We were requested to replace four (4) Scotch Pines in Bur Park
September 15, 1974. Our man replaced these pines and when he
went to water them the hydrants were locked and no water was
available. I called Mr. Branch, Park Maintenance man, and was
told his men had jobs to do and he could not pull them off whenever
anyone screamed; it would be Saturday before they could water
them.
This has been our problem with planting Eagan Park. Unless water
is available, our work is in vain. We kept our men watering the
trees until your maintenance crew took over and the trees were
growing. Had they been properly maintained, they would still be
growing.
I have some of the same trees at the Nursery with only a light cover-
ing of soil and they are doing well. If they can grow above ground,
why shouldn't they grow equally well when planted into the ground?
Even your park officers and architects should know plants need lots
of water to grow. Ninety -nine percent (99%) of the nursery grown
trees that fail to grow are due to lack of water.
Since the trees have not been properly maintained I feel I cannot
replace them for you.

Chairman, Eagan Park Committee:
I am in receipt of the unapproved minutes of your September 12, 1974
meeting. I wish to ask that some corrections be made in my part of
your program as appears in your minutes.
Paragraph One: Only 240 acres of the "Eagan 320" proposal has been
proposed as a part of the county park system. Funds from bonds sold
by the Metropolitan Council for regional parks will be used by the County
to acquire park land in this area.
Paragraph Two: I had indicated that at the present time the County is
pursuing a tree disease program on County lands only and that the State
Law requires each municipality to be responsible for their own com-
munity. I indicated that if the County were to adopt a County-wide tree
program with help to local communities that a systematic means for dis-
posal of dead trees would be a most important part of the program. As
I informed your committee, chipping and sawing the dead trees would be
an effective means of disposal and that presently there is a market for
chips and lumber. I also said that the County does not own a chipper, we
only have a couple of chain saws. The large chippers cost approximately
$90, 000 and there are two of them in the area. One belongs to Hennepin
County and the other to a private company.
A lot of information was covered in a very short time and I was probably
guilty of covering these topics too hurridly. Therefore, I am making
these written comments for clarification.

Enclosed is the development proposal put together by Garden City
Construction Company approximately five years ago when that firm
took an option on Martin's 27 acres west of Pilot Knob Road. The
northeast portion of this property was intended for light commercial
purposes and the balance for multi- dwelling use. It is Martin's
intention to rezone the property for townhouse purposes.
We would like your judgment as to whether this proposal can be
used as the conceptual basis at least for a new proposal for
townhouse dwellings. I would also appreciate receiving from you any
ordinances or other rules that Martin will have to comply with in
obtaining this rezoning.
Martin plans to pursue this with all due speed, and we would appre-
ciate your prompt response.
