1. Call to Order, Roll Call.
Chairman Walter Rockenstein called the meeting to order at 7:30 p.m., and
the Secretary was asked to call the roll. The following members were in

Prior to further commencement of the meeting, a moment of silence was held in memory
of Carl Vangsness. A resolution will be written regarding his representation to MASAC
and will be presented to his family.
2. Approval of Minutes of General Meeting of April 24, 1984.
As there were no additions or corrections to the minutes of April 24, they were
approved as presented.
3. Introduction of Invited Guests, and Receipt of Communications.
Darrell Weslander presented Steven King and Michael Brucciani from Burnsville.
Mr. King elaborated on Burnsville's desire to be represented on MASAC and the oppo.
tunity to work together with other communities for solutions to the noise problem.
A petition regarding this issue, which was sent to MASAC by the City Council of
Burnsville, was read.
It was moved by Mark Mahon and seconded by Scott Bunin that the petition be referred
to the Executive Committee for further evaluation. The motion passed with one (1)
nay vote.
Ron Glaub presented an article in the National Business Aircraft Association, Inc.
Report regarding the Minnesota Business Aircraft Association's (MBAA) program aimed
at noise abatement and the transient aircraft operator. A copy of the article is
included in this package.
The initiation of service by People Express was discussed in relation to noise
abatement procedures. Darrell Weslander reported he had met with a pilot repre-
sentative from People Express to explain Minneapolis /St. Paul noise abatement
procedures. He will report at the next meeting regarding their aircraft compliance
with FAR 36 noise standards.
It was moved by James Serrin that MASAC pass a resolution recommending all new
entrants into the Minneapolis /St. Paul market be required to operate Stage 2 compliant
aircraft in to and out of MSP. The motion was seconded by Martin Kirsch. A roll
call vote was taken and the results were as follows:

The resolution passes. For the record, it should be noted that all community
representatives voted in favor of the resolution.
4. Technical Advisor's Preferential Runway System utilization Report and Complaint
Summary Report.
The reports for April, 1984, were presented by Darrell Weslander.
5. Persons Wishing to Address the Council.
A question was raised by Mr. Don Witz, a resident of Richfield, about the noise
late Sunday, May 20, and early Monday, May 21. Darrell Weslander explained that
we received numerous calls about this and elaborated on the monitoring capabilities
and use of the reports.
Mr. Russ Garness of Bloomington inquired about the wind velocity and use of
Runway 22, and the Preferential Runway System. These questions were addressed
by Les Case of the FAA.
6. Presentation of Statistical Charts, Airport Operations.
Four tables were presented and reviewed by Darrell Weslander. The purpose of the
charts was to give historical accounting of the number of major air carrier
operations at the Minneapolis /St. Paul International Airport, passengers carried,
type of aircraft utilized and changes in peak traffic hours over the past few
years. One positive aspect shown was an eleven percent increase in the use of
quieter, new generation aircraft. Further information and developments will be
made on specific charts which will be presented at a subsequent meeting.
Les Case was called upon to explain the use of the Preferential Runway System in
regards to the number of operations, and when it becomes necessary to use the
parallel runways. He stated that the number of arrivals is one of the determining
factors.
Further discussion ensued about general aviation aircraft and reasons they select
Wold Chamberlain rather than various reliever airports. Ideas to entice the GA
aircraft away from Wold Chamberlain were also discussed.

7. Details Regarding College Internship Program -- Community Noise Monitoring.
The summer internship program was outlined by Darrell Weslander who stated that th
main objective would be community monitoring. Seven interns have been selected
and the first three will begin May 23.
Don Priebe asked about the project of counting individual aircraft, and he was
assured that the program was underway and data would be forthcoming.
8. Other Items Not on Agenda.
Robert Johnson advised the council that Ken Stabler, an Alternate MASAC member for
the past few years, was leaving Republic and would no longer be attending the
MASAC meetings. The name of his replacement will be announced at a later date.
Walter Rockenstein reported briefly about the special management meeting of the MAC
and People Express on May 4. He also mentioned the appearance of the people from
Anoka County who were displeased with the level of minor role improvements that
were being made at Anoka /Blaine.
It was suggested by Ron Glaub that the size of the map used to indicate complaint
calls be enlarged to include population data within the immediate and surrounding
areas. This suggestion will be reviewed.
9. Establish Next Meeting Date.
The date of the next MASAC meeting is June 26, 1984.
10. Adjournment.
The meeting was adjourned at 9:48 p.m.

Re: Eagan Noise Committee
Dear Mr. Case and Mr. Kelso:
The Eagan City Council, in response to a large number of air noise
complaints over the past year, appointed a number of residents to
an Airport Noise Committee several months ago. The Committee has
had three meetings and now proposes to invite a number of knowledg-
able persons to its meetings to discuss the concerns that the
residents in the City have regarding air noise.
Our Committee has asked that I invite each of you to its meeting
on June 26, 1984, at 4:30 p.m. at the Eagan Municipal Center
located at 3830 Pilot Knob Road, Eagan. The meeting will last no
longer than 6:00 p.m. and will generally cover existing regula-
tions and statutes, any corrective measures that may be proposed
for alleviating the air noise issue, suggestions that each of you
may have that would be helpful to our Committee in exploring
directions and alternatives for future consideration by the City
Council.
I would appreciate receiving a call from you as to whether you
would be able to attend the meeting and, as you will note, we are
inviting representatives from two agencies to each of the meetings.

RESOLUTION NO. 84-
RESOLUTION REGARDING AIR TRAFFIC PATTERNS
WHEREAS, the City of Mendota Heights, through Land Use planning, has provided
a corridor through the southern area of the City for the safe and unobtrusive
operation of aircraft arriving and departing from the Twin Cities International
Airport; and
WHEREAS, during the past three years there has been a continuing and increasing
movement of the departing tracks of aircraft over well established residential
neighborhoods, located to the north of the compatibly zoned land; and
WHEREAS, the operations of departing aircraft on runways 11L, due to heading
turns out of the provided corridor, have resulted in an intolerable situation
for the residents of the City; and
WHEREAS, it has come to the attention of the City that at least a part
of the condition is a result of the designation of a small residential area
(specifically the Timberline Addition in the City of Eagan) south of the flight
path by the FAA as a no overflight area; and
WHEREAS, the City of Mendota Heights has been provided with noise contour
maps from the MAC and Metropolitan Council which indicate field operations should
be conducted in a manner that restrict the excessive noise to the non - residential
corridor provided;
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Mendota
Heights that the MAC and the FAA Air Traffic Control be required to maintain
all departing aircraft on Runway 11L to a compass heading of no less than
105 degrees or such heading as is necessary to maintain all traffic in the corridor
provided and shown in exhibit A attached hereto.
BE IT FURTHER RESOLVED, that in the event that such operations cannot be
accommodated and effective on or before July 10, 1984, that the MAC close Runway
11L to all departing turbo jet traffic on a 24 -hour a day basis until such time
as operations can be maintained in such a compatible manner.
Adopted by the City Council of the City of Mendota Heights this Twentieth day
of June, 1984.

MINUTES OF AIRPORT NOISE COMMITTEE
JUNE 26, 1984
A meeting of the Eagan Airport Noise Committee was held on Tuesday, June
26, 1984 at 4:30 p.m. at the Eagan Municipal Center. Those present were City
Administrator Hedges, John Gustin, Carol Dezois, Bob Swenson, Dave Randall and
City Attorney Paul Hauge. Also present were Les Case and Robert Botcher from
the FAA, David Kelso from the MPCA and Darrel Weslander of the MAC.
Mr. Case, the Air Traffic Manager of the FAA and Robert Botcher, the
Assistant Manager, appeared and discussed the role of the FAA, the air traffic
and the noise generated from the air traffic at the Metropolitan Airport. He
indicated that the air space allocation has been given by Congress to the FAA
and the objective is for safe, orderly and expeditious flow of traffic. In
addition, they now have acquired the noise issue and there was discussion
concerning complaints that have been received in the Eagan area. He indicated
the Cedar Avenue departure has resulted from the Howard - Needles report, but
there has been no decision on the experiment at this time. Eventually, it
will be an FAA decision whether to make the experiment permanent.
Mr. Case indicated that the FAA has jurisdiction over any aircraft below
3,000 feet. He indicated that the preferential runway system on the north end
of the City of Eagan has not changed since 1972 and that there is no pilot
discretion as to procedures to follow. He admitted that Eagan has a dispro-
portionate amount of the traffic and that volume of traffic has increased
dramatically because of deregulation, although the number of passengers has
not increased substantially. He further stated that air carriers create the
most noise. His suggestions as far as the Eagan City Council is concerned is
a joint committee with Mendota Heights and also that the City insist that the
preferential runway corridor be adhered to. Also, he suggested that eleven
left and right flights run at 105 degrees rather than straight out runway
heading.
Darrel Weslander, the MASAC Noise Coordinator, indicated that the heavy
traffic is during the busy hours of 7:00 a.m. to 4:00 p.m. He further stated
the Supreme Court has given MAC jurisdiction over sound abatement procedures
in the area noting the proprietor has the liability for the noise.
There were objections by members present concerning the run -ups and it
was noted the FAA controls run -up procedures with the policy being that air-
craft are to use the run -up pad. Eleven percent (11 %) of the newer aircraft
include the state's three quieter planes, according to information received.
Dave Kelso of the Minnesota Pollution Control Agency, Noise Section,
indicated the MPCA standards do apply but that the standards are difficult to
enforce and that the attorney general's office has chosen not to do so.

An alternate for legal action would be for the City to commence an action
against the MPCA to enforce standards to determine whether it has jurisdiction
and this could be done in the form of a declaratory judgment action. Other
suggestions given were landing fees based on the amount of noise that is
created, suppressors, legislative pressure, land use planning and compliance
with land use compatibility guidelines.
