AIRPORT RELATIONS COMMISSION MEETING
JULY 10, 2001
A regular meeting of the Eagan Airport Relations Commission was held on Tuesday, July 10,
2001, at 7:00 p.m. Those present were Ted Gladhill, Mike Schlax, Steve Soderling, Lance Staricha,
Charles Thorkildson, Michael Weller and Bruno DiNella. Absent were Eric Drenckhahn and Joe
Kinard. Also present were Jamie Verbrugge, Assistant City Administrator and Mary Swenson,
Recording Secretary.
AGENDA
Upon motion by Thorkildson, seconded by Schlax, the agenda was approved as presented.
All members voted in favor.
MINUTES
Gladhill made a motion to approve the minutes of the June 12, 2001; Schlax seconded the
motion. All members voted in favor.
VISITORS TO BE HEARD
Tom Monahan, 2840 Highview Terrace, was present and commented on an article that
recently appeared in the Sun Current newspaper regarding the City Council's action on the 60 -64
DNL. He commented and questioned the various options the ARC reviewed, giving input and
opinion on the Part 150 Program.
Gladhill explained to Mr. Monahan the discussions that transpired during the June ARC
meeting, stating the discussion on the ARC's recommendation was more intense than the minutes
reflected. There was further discussion regarding the recommendation by the ARC and City Council
and comparison of the old Part 150 Program and the Part 150 Update. Verbrugge commented on the
dollar figures mentioned in the Sun Current article and gave an explanation on how these figures are
arrived at.
PART 150 UPDATE
Verbrugge gave a brief overview of the Planning and Environment Committee meeting
stating no action was taken, but the Committee is considering the "Air Conditioning with Acoustic
Testing and Mitigation Necessary to Achieve 45 DNL Interior Standard" option. Verbrugge further
stated the Planning and Environment Committee has one additional meeting scheduled for
Wednesday, July 25, 2001 to further ask questions or give additional input. He also stated the
recommendation will be made the 3` Monday in August at the P &E meeting.
NOISE ATTORNEY
Verbrugge stated, as one of the goals of the ARC and City Council, he has made several
telephone calls pursuing information on legal counsel. He stated there were three areas of interest to

the City Council and Commission; 1.) new runway and flight tracks, 2.) Part 150 Update, and 3.)
Runway Contracts. Verbrugge stated he found aviation law to be a very specialized area of practice.
Verbrugge also stated his research located two attorneys, but would consider local counsel as well
and will have additional information at the August meeting.
STAFF REPORT
Legislative Update — Verbrugge stated no progress was made during the legislative session
on airport issues.
Communications Program Update — Verbrugge stated he will be putting together pieces for
the Airport Relations Communications Program by the end of the month. He further stated he hoped
to have the program wrapped up in the next 2 -3 months.
Thorkildson gave a brief summary of the MASAC municipal meeting. Weller commented on
managing and enforcing our air space, along with further development of a runway use plan that
would benefit everyone.
ADJOURNMENT
Upon motion by Soderling, seconded by Gladhill, the Commission members adjourned the
meeting at 7:50 p.m.
