12/10/2002 - Airport Relations Commission MINUTES OF THE EAGAN AIRPORT RELATIONS COMMISSION MEETING DECEMBER 10, 2002 A regular meeting of the Eagan Airport Relations Commission was held on Tuesday, December 10, 2002, at 7:00 p.m. Those present were Michael Cook, Eric Drenckhahn, Joe Kinard, Eric Pehle, Mike Schlax, Lance Staricha, Jerry Thompson and Charles Thorkildson. Absent was Bruno DiNella. Also present were Jamie Verbrugge, Assistant City Administrator and Mary Swenson, Recording Secretary. AGENDA Upon motion by Thompson, seconded by Drenckhahn, the agenda was approved as presented. All members voted in favor. MINUTES Schlax made a motion to approve the minutes of the October 8, 2002 ARC meeting; Thorkildson seconded the motion. All members voted in favor. VISITORS TO BE HEARD There were no visitors to be heard. DRAFT EA RUNWAY 17 Staricha gave a brief background regarding the draft Environmental Assessment of Runway 17. Verbrugge summarized comments in the draft letter to be sent by the City of Eagan to Melissa Scovronski at the MAC Environment Department on the draft EA for the implementation of departure procedures off Runway 17 at MSP. He stated the deadline for submitting comments is December 17, 2002 and, further, stated the comments were approved by the City Council at the December 2, 2002 City Council meeting. Verbrugge also stated that additional information regarding Runway 17 can be found at www.macaysat.org. There was discussion among Commission members regarding the proposed letter /comments to be mailed to Melissa Scovronski at the MAC Environment Department. Further issues discussed were the elimination of Flight Track A, which would result in the redistribution of noise over the Eagan community, land use planning by the City, airport delay figures for the country, over - scheduling figures of departures and arrivals per hour, slot allocations, congestion pricing and the quality of education within the noise environment. Verbrugge further encouraged Commission members to also submit comments to the MAC Environment Department prior to the deadline. The ARC Commission remarked highly on the draft letter and stated they would like the letter when complete to be sent to Governor -elect Pawlenty, the Star Tribune Newspaper and the Communications Committee. Airport Relations Commission Minutes December 10, 2002/2 COMMISSION VACANCIES Verbrugge stated the following Commissioners' terms are expiring: Eric Drenckhahn, Joe Kinard, Eric Pehle and also an empty alternate position. Verbrugge stated Advisory Commission application/background information forms are enclosed in the packet. He further stated the deadline for applications is December 27, 2002; interviews will be scheduled for January 14, 2003 and Commission appointments will be made January 21, 2003. STAFF / COMMISSIONERS REPORT Verbrugge stated that MSP is cutting costs. He stated that MAC non -union employees have a 2- year salary freeze; climate control adjustment at the main terminal by 5 degrees; and the closing of the Hubert Humphrey Terminal. Verbrugge further stated that Communications Director Garrison's first priority will be completing the communication plan for the City prior to working on the ARC's communication plan. Commission members agreed to have this item put on the January agenda for further discussion. Schlax handed out a copy of the MSP Air Cargo Guide to ARC Commission members.
