As you know, the 1974 Legislature passed the Metropolitan Parks Act to
provide funds for the acquisition and development of regional recreational
open space. To assist the Council in implementing t is legislation, the
law provides for a Metropolitan Parks and Open Space Commission. The
members of this Commission have been appointed and have begun their
work. The initial priority will be to implement the immediate action grant
provisions of the law by providing funds to counties, park districts and
municipalities for the acquisition and development of regional facilities
already identified in the Recreation Open Space section of the Development
Guide. A second top priority will be to help in the preparation of a policy
plan and five -year capital improvement program which must be adopted by
the Council by January 1, 1975.
The work of this Commission will be important to you and your local
governmental unit. The Chairman of the Commission. is Mr. Elliott
Perovich, President of the Metropolitan League of Municipalities and
former Mayor of Anoka. The law provides that the Commission members
represent precincts each made up of two Metropolitan Council districts.

The Commission plans to meet at 3:00 p.m. on alternate Mondays,and meeting
schedules and agendas will be included in the weekly Action Briefs bulletin
that you receive.

CHARGE TO METROPOLITAN PARKS AND OPEN SPACE COMMISSION
I. Purpose of Commission
The Metropolitan Parks and Open Space Commission is established pursuant
to Chapter 563, 1974 Minnesota Session Laws. The purpose of the Commission
is to advise and assist the Metropolitan Council in carrying out the purposes
and provisions of that act. A key statement of the purpose of the act is as
follows:
"Immediate action is therefore necessary to provide funds to acquire,
preserve, protect and develop regional recreational open space for
public use."
In accomplishing this purpose the Commission is charged with assisting and
advising the Council in the following general areas:
A. Preparation and implementation of a grant program to municipalities, park
districts, and counties for the acquisition or development of regional
recreation open space properties and facilities.
B. Advise, review and comment coiicerniny a policy plan for the regional
recreation open space system which is to include general areas to be
acquired and priorities for acquisition and development.
C, Preparation and implementation of a five -year capital improvement program
including criteria and priorities for the allocation of funds.
D. Review of master plans and applications for regional open space grants.
E. Upon Council authorization, implementation of the acquisition and
management powers as given to the Council and Commission in the 1974
legislation.
F. Review and recommendation on local applications for state and federal
park funds.
G. To advise the Council concerning needs for park and open space work
program elements for the year 1974 and beyond.
II. Program, Schedules and Priorities
The legislation sets certain specific priorities and, in some cases, schedule
deadlines which must govern the work of the Commission and the Council.
A. Immediate Action Grant Program
A primary purpose of the act is to establish an "immediate action" program
-- 2 -
to provide funds to acquire critical regional recreational open space areas.
Certain areas require acquisition this year in order to prevent loss of
valuable sites to other development purposes. Therefore, the first objective
of the Commission should be to prepare recommendations for the Council as
to an initial grant program. The law provides that the Council's present
Metropolitan Development Guide chapter on recreational open space provide
the policy plan basis for early grant allocations. It is expected that the
Commission will be able to develop specific grant program recommendations
by July of this year in order to expedite this program. Council staff is
currently assembling necessary data on immediate acquisition and development
needs. The schedule for preparation and approval of this immediate action
grant program is as follows:
June 19 - Staff recommendations to the Commission.
July 3 - Commission recommendations to the Council's
Environmental and Transportation Committee.
July 17 - Environmental and Transportation Committee recommendations.
July 25 - Council approval.
During.this same time period, the Council will prepare and carry out a
bond program so that funds will be available as soon as possible to
implement the grant program when approved. The Commission will be
charged with carrying out the implementation of the approved grant program.
B. Policy Plan, Including Five -Year CIP
A second major item of priority work involves the preparation and adoption
by the Council of a policy plan. The legislation requires that this be prepared
and formally adopted by the Council by January 1, 1975. In order to meet this
requirement, a public hearing must be held in late November of 1974. In
order to provide adequate notice and advance distribution of the proposed
policy plan, the proposed policy plan must be accepted by the Council for
purposes of the public hearing by mid - October of this year. To meet this
need, the Commission and the Environmental and Transportation Committee
of the Council will need to work effectively together during the months of
July, August and September to produce that proposed policy plan.
In order to accomplish this, it is necessary that both the Commission and
Committee give early consideration to the major issues to be dealt with in
the policy plan. The Commission should prepare its recommendations by no
later than July 17 concerning major issues to be•dealt with for joint considera-
tion with the Environmental and Transportation Committee.
In preparing the policy plan, it is planned that the Environmental and
Transportation Committee should take primary responsibility for preparing
the policy, general areas to be acquired, and priority elements of the plan,
with the Commission taking primary responsibility for preparation of the
five -year capital improvements program including criteria and priorities for
the allocation of funds to specific acquisition and development projects.
The schedule for the policy plan preparation is as follows:
July 17 - Commission recommendations on major issues to be
dealt with in policy plan.
July 24 - Joint Commission- Committee discussion of major issues.
Sept. 4 - Staff draft of policy plan (not including CIP) to
Environmental and Transportation Committee.
Sept. 11 - Staff draft of CIP to Commission for consideration plus
draft of remainder of policy plan being considered by
Environmental and Transportation Committee.
Sept. 24 - Commission recommendation of proposed CIP to
Environmental and Transportation Comiiiittee, together
with Commission comments on other elements of draft
policy plan.
Oct. 2 - Acceptance of proposed policy plan by Environmental
and Transportation Committee for purposes of public hearing.
Oct. 10 - Acceptance of proposed policy plan by Council for
purposes of public hearing.
Oct. 24 Formal Commission comments on proposed policy plan.
Nov. 21 - Public hearing.
Dec. 26 - Policy plan adoption by Council.
C. Review of Local Park Referrals
The Council is charged with making comments and recommendations concerning
local government applications for various state and federal park funds including
LAWCON and Natural Resources Fund. The Commission can assist by and
is charged with advising the Council on these referrals. The schedule is as
follows:
July 15 - Commission recommendations to the Council on local
park grant criteria.
July 25 - Council approval of criteria.

Sept. 4 - Commission recommendations on local grant applications.
Sept. 12 - Council approval of grant recommendations.
III. Consultation and Coordination with Municipalities, Park Districts and Counties
Effective accomplishment of the purposes of the 1974 legislation requires close
coordination and cooperation between the Metropolitan Council and the Commission
on the one hand, and the municipalities, park districts and counties in the
metropolitan area on the other. For this reason the Commission should give
primary attention to insuring that there is extensive consultation and coordination
with officials of these other governmental jurisdictions throughout the course of
its work.
