MINUTES Enclosed on pages W you will find the minutes of the Airport Relations Committee meeting of May 12, 1987. These minutes, subject to any change, require approval by the Committee. As a quorum has not been present at the last two Committee meetings, no official business was transacted and no minutes were kept. II. ADOPTION OF AGENDA Adoption of agenda, as presented or with modifications, requires approval by the Committee. III. STAFF REPORT A. MAC_Eagan - Mendota Heights Corridor Study - Enclosed on page _ (o 1 you will find the preliminary noise analysis undertaken concerning the Eagan - Mendota Heights corridor. As is demonstrated by the results, slight shifts can have dramatic or insignificant impacts on the total populations impacted. In addition, certain numbers assumed in this study are for residential areas presumed to be commercial /industrial in the long term and therefore should be controlled in that regard. The MAC consultant is forwarding a series of maps showing both the contours as presented in this analysis and the Part 150 and Metropolitan Council policy contours. The cities of Eagan and Mendota Heights will be reviewing maps of this analysis when they become available. In addition, it has been requested that the analysis extend to the 60 Ldn contour to compare down -range impacts on affected populations. The MASAC operations committee will meet again in late September to further consider this matter. Staff will keep the Committee abreast of all informational or action items in this regard. No action is required on this item at this time. Airport Relations Committee August 31, 1987 Page Two B. Traffic Distribution Working Group - The traffic distribution group being coordinated by Minneapolis Council member Steve Kramer's office continues to meet in an attempt to discuss an acceptable distribution of traffic and noise in the neighborhood of the airport. To date, the Committee's concerns have been voiced to the group and no firm conclusions have been reached. The group will hold a meeting on Thursday, September 3, and staff will apprise the Committee of activities at that meeting. No action is required on this item at this time. IV. OLD BUSINESS A. Committee Goals and Objectives - Enclosed on page __ _ 1_± _ you will find the outline concerning Committee goals and objectives for the coming months. As the end of the year approaches and the City Council will begin considering continuation of its various committees and commissions, it would be appropriate to define for Council consideration those matters which remain before the group. Please review these if you have not done so before. ACTION TO BE CONSIDERED ON THIS ITEM: To approve or deny the goals and priorities for th Airport Relations Committee as presented or modified. V. NEW BUSINESS A. Media Packet - Eagan Airport Information - Enclosed on pages - l. is information pertinent to the Committee's recent discussion of the potential for formulating an airport information packet. Included in the documents before you are copies of the press release periodically distributed to area papers as well as the modified release used by Cable TV North Central. Also included are a Citizen's Guide to the Metropolitan Airports Commission and a City map outlining the commercial and industrial guided properties in the Eagan - Mendota Heights corridor area. The first and last of these may be useful in preparing an information packet for Eagan residents. Certain challenges are obvious if this alternative is to be pursued. The primary challenge involves those individuals living within the guided area and further those down range from that area who may perceive the boundary of that area to be an absolute noise boundary as well. Airport Relations Committee August 31, 1987 Page Three The map could be augmented by indications of standard flight tracks and an expanded version of the press release which describes the history of noise abatement efforts in the area as well as a suggested method of registering a complaint. Please review these items for additional discussion at the Committee meeting. ACTION TO BE CONSIDERED ON THIS ITEM: To provide staff direction concerning a draft Eagan airport information packet. VI. OTHER BUSINESS There is no other business to come before the Committee at this time. VII. DISTRIBUTION There are no distribution items at this time. VIII. Hghts. 1 189 204 5 25 193 229 2 265 124 14 23 278 147 3 312 194 5 34 316 228 HNTB Analysis 8/19/87 Goals and Priorities for Airport Relations Committee - -As discussed in past meetings, the action concerning the Eagan- Mendota Heights Corridor Study represent a significant punctuation for the activities of the Airport Relations Committee. Therefore, it would be appropriate to consider what priorities and goals the group deems important for future consideration. Certainly a need for the Committee remains, but the nature of its work may redefine the frequency of its meetings or the focus of them. Staff would present for your consideration the following functions or activities which might be considered in your priorities for the remainder of the year: 1. Monitoring of the Eagan- Mendota Heights Corridor Study - From time to time over the next several months, City staff will bring the f matter of the Corridor Study to the Committee for its input and review. This matter has been a priority in the past and it is not unreasonable to assume that it will continue to be so. 2. Runway 4/22 Extension - The environmental impact statement and final recommendations on the Runway 4/22 Extension will require oversight and review by the Committee. The Committee has taken tentative action on this matter in the past and would be in a positive position to review any environmental evaluation of the extension and its related procedures. 3. Metropolitan Council Noise Policy Contours - In concert with our sight and review of the Corridor Study, review and input to the Metropolitan Council Policy Contour update would be an appropriate consideration for the Committee. 4. Model Noise Ordinance - While the review and adoption of the Metropolitan Council's Model Noise Ordinance appropriately falls to the Advisory Planning Commission, it may request input from the Airport Relations Committee pertinent to its expertise in the area. Treating this item as a goal may be contingent upon a request for action by the Planning Commission. 5. Implementation of Part 150 Elements Certain elements of the Part 150 Program require continued monitoring by the Committee or may require implementation assistance if the City wishes to become active when involved in them. These suggestions are meant to serve as a beginning for point for Committee discussions. Staff intends to treat this portion of the Committee meeting as a brainstorming session to discuss appropriate roles and objectives for the Committee. Please give this matter some thought in anticipation of the meeting and jot down any comments on these or additional items you would like to have considered as priorities for the Committee.
