunities and more. Eagan's Community Center is currently under construction and will provide a wider array of recreational opportunities when it opens in February /March 2003. We're ready now to take reservations for banquets /receptions beginning on May 3, 2003. Many of those programs are repeated in this publication but some classes may be filled by the time you register from this brochure. In accordance with the Minnesota Government Data Practices Act, the Parks and Recreation Department hereby informs you that the personal information we are requesting of you and /or your child or guardian on our registration form is now considered private. Private data is available to you and to City staff who need to have this information to perform their duties, but not to the public. We appreciate your understanding when we are not able to accommodate cancellations, transfers or registrations after the registration deadline. �!C�YLis� bsl 5k .+ Letters of confirmation are not sent. You can assume that you are in the class you registered for unless you receive a call to the contrary. We will call you only if: The class you have requested has reached its registration limit and you were placed on the waitlist. Your second choice was processed. Your registration form is incomplete. Your lass is being canceled due to insufficient registration. `cli arships A limited Scholarship Fund is available to provide financial assistance for youth participation in recreational activities. Scholarships cover a portion of the fees charged. For additional information, contact Parks and Recreation at 651- 681 -4660. 4 Transfers Eagan Parks and Recreation will make every effort to accommodate your request to transfer to another class; however, that may not always be possible. Wait Lasts Due to facility space and staff limitations, many classes have registration limits. When classes have reached their maximum registration, a wait list will be started. You will remain on the wait list until the class begins. If an opening becomes available due to a cancellation, it will be offered to the first /next person on the wait list until the opening is filled. Every effort will be made to create additional class sections, and you will be contacted if your registration is able to be accommodated. Once the class begins, if we have been unable to accommodate you, we will return the fee(s) paid. Equal Access Policy The City of Eagan is committed to providing equal access to its programs, facilities and employment without regard to race, creed, color, sex, national origin or handicap. Auxiliary aids for persons with disabilities wishing to attend or participate in the City of Eagan recreation programs are available upon request at least 96 hours in advance of the event. If a notice of less than 96 hours is received, the City will make every attempt to provide the aids. However, this may not be possible with short notice. (Discover the Benefits Eagan Parks and Recreation Canceling a Class Registration fees for programs canceled by Parks and Recreation will be fully refunded. No refunds on team activities are possible. If you cancel your lass before the registration deadline, Eagan Parks and Recreation will refund your registration fee, minus a $5 processing fee. If you cancel your class after the registration deadline, and we are able to fill your vacancy from the wait list, Eagan Parks and Recreation will issue a rebate certificate, minus a $5 processing fee. Rebate certificates can be used for future recreation programs. If you cancel your class after the registration deadline, and we are not able to fill your vacancy, Eagan Parks and Recreation will issue a rebate certificate, minus a $5 processing fee and any other class costs incurred on your behalf. Registrations can be submitted on- line by mail, drop box, in person. 3. Attach payment to your registration form. Checks should be made payable to the City of Eagan. If paying by VISA or MasterCard, include all information requested on the registration form. 4. Include a self - addressed stamped envelope if you would like a confirmation of your registration. Letters of confirmation are not sent. 5. Classes are filled on a first -come, first- served basis. Activities with limited space may fill before the registration deadline. 6. To take advantage of this unique registration opportunity you will need: • An ID number and barcode number, issued by Eagan Parks and Recreation. If you have registered for recreation programs in the past, you have already been assigned an ID number and barcode number and can call 651 - 681 -4660 for that information. If you have never registered for recreation programs before, you can call to set up your family's information and obtain your numbers. A valid Visa or MasterCard credit card. When you visit the site, detailed information will be provided so that you can take a tour that will explain how to register. Cascade Bay Cascade Bay Season Pass Come join us for another fun filled summer at Cascade Bay. With your season pass you can once again enjoy our Little Mates Class, and Lap Swimming at no cost. You will also have the opportunity to register for other classes and camps that will be offered throughout the summer. And if that isn't enough, you will also have priority when entering Cascade Bay. For the 2002 summer, we have additional tubes for use in the lazy river and on the lazy river slide. Lounge chairs and a shade structure have been added along the lazy river for your enjoyment. We will also have a bulletin board posting upcoming classes, camps, and events. If you are a returning Cascade Bay season pass holder, you do not need to get a new pass for the 2002 summer season. Simply bring your passes in to have them validated for the 2002 season. If you are a new season pass holder, please bring all family members in for a photo ID. Children 0 -6 years old will be able to discover the sprays and bubblers of Shipwreck Cove and let the sand squish through their toes in Sandpiper Beach. Little Mates will have an opportunity to . explore and play without the distractions of the general , business that is part of a typical day at Cascade Bay. For this program, Cascade Bay will open the gates in the morning to adults and preschoolers. Only Shipwreck Cove and Sandpiper Beach will be open duri: g this time. Each session requires that participants exit the facility before the general public is admitted at 11:0,0 am. Pre - registration is necessary for all participants! Learn introductory skills essential for basic snorkeling water exploration from our experienced water instructors. Sea Creature Cascade Bay Waterpark Lifeguarding This class is for those already certified in Life Guarding 2001 that would like to spend their summer at a water park. Cascade Bay is one of the few pools to offer the course although many pools with slides require the certification. It focuses on rescues and back boarding in catch pools and in winding rivers. . Then become a Red Cross certified lifeguard! Cascade Bay will be offering a lifeguard class in the middle of summer for those who were too young to take it before. After completion of this class, you will have the opportunity to register for our Red Cross Waterpark Lifeguard certification, which is necessary to work at Cascade Bay and other facilities with waterslides and lazy rivers. Lifeguard positions are in high demand every year due to the great pay, the great tan and the great experience. With over 50 lifeguard applications a year, and only a handful of available positions, get a jump on the rest of the applicants by training at Cascade Bay's Red Cross certified Guard Start class. Your 11 -14 year old will learn difficult skills and become familiar with lifesaving techniques that are necessary to become a lifeguard. This is a great opportunity to determine if a life guarding position is right for you, prepare you for a lifeguard certification course, as as well as being recongnized by Cascade Bay Managers. Learn to identify fish and fish habitat. Trace the path of water runoff from your home. Participate in educational sessions. Oh — and don't forget the fishing! The morning begins with check -in from 9:00 am to 10:00 am, followed by educational sessions. Fun information includes learning pop can casting, measuring and weighing fish, fishing techniques and the basics of water ecology. After lunch, the group will head to the lake for fishing and then "hook up" with their parents at 4:00 pm. MinnAqua and instructors will provide fishing rods, reels and tackle. Participants are asked to bring their own bag dun ch. The Parks and Recreation epartment will provide beverage. MinnAqua is a program created by the Department of Natural Resources in 1990. The purpose of the program is to teach the recreation, ecology, conservation and ethics of angling. The ISI Testing Program makes every effort for skaters to earn badges. We will test only those skaters ready to pass, sb as to make it a positive environment for learning. As of now, test day will be at the end of each session. With the transition from one testing program to the other we want to take it a step at a time. Keep in mind that it is not uncommon for a skater to repeat a level before mastering all the skills required. Skates and Skating Attire Staff recommends boots of leather rather than vinyl or molded plastics. Blades should be properly sharpened. Double runners are not accepted. Excellent rental skates are available at the Eagan Civic Arena for a $2.00 charge when used during skating lessons. The farm is located in the southeast corner of Eagan, alongside Holz Lake, at 4665 Manor Drive. Currently, the eight acres owned by the City are used for educational, historical and entertainment activities. In 1996, efforts began to restore the house, barn and outbuildings to reflect the 1940's era. The Friends of the Farm, a non- profit group, was formed to expedite progress with fundraising, restoration, and programming at Holz Farm. That makes up almost 10% of Eagan's total population, and that number is expected to increase over the next several years. , If you are one of the 6,000 plus in this age range and haven't participated in one of the many programs sponsored by the Eagan Parks and Recreation Department, why not give it a try this season? Picnic necessities such as water and electricity are available at each pavilion. Restroom facilities are nearby. The pavilion at Trapp Farm Park features a covered space, yet its openness creates the feeling of being close to the trees and the water of Schwanz Lake. The Thomas Lake pavilion features similar openness and the room to spread out. The feeling of seclusion is surprising in our suburban setting. The Blackhawk Park pavilion overlooks Blackhawk Lake and provides excellent views of the Minnesota River Valley. Open space for picnic games, walking trails, and a large fire ring are features of this facility. The enclosed shelter buildings at Bridle Ridge, Sky Hill, Goat Hill, Quarry and Trapp Farm parks are also available for use by the community. These buildings will accommodate 30 -40 people. Electricity, hot and cold running water and restrooms are features in all facilities. The shelter building at Trapp Farm park also has a fireplace. Parks and Recreation conducts programs in the shelter buildings during various seasons of the year. Private reservations are not accepted during class or general public hours. The pavilion and shelter building rental fee for Eagan residents is $70 per half day and $100 for a full day's use of these facilities. Non - resident individuals and corporations are charged $100 per half day, $140 per full day. Half day reservations are either 10:00 am to 4:00 pm or 5:00 pm to 10:00 pm. Activities which overlap either of the time periods will be considered a full day (10:00 am to 10:00 pm). The serving kitchen at Blackhawk Park carries a $30 use fee for residents, $35 for non - residents. A $150 damage deposit is required. Reservations are subject to state sales tax. Northview, O'Leary and Walnut Hill parks offer sun shelters, sized to 15 -20 picnickers. The Lexington Diffley Athletic Fields feature a new sun shelter, sized to 40 -45 picnickers. A fee of $30 is charged to residents for a sun shelter reservation. The fee is $50. The basic "picnic kit" includes up to three items of your choice, subject to availability. The following items are offered: Volleyball Set, Horseshoes, Bocce ball, Tug of War Rope and Gunnysacks. The rental fee is $7 plus tax, ($10 for non- residents*). Additional items may be selected at a fee of $3 plus tax ($5 for non - residents *) per item. Dozens of hot dogs, hamburgers and bratwurst can be prepared at one time. The chuckwagon requires a 1 -7/8" ball hitch for towing.
