Adjournment MINUTES OF A SPECIAL MEETING OF THE EAGAN PARK COMMIiitS EAGAN, MINNESOTA April 3, 1975 A special meeting of the Eagan Park Committee was held at 7:30 P.M. on :O: April 3, 1975 at the City Hall. Those present were Schmidt, Everson, Lundsten, Thurston, Coates, Cooper and Erb. Also present were Ted Wachter, Eldon Hugelon, Bob Rosene and Dr. James Jones as well as several residents from the Pilot Knob and Blackhawk park area. The meeting was chaired by Barbara Schmidt. ,,j PILOT KNOB PARK. A review of the concept plan for Pilot Knob Park was done by Eldon Hugelon. In his report, Eldon incorporated concepts recommended b Jones, an ecologist, hired to do an evaluation of the site, Among the recommenda- tions to develop the nature area were to 1) prevent by vegetation Cover any further erosion on slope which is presently being filled with black dirt by the school district. It was pointed out that the fill will soon be complete. 2) Raise water level by artifieal pumping from the present level of 878 to 880 feet. Bob Rosene will check to see if there is any leakage in the storm sewer system causing the present drainage. He also indicated that the pumphouse well site could supply additional water. Information on the status of the buffer zone on the south side of the park as well as the relation of the site to the water table will also be provided by Mr. Rosene. The proposed plan for the park includes 1) an asphalt trail surrounding the marsh and crossing the marsh at the narrow point. 2) Construction of twa docks of approximately 100 square feet -one on the school side and one on the residential side of the marsh which would allow for observation of the marah. 3) Construction of two types• of nesting sites above water level in the marsh and placement of bird houses throughout the site. After discussion by the park committee and residents of the Pilot Knob Area the hearing was closed. BLACKHAWK PARK. About 60 residents from the Blackhawk area were present to hear discussion of the Blackhawk neighborhood park concept. Barb Schmidt briefly reviewed the history of park development in Eagan indicating that federal H.U.D. funds had been used for acquisition of sites rather than development. Local bond funds, however, would enable a portion of the Blackhawk site to be developed into a neighborhood park, Eldon Hugelon reviewed the current proposal for development which would include an 81 Eaphalt walkway from Palisade to the play area. The proposed play area would be located on the hill which is the highest point of the park and would consist of pieces of play equipment enclosed by a triangular wooden structure. No parking areas or other developments are being considered at this time. It was also pointed out that the rest of Blackhawk park was an area or community park and would serve several neighborhoods. Mr. Despartes presented the results of a survey he had conducted in the 123 family area and which had been answered by 35 of the families. Most of the questions dealt with proposed parking, canoe areas and other concepts which are not presently being considered. Most of the respondents to his survey favored no development of the park. A second petition was also presented asking that a playground be developed in the area although no site location was specified. Fifty —two persons signed that petition. It was decided that a second survey would be conducted by the development committee specifying what type of development was planned and where it would be located so that residents would have a clearer choice of whether or not they felt there should be any further development in that area. Further discussion of the concept will take place at the regular meeting on April 10th. A proposed gate deoig* for Blaokhawk and Rahn was shown but it was decided that two metal poles and a chain would be just as effective. A discussion of the possibility of park dedication from commercial and industrie developers was discussed and it was decided to bring this matter again to the attentic of the council. —2— A taevelopmental committee meeting was set for 6:30 P.M.
