AIRPORT RELATIONS COMMISSION MEETING
JANUARY 14, 2003
A regular meeting of the Eagan Airport Relations Commission was held on Tuesday, December
10, 2002, at 7:00 p.m. Those present were Bruno DiNella, Eric Drenckhahn, Mike Schlax, Lance
Staricha, Jerry Thompson and Charles Thorkildson. Absent were Michael Cook, Joe Kinard and Eric
Pehle.
Also present were Jamie Verbrugge, Assistant City Administrator and Mary Swenson, Recording
Secretary.
AGENDA
Upon motion by Schlax, seconded by Thompson, the agenda was approved as presented. All
members voted in favor.
MINUTES
Thorkildson made a motion to approve the minutes of the December 10, 2002 ARC meeting;
Drenckhahn seconded the motion. All members voted in favor.
VISITORS TO BE HEARD
There were no visitors to be heard.
COMMUNICATIONS PLAN
Verbrugge distributed a draft communications planning matrix and document to the Commission
outlining a draft Communications Plan for 2003. Topics within the document contain; 1.) Background
Statement, 2.) Audiences, 3.) Challenges /Opportunities, and 4.) Desired Outcomes. Verbrugge stated
the bottom line goal for the "Desired Outcomes" is to have an informed and educated constituency
through an increase in two -way communication, better use of the web site, monthly newsletters and a
larger communication committee within the ARC.
The Commission discussed further steps the ARC could take to reach their goals. Some of the
steps include bringing in the new City Council to view what the ARC has accomplished, possible
interview with Governor Tim Pawlenty, invite state legislators to an Airports Relations Commission
meeting for discussion, establish a place on the City's web site for questions and answers regarding
airport issues, invite Northwest Airlines and MAC separately to an ARC Commission meeting.
DiNella made a motion to accept the draft Communications Plan as presented by Assistant City
Administrator Verbrugge. Thompson seconded the motion. All members voted in favor.
Verbrugge stated he will draft a calendar showing future monthly agenda meeting topics.

METROPOLITAN AIRPORTS COMMISSION UPDATE
Verbrugge stated Governor Pawlenty has appointed Vicky Grunseth as the new Chair of the
Metropolitan Airports Commission. He further stated Ms. Grunseth has replaced Charles Nichols and
will immediately take over the Chair responsibilities.
The Commission members discussed Eagan having representation on the MAC. There was
further discussion by members to send a letter to the Governor on behalf of the City Council asking for
representation by Eagan at the MAC. Verbrugge stated he would research the process on how
nominations to the MAC are made and e-mail Commissioners with information.
2003 WORK PLAN
Verbrugge stated the City Council is interviewing candidates for the Advisory Commission
today, January 14, 2003, and appointments to the Commissions will be voted on at the January 21, 2003
City Council meeting. Newly appointed Airport Relations Commissioners will attend their first meeting
on February 11, 2003.
Verbrugge stated the goal setting process will be discussed at the February Commission meeting
and at that time the newly appointed Commissioners will be in place.
OTHER
Commissioner Schlax distributed an Eagan Airport Relations Commission Telephone and
Address Directory including frequently used phone numbers and contacts for state, county and airport
issues. He also distributed an article in response to increasingly stringent noise regulations entitled "The
Quiet Climb System" developed by Boeing.
Verbrugge distributed a Public Agency and Private Industry Partnership Proposal from Steve
Anderson of the Metropolitan Airports Commission for discussion at the February Commission
meeting.
Verbrugge stated at the January 21, 2003 City Council meeting, under Organizational Business,
the City Council will vote on appointments.
ADJOURNMENT
Upon motion by DiNella, seconded by Drenckhahn, the Commission members adjourned the
meeting at 8:25 p.m.
