Adjournment MEMO TO: ALL MEMBERS OF THE AIRPORT NOISE COMMITTEE FROM: CITY ADMINISTRATOR HEDGES DATE: FEBRUARY 7, 1985 SUBJECT: AIRPORT NOISE COMMITTEE MEETING FOR FEBRUARY 12, 1985 A meeting of the Airport Noise Committee was called by its Chairman, Tom Baker, for Tuesday, February 12, 1985, at 4:30 p.m. in Con- ference Rooms A and B of the Eagan Municipal Center Building. The following discussion is intended to provide background on each agenda item at the meeting on Tuesday. STATUS OF AIR TRAFFIC NOISE RESOLUTION The City Council adopted a resolution at the November 20, 1984, City Council meeting which recognized many of the points that were included in the Fact Finding Report presented by the Airport Noise Committee. This resolution was sent to Mr. Lawrence McCabe, Executive Director Metropolitan Airports Commission, in a letter dated November_ 28, 1984. All members of the Airport Noise Committee were sent a copy of this letter. I specifically requested a response from the Commission regarding each of the six conditions and, to date, there has been no inquiry or response made by the Metropolitan Airports Commission or Federal Aviation Administra- tion. A copy_ of that letter and resolution is enclosed for your review. It would certainly be appropriate for the Committee to take action on Tuesday directing this office to send a follow -up letter to Mr. McCabe asking for an immediate response to that resolution. LEGISLATIVE UPDATE REGARDING "AIR TRAFFIC NOISE" The City Attorney is reviewing various options that might be available if special legislation is to be considered during this session. Paul is planning to contact Representative Seaberg prior to the meeting on Tuesday. UPDATE ON STATUS OF 180 DEPARTURE HEADING OFF RUNWAY 22 EXPERIMENT The City received notice this week that a meeting was scheduled on February 7, 1985, to discuss a procedure for evaluating a two (2) year trial period that issued a 180 turn to some aircraft departing on Runway 22. This special experiment was implemented in December of 1982 and completed in December of 1984. Enclosed is a copy of the memorandum received by the City of Eagan regarding this meeting. The meeting was held Thursday, February 7, at 4:00 p.m. Chairman Tom Baker, Commission member Joe Harrison and a member of the City staff were all planning to attend this meeting. It is expected that Chairman Baker will provide an update to the Committee. MEMO TO ALL MEMBERS OF THE AIRPORT NOISE COMMITTEE FEBRUARY 7, 1985 PAGE 2 MEMBERSHIP IN N.O.I.S.E. The City of Eagan has recently joined N.O.I.S.E. which stands for the National Organization To Insure a Sound Controlled Environ- ment. The main purpose of this organization is to work toward better noise controls around major airports throughout the country. The City Administrator will provide some additional information regarding this organization at the meeting on Tuesday. OTHER BUSINESS City Councilmerrmber_ Tom Egan was appointed by the City Council as its liaison member to the Airport Noise Committee. It was informative and educational to me as the Administrator of a neighboring community. In official action that was taken by our City Council in a regular meeting held on Tuesday, November 20, 1984, a resolution was adopted by the City Council listing several conditions that must be considered to decrease and regulate air traffic noise over the City of Eagan. A copy of the resolution is attached for your review. The City of Eagan is expecting a response from your Commission , regarding each of the six (6) conditions. and WHEREAS, the 105` headings promulgated in 1972 are not being adhered by aircraft taking off and landing on Runways 29L and 11R, but no official change has been adopted to revise the heading established by the preferential runway plan; and WHEREAS, the preferential runway system impacts existing and future development, the types of zoning and land uses currently.' existing and proposed for the area, noise and safety factors, and related issues; and WHEREAS,the policies and procedures formulated by the preferen- tial runway plan and promoted and adopted by the Metropolitan Airports Commission, together with the commercial airlines and the Metropolitan Airport Sound Abatement Council concerning takeoffs and landings from the Minneapolis /St Paul International Airport, have been repeatedly violated, including flying at lower altitudes than designated in the regulations, and diversion from designated corridors, and WHEREAS, there are reasonable and viable corridors for landings and takeoffs easterly from the airport; and WHEREAS, the quiet hour or restricted hour policy promoted and adopted by the MAC and the FAA covering nightime and weekend - hours is not being adhered to, causing unnecessary noise to affected residences and businesses; and WHEREAS, aircraft are flying diversionary patterns into and out of Runway #22, rather than following the prescibed Cedar Avenue corridor intended to reduce the impact upon affected residences and businesses; and WHEREAS, the City of Eagan and its residents receive the majority of all takeoffs and landings during the nightime quiet or curfew hours; and WHEREAS, ground runups at St. Paul International Airport have repeatedly created excessive and unnecessary noise and violation of prescribed and accepted runup procedures; and WHEREAS, the air traffic counts taken during the weeks of May 14 through May 18, 1984, May 21 through May 25, 1984, and June 17 through June 22, 1984, indicate an excessive amount of the landings and takeoffs occurring over the City of Eagan; and II° WHEREAS the Noise Abatement Runway Use Program, dated August 15, 1982, 3.I.(1), provides that Mendota Heights /Eagan procedures with departures on 11R and 11L shall be issued heading 105 which will ensure that aircraft will remain clear of the Mendota Heights /Eagan noise sensitive areas unless minimum diversion headings are needed to separate parallel departures not on the same route; and WHEREAS an Eagan Noise Committee was appointed in the spring of 1984, a number of meetings were held during the summer of 1984 and a fact finding report presented to the Eagan City Council at the October 30, 1984, regular meeting; and WHEREAS recommendations to control and regulate air traffic noise over the City of Eagan were presented by the Airport Noise Committee; and NOW THEREFORE BE IT RESOLVED by the Eagan City Council that the following conditions be considered for the purpose of regulating air traffic noise over the City of Eagan: 1) Formulate an air traffic noise task force in several cities /, to further study the impact of air traffic noise over com- munities adjacent to the Minneapolis /St. Paul International Airport and to specifically contact the cities of Burnsville and Mendota Heights for the purpose of creating this task force. 2) The task force will propose and submit through its local city councils, local legislators, appropriate legislation that will affectively serve to control safety and noise issues created by aircraft flying over those northern Dakota County cities. 3) Require that flight patterns over the 'City of Eagan be on an agreed upon predetermined course and further that flights be returned to the original flight patterns prior to the two (2) year takeoff and landing experiment as imple- mented by the Metropolitan Airport Commission. 4) Special measures be undertaken to restrict runups during nighttime and weekend hours and, further, to install all reasonable equipment to reduce the noise impact from runups at all times, including baffles, walls and other noise abatement devices. 5) Impose reasonable penalties on pilots and airline commercial carriers that do not adhere to appropriate guidelines and ( regulations required for flights to and from the airport. tk 6) Request the FAA and the MAC to require a steeper ascent and descent of aircraft and, in addition, to extend the 105` heading on Runways 11R, 11L, 29R and 29L for a distance of at least five miles from the end of the respective runways to minimize noise impact. In December 1982, upon re- commendation of the Metropolitan Aircraft Sound Abatement Council (MASAC), the Federal Aviation Administration (FAA) began a two (2) year trial period issuing a 180° turn to some aircraft departing on Runway 22. Aircraft with destinations to the south or southeast were affected. Previously these aircraft had been given a 200° or 220 heading on takeoff. The 180° turn was consistent with the noise abatement policy of the Metropolitan Airports Commission (MAC) to reduce noise exposure for the largest number of people in densely populated areas around the airport. It shifted some departing aircraft from flying over residential areas of Richfield and northeastern Bloomington to a more industrial and open area east of Cedar Avenue in Bloomington. The trial - period ended on January 1, 1985, pending review and recommendation. We are now beginning the study process and wish to inform you and other interested persons of the intended procedures. All meetings are open to the public and community comments will be received at the MASAC meetings, the MASAC Operations Committee meetings and the Operations and Environmental Affairs Committee meeting. The process which we plan to follow involves initial study and recommendation by MASAC. The recommendation of MASAC will be sent to the Operations and Environmental Affairs Committee of the Metropolitan Airports Commission (MAC) and subsequently to the full Commission. Finally, MAC will submit a recommendation to the FAA. The first meeting, the Operations subcommittee of MASAC, will be held at the Metropolitan Airports Commission general offices, 6040 28th Avenue South, Minneapolis, on February 7, 1985, at 4:00 p.m. There will be other subsequent meetings involving the committee, MASAC and MAC regarding this issue. A tentative sequence is attached.
