SUBJECT: JUNE 12, 1984, AIRPORT NOISE COMMITTEE MEETING
Enclosed are copies of minutes of the May 8 and May 29, 1984,
Airport Noise Committee meetings. Please review those minutes
prior to Tuesday's meeting. Corrections and a motion to accept
the minutes as a formal record of the Committee meetings is
in order for the Committee this coming Tuesday.
Our City Planner, Dale Runkle, has prepared a map that illustrates
the corporate boundaries of the City of Eagan, a general description
of the industrial zones in relationship to Minneapolis /St. Paul
International Airport. A copy of this map is included with
the enclosed information. The City Planner will present other
maps and provide additional information at the meeting on Tuesday.
This information is helpful for Senator Knutson and Representative
Seaberg to see and review with the Committee.
There were questions and data requested of Representative Seaberg
and Senator Knutson's legislative aid at the last Airport Noise
Committee meeting. Representative Seaberg and Craig Stone,
representing Senator Knutson, were gracious enough to research
various points that were raised at the last Committee meeting
and agreed to be present at the June 12 meeting to further discuss
the airport noise issue in the City of Eagan.
Following a general discussion with Senator Knutson and Representa-
tive Seaberg, it is suggested that further consideration be
given to Committee objectives that were discussed at the May
8, 1984, Committee meeting. The Committee is functioning during
its first two to three meetings as a fact gathering body and
once the final objectives are established, the recommendation
should be made to the City Council along with the procedure
to implement the objectives established by the Committee.

CITY OF EAGAN
MINUTES OF AIRPORT NOISE COMMITTEE
MAY 8, 1984
The first meeting of the Cite of Eagan Airport Noise Committee was held
Tuesday, May 8, 1984, at 4 :15 p.m. in the Eagan Municipal. Center building.
Present were Committee members Tom Baker, Joe Harrison, Roger Sperling, Carol
Dezois, Bob Swenson and Don Giblen. Newly appointed Committee members Dick
Victor, John Gustin and Bart Schmidt were absent. Also present were Paul
Hauge, City Attorney, Dale Runkle, City Planner, and Tom Hedges, City
Administrator.
INTRODUCTION OF MEMBERS
City Administrator Hedges stated that the Airport Noise Committee was created
by the City Council to examine increased airplane noise over the City of
Eagan. Members of the newly appointed Committee introduced themselves
identifying their residency and interest in serving on the Airport Noise
Committee.
GENERAL COMMENTS REGARDING AIRPLANE NOISE & NOISE FOOTPRINT
City Administrator Hedges reviewed the airplane noise issue stating that a
committee was formed in the early 1970's by the City of Eagan that was
successful in adopting the Runway Use /Noise Abatement program that clearly
defined air traffic corridors around the airport for takeoffs and landings.
He further reviewed the City Council involvement during 1983 when aircraft
noise was severely increased due to deviation of air traffic from the defined
runways. The City Administrator reported that representatatives of the
Metropolitan Airports Commission were invited to attend City Council meetings
to discuss the experiment that was implemented by MAC causing the deviation of
air traffic from defined corridors and also to inform MAC that the noise was
intolerable and not in compliance with the adopted regulations. City Planner
Runkle reviewed aircraft noise zones explaining how the zones relate to the
land use compatabilities that were determined by land use criteria. He
further stated that grant monies are available to study the air traffic
impacts through a detailed noise analysis. A question was raised by Committee
members as to whether the City of Eagan should apply for grant monies or fund
their own noise analysis stating that total objectivity is maintained if the
study is funded by the municipality.
DISCUSSION OF COMMITTEE GOALS AND OBJECTIVES
Committee member Sperling stated that the City should implement independent
testings and noise monitoring of air traffic noise throughout the community.
He further indicated that air traffic noise data could then be submitted to
the City Council for legal action if air traffic is found to be in
noncompliance with the approved departure and arrival corridors. Committee
member Sperling also suggested that the City resign from the Metropolitan
Aircraft Sound Abatement Council (MASAC), realizing that Eagan does not
receive fair representation on that Council. He further suggested that
letters be sent to the major airlines expressing the City of Eagan's concern
about airplane noise over the community. Committee member Giblin stated that

he is objecting to the Metropolitan Airport Commission's deviation from the
aircraft engine run -up procedures. He stated that airlines are constantly
violating procedures by exceeding the 7:00 a.m. to 10 :00 p.m time in which
aircraft engine run up is authorized. Committee member Giblin also expressed
objection to the airlines casual attitude toward aircraft that is landing
before or after time guidelines designated for .departures and arrivals over
the City of Eagan at Minneapolis International Airport. He stated that when
MAC is made aware of these flights, residents are informed that the flight
was classified emergency and therefore acceptable as a deviation from the
guidelines. Committee member Giblin further recommended that additional study
be made to require the airlines to use suppressors to comply with airlines
throughout the world, control the altitude in which commuter planes are
departing over the City and monitor departures on 11R and 11L that are
violating the 105 heading.
Dave Rolland, a resident of Hilltop Estates, appeared and expressed concern
about the noise impact residents are experiencing in his subdivision due to
both takeoffs and landings over the center of Eagan. Committee members stated
that they have received complaints and are aware of takeoffs and landings that
affect approximately 70 -80% of Eagan which magnifiesthe noise abatement
problem. Committee member Giblin discussed a need to approach the leaders at
the Metropolitan Airports Commission and review the problems Eagan residents
are confronting with the increased aircraft noise. Committee member Sperling
discussed the possibility of establishing an independent footprint to
determine if airlines are violating the approved regulations. Committee
member Giblin expressed an interest to invite the City's representative and
senator to a future Committee meeting and ask whether legislative assistance
could help the Committee find solutions to the aircraft noise problems.
Committee members summarized Committee goals by defining the following
objectives:
1) Provide private aircraft noise monitoring by utilizing staff and
equipment from the University of Minnesota.
2) Consider withdrawing from the Metropolitan Airport Sound Abatement
Council (MASAC).
3) Review legislative options with State Senator Howard Knutson and
State Representative Art Seaberg.
4) Identify noise violations created by the airlines and serve notice
on the Metropolitan Airport Commission of these violations.
5) Request the Metropolitan Airports Commission to require noise
suppressors on all aircraft.
6) Arrange for a future meeting with airport leaders to discuss the air
noise issue.

7) Gain statistical information about noise levels throughout the
country that will help better define acceptable noise standards for
air traffic over the City of Eagan.
8) Define an acceptable level of airplane noise for the City of Eagan.
MASAC
Committee member Baker stated that he is the City of Eagan's representative on
the Metropolitan Aircraft Sound Abatement Council (MASAC). He explained the
objectives and the types of issues that MASAC is reviewing as a part of their
monthly meetings. Committee member Baker also provided a history of how MASAC
was formed and related the frustation that the City of Eagan has such a
minority vote on that Council.
There being no further action, the City Administrator was directed to contact
Senator Knutson and Representative Seaberg and ask that both appear at the
next Airport Noise Committee meeting to be scheduled for Tuesday, May 29,
1984.
The meeting was adjourned at 5:45 p.m.

MINUTES OF AIRPORT NOISE COMMITTEE
MAY 29, 1984
A meeting of the City of Eagan Airport Noise Committee was held on Tuesday,
May 29, 1984, at 4 :15 p.m. in the Eagan Municipal Center. Present were
Committee members Giblin, Gugtin, Harrison and Dozois. Committee members
Baker, Schmidt, Victor, Sperling and Swenson were absent. Also present was
Dave Keller, of the City Attorney's office, City Planner Runkle and City
Administrator Hedges.
LEGISLATAIVE REVIEW
Minnesota Representative Art Seaberg and Craig Stone, representing Howard
Knutson, were present to review the airport noise issue and provide a
legislative update regarding aircraft noise abatement. Representative Seaberg
stated that Minnesota legislature is making efforts to reduce some of the air
traffic at the International Airport by expanding the Anoka Airport. He
stated that the expansion will handle larger aircraft which is desirable
given the frequency of air traffic that is currently handled at the
International Airport. He also commented that another bill providing tighter
controls on air traffic noise was proposed to the legislature and failed by a
substantial majority vote.
Committee members expressed concerns to Representative Seaberg and Mr. Stone,
representing Senator Knutson's office, that airlines utilize the I -494 and
Mendota Heights Arcacia Cemetery corridors that were originally agreed to as a
part of the runway use program noise abatement in the early 1970's. Committee
members expressed the need for relief relating to the increased air traffic
that is affecting all geographic areas of the community. There is also a
concern that noise be spread equally around the International Airport so that
all subdivisions and communities are receiving an equal distribution of noise
in defined air traffic corridors.
There is considerable discussion of the various points discussed at the May 8,
1984, Airport Noise Committee with both Representatives Seaberg and Senator
Knutson and after a lengthy discussion, the Committee asked for specific
information relating to air traffic noise abatement from Representative
Seaberg and Senator Knutson's office and also that the City Planner prepare an
overlay that illustrates the relationship of the air national airport runways
to the City of Eagan. The next meeting was set for 4 :15 p.m., June 12, 1984.
The meeting was adjourned at 5:30 p.m.

MINUTES OF AIRPORT NOISE COMMITTEE
JUNE 12, 1984
A meeting of the Eagan Airport Noise Committee was held on Tuesday, June
12, 1984 at 4:15 p.m. at the Eagan Municipal Center. Those present were
members Tom Baker, Joe Harrison, Carol Dezois, Bob Swenson, John Gustin and
Dave Ronald. Also present were Representative Art Seaberg, City Administra-
tor Thomas Hedges, and City Attorney Paul Hauge.
MINUTES
Member Baker moved, member Swenson seconded the motion to approve the
minutes as distributed for the meetings of May 8, 1984 and May 29, 1984. All
voted in favor.
AIRPORT — EAGAN MAP
Tom Hedges chaired the meeting and indicated that Dale Runkle was not
able to be at the meeting but had prepared a map of the City indicating the
�^ location of the east -west runways, including the nearest building on the
Minneapolis -St. Paul International Airport site.
LEGISLATIVE SUMMARY
Representative Art Seaberg submitted a packet of information that had
been compiled by a member of the Legislative staff, including a synopsis of
existing legislation affecting some of the concerns of the Noise Committee.
He stated he was not able to find any information regarding noise suppressors.
A copy of the material will be distributed by the City Administrator to all
members.
Mr. Seaberg discussed the roll of the Pollution Control Agency and stated
that the PCA is reluctant to impose controls on the noise problems, although
the agency representatives indicate they feel they have the authority to do
so. Two problems that Mr. Seaberg mentioned included courier planes during
nighttime hours, and also the fact that some of the newer airlines, like
People's Express, are utilizing older planes that are noisier than the modern
versions.
It was noted that the Burnsville City Council has recently requested that
the City be admitted as a member on the MASAC Board.

GENERAL ISSIIES OF CONCERN
There was considerable discussion as to what persons could be invited as
resource persons for Noise Committee meetings. There was discussion concern-
ing the suppressors for planes, alternatives for traffic patterns, such as
along #494 and through the Minnesota River Valley, and the background of the
preferential runway system. It was noted that the procedures for the PRS have
been promulgated by MAC, FAA and MASAC, and that some of the PRS regulations
appear to be in writing and others not.
RESOURCE PERSONS
Several persons were suggested as potential resource people to be invited
to Noise Committee meetings, including Sandra Gardebring, the new Chairperson
of the Metropolitan Council. Tom Hedges indicated that he and Mayor Blomquist
will be meeting with Ms. Gardebring, and Tom was asked to acquire more infor-
mation regarding the Metropolitan Council's roll concerning the noise issue.
There was further discussion concerning the timing for the goals and recommen-
dations to be submitted to the City Council and the general consensus was that
it take place after the next three meetings. Other persons suggested were MAC
personnel, including Jeff Hamel, Tim Anderson and Dave Westlander, Dick Gunn
Attorney for property owners in the south Minneapolis and Richfield areas, a
Metro Council Representative, Les Case of the FAA and Dave Kelso of the PCA.
Other persons suggested were Representative Voss from Anoka County, and Wes
Skogland, Representative from south Minneapolis.
MEETINGS SCHEDULE
The following schedule of meetings was proposed for the Noise Committee:
June 26, 1984 - FAA Representative -Les Case, PCA Representative -Dave
Kelso.
July 10, 1984 - Metro Council Representative, Dick Gunn, Attorney.
July 24, 1984 - MAC Representatives -Jeff Hamel, Tim Anderson and
Dave Westlander.
It was suggested that for each person invited that a letter be forwarded
with the specific areas of interest to the Noise Committee in order to prepare
them for the information requested, and also that a letter be sent to each
after the meeting with a copy of the Minutes to get confirmation as to whether
the information included in the Minutes is accurate. Carol Dezois suggested
that a statement of purpose be prepared which would include the rules and
standards for noise emissions and from that determine whether there have been
violations.

DAKOTA COUNTY, MINNESOTA
RESOLUTION NO. 84-
RESOLUTION REGARDING AIR TRAFFIC PATTERNS
WHEREAS, the City of Mendota Heights, through Land Use planning, has provided
a corridor through the southern area of the City for the safe and unobtrusive
operation of aircraft arriving and departing from the Twin Cities International
Airport; and
WHEREAS, during the past three years there has been a continuing and increasing
movement of the departing tracks of aircraft over well established residential
neighborhoods, located to the north of the compatibly zoned land; and
WHEREAS, the operations of departing aircraft on runways 11L, due to heading
turns out of the provided corridor, have resulted in an intolerable situation
for the residents of the City; and
WHEREAS, it has come to the attention of the City that at least a part
of the condition is a result of the designation of a small residential area
(specifically the Timberline Addition in the City of Eagan) south of the flight
path by the FAA as a no overflight area; and
WHEREAS, the City of Mendota Heights has been provided with noise contour
maps from the MAC and Metropolitan Council which indicate field operations should
Y be conducted in a manner that restrict the excessive noise to the non - residential
corridor provided;
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Mendota
Heights that the MAC and the FAA Air Traffic Control be required to maintain
all departing aircraft on Runway 11L to a compass heading of no less than
105 degrees or such heading as is necessary to maintain all traffic in the corridor
provided and shown in exhibit A attached hereto.
BE IT FURTHER RESOLVED, that in the event that such operations cannot be
accommodated and effective on or before July 10, 1984, that the MAC close Runway
11L to all departing turbo jet traffic on a 24 -hour a day basis until such time
as operations can be maintained in such a compatible manner=
Adopted by the City Council of the City of Mendota Heights this Twentieth day
of June, 1984.

Enclosed is a copy of minutes from the June 12, 1984, Airport
Noise Committee meeting. Please review those minutes prior
to Tuesday's meeting. Corrections and a motion to accept the
minutes as a formal record of the Committee meetings is in order
for Tuesday.
Committee member Tom Baker is a member of the Metropolitan
Aircraft Sound Abatement Council. That Council is meeting this
coming Tuesday evening at 7:30 p.m. and one item on the agenda
is to hear a presentation by Mr. Bernie Friel, a resident of
Mendota Heights. There are rumors that Mr. Friel has contacted
MASAC to express his desire that aircraft be diverted over the
Eagandale Industrial Park from their current movement over the
Friendly Hills Addition in the City of Mendota Heights. Rumors
are flying regarding his presentation before MASAC and statements
that have come back to this office include the following: 1) A sug-
gestion that the McKee Addition be purchased by MAC and, 2)
that Timberline Addition no longer be an exempt area for aircraft
noise. The last statement is incorrect; there is considerable
air traffic over the Timberline Addition causing a great deal
of noise uncomfort for those residents. These comments were
made at a recent Mendota Heights city council meeting and apparently
result in Mr. Friel's recent visit to the tower at Wold- Chamberlain
Air Field. Possibly, Committee member Tom Baker can shed light
on the upcoming Aircraft Sound Abatement Council meeting.
Both Mr. Les Case, representative of Federal Aeronautics Administra-
tion, and Mr. Dave Kelso, from the Minnesota Pollution Control
Agency, were sent a letter by the City Administrator extending
an invitation to appear at the June 26 meeting. The letter
indicates 4:30 p.m., however, Mr. Case's office has been advised
that due to his busy schedule and commitment to appear at the
MASAC meeting later in the evening, we will try and begin promptly
at 4:15 p.m. Mr. Case is apparently concluding a two -week vacation
this week and, therefore, it is uncertain whether he will be
able to attend the meeting on Tuesday. Mr. Bob Boetcher, from
his office, will notify the City on Monday for a confirmation.
The Minnesota Pollution Control Agency has their monthly Board
meeting on Tuesday, June 26, however Dave Kelso has indicated
that he is able to come as soon as his presentation is finalized
before the MPCA Board which is scheduled in the mid - afternoon.
Representative Art Seaberg distributed a lengthy memorandum
with support information at the last meeting, and these documents
have been copied are are enclosed for your reference.

meetings so facts can be gathered from the speakers who are
scheduled for each of those three meetings and, hopefully, conclu-
