Dear Mr. Steininger:
On July 30, 2010, the Minnesota Pollution Control Agency (MPCA) was notified that a release of
petroleum occurred from storage tank facilities that you own and /or operate at the Site referenced
above.
A recent review of this file indicates the MPCA has not received a petroleum tank release site
investigation report within the time frame outlined in our August 6, 2010, and July 28, 2011, letter to
you. The MPCA requests that you take the steps necessary to investigate and clean up the release and
submit a petroleum tank release site investigation report by April 1, 2012. Failure to meet this deadline
will result in reduced reimbursement from the Petrofund and /or enforcement action taken against you
by the MPCA.
If you have not already done so, we recommend that you hire a qualified consulting firm registered with
the Petro Board that has experience in conducting petroleum release site investigations and in
proposing and implementing appropriate corrective actions. A list of registered consultants is available
from the Petrofund staff. Please note that, under Minn. R. 2890 (2010), you must solicit a minimum of
two written competitive consultant proposals on a form prescribed by the Petro Board. A minimum of
two written competitive contractor bids must also be obtained for each contractor service. We
encourage you to contact Petrofund staff for answers to all or your questions about bidding and the
other Petrofund reimbursement program requirements. The phone number for the Petrofund staff is

Please refer to MPCA's Petroleum Remediation Program guidance documents for information regarding
the scope of investigations required at petroleum tank release sites. The MPCA requires that the site
investigation fully define the extent and magnitude of soil and groundwater contamination caused by
the release. We reserve the right to reject proposed corrective actions if the requirements of the site
