The Cedar Athletic Association was chartered as a non - profit
organization on April 25, 1962 for the purpose of providing
organized recreational and competitive programs for the youth of
our area. From an organization supporting only Little League
basebaZZ in 2962, CAA - sponsored programs now provide organized
competition to over Z,500 boys and girls in football, softball,
T -ball, hockey, basebaZZ, soccer, basketball. The property,
affairs and business of the CAA is managed by seven officers and
fourteen directors of individual sports who direct approximately
Z50 volunteers in the administration of the various sports programs.
As a result of the population growth in our area, we face increasing
requirements for personnel, facilities and equipment.
As a means to insure meeting our needs, the Board of Directors of
the CAA has taken the following action:
1. Approved major changes to the corporate by -laws to allow
active participation of a larger number of our residents in the
affairs of the CAA.
2. Increased youth registration fees for individual sports.
3. Established a policy on sponsorship of athletic teams in
order to provide the opportunity for business concerns to contri-
bute on an equitable basis to the welfalre of our youth and
strengthening of our community.
4. Established and approved a $l0.00 Family Membership policy.
To date, the City of Eagan and the park committee of Eagan have
participated in the program on a very limited basis. Their only
function has been to maintain city parks and facilities.
It's with regard to city and park participants and meeting our
financial needs of the youth recreation which we solicit your support
and help.

Park Committee:
Z. Hire a full - time recreational director. Said director should
assume aZZ administrative duties of the present Cedar Athletic
Association. Those duties are as follows:

5. Develop a committee whereby the city and park committee could
get better usage of the _facilities controlled by school district #191.
6. Establish an information service that would reach each home owner
in the City of Eagan.
It is the opinion of this board that the time has come when the City
of Eagan and the park committee must expand and take over the above
listed recommendations. For Z3 years CAA and its' volunteers have
carried the burden and now because of its' size and its' need. for
professional and experienced organization, the burden must be shifted
to those who are best suited for the job.
This. change must be done rapidly and it cannot and should not be put
off any longer. We are afraid that unless the city and park committee
get involved, the youth program will fall. by the wayside and what a
tragedy that would be. The people on the park committee have made
prudent and wise investments in Zand for future park development and

Gentlemen:
On behalf of the residents of Timberline and surrounding neighborhood,
we would like to thank you for your kind consideration in giving us an
opportunity to discuss the proposed Timberline Park with you on Thursday,
December 12. Your attention to our comments is appreciated.
As you are aware, we would like very much to have a park in the area as
included in the original park plan, and, more specifically, a park which
would afford a quiet look at nature for ourselves and our children, and
the residents of Eagan.
We understand that negotiations have been held with the owner of proposed
park land recently, and we are encouraged by the generally positive com-
ments of the City Council. We also appreciate and share your concern
about the potential excessive •"net he e' cr, that
a satisfactory solution can be achieved, hopefully through negotiation.
We understand that you are prepared to authorize the City Attorney to
make a formmal offer to Mr. Shields for approximately seven acres, and
anticipate an additional four acres. Should Mr. Shields wish to enter
into some type of rezoning arrangement with the City prior to that
dedication, I am certain the citizens would react reasonably. Thank you
again for your attention and interest in this matter.
We look forward to discussions from time to time and a more complete
review on March 13, 1975.

In reply to your letter of November 15th to Mrs. Alyce Bolke, the Sagan pity
Clerk, regarding the above, I will attempt to answer the questions to the '
boot of my ability.
Park Site No. 1, Country Home Heights
You questioned the Northers National Gas Company easement reflected on the
certificate of tile. The easement runnimg it favor of Northern Natural aas
Company dated June 12, 1941 is se easement that crosses the entire city from
the SAuthwest corner to the North serving basically the Rest sod North ceettral
cress of the city. It crosses Lot 1, Block 6 end Lots 8, 10 and 12, Block 8
of Country Home Nights. It is au underere mad casement and the restrictions
vctt#'ralate only to construction over the pies. Traditionally the utility
companies have greeted permission of bu ldLags to construct over the saaamsnt
provided either that a building does not lie directly over the pipe or there
ere sufficient piers to prevent the pipe from being damaged by construction
over the pipe. It is not anticipated that this will is anyway inhibit construc-
tion on those lets by the City of Eagan for park purposes. The park has been
developed to es great an extent as is expected except for perhaps minor LoProve-
meats in the future. The restrictions im eo way have hindered the development
of the park nor ere they expected to do so in the future.
Park Site So. 6 Black
You mentioned that the rectangular parcel on your Map 1 which vas enclosed !kith
your letter appears to vary from the Plat of Survey prepared by the Dakota
County Surveyor covering the land actually acquired. Map 1 is only s rough
drawing amt not miserly as accurate ss the plat or survey sod there was no
confusion intended. The Plat of Survey was dome after the time the appraisals
were originally prepared but represent the seee property.
As for your qussttane tether the contract describing a parcel of 54 acres or
the deed reflsctitlxg a parcel 36 acres govsrps, the explanation for that is
that we acquire all of the lad'! in Govermmnet Lot 2 owned by Mrs. Sell. The

Regarding the deletion of Sites No. 3 and 4, piers* refer to a letter from 1I
of August 21, 1914 an Amendatory Contract emending the grant which wars mailed
to your office in June, 1974. Section 1 of that Amendatory Contract provides
for the deletions of Park Sites No. 3 seed 4 from the existing contract. A copy
of that Amendatory Contract is attached to this latter.
We have prepared a resolution adopted by our City Council its relation to Section
9 of the Special Conditions providing for special restrictions that the sites
may not be sold, leased or otherwise transferred without the written approval
of the Secretary of Housing and Urban Development. A copy is enclosed. The
original is Wag recorded and the record/ information in respect to this

In the Dispatch of Tuesday, November 5, an article was carried quoting you
as identifying new information as it would relate to a new Civic Center
proposed for Eagan. You go on to indicate that this 60,000 square foot
structure would cost in the range of $2,000,000 and this might be up for
a vote of the citizens in Eagan as early as next spring.
About five years ago, I was very involved, along with my fellow neighbors
in the McKees, Friendly Hills and Timberline areas, in getting the vote out
and passing a bond issue for parks. You may recall that one of those parks
was to be immediately behind Pilot Knob School. It was on that basis that
the people in the McKees, Friendly Hills, and Timberline areas turned out
and passed that bond issue. Five years have gone by and nothing has happened
to develop that nature park behind Pilot Knob Elementary School. It would
seem that this has gotten lost in the shuffle by those involved in passing
the last bond issue. It seems we should complete the obligations created
from the last bond issue before we attempt to pass another one. At this
point, I have no interest in incurring additional bonded indebtedness
until we have fulfilled our current obligations. It would be my feeling
that it would be unwise on the parts of the citizens to support another
new bond issue, especially in light of the fact that our area has not
received what we were led to believe we would receive from the last bond
issue.
As these facts were identified for the people in our area, it appears that
there would be a body of opinion opposing any new bond issues until the park
sites in the northern side of Eagan are completed.
I'll look forward to reviewing all this data with you, if you should find the
time. It is my deep desire to see the obligations of the last bond issue
fulfilled. At that time, we should review the additional things that are
necessary to make Eagan continue to grow and expand, as it has in the past.

Our letter of September 17th, 1974 inform4you that certain unsatisfactory
plantings have not yet been provided by one of the sub - contractors on this
project as requested by the owner.
As of this date, these plantings have not yet been replaced. Continued
negotiations with the Metro Engineering Company and his nursery sub-
contractor have not yet resulted in the replacement of these trees. In
the event that this work is not accomplished this fall, it will be neces-
sary for this guarantee to be extended and the plantings completed during
the spring of 1975.
