Minneapolis, MN 55431 Attn: Mr. Jim Hill Re: River Hills 9th Addition Dear Jim: We have reviewed the surface drainage of the above subject proposed development to determine the probable ponding within the center park area. In conjuction with our review, we have contacted Mr. Bob Rosne, of Bonestroo, Rosene, Adnerlik and Assc.who are the city of Eagan con - sultant engineers. Mr. Rosene indicated that the comprehensive drainage plan for the City of Eagan utilized the center park area as a major storage pond for the drainage area south. of this development. However, Mr. Rosne also agreed that the drainage plan could be reasonably reanalyzed to consider an alternate pond and discharge which would reduce the drainage area to the center park and allow outletting to River Hills 7th. This then would allow you to discharge storm drainage accumilating within the proposed River Hills 9th development to the River Hills 7th Addition as was or- iginally intended when the River Hills 7th Addition was developed. Based on the above, our analysis indicates that, for the drainage area per your proposed drainage plan, there would not be any ponding required for a 5 year storm and thus by piping through the park no accumulation of water would develop. For a 100 year storm, ponding would result, however it would be quite minimual amounting to an average depth of one foot and, based on an outlet flow of 2.5 cfs, would empty in about 12 to 14 hours. Voss DATE: April 10, 1974 SUBJECT: Park Dedications MEMO BACKGROUND This memorandum is a result of a meeting between City Engineer, Bob Rosene and myself. Please not the revisions from the "Park Dedication Credits" memo submitted last month. SUBDIVISION ORDINANCE Park dedications are required under City Ordinance No. 10 - Subdivision Ordinance. The section (10.05) of that ordinance pertaining to park dedications is attached. The ordinance states that "a reasonable portion of each proposed subdivision be dedi- cated for public use as parks, playgrounds, public open space, or storm water holding areas or ponds, or that the subdivider contribute an equivalent amount in cash RESOLUTIONS It is proposed that the City adopt and periodically update as necessary, resolutions guiding the determination of "a reasonable portion" or "an equivalent amount in cash," The City, in fact, did adopt a resolution last year; cash donations related to various types of dwelling units. Additional resolutions, therefore, are needed to guide and dedications for public parks and ponding dedication for the City's storm sewer and drainage system. PARK DEDICATION RESOLUTION It is proposed, therefore, that the following wording be recommended to the City Coun- cil for inclusion in a resolution to be prepared by the City Attorney and adopted. A similar resolution should be proposed and adopted for dedication of ponding areas. WHERE LAND IS TO BE DEDICATED FOR PUBLIC PARKS, PLAYGROUNDS, TRAILS, OR PUBLIC OPEN - 2 - SPACE, THE FOLLOWING FORMULA SHALL GUIDE SAID DEDICATION: 1. The City shall /equire ten percent (10 %) of the total area of the plat to be dedicated for public park purposes. Where none or only a lesser amount of the area is found suitable by the City for public park use, the difference shall be made up by cash contribution. 2. Where a ponding area is to be dedicated for public park purposes, credits shall be determined as follows: " �fd r4a A minimum of seven percent (7%) of land above the high water mark must be dedicated before any credit for ponds Ts granted. Where trails are to be dedicated for public park purposes, credits shall be determined as follows: (a) Secondary Trails: There should be no credit for secenda t trails. 4a..4s These are defined as trails which meander through residential pro - jects in close proximity to dwelling units. These trails lead to "primary trails "; as such, they serve to replace the sidewalks. These trails should be encouraged, however, to take advantage of the "Primary Trail Systems." (b) Prima Trails: These trails are those shown on the "Trail Guide Plan Map" of the Park Deve prgent Guide. Trees will be delivered early Saturday morning or Friday night if possible, to the person in charge of each project. We will call to let you know what weekend this will be as soon as we have this information. 2. Set out stakes for each tree ahead of time preferably the night before. The general planting area will be marked by the park department. (shown on map) Your stakes should be set in staggered rows, 4 feet apart. Pound in firmly. (Don't forget heavy hammers.) 3. After trees are unwrapped they should be placed in water in coffee cans or similar containers to be carried to the planting site. If seedlings are allowed to dry for even a minute they may not survive. However, they should not be held in water for more than a few hours. 4 +. Assign duties to teams of two -one person to dig hole and clear away any large weeds - another person to plant tree and firm soil around it. A small amount of water can be added to planting hole if water is available. (See neighbors or nearby ponds) Have your people bring shovels, buckets, coffee cans and weeding or trimming tools. 5. If any trees cannot be planted immediately, they should be left wrapped in their original covering and stored in a cool place. Covering should be kept dampened. Any extra trees should be turned back to the Park Department and will be planted by the Eagan Mr. JC's in a nursery area at another park. 6. The Park Maintenance man will be on duty and will stop In at the various planting sites. If you need any assistence let him know. Turn in extra trees and any extra stakes to him. Also members of the Park Committee will stop by to take pictures of your group at work if weather permits.. 7. Any scout troop could make a sign to identify their project. Also any help you can give in future watering and weeding of the planted areas would be greatly appreciated. 8. These trees are provided free of charge for planting on public property by the State of Minnesota. We thank you all for participating in this effort. We hope it will be an enjoyable and rewarding experience and that you will be interested in planting more trees in future years. Thanks again for your co- operation. R. Pelton and Associates, and James Stasson of South St. Paul as appraisers for the acquisition of Site #3 as an Eagan Park site. This you may recall is the 10 acre Martin Shields parcel near Highway #31 and Lone Oak Road. You prepared an appraisal dated September, 1973 and we are now commencing acquisition of the parcel under the 1973 HUD Guidelines. Those guidelines which you may be familiar with have a number of changes from earlier guidelines that we followed in the past, and it might be that we will have to require a revised appraisal from your office. In any event, I expect that I will have to prepare a contract for appraisal services for roach of the appraisers and will be in touch with you in'the future. I mentioned to you that Jerry McKenzie of C.R.Pelton and Assoc. did prepare an appraisal of the property last fall and I assume that he will have to redo the appraisal for submission to HUD under the Eagan HUD grant. It is important that we follow the HUD procedures. I am enclosing a three page resume of HUD procedures according to the January 1973 guidelines. You might want to get a copy of the guidelines for your use. In addition, I am enclosing a copy of the survey that was done by the Dakota County Surveyor of the 10 acre Shields property. I will prepare a contract for you as the appraiser and will forward that to you shortly.
