AIRPORT RELATIONS COMMISSION MEETING
JULY 11, 2000
A regular meeting of the Eagan Airport Relations Commission was held on Tuesday, July 11,
2000, at 7:00 p.m. Those present were Eric Drenckhahn, Ted Gladhill, Steve Soderling, Lance Staricha
and Hassan Saffouri. Absent were Charles Thorkildson, Nadim Zoberi and Alice Kreitz. Also present
were Jamie Verbrugge, Assistant City Administrator and Mary Swenson, Recording Secretary.
AGENDA
Verbrugge stated there was an addition to the agenda. City Administrator Hedges was present to
update the Commission members on the storm which occurred July 7 and 8. Upon motion by Gladhill,
seconded by Drenckhahn, the agenda was approved as modified. All members voted in favor.
MINUTES
Staricha made a motion to approve the minutes; Gladhill seconded the motion. All members
voted in favor.
VISITORS TO BE HEARD
City Administrator Hedges gave a brief storm update. He stated the storm hit the City of Eagan
during the early morning hours of Saturday, July 8, south of Wescott Road. He stated the City received
12 inches of rain in three hours and another 2 -1/2 inches early Sunday. City Administrator Hedges
stated flood relief information was available on the City of Eagan web site at www.cityofeagan.com,
and, further, stated that debris removal was underway and that several areas of Eagan were being
sandbagged to prevent further flooding. City Administrator Hedges stated that FEMA will be coming in
on Wednesday to do the assessment. He also stated that the City has received well over 1,000 phone
calls between City Hall, Police and the Maintenance Facility in the last couple of days and that a five
page memo was being prepared and will be distributed to staff and the advisory committees regarding
the storm. There was a brief discussion among Commission members regarding insurance and FEMA.
Tracy Liggett of 2255 James Court was present and displayed a contour map and asked why
noise is projected to affect less area off the new runway than projected off the existing runway.
Verbrugge answered Mr. Liggett's question in detail by providing an overhead map showing the 2005
projection, explaining the percentage of departures, arrivals and fanning which will occur on the new
runway and the future fleet mix of the various airlines.
Gladhill gave an explanation of DNL noise levels and stated the 2005 contour map will be used
until the 2010 contour map is drawn. Verbrugge stated they are projecting mitigating out to the 60
DNL, which would be a change from the 65 DNL. He further stated with this adjustment, the schedule
for completing residential sound insulation at this commitment is sometime in the year 2021. Soderling
asked if they were anticipating an ANOMS monitor installed in that neighborhood. There was a brief
discussion on the location and function of the ANOMS towers and accuracy of computer simulation.

NORTH -SOUTH RUNWAY COMMUNICATIONS PLAN
Verbrugge apologized for not having additional information on the North- South Runway
Communications Plan for the meeting, but stated his time recently has been spent on storm related
issues.
Verbrugge stated he put together an Airport Issues Position Summary, dated June 30, 2000, at
the request of City Councilmembers. He stated this summary will work well for the Communications
Plan cable program and has additional detail on the recommendations of airport issues and the position
of the ARC and the City. He stated the Position Summary can be found on the City of Eagan's web site.
Verbrugge and the Commission members discussed the seven positions listed in the summary, and these
issues are listed as follows: (1.) Runway 17/35 Flight Tracks, (2.) Low Demand Period Flight Tracks,
(3.) Runway Use System, (4.) Phased Use of Runway 17/35, (5.) Airport Legislation, (6.) Part 150 Land
Use and Noise Abatement Recommendations, (7.) "Close -in" Versus "Distant" Departure Procedures.
Gladhill stated that Verbrugge did an excellent job on putting together the position paper, but
stated it does not convey the sense of urgency and importance of our mitigation efforts. Soderling
questioned if legislative direction can affect or influence the flight tracks of the new runway. Verbrugge
stated that legislators can have influence, but not necessarily directly on the flight tracks. He stated that
in 2004 when Runway 17/35 is open and operational, the City of Eagan will be absorbing 64 percent of
all operations at MSP.
MASAC UPDATE
Commissioner Staricha's summary of the June 30, 2000 MASAC meeting was included in the
packet. Staricha commented that he was not apologizing for MAC's position of support on 37 percent
of departures in his summary, but was conveying the strength of their position.
ADJOURNMENT
Upon motion by Soderling, seconded by Drenckhahn the Commission members adjourned the
meeting at 8:17 p.m.
