The Building Official has also reviewed the information, and spent the better part of yesterday researching as much material as he was able to find on his own (concerning these batteries). He has decided to approve their installation @ the T- Mobile site on 3070 Lunar Lane. We would expect that you will observe the industry best practices when installing this system, since the Code does not address these batteries specifically. I spoke with him this afternoon, and he will get back to me as soon as possible with his input. Also, these proposed batteries and their installation may have to be handled as an "alternate material and method of design" covered in Section 1300.0110 of the Minnesota State Building Code (MSBC). And as such would have to be approved by the City of Eagan's head Building Official. Unfortunately, he is out of the office today and may be out for one or two more days. As you can see, it addresses stationary storage battery systems including lead acid, Ni -Cd, VRLA, and lithium -ion batteries. The code does not specifically address sodium batteries because, we believe, the technology is too new. For that reason, we need a Fiamm engineer, knowledgeable about battery characteristics, to write a letter addressing the issues in the code and explaining how the code might apply to sodium batteries and also list the technical differences in sodium batteries vs. the others. The goal is to help the code official understand the new technology so theyre comfortable issuing a permit for this installation. SWSG will provide signage and room ventilation. Its not an emergency, but we would like to respond the City as soon as we can. Thanks, David Sarver, P.E. Shape: cubical Color metallic Smell: none Using temperature Range: - 20 to + 60 °C STABILITY AND REACTIVITY The battery is stable under standard conditions of use. Severe mechanical or electrical damages of the battery can cause the failure of the battery with the emission of potentially corrosive and/or toxic substances for inhalation, ingestion and contact and could cause the generation of flammable gas and eventually fire without explosion. If the external metallic boxes and cells are damaged, liquid electrolytes will leak out and cause a short circuit between other cells leading to successive battery cell destruction and overheating. Cells are designed so that any severe distortion of the cell case will first break the internal ceramic insulator, causing free metallic sodium within the cell case to react with other constituents forming sodium chloride and aluminum, thus greatly minimizing the possibility of the leakage of any free metallic sodium. TOXICOLOGY The intact battery does not permit any contact between the chemical products and the external environment. Flamm Sonick SA -- Confidential & Proprietary EXPOSURE EFFECT Exposure limit The following applies only to leaking batteries. Stabio, 05/09/11 Harm Sonick SA — Confidential & Proprietary Title: SMC Batteries IFC compliance Revision: 0.01 Issue Date: Dec 23, 2011 Author: A.K. Miraldi Table 608.1 Battery Requirements Sodium - Nickel Batteries Technical Bulletin Scope Illustrate Fiamm's SoNick Sodium Nickel Chloride battery's compliance with IFC 2006 Section 608 General Battery Description Fiamm SoNick Sodium Nickel Chloride battery designed for stationary storage power systems used in the telecom market are described as follows: The 48TLxx battery is a nominal 48 Volt - complete battery system designed for applications in telecommunication market. The battery is assembled with multiple 2.58 OCV Sodium - Nickel cells in a 20 cell series configuration. The 20 cell strings are paralleled to increase capacity (Amp Hour ratings). The battery is provided with internal electric heaters to achieve and maintain the internal working temperature of 275 °C. The thermal insulation of the battery is such that, with an internal temperature of 275 °C, the surface temperature of the enclosure is just a few degrees above the environment. The Sodium - Nickel technology has proven to present relatively low intrinsic risks during normal operation. Additional safety is provided by the integrated Battery Management System (BMS) which issues warning signals when the operating conditions exceed the limits and disconnects the battery if the dangerous condition persists. The following describes the batteries compliance to the requirements in table 608.1 SAFETY CAPS- Safety caps are not required as no secondary reactions occur in this technology. The contents of cells are contained within a hermetically sealed steel case. The cells do not vent gases or other substances during normal operation, and do not contain materials characterized by having high vapor pressures at the temperature ranges associated with such operation. Thermal Runaway Management - Thermal runaway management is not required; cell technology is designed to fail safely in over - charge, over - discharge, over - temperature conditions. Cell failure mode is a low resistance short, cascading failures are difficult to sustain. Redundant Battery management system constantly monitors operating conditions and issues warning signals when the operating conditions exceed the limits and disconnects the battery if the dangerous condition persists. Further protection is provided by an internal fusible link to protect the module from internal or external ground faults. Spill Control - Spill Control is not required with this technology. The contents of the cells are contained within a hermetically sealed steel case. Enclosure within the case makes exposure to liquid compounds unlikely during normal operation. The cells do not vent gases or other substances during normal operation, and do not contain materials characterized by having high vapor pressures at the temperature ranges associated with such operation. The cells are housed within a temperature - controlled, double - walled, sealed, insulated battery case. This battery case or enclosure is intended to both protect the outside environment from the effects of mishaps within, and to protect internal battery components from hazards outside. Breached cells are very unlikely to release sodium, since any trauma capable of breaching the cell will almost certainly simultaneously fracture the relatively fragile ceramic electrolyte, binding all available sodium into sodium chloride. Neutralization - Neutralization is not required (see Spill Control) Ventilation - Ventilation is not required as no secondary reactions occur in this technology. The contents of cells are contained within a hermetically sealed steel case. The cells do not vent gases or other substances during normal operation, and do not contain materials characterized by having high vapor pressures at the temperature ranges associated with such operation. Signage - Signage will be required per 608.7 Seismic Protection - Seismic protection will be required per 608.8 Smoke Detection - Smoke Detection will be required per 608.9 Hi Roy: I have attached the 2006 IFC (International Fire Code) section 608. FYI...we are also using a power/NEBS /consultant to determine what specs apply to sodium technology - that may also help to satisfy some of these requirements. Is this an emergency? Because we may not be able to address for a couple of days due to the holiday.... Let me know. Thanks! See Below. From email dated 12 -22 -11 from Craig Novaczik: 3 This is a change from what was submitted to us on August 15th. The information I received from you then states that you were going to use Unigy 11 VRLA batteries, manufactured by East Penn Manufacturing. If you are now proposing to use Fiamm Sonic Batteries, You will have to demonstrate how this particular bank of stationary storage batteries complies with Section 608 of the 2006 IFC.
