AIRPORT RELATIONS COMMISSION MEETING
AUGUST 13, 2002
A regular meeting of the Eagan Airport Relations Commission was held on Tuesday, August 13,
2002, at 7:00 p.m. Those present were Michael Cook, Eric Drenckhahn, Eric Pehle, Mike Schlax,
Lance Staricha, Jerry Thompson, and Charles Thorkildson. Absent were Bruno DiNella and Joe Kinard.
Also present were Jamie Verbrugge, Assistant City Administrator and Mary Swenson, Recording
Secretary.
AGENDA
Upon motion by Thompson, seconded by Schlax, the agenda was approved as amended; with an
addition under VI. Staff Report — September ARC Meeting. All members voted in favor.
MINUTES
Schlax made a motion to approve the minutes of the July 9, 2002 meeting; Thorkildson
seconded the motion. All members voted in favor.
VISITORS TO BE HEARD
There were no visitors to be heard.
MSP JOINT AIRPORT ZONING BOARD
Verbrugge gave a brief background and history on the MSP Joint Airport Zoning Board
discussing the potential liability and exposure to the City. He further stated the City Council at the June
18, 2002 Council meeting, directed the City of Eagan to take no action until issues of indemnification
and liability were adequately resolved by the Metropolitan Airports Commission.
FOREIGN TRADE ZONES
Verbrugge gave a brief background on foreign trade zones and stated that he discussed foreign
trade zones with Steve Anderson, who jointly serves the Metropolitan Airports Commission and the
Foreign Trade Zones. Verbrugge stated the annual membership fee is $15,000 and is beneficial to the
economic development of a city and could also be used to entice potential businesses.
Verbrugge stated Ron Have, from Freightmasters, Inc., and Mr. Anderson will be guest speakers
at the Eagan Economic Development Commission meeting in September.
SEPTEMBER ARC MEETING
Schlax made a motion to have a joint Airport Relations Commission and Economic
Development Commission meeting at 4:00 p.m. on September 16, 2002 with the approval of the EDC;
Thompson seconded the motion. All members voted in favor.

NOISE OVERSIGHT COMMITTEE
Verbrugge gave background on the dissolution of MASAC and an overview of the Noise
Oversight Committee, which became a work product of the Blue Ribbon Panel. Verbrugge stated there
are 12 representatives on the newly formed Committee and their main focus is on technical issues. He
also stated they have recognized the importance of a sounding board and the group will meet every
two months, if there is a need, but not less than quarterly. Verbrugge stated MAC will have a quarterly
evening meeting for public comment.
COMMUNICATIONS UPDATE
Verbrugge stated that he would be meeting in mid - August with Communications Director
Garrison and also with the Communications Subcommittee to draft a mini - communications plan for
Commission review at the September ARC meeting.
SUBCOMMITTEE REPORTS
Commissioner Thompson reported on the Communications Subcommittee and handed out
material explaining ways to educate and communicate with residents. He further discussed health issues
related to noise which he received from the Mayo Clinic website. Thompson and Commission members
also discussed themes for the communications plan, field trips, guest speakers, presentations to local
organizations and envelope stuffers for the business community and residents. There was further
discussion on goals, projections, structure and mission statements. Commission members briefly listed
the names of potential guest speakers and further discussed a possible tour of the airport for the October
ARC meeting.
Verbrugge stated the MAC website is www.macaysat.org and discussed information available
on MAC's website.
ADJOURNMENT
Upon motion by Drenckhahn, seconded by Thompson, the Commission members adjourned the
meeting at 8:30 p.m.
