AIRPORT RELATIONS COMMISSION MEETING
FEBRUARY 10, 2004
A regular meeting of the Eagan Airport Relations Commission was held on Tuesday, February 10,
2004, at 7:00 p.m. Those present were Bruno DiNella, Steven Grooms, Clint Hooppaw, Nathan Krahn,
Steve Nierengarten, Mike Schlax, Lance Staricha, Jerry Thompson and Charles Thorkildson. Also present
was Dianne Lord, Assistant to the City Administrator.
AGENDA
Upon motion by DiNella; seconded by Thorkildson, the agenda was approved as presented. Aye: 9

MINUTES
Thompson made a motion to approve the minutes of the January 13, 2004 regular meeting of the
Airport Relations Commission; Grooms seconded the motion. Aye: 9 Nay: 0
VISITORS TO BE HEARD
There were no visitors to be heard.
ARC COMMUNICATION PLAN
Chair Staricha opened the discussion. Hooppaw gave a brief update on the newsletter articles
reinforcing the need to repeat information to the public. Lord stated the March/April edition of the Eagan
Newsletter will encourage interested residents to join a mailing list for the MSP Noise News. Staricha
updated the Commission on his work on the two volumes of the ARC Notebook; Volume I — 1960 -2000
and Volume II — 2000 to present. He distributed a hard copy of the Table of Contents for the notebook.
The Commission further discussed contents and future access of the ARC Notebook.
The Cable Television subcommittee was updated by Commissioner Krahn, suggesting the use of
text messaging or a continuous running character screen to include pertinent information; i.e., number of
months until new runway is operational. Nierengarten discussed the cable programming of Your Town
News and Access to Democracy and the inclusion of information regarding the Eagan/Mendota Heights
Corridor, the new runway and the affects on residents and the community. Schlax suggested using existing
tapes of previous ARC meetings; i.e., the presentation by Chad Legve and Cindy Green at the September 9,
2003 ARC meeting.
EAGAN / MENDOTA HEIGHTS CORRIDOR ANALYSIS
Staricha introduced the item. He stated that after reviewing the December 2003 Eagan /Mendota
Heights Departure Corridor Analysis Report, deviations are consistent from month to month and he wants
to further discuss with MAC and the FAA the deviations shown on the report, the capacity and use of the
corridor, and ask if procedures have changed. He further stated, if procedures have changed, an
Environmental Impact Study would need to have been performed.

Staricha made a motion to draft a letter to the Metropolitan Airports Commission and the FAA
regarding continuous corridor deviations which may be caused by procedural changes and use of the
corridor. Schlax second the motion.
The Commission discussed the 10 percent deviation and whether the deviations of the corridor will
be reduced once the new runway is operational. The Commission further discussed MAC's data base,
remote monitoring towers, site location of towers, noise events and corridor compliance.
Chair Staricha withdrew his motion. The Commission asked staff to contact MAC to inquire about
any procedural changes off of the Corridor.
TWO - YEAR ARC COMMUNICATIONS PLAN
Staricha introduced the item. The Commission discussed the draft Airport Relations Commission
2 -year Communications Plan which was requested by the Eagan City Council. There was further
discussion regarding additions to be included in the draft plan. Suggestions were made to include what the
purpose of the Commission is and why they exist, who the Commission communicates with, where the
ARC Notebook can be located for reference, and invite interested residents to monthly meetings and
include time and dates of televised meetings.
Lord stated she will prepare a second draft of the Communications Plan and provide the revised
Plan to the Commissioners at the March ARC meeting. She further stated that once the plan is complete,
she will ask the City Council for feedback.
ARC MEETING TIME
Schlax opened the discussion suggesting the 8:30 p.m. ending time of the ARC meetings be omitted
to eliminate rushing through the last items on the agenda.
Schlax made a motion to eliminate the 8:30 p.m. ending time of the meeting and moved to have an
unlimited amount of time per meeting with no set ending.
The Commission discussed several meeting time options: 1.) an unlimited amount of time per
meeting, 2.) moving the ending time to 9:00 p.m., and 3.) leaving the 8:30 p.m. time frame as previously set
by the Commission, but extending the meeting by a motion to complete agenda items as needed.
The Commission voiced their consensus to leave the 8:30 p.m. ending time in place, and extend the
meetings on a case by case basis when necessary. Schlax withdrew his motion.
NOISE OVERSIGHT COMMITTEE
Staricha made a motion to extend the meeting as needed; Thorkildson seconded the motion. Aye:
9, Nay: 0
Lord introduced the item stating the last meeting of the Noise Oversight Committee was held on
January 15, 2004. She stated the minutes from the January 15, 2004 meeting have not been completed, but
will be included in the March packet. Lord further stated that the noise contours will be reviewed at the
next meeting. Hooppaw suggested including public input meeting dates and times in the newsletter and on

our web site. The Commission discussed the MSP Noise Oversight Committee Public Input Form and
further discussed the process and procedures for getting an item to appear on their agenda.
MAC MEETING UPDATE
Lord introduced the item. She discussed a new tool that can be found on MAC's web site at
www.macnoise.com that is used as an indicator of where a resident's home is located in relation to the
noise contours.
Lord stated that an public open house will be held on February 19, 2004 at MAC's general offices,
at which time residents can review the contours and discuss how the contours were formulated. Lord
further stated that the contours include 547 homes in Eagan that are located in the 60 -64 DNL.
2005 N.O.I.S.E. CONFERENCE
Lord stated that at the National Organization to Ensure a Sound - controlled Environment
Conference this past summer, City Councilmembers Fields and Carlson inquired about hosting a N.O.I.S.E.
Conference. Lord further stated the City of Eagan has been contacted by N.O.I.S.E. staff in regards to
hosting the 2005 conference. Lord stated correspondence has been sent from the City of Eagan and we are
waiting to confirm Eagan as being the 2005 hosts.
CORRESPONDENCE / CITY OF BLOOMINGTON
Lord introduced the item. Director of Community Development Hohenstein was present and
discussed the Part 150 Program, noise abatement procedures, and developments located in close proximity
to the airport. Hohenstein gave an update on new development techniques and policies, including updates
on the 129 senior housing units in the Keystone Development, and the 230 units of condominiums and row -
homes in U.S. Homes development in Cedar Grove.
ORFIELD LAB TOUR
Lord introduced the item and stated that Commissioners DiNella, Nierengarten and she attended a
workshop and tour at Orfield Laboratories, Inc. , at which the City of Richfield discussed the possibility of
using Orfield's services to establish baseline measurements for low frequency noise within the City of
Richfield. Nierengarten and DiNella briefly summarized the workshop and commented that Richfield is
enlisting other communities to be a part of the baseline measurement study for low frequency noise (LFN).
MSP JOINT AIRPOT ZONING BOARD (JAZB)
Lord stated that Commissioner Schlax attended the JAZB meeting on January 22, 2004. She
briefly summarized MnDOT's comments regarding the draft airport zoning ordinance.
ROUNDTABLE
Staricha asked to have the new noise contours appear on the March ARC agenda for discussion.
