Approval of Minutes of General Meeting of May 22, 1984. The Chairman asked if there were any additions or corrections to the minutes of May 22, 1984. As there were none, the minutes were approved as presented. 3. Introduction of Invited Guests, and Receipt of Communications. A letter received from People Express regarding the type of aircraft utilized in their operation was presented by Darrell Weslander. The entire fleet of People Express is Part 36 compliant aircraft. 4. Technical Advisor's Preferential Runway System Utilization Report and Complaint Summary. Darrell Weslander presented the reports for the month of May, 1984. There were numerous questions about the runway use percentages and the methods for recording and tabulating complaints. 5. Mr. Bernie Friel, Resident of Mendota Heights. Mr. Bernie Friel presented a resolution adopted by the Friendly Hills Civic Association regarding the take -off procedures and distribution of traffic over homes in the Mendota Heights area. Copies of the resolution were sent to each MASAC member. The resolution called for a review of the departure procedures on Runways 11L and 11R. MASAC Minutes -4- June 26, 1984 In addition, the Mayor of Mendota Heights, Robert Lockwood, presented Resolution 84 -38 from the City of Mendota Heights requesting that the Metropolitan Airports Commission (MAC) and the Federal Aviation Administration (FAA) be required to maintain departing aircraft on a compass heading of no less than 105 degrees, or such heading as is necessary to keep all traffic in the non- residential corridor. It was suggested that Eagan, Mendota Heights and other areas in the vicinity meet with the FAA and make collective proposals for solutions to the problems created by the various take -off procedures. It was moved by Larry Shaughnessy and seconded by Ben Griggs that the Mendota Heights resolutions be referred to the Operations Committee for review. The motion passed unanimously. 6. Persons Wishing to Address the Council. Many questions from the floor about the use of runways, different aircraft equipment utilized, flight patterns, peak traffic hours, monitoring and deregulation of the industry were directed to the council and answered by various council members and advisors. 7. Report of Executive Committee Meeting on June 6, 1984. Chairman Rockenstein reported that the Executive Committee recommends that MASAC expand its Associated Membership to include Associate Public Members, Associate User Members, as well as the existing Associate Individual Members. It also recommends that having created these categories, communities within a five (5) mile radius of the Minneapolis /St. Paul International Airport and scheduled airlines operating pure jet aircraft be notified and invited to participate in this capacity. A vote was taken to recommend to Staff that appropriate language be drafted for the change in By -Laws and returned to MASAC for final approval. The recommendation passed unanimously. Staff will prepare necessary notices so we may proceed with the changes. 8. Report of MASAC Representative, Scott Bunin, to MAC Meeting of June 19, 1984. Scott Bunin reported that Minneapolis /St. Paul will be getting a new airline taxi, West Central Airways, which will service the Alexandria and Fergus Falls and Twin Cities markets. He also commented on the ratification and acceptance of the grant agreement for FAA Part 150 funding which will be discussed at the July MASAC meeting. Also mentioned was that during the summer, 1984, runway maintenance will be conducted during nighttime hours, thus alleviating the necessity of closing various runways between 9:30 a.m. and 3:30 p.m. MASAC Minutes - 5 - June 26, 1984 9. Other Items Not on Agenda. The Minnesota Pollution Control Agency's Board Noise Committee update was presented by Chairman Rockenstein by referring to the draft rules on noise which are in the preliminary stages. The MPCA will redraft the rules and present them again at another meeting next month. MASAC will be apprised of the progress on these rules. 10. Establish Next Meeting Date.
