The Eagan Advisory Parks Commission is an eleven member citizen's commission
appointed by the City Council. The commission reviews all residential development proposals
for park dedication requirements, reviews recreational programs and activities and determines
long -range planning objectives for park acquisition and development. The Commission meets
monthly the Monday prior to the second City Council meeting, at 7:00 p.m. in the Council
Chambers. If you have an item that should appear before the Commission, you may contact the
Director of Parks and Recreation to coordinate.

On -line Registrations
On -line registration is back! Thank you for your patience during our testing process. We
invite you to register for the classes noted in the brochure that are available for on -line registration.
Anyone may browse the on -line catalog after November 1 by accessing the City's website at
wwwcityofeagan.com. To take advantage of this unique opportunity you will need an ID number,
issued by Eagan Parks and Recreation, and a valid Visa or MasterCard credit card. If you have
registered for recreation programs in the past you have already been assigned an ID number and can
call 651 -681 -4660 after November 1 for that information.
When you visit the site, more detailed instructions will be provided. Simply click your way

Registration Deadlines
Registration deadlines are established for each
class to help provide a positive experience for
recreation program participants by ensuring
appropriate staffing, supplies and facilities to meet
the registration needs.
We appreciate your understanding when we are
not able to accommodate cancellations, transfers or
registrations aftei the registration deadline.
Confirmations
Letters of confirmation are not sent. You can
assume that you are in the Glass you registered for
unless you receive a call to the contrary. We will call
you only if:
• The class you have requested has reached its
registration limit and you were placed on the
waiting list.
• Your second choice was processed.
• Your registration form is incomplete.
• Your class is being canceled due to insufficient
registration.
Wait Lists
Due to facility space and staff limitations, many
classes have registration limits. When classes have
reached their maximum registration, a wait list will be
started.
You will remain on the wait list until the class
begins. If an opening- becomes available due to a
cancellation, it will be offered to the first person on
the wait list until the opening is filled.
Every effort will be made to create additional
class sections, and you will be contacted if your
registration is able to be accommodated. Once the
class begins, if we have been unable to accommo
date you, we will return the fee(s) paid.
Transfers
Eagan Parks and Recreation will make every
effort to accommodate your request to transfer to
another class; however, that may not always be
possible.
Canceling a Class
Registration fees for programs canceled by Parks
and Recreation will be fully refunded. No refunds on
team activities are possible.
• If you cancel your class after the registration
deadline, and we are not able to fill your vacancy,
Eagan Parks and Recreation will issue a rebate
certificate, minus a $5 processing fee and any other
class costs incurred on your behalf. Rebate
certificates can be used for future recreation
programs.
• If you cancel your class after the class has
begun, there will be no refund.
Equal Access Policy

• If you cancel your class before the registration
deadline, Eagan Parks and Recreation will refund
your registration fee, minus a $5 processing fee.
• If you cancel your class after the registration
deadline, and we are able to fill your vacancy
from the wait list, Eagan Parks and Recreation will
issue a rebate certificate, minus a $5 processing fee.
Rebate certificates can be used for future
recreation programs.
The City of Eagan is committed to providing
equal access to its programs, facilities and employment

BRINGING NEIGHBORS TOGETHER
The Eagan Foundation /Byerly's Scholarship Fund
has limited scholarships available to provide financial
assistance for youth participation in recreational activities
in the city. Scholarships cover a portion of the fees
charged.

Eagan Skating School welcomes all skaters and
parents to the 2001 -02 season. This season Skating
School Director Barb Yackel, will introduce a new and
exciting program of skating fun!
Barb has 31 years of teaching experience, has been
the director of multiple skating schools and brings a
wealth of experience directing, - creating and
choreographing ice shows. She is currently a member
of the Professional Skaters Association, rated as a Senior
Group Instructor and an Associate Member of the Ice
Skating Institute, certified at the Gold Level.
Barb is looking forward to creating an exciting
new skating experience for all participants. Come and

Class Size
Beginner (ages 5 and under) classes will have up to
9 skaters per instructor and one helper.
Pre Alpha, Alpha Beta, Gamma, Delta, Adult and
Starter Hockey classes will accommodate up to 12
skaters per instructor, although every effort is made to
keep class sizes smaller.
Freestyle 1 -10 classes will accommodate up to 6
skaters per instructor (minimum of 2 skaters).
Power /Technique classes will accommodate up to
20 skaters on full ice with two instructors.
ISI Testing Program
The Ice Skating Institute (ISI) is a complete graded
program of lessons with a high standard for correctness.
The ISI Testing Program makes every effort for skaters
to earn badges. We will test only those skaters ready to
pass, so as to make it a positive environment for
learning. As of now, test day will be at the end of each
session. With the transition from one testing program to
the other we want to take it a step at a time. Keep in
mind that it is not uncommon for a skater to repeat a
level before mastering all the skills required.
Practice Ice
ONLY skaters enrolled in the program may use
the practice area. Skaters ages 5 and under may be
accompanied by ONE PARENT during practice. Most
classes have one half hour of practice time included with
their lesson fee. Power /Technique and Freestyle classes
DO NOT have practice time included with the fee.
Skates and Skating Attire
Staff recommends boots of leather rather than
vinyl or molded plastics. Blades should be properly
sharpened. Double runners are not accepted. Excellent
rental skates are available at the Eagan Civic Arena for a
$2.00 charge when used during skating lessons. If you
are in doubt on the best place to purchase skates, please
call 651 - 686 -1101.
Dress skater in layers that are warm, comfortable
and allow freedom of movement while skating. Mittens
or gloves are required for skaters ages 5 and under and
are recommended for all others. HELMETS ARE
REQUIRED FOR SKATERS AGES 5 AND
UNDER. The helmet must cover the back of the head.
Registration
Winter registration begins November 17 and ends
on November 30 for fall sessions skaters only. New
registration begins December 1 - 15. All registrations
are handled on a first come first served basis. We
reserve the right to limit dass size and enrollment. Full
payment must accompany the registration form.
All skaters must be an individual member of the
Ice Skating Institute (IS1). The $7.00 annual fee includes
a quarterly magazine, a membership card, a $5,000
excess accident insurance policy along with the
opportunity to compete, test and perform at local and
national events. The $7.00 annual fee should be added
to your first registration of the 2001 -02 season.
Confirmation of Enrollment
A postcard will be sent with your skaters class and
practice time one week prior to the start of the class. If
the class you requested is full, you will be notified by a
phone call immediately after your registration is
received. The first year with the ISI program will have
many adjustments. Please be patient and understanding
as your skater may be placed differently than what they
originally registered for.
Family Discount
The first two family members (living at the same
address) pay full price; each additional family member
(living at the same address) pays 1/2 price. The discount
applies to only ONE class fee if the additional family
member(s) is taking multiple classes. NO family
discounts are available on ISI individual memberships.
Refunds and Make -up Policy
No refunds are issued after classes begin. Refunds
will be considered on a case by case basis for skaters
ages 3 and under. There are no make up lessons.

ISI Class Descriptions
Please note: If you are new to the program, place
your skater in a lower level than you think, as each skater
ik evaluated the first day of lessons. At Eagan Skating
chool, we feel it is better to move the skater to a higher
level rather than a lower level.
Beginner -- Skaters ages 3 - 6 with little or no skating
experience. Classes will be divided according to age.
Pre Alpha -- Skaters who have progressed from
Beginner or who have mastered the skills of skating on
their own and can do the start of a stop. Older skaters
ages 8 and up who are just beginning to skate.
Alpha -- Skaters who have passed Pre Alpha level or
who have mastered the skill of a one foot glide on each
foot and are beginning to move backwards.
Beta -- Skaters who have passed Alpha level or who
have mastered the skill of forward crossovers in both
directions and can stop.
Gamma -- Skaters who have passed Beta level or have
mastered the skill of backward crossovers in both
directions and can to t- stops.
Delta -- Skaters who have passed Gamma level or have
mastered the skill of forward outside three turns on
each foot and the 7 step mohawk combination.
' dult -- Our adult classes are divided according to
ability and needs. Please specify on your application if
you are a Very Beginner (never skated), Beginner (skate
and stop), Intermediate (forward and backward
crossovers), or Advanced (three turns, mohawks).
Starter Hockey -- This class is designed for the skater
ages 4 - 7 who need to improve basic skating skills to
play the game of hockey. Skaters must be able to skate
forward, glide on one foot and show the beginning of
a snowplow stop. Hockey helmet, shin pads and
elbow pads are required. No sticks or pucks are used.
Freestyle Class -- ISI Freestyle classes will use the entire
ice surface and the ratio of skater to instructor is 5/6 to
1. Skaters will be grouped according to their level and
jumps, spins and footwark for that level will be taught.
Full sheet of ice used for this session.
Power /Technique -- This 30 minute class was
designed to improve strength, endurance, speed and
edge control along with proper body alignment. Skaters
will learn correct turn technique and the importance of
deep knee bend. Skaters must be a ISI Freestyle 1 level
or higher to participate in this class.

The Eagan Parks and Recreation Staff welcomes you and your preschooler to a wide selection of
quality preschool programs. Teachers are experienced instructors who are committed to your preschooler
having a positive experience. Preschoolers participating will benefit by developing their social skills through
play, art projects, stories, songs, games, and outside play. Eagan Parks & Recreation focuses on the social
aspect of children ages 2 -5. Classes begin every 3 months- September, January, March and June.

Me Two Fun for Us
Ages: 2 years old and a parent
Start your child's preschool experience with this
class for a two year old and a parent. You and your
child will work on art projects, play with toys and meet
new friends. A short group time includes finger plays
and a story. This is an ideal class for parents to meet
other parents and for two -year olds to see what school
is about. Now you can say "yes" when your toddler
says, "Me too ?"
Please note: This class is designed for children
who are age 2 by the first class along with a parent or

Rink Rats Hockey
Ages: 4 to 8
Does your child want to be a hockey professional
when he /she grows up? Who will show them the keys
to success? Eagan Parks and Recreation has a terrific
plan to give them the skills they need in a creative, playful
atmosphere. The emphasis will be on skill presentation
and skating basics, with very little attention on games.
Children will also receive a jersey for their participation.
Instruction will be held on the east hockey rink
• Skates and a helmet fitted with a face guard are
required. Other protective gear and pads are
recommended. Many stores sell used equipment
including: Center Ice; Coplin Sports Exchange, Play It
Again Sports, and South Metro Sports.
Rink Rats Note: This program is subject to
weather and ice conditions. Please call the recreation
hotline (651- 681 -4670) one half hour prior to each class
to be sure it will be held. In the event that more than
two evenings are cancelled due to inclement weather/
ice conditions, and are not made up, a pro - rated refund
will be given. One make -up date is scheduled for each

Cross Country Ski Lessons
for Adults
(no need to own your own equipment, we will arrange
rentals)
The air is crisp, the snow goes crunch, and you can
see your breath before your face. The instructor urges
you to practice the herringbone up a gentle slope. The
class laughs at the sit marks in the snow.
Learning how to cross country ski builds confidence
and is great fun! The skills you gain will be there for you
each season. Sunday afternoon ski excursions, weekend
ski trips and a new outlook on winter are benefits you
will find from learning how to cross country ski.
The lessons are designed for beginners. You may
use your own equipment or rent skis, boots and poles.
All class sections are appropriate for those who have
never skied, as well as for those who have made previous
attempts on their own.
Space is limited and pre- registration is required.

Cross Country Skiing in Eagan
Cross country skiers are invited to kick and glide on the flat, herringbone up the
hills, and schuss down the other side of groomed trails in Eagan parks. The beginner,
novice and more experienced skiing enthusiast will be challenged on Eagan's trails.
Northview Park
A beginner trail will loop around the pond, behind the tennis courts and back to the point of departure.
The groomed trail will take advantage of gentle slopes and flat surfaces. The skier will experience warmth
from the shelter of the woods and the brisk air of open space. The park is located on Northview Park Road,
east of Lexington Avenue, '/z mile north of Diffley Road.
Thomas Lake Park
Groomed trails will provide cross country skiers with the opportunity to ski the half -mile Native Prairie
loop, which traverses gentle slopes, flat stretches, and the openness of the prairie.
A second alternative is to ski the scenic, wooded lakeside trail, which is more rugged, yet skiable, even for
the beginner. A circle route is formed by kicking and gliding north along the trail adjacent to Thomas Lake
Road, then heading east on the Highline Trail back to the park.
Ample parking is available in the Thomas Lake Park parking lot, located on the west side of Pilot
Knob Road, 3/4 mile south of Diffley Road.
Patrick Eagan Park
Two miles of trail over variable terrain await the cross country skier. The trail begins with a steep down
slope; after that, the skier will find scenic flats and rolling hills. At several points on the trail you will
experience being "in the woods." This trail provides a good workout!
The park is located west of Lexington Avenue, '/z mile north of Diffley Road. The trail head is readily
accessible from the parking area.
Blackhawk Park
Blackhawk Park offers a family atmosphere for cross country skiing. Groomed trails can be accessed
from the parking lot off Murphy Parkway. The pavilion warming shelter will be open on weekend
afternoons.
Two miles of looped trails meander over variable terrain. You may elect to follow the trail around the east
end of the lake, across the narrow bridge, and short cut directly back to your starting point. Or you may
take the long way back, herringboning up hill towards Riverton Avenue. This trail provides an excellent
workout and some breathtaking views.
Snowmobiles
It is a misdemeanor for any person to operate a snowmobile on City Park or school property except
on designated trails. Because there are no designated trails on the park or school property within Eagan,
they are off limits for snowmobiles. Snowmobiles may be operated on the farthest right hand portion of
a street or public roadway provided they are following the most direct route to or from a residence or
designated trail and do not exceed 15 mph. Sidewalks and boulevards may not be used.

Outdoor ice rinks and the tubing hill will open the winter season on Saturday, December 15, weather permitting.
Strap on your skates and play outside at one of many outdoor ice rinks All sites offer a pleasure rink;

may be closed, and ptograms cancelled, if any of the following weather and ice conditions occur:
• The temperature is —10 degrees or colder (according to the new National Weather Service standards).
• The wind -chill index is —15 degrees or colder (according to the new National Weather Service standards).
• Three or more inches of snow have fallen and the rinks have not been cleared.
• Warm temperatures soften the ice, making the rink unsafe for skaters.
• Warm temperatures melt snow on the tubing hill, making it unsafe for tubes.

building to themselves may reserve the facility, including hot chocolate, tubes, a fire in the fireplace and staff,

Visit Historic Holz Farm
Take a nostalgic walk into the past at Holz Farm, a
1940's era family farm acquired by the City of Eagan in
1995 to preserve the rich farming history of the area.
The farm is located in the southeast corner of Eagan,
alongside Holz Lake, at 4665 Manor Drive. Currently,
the eight acres owned by the City are used for
educational, historical and entertainment activities. In
1996, efforts began to restore the house, barn and
outbuildings to reflect the 1940's era. The Friends of the
Farm, a non -profit group, was formed to expedite
progress with fundraising, restoration and programming at
Holz Farm. See below for membership information.

the first and third Tuesday of each month to celebrate birthdays and play bingo.

times each year. The newsletter, mailed at no charge to Eagan seniors, is filled with program options, fun facts,

Come join other women basketball enthusiasts in
this 'officiated Women's 5 -on -5 league. This league is
offered by South of the River Recreators and a great
way to enjoy an evening workout. Participants must be
19 years or older to compete in this league. League is
limited to eight teams.
Teams must consist of players who live or work in the
SORR communities of Apple Valley, Burnsville, Eagan,
Farmington, Lakeville, Prior Lake, Rosemount and Savage.

Do you enjoy a competitive game of basketball?
Eagan Parks & Recreation offers three officiated Men's
5 -on -5 Basketball leagues. Games are played on Sunday
and Wednesday evenings. The Wednesday league is
separated into an upper and lower league. League space
is limited.

Enjoy the excellent workout and fun competition
of this recreational league. Men's 3 -on -3 is a full- court,
unofficiated league. The league will be held on
Wednesday evenings. You must be 19 years or older to
compete in this league. League is limited to eight teams.

Co- Ed Recreational Volleyball Power Volleyball
Do you enjoy playing volleyball for fun? Eagan
fili arks and Recreation offers co -ed unofficiated,
creational volleyball leagues for adults, ages 19 or
older. This is a great, inexpensive way to get out and
enjoy time with friends or neighbors.
Teams must consist of players who live or work within
Eagan or School District 196.
Do you enjoy summer softball?
Looking for some extra cash? Join the
esteemed group of professional umpires in the
Northern Officials Association. It is a great way to
be involved in slow pitch softball. If you are
interested call Northern Officials Association at
(651) 451 -9615. Softball leagues run from
late April to late September. Hours are evenings
and weekends. Schedules are flexible.
Summer Softball Leagues
Eagan Parks & Recreation invites you to gear up
for some summer softball. There are over 25 adult
softball leagues to choose from, Sunday through Friday
evenings. Organize your team now for the 2002 season.
Registration materials will be available after February 1,
2002. Returning teams have priority registration
beginning in March. New teams register in mid -March
on a first come, first served, space available basis.

Friday evenings are reserved for wild and wacky fun.

Women's Broomball 1011*
Ladies, looking for a winter sport to enjoy? A new and
exciting women's broomball program has been developed.
Eagan Parks and Recreation and Burnsville Recreation and
Enterprises are teaming up for this great opportunity . This
league is open to women ages 19 and older. Thursday evenings
at North River Hills in Burnsville will be the place to be.
Teams must consist of players who live or work in the SORR
communities of Apple Valley, Burnsville, Eagan, Farmington,
Lakeville, Prior Lake, Rosemount and Savage.
Men's Boot Hockey
Slide and shoot while having fun to boot! Teams can
enjoy the great outdoors while exercising. Organize your friends
for this officiated, recreational league on ice. There are 10 gam
planned for this five week season. The top 4 teams will advanc
to play -offs with Burnsville. Play -off dates will be determined
at a later date. You must be 19 years or older to participate in
this league. League is limited to six teams.

Men's 4 -on -4 Hockey
Do you enjoy the fast paced hockey action? Eagan Parks
& Recreation has the league for you. Men's 4-on -4 hockey plays
on Wednesday evenings at Rahn Park. Rules include a goal
board used in place of a goalie and no checking or slap shots are
allowed. Participant's ages 19 or older can compete in this
recreational, unofficiated league. League is limited to six team

Cascade Bay in 2002
Captain C. Seabreeze's Summer Voyage At Cascade Bay
It has been three years since Cascade Bay's discovery, and Captain C. Seabreeze has some fun
surprises ahead for the 2002 season. Come enjoy an expanded shady area along the Lazy River,
more tubes for floating and more lounging on the deck.
Back by popular demand will be a variety of morning activities including water aerobics,
lap swim, and Little Mates. Lap swimming and Little Mates will again be included with your
season pass purchase. If you are not a season pass holder you can still enjoy
Little Mates as well as water aerobics by registering in advance. You can also drop in for
morning lap swim or water aerobics for a nominal .daily fee.
Captain C. Seabreeze's summer will be filled with a variety of week -long morning
water exploration camps and family fun night events.
