OTHER BUSINESS ADJOURNMENT MEMO TO: CHAIRMAN BAKER & ALL MEMBERS OF THE AIRPORT NOISE COMMITTEE FROM: ADMINISTRATIVE ASSISTANT HOHENSTEIN DATE: DECEMBER 9, 1985 SUBJECT: AIRPORT NOISE COMMITTEE MEETING FOR DECEMBER 12, 1985 A meeting of the Eagan Airport Noise Committee is scheduled for Thursday, December 12, 1985, at 4:30 P.M. The meeting will be at the Eagan Municipal Center in Conference Rooms A and B. Please contact Jon Hohenstein at 454 -8100 if you are unable to attend this meeting. The following discussion is intended to provide background on those items to be reviewed at the meeting on Thursday. MINUTES A copy of the regular minutes of the Eagan Airport Noise Committee meeting for October 10, 1985, is enclosed for your review. Due to the lack of a quorum at the November 7, 1985, meeting, it was not possible to approve these minutes at that time. These minutes, subject to any change, require adoption by the Committee. Also enclosed you will find a copy of the proceedings of the November 7, 1985, meeting. As the meeting lacked a quorum, these minutes are of an informational nature and require no action of the Committee. Pursuant to the feelings expressed at the meeting, however, staff did draft the correspondence to Administrative Law Judge Allan Klein, which you will find attached in your packets. You will also find the letter from Mendota Heights concerning the same issue. COMMITTEE UPDATE Noise Monitor Demonstration Mr. William Whitford, of Metrosonics, Inc., and Mr. Mark Fleming, of Continental Safety Company, had tentatively agreed to provide the Committee with a demonstration of the db -604 Universal Sound Analyzer at tonight's meeting. This is the same unit that is used by the Metropolitan Airports Commission and the Minnesota Pollution Control Agency. Unfortunately, Mr. Whitford has changed his plans and will not be visiting Continental Safety this week. He plans to visit the business sometime in January and staff will attempt to reschedule the demonstration for that time. 180 Degree Heading Decision Attached in your packets you will find two items of information pertinent to the 180 degree heading decision. The first is a letter from Mr. Les Case, of the Federal Aviation Administration, thanking us for our letter of appreciation. Mr. Case goes on to offer to discuss the north Eagan aircraft corridor and to be 1 CHAIRMAN BAKER & ALL MEMBERS OF THE AIRPORT NOISE COMMITTEE DECEMBER 9, 1985 be available for a meeting in the future. Staff will pursue this possibility on behalf of the Committee. Also attached you will find a reprint of an article from the St. Paul Pioneer Press and Dispatch concerning the possibility of the City of Burnsville acquiring a vote on MASAC. This voting membership is a result of the activity of Burnsville in light of the 180 degree heading deliberations. The decision on the 180 degree heading was reported by Mr. Case to MASAC at its November 26, 1985, meeting. The general response from the group was negative and suggestions were made that the procedure be modified to make it more palatable to the FAA. To pursue this avenue, MASAC referred the matter to its Operations Committee for technical review. Chairman Baker is a member of that committee and staff will be on hand to represent the interests of southern Eagan. The meeting is not expected to occur until January, so no action is required of the Committee at this time. If conditions should arise which would necessitate input from the Committee prior to the January meeting, staff will notify you of such need. Both Chairman Baker and Administrative Assistant Hohenstein will be available to answer questions on this matter at the meeting. MAC Capital Improvement Plan Attached in your packets you will find a draft copy of the Metropolitan Airports Commission's capital improvement budget for the coming years. Of specific interest are three particular items. 1. Partial Parallel Runway and Runway Rehabilitation and Extension of Runway 4/22 - Runway 4/22 is the northeast to southwest runway. These items will expand the capacity of the airport to route traffic and departures along southwest departure corridors. It is assumed by staff that one element of the increased use will be an attempt to reinstate the 180 degree heading procedure. 2. Landing Aids - The installation of certain landing aids on the parallel runways will facilitate a steeper glide angle for aircraft arriving over south Minneapolis, thereby reducing the noise impact of such planes. Such systems are already in place for aircraft landing over Eagan and Mendota Heights. This will have an indirect affect on Eagan residents by making landings over south Minneapolis more palatable to those residents. 3. Noise Suppressor - As you can see, the noise suppressor is included in the 1986 capital improvement budget at a cost of $6,000,000. It is the impression of staff that no such suppressor will be put in place at this time, the argument being that very few complaints are 2 CHAIRMAN BAKER & ALL MEMBERS OF THE AIRPORT NOISE COMMITTEE DECEMBER 9, 1985 directly correlated to run -up tests and the cost of the suppressor exceeds all other physical improvements to the field and runways. It is possible that construction of the building may occur, but it is not likely. No action is required on the part of the Committee on this particular matter. The Committee should be aware that Chairman Baker caused a considerable amount of debate at the most recent MASAC meeting by recommending that MAC make no capital improvements which would tend to exacerbate the noise problems in surrounding communities. This relatively innocuous motion prompted much debate at the time. Chairman Baker and Administrative Assistant Hohenstein will be available to answer questions on this particular matter. OLD - BUSINESS Member Recommendation The City Administrator has been asked to contact members of various committees and commissions in preparation for the January appointments to the standing committees and commissions. Those members expressing an interest to remain active and committed to the Airport Noise Committee will receive a recommendation for continued membership. In addition, the Committee members have suggested that Otto Leitner be considered for membership in January. At least one other resident has expressed interest in joining the Committee. If Committee members know of neighbors or other concerned parties who might be interested in serving on the Airport Noise Committee, please contact staff with their names or encourage them to contact us directly. North Eagan Departure Corridors At a recent Airport Noise Committee meeting, certain Committee members requested that the approved departure corridors over north Eagan and south Mendota Heights be outlined for review. Staff has attempted to provide a map of the corridors by translating language in the Minneapolis /St. Paul International Airport runway use program to the diagram attached. In addition, a direct line was drawn through the center line of the runway to indicate the localizer beam extension referenced in Mr. Cases' letter. This is the area in which aircraft should be confined if the runway use program is being followed appropriately. The map is fairly accurate but may not be to a specific scale, so Committee members are cautioned as to its level of detail. As was noted at a recent meeting, there is no mechanism currently available to enforce FAA compliance with the runway use program and complaints 3 CHAIRMAN BAKER & ALL MEMBERS OF THE AIRPORT NOISE COMMITTEE DECEMBER 9, 1985 from Eagan residents outside the corridor can be used to point out its importance. There is no action required of the Committee on this particular item. Discussion may be had to consider means of improving compliance with the corridor.
