AIRPORT RELATIONS COMMISSION MEETING
MAY 13, 2003
A regular meeting of the Eagan Airport Relations Commission was held on Tuesday, May
13, 2003, at 7:00 p.m. Those present were Michael Cook, Bruno DiNella, Clint Hooppaw, Nathan
Krahn, Stephen Nierengarten, Mike Schlax, Lance Staricha, Jerry Thompson and Charles
Thorkildson. Absent was Steven Grooms. Also present was Dianne Lord, Assistant to the City
Administrator, Pam Dudziak, Planner and Mary Swenson, Recording Secretary.
AGENDA
Upon motion by Thompson, seconded by Thorkildson, the agenda was approved as
presented. All members voted in favor.
MINUTES
Thompson made a motion to approve the minutes of the April 8, 2003 meeting; DiNella
seconded the motion. All members voted in favor.
VISITORS TO BE HEARD
There were no visitors to be heard.
ARC COMMUNICATION PLAN
Chair Staricha gave a brief background on the Communication Plan, and further stated that
on April 28, 2003 a workshop was held and 3 subcommittees were formed. Subcommittee (A.)
Newsletter articles /sidebar facts — Commission members DiNella, Thorkildson and Hoopaw; (B.)
ARC "Notebook" — Commission members Staricha, Schlax and Thompson; and (C.) Cable
Television — Commission member Nierengarten.
DiNella, from subcommittee A., stated his responsibilities were directed toward complaint
issues and stated the hours from 6:00 a.m. to 7:00 p.m. are heaviest for aircraft noise. He further
stated he obtained information from MAC's web site and that 15.7 percent of complaints are from the
City of Eagan. DiNella noted that Minneapolis has the highest number of complaints, followed by
Mendota Heights, and then Eagan.
Hooppaw discussed topics to be included in the newsletter. Thorkildson stated there have
been 84 homes in Eagan that have been insulated and he further stated there were 40,552 aircraft
operations over the City of Eagan in March.
Staricha, being from subcommittee B., continues to put together information to be included in
the Notebook and gave a brief background on information that he will be including. Thompson
suggested including a piece on the aircraft safety. Schlax stated he could put together facts for the
Notebook using actuarial tables from the Zoning Board.
From subcommittee C. — Nierengarten stated he was waiting to hear back from an individual
before reporting back to the Commission. Nierengarten suggested broadcasting on cable the same

topics the ARC would be including in the City's newsletter. He further explained using a weekly
cable television news program called "Your Town News "; the Commission could broadcast airport
news /tidbits to the public following the same topics /articles the ARC submits to Tom Garrison,
Director of Communication for the City of Eagan.
The Commission directed Assistant to the City Administrator Lord obtain information as to
the percentage of Eagan residents who tune into the Eagan Cable Television station. Krahn
volunteered to help Nierengarten with the cable TV initiative.
The Commission asked that this item be placed on the agenda for the June 10, 2003 meeting.
ARC GOALS
Staricha stated the ARC goals are included in the packet on pages 9 and 10 and will be
included in the ARC Notebook. The Commission noted that the goals do not need to be included in
the next packet.
EAGAN/MENDOTA HEIGHTS CORRIDOR COMPLIANCE
Cook, who had volunteered to provide the Commission with an update on the MSP
Eagan /Mendota Heights Corridor Compliance, stated that March is the most recent Corridor Analysis
report. Cooked suggested waiting until the April report is available since a letter was recently sent
regarding this issue and to continue this item to the June 10 ARC meeting.
REVIEW MSP OPERATIONS FORECAST METHODOLOGIES
Lord gave background on the Part 150 Forecast Update and stated the forecast is important
because the Part 150 Program is based upon the projected operations of 2005. Planner Dudziak
attended a meeting on May 7, 2003 by the MAC Planning and Environment Committee which
presented potential methodologies to be used in preparing the MSP Operations Forecast. She stated
this forecast will be used to provide the projected number of operations at the MSP Airport for year
2003 -2007 and, based on these forecasts, contours will be determined. Dudziak further spoke on
growth rates and percentages.
The next public meeting of MAC will be on May 22, 2003 at the Double Tree Grand Hotel
from 4:00 -8:00 p.m. HTNB Consulting is looking for a recommendation from the Planning and
Environment Committee in June.
There was further discussion by Commission members on data from ANOMS and FAA
Terminal Area Forecasts (TAF). Commission members discussed the accuracy of the data used to
determine the forecast, which data has been used historically, growth rates, projected number of
operations and noise events. Members also discussed the difference between projections and what
impact these projections would have once compounded over several years.
Thompson made a motion recommending a letter be sent to the Metropolitan Airports
Commission (MAC) suggesting that the MAC utilize the operations data provided by the FAA
Terminal Area Forecasts when considering the methodology to be used in the Part 150 Forecast
Update; Schlax seconded. Aye: 8 Nay: 1 (Cook opposed)

REQUEST FROM THE CITY OF MINNEAPOLIS RE: A RESOLUTION SUPPORTING
THE COMPLETION OF THE 1996 SOUND INSULATION PROGRAM
Cook commented on the Resolution supporting the completion of the 1996 Sound Insulation
Program from the City of Minneapolis and also discussed an article from the Minneapolis Star
Tribune regarding MAC's insulating of homes in the south Minneapolis area.
Staricha made a motion recommending the City Council send a letter of support of the
continuation of the 1996 Sound Insulation Program to the 65 DNL boundary; Nierengarten seconded
the motion. Aye: 8 Nay: 1 (Cook opposed)
The Commission continued the discussion of homes that have not been insulated as
previously promised as part of the Part 150 Program.
Schlax made a motion to continue the ARC meeting until 9:00 p.m. if needed; DiNella
seconded the motion. All members voted in favor.
UPDATE: CITY OF EAGAN'S REQUEST TO TELEVISE MAC MEETINGS
Lord stated that MAC has contacted Mark Hotchkiss, Programming Manager for
Burnsville /Eagan Community Television, regarding equipment used to televise Burnsville's and
Eagan's public meetings.
MSP NOC RECOMMENDATION
Lord stated the first MSP Noise Oversight Committee (NOC) meeting will be held June 25,
26 or 27.
MAC MEETING UPDATES
Lord stated the most noteworthy action taken at MAC's April 21 meeting was to delay voting
of the Sound Insulation Program until its meeting on Monday, May 19 to give an opportunity to the
public for comment.
MAC PUBLIC INPUT MEETING
DiNella gave a brief update of the April 22, 2003 MAC public meeting. He stated the room
was very crowded and the participants were somewhat hostile. Thorkildson stated he wondered why
MAC has put residents on hold whose homes are in the contour and whose homes will continue to be
in the contour even after the contours are updated.
MSP JOINT AIRPORT ZONING BOARD
Planner Dudziak and Commissioner Schlax attended the most recent Joint Airport Zoning
Board, but having no quorum, no official action was taken. Dudziak stated there was further
discussion regarding findings of fact and conclusions that are being drafted to be sent to the
Department of Transportation with regard to the new Airport Zoning Ordinance. She further stated
there was additional discussion on non - conforming trees, height limitations and the actual application
of the ordinance, implementation and applying for variances.

COMMISSION DISCUSSION
DiNella asked if the Noise Attorney has done any recent work for the City. Lord responded
that the attorney has not done anything since the environmental review process for Runway 17/35.
Lord announced Wednesday, May 14, is the Commission Bus Tour which will begin at the
Community Center at 5:45 p.m. Lord also announced May 21, 2003 is the Community Services
Open House and this event is free and open to the public /residents.
A Commission member asked that the names and addresses of the new Commission
members be added to MAC's distribution list so they can receive the MSP Noise Newsletter.
ADJOURNMENT
Upon motion by Schlax, seconded by DiNella, the Commission members adjourned the
meeting at 8:45 p.m.
