AIRPORT RELATIONS COMMISSION MEETING
JUNE 10, 2003
A regular meeting of the Eagan Airport Relations Commission was held on Tuesday, June
10, 2003, at 7:00 p.m. Those present were Steven Grooms, Clint Hooppaw, Stephen Nierengarten,
Mike Schlax, Lance Staricha, and Charles Thorkildson. Absent were Michael Cook, Bruno DiNella,
Nathan Krahn and Jerry Thompson. Also present were Dianne Lord, Assistant to the City
Administrator, Pam Dudziak, Planner, and Mary Swenson, Recording Secretary.
AGENDA
Upon motion by Schlax, seconded by Thorkildson, the agenda was approved as presented.
All members voted in favor.
MINUTES
Thorkildson made a motion to approve the minutes of the May 13, 2003 meeting; Hooppaw
seconded the motion. All members voted in favor.
VISITORS TO BE HEARD
There were no visitors to be heard.
ARC COMMUNICATION PLAN
Lord stated the information provided by the Commission had been given to Director of
Communication Garrison and was being included in the City of Eagan newsletter which should be
arriving at resident's households this week.
Staricha discussed the ARC notebook he was preparing and gave examples of appropriate
items that will be included in the notebook; such as recent letters from the Mayor to the Metropolitan
Airports Commission, cable television viewership and safety data from the Joint Airport Zoning
Board. Schlax noted the MAC has an excellent safety record, one of the best in the country. Staricha
stated he will be making progress on the Notebook and will bring a draft of the Notebook to the June
ARC meeting for review by the Commission.
Nierengarten gave a brief update on the cable television initiative of the ARC
Communication Plan. He noted that Chair Staricha had been on the City of Eagan cable station and
spoke on airport issues. Nierengarten spoke with Raquel Strand, Television Production Specialist for
the City of Eagan, and stated he inquired on specific information regarding the cable show "Your
Town News ". He further commented on statistics of viewers relative to channel 16.
EAGAN/MENDOTA HEIGHTS CORRIDOR ANALYSIS
Staricha commented on the April 2003 Eagan /Mendota Heights Departure Corridor Analysis
report and stated, from the report, approximately 12 percent of operations were outside the corridor.
The Commission discussed the report and possibility of contacting the noise attorney regarding
potential legal action against MAC. There was further discussion on the Part 150 document, land use

planning and whether MAC has standards for percentages of overflights and which types of aircraft
are venturing out of the corridor.
Staricha made a motion for staff to research specific detailed information for the continuing
non - compliance of the Eagan /Mendota Heights Corridor. Thorkildson seconded the motion. All
members voted in favor.
RESOLUTION RE: EAGAN'S REPRESENTATION ON THE
METROPOLITAN AIRPORTS COMMISSION
Staricha discussed Eagan's representation on the MAC and a resolution he prepared
regarding this and stated representation should be more focused on northeastern Dakota County
which is closer to the airport than the numerous communities District H represents.
Lord gave a brief overview of Eagan being divided into two districts for representation on the
Met Council and further stated that one district ended up with a small portion of Eagan's population,
which resulted in no additional MAC representation. Lord was asked by the Commission to secure a
copy of what had been previously before the legislature.
STAFF REPORT
Correspondence to MAC re: Sound Insulation Program
Lord stated, at the request of the Commission, a letter was sent from the Mayor to the
Metropolitan Airports Commission on May 14, 2003 asking MAC to continue with the 1996
commitment of the Sound Insulation Program.
Correspondence to MAC re: The Part 150 Forecast Update
Lord stated, per the request of the ARC Commission, the City Council directed
correspondence to MAC on May 21, 2003 recommending that MAC utilize the operations data
provided by the FAA Terminal Area Forecasts (TAF) for consideration of the methodology used in
the Part 150 Forecast Update.
Noise Oversight Committee Meeting
Lord stated the first official Noise Oversight Committee (NOC) meeting is scheduled for
Thursday, June 26, 2003 at 1 p.m. and City Councilmember Fields and herself will be in
attendance and will update the Commission at the July 8 ARC meeting.
MAC Public Input Meeting
Staricha gave a brief background on the quarterly meetings MAC holds for public input and
briefly discussed the public input responses from the meeting on April 22, 2003.
Staricha made a motion for staff to obtain information on reoccurring flights; Thorkildson
seconded the motion. All members voted in favor.
Staricha discussed the issue of fuel dumping and asked staff to follow -up with MAC to find
out if this happens, how often and who regulates the dumping.

MSP Joint Airport Zoning Board
Dudziak stated that at the June 5, 2003 Joint Airport Zoning Board meeting, the Board voted
to send the draft document to the MnDOT Commissioner and each member of the Joint Airport
Zoning Board. She further stated that Eagan was the only community opposing changes to the
ordinance and will go on record as opposing.
MSP Noise News
Lord stated, per the Commission's request, all ARC Commissioners have been added to the
MSP Noise News distribution list.
Press Releases/Newspaper Articles
Lord briefly discussed the news articles included in the ARC packet.
Future Agenda /Other Business
The Commission suggested Lord's Power Point presentation and narrative from the Realtors
Forum be included in the July ARC packet and also the ARC Notebook.
ADJOURNMENT
Upon motion by Schlax, seconded by Nierengarten, the Commission members adjourned the
meeting at 8:05 p.m.
