Saturday, July 20, 1974, at 9:00 A.M., a plant inspection was made
to determine the Contractor's responsibility for plants which have
failed or aTTe not up to standards after a year from planting per
specifications.

No pruning on the Cherry trees was evident as was advised at our first
inspection. 3 of the Scotch Pine were browning last July.
There was very little pruning of plant material at the time of planting.
Much of the material would have been in good condition if it had. Plants
which are planted in July must be pruned. July is late in the normal
planting season and late for the extended contract completion date.
Many of the bareroot Ash showed dead lower branches but the tops were
healthy. Pruning of this dead wood will generally rnake the species
acceptable.
If there was no. of a tree budding this Spring, it was
determined the Contractor's responsibility to replace it.
Replacements shall be made this Fall season 1974. All plant material
shall be inspected by myself before planting. The 4 Scotch Pines
shall be replaced not later than September 15 1974, or be replaced
early Spring '975.
The Contractor shall advise the Park Committee and myself as soon as
possible when these replacements will be made.

Re: Bicycle Trail Grant Application
Derr Ccunc; & Committee Members:
We were informed today by Mr. William Morrissey of the Minnesota
Department of Natural Resources that the City of Eagan has been
granted $10,000 for the construction of bicycle trails.
This grant 4s on a sharing basis wherein the City of Eagan will
have to construct $15,384 in trails and the State will reimburse
65 % ($10,000).
The State allocated a total of $150,000 to 26 applicants.
They Park Committee will consider the park locations where the trails
will be constructed at their regular meeting in August.

to attempt to coordinate en agreement covering certain POD'e that have
now been approved or now are in the process of being approved. They
include the followings Lexington South„ Pilot K'eob Properties, Eagan
500 and Mission Hills.
It would sees to ma that sow of the issues that should be covered
would include the following:

3. There should be time limits on the development phases.

lend, cash donations, etc. should be provided for.
7. Possibly any recomendetiona from the planner that have been made in writing
should be attached to the agreement including development density, etc.
6. Some of the developers have included vorksheets regarding dI*stty information
etc. which should possibly be included.
9. Ponding requirements should be specified if known at this pant.
10. Staging of development construction should be inserted it -this agreement if known.
11. The fact that Sngso Ls is the process of emending its coning ordinance
should be specified to provide that the developer will comply with the
coning ordinance than in existence where applicable at the tics of
development.
