MINUTES OF AIRPORT NOISE COMMITTEE
MAY 29, 1984
A meeting of the City of Eagan Airport Noise Committee was held on Tuesday,
May 29, 1984, at 4 :15 p.m. in the Eagan Municipal Center. Present were
Committee members Giblin, Gustin, Harrison and Dozois. Committee members
Baker, Schmidt, Victor, Sperling and Swenson were absent. Also present was
Dave Keller, of the City Attorney's office, City Planner Runkle and City
Administrator Hedges.
LEGISLATAIVE REVIEW
Minnesota Representative Art Seaberg and Craig Stone, representing Howard
Knutson, were present to review the airport noise issue and provide a
legislative update regarding aircraft noise abatement. Representative Seaberg
stated that Minnesota legislature is making efforts to reduce some of the air
traffic at the International Airport by expanding the Anoka Airport. He
stated that the expansion will handle larger aircraft which is desirable
given the frequency of air traffic that is currently handled at the
International Airport. He also commented that another bill providing tighter
controls on air traffic noise was proposed to the legislature and failed by a
substantial majority vote.
Committee members expressed concerns to Representative Seaberg and Mr. Stone,
representing Senator Knutson's office, that airlines utilize the I -494 and
Mendota Heights Arcacia Cemetery corridors that were originally agreed to as a
part of the runway use program noise abatement in the early 1970's. Committee
members expressed the need for relief relating to the increased air traffic
that is affecting all geographic areas of the community. There is also a
concern that noise be spread equally around the International Airport so that
all subdivisions and communities are receiving an equal distribution of noise
in defined air traffic corridors.
There is considerable discussion of the various points discussed at the May 8,
1984, Airport Noise Committee with both Representatives Seaberg and Senator
Knutson and after a lengthy discussion, the Committee asked for specific
information relating to air traffic noise abatement from Representative
Seaberg and Senator Knutson's office and also that the City Planner prepare an
overlay that illustrates the relationship of the air national airport runways
to the City of Eagan. The next meeting was set for 4 :15 p.m., June 12, 1984.
The meeting was adjourned at 5:30 p.m.
